समूह ‘ग’ ृद भती जनयम 2012 को, जहां तक ईनका संबंध ृयगवेक्षक (प्रिासन) के ृद से हज, ईन बातों के जसवाय
ऄजधक्ांत करते हुये, जजन्हें ऐसे ऄजधक्मण से ृहले दकया गया हज या करने का लोृ दकया गया हज, रक्षा मंत्रालय, सीमा
सड़क संगठन, सामान्य ररजवग आंजीजनयर बल में ृयगवेक्षक (प्रिासन) के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए
जनम्नजलजखत जनयम बनाती हैं, ऄथागत : -

संजक्षप्त नाम और प्रारम्भ - (1) आन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सीमा सड़क संगठन, सामान्य ररजवग
आंजीजनयर बल, ृयगवेक्षक (प्रिासन) समूह ‘ग’ ृद भती जनयम, 2023 हज।

ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।

2.
ृद की सं्या, वगीकरण और वेतन मजररक्स में स्ट्तर – ईक् त ृद की सं्या, ईसका वगीकरण और आससे संलग्न
वेतन मजररक्स में स्ट्तर वह होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
3.
भती की ृद्धजत, अयु-सीमा, ऄहगताएं, अदद- ईक् त ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईससे
संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4.
जनरहगता – वह व्यजि
(क)
जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की
हज, या
(ख)
जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी ऄन्य व्यजि से जववाह दकया हज, या जववाह
की संजवदा की हज, ईि ृद ृर जनयुजि का ृात्र नहीं होगा :-
ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के
प्रवतगन से छूट दे सकेगी।
5.
जिजथल करने की िजि - जहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, और वहां,
वह ईसके जलए जो कारण हैं ईन्हें लेखबद्ध करके आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के व्यजियों की बाबत,
अदेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत - आन जनयमों की कोइ बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगो, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना
ऄृेजक्षत हज।

नागालैंड, जत्रृुरा, जसदिम, जहमाचल प्रदेि के

भूतृूवग सजनकों के ृुनर्थनयोजन द्वारा भरे जाएंगे,
जजनके ृास स्ट्तंभ (7) के ऄधीन सीधे भती दकए जाने
वाले व्यजियों के जलए जवजहत िजक्षक ऄहगताऐ हज,
जजसके न हो सकने ृर सीधी भती द्वारा ।
प्रोन्नजत या प्रजतजनयुजि या अमेलन द्वारा भती की
दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि
या अमेलन दकया जाएगा

रटप्प्ण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में,
जजन्होंने ऄृनी ऄहगक या ृात्रता सेवा ृूरी कर ली
हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहां
ईनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया
समूह ‘ग’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार
करने के जलए) जो जनम्नजलजखत से जमलकर
बनेगी :-
1. संयुि जनदेिक या समतुल्य - ऄध्यक्ष;

ऄृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी
ऄहगक ृात्रता सेवा ृहले ही ृूरी कर ली हज,
ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी
ृररवीक्षा की ऄवजध सफलताृूवगक ृूरी कर ली
हो।
समूह 'ग' जवभागीय ृुजष्ट सजमजत (ृुजष्ट के संबंध में जवचार करने
के जलए) जो जनम् नजलजखत से जमलकर बनेगी :-
1. संयुि जनदेिक या समतुल्य - ऄध्यक्ष;
2. ज्येष्ठ प्रसािजनक ऄजधकारी, या समतुल्य - सदस्ट्य;

New Delhi, the 21st April, 2023
S.R.O. 73.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Road Transport and Highways, Border Roads Development Board, General Reserve
Engineer Force (Border Roads Organisation), Group ‘C’ Posts Recruitment Rules, 2012, in so far as they relate to the
post of Supervisor (Administration), except as respects things done or omitted to be done before such supersession,
the President hereby makes the following rules regulating the method of recruitment to the post of Supervisor
(Administration) in the Ministry of Defence, Border Roads Organisation, General Reserve Engineer Force, namely :-
1. Short title and commencement.___(1) These rules may be called the Ministry of Defence, Border Roads
Organisation, General Reserve Engineer Force, Supervisor (Administration) Group ‘C’ Post, Recruitment Rules,
2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.__The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3. Method of recruitment, age-limit, qualifications, etc.___The method of recruitment to the said post, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5 ) to (13) of the said
Schedule.
4. Disqualification.___ No person,–
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage, and that there are other grounds for so doing,
exempt any person from the operation of this rule.
5. Power to relax.___ Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
6. Saving.___ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

3. भती की ृद्धजत, अयु सीमा, ऄहगताएं अदद :- ृूवोि ृद के जलए भती की ृद्धजत, अयु सीमा, ऄहगताएं और ईससे
संबंजधत ऄन्य बाते वे होंगी जो ईि ऄनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (12) में जवजनर्ददष्ट हैं।
4. जनरहगताएं :- कोइ व्यजि-
(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज, या जववाह की संजवदा की हज; या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत होते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज,

रटप्ृणी : (1) स्नातक जलजृकों में से प्रोन्नजत के जलए
जवभागीय ृरीक्षा तभी अयोजजत की जाएगी जब
ृयागप्त सं्या में ररजियां ईृलब्ध होती हज। बीच की
ऄवजध के दौरान स्नातक जलजृक-सह-टंककों के जलए
जनधागररत ररजियां न तो व्यृगत होंगी और न ही भरी
जाएंगी।
रटप्ृणी : (2) जलजृक-सह-टंकक एवं अंकड़ा प्रजवजष्ट
ृररचालक, जो ऄधीनस्ट्थ लेखा सेवा ृरीक्षा भाग-।
ईत्तीणग करते हैं, ईन्हें ईृररजलजखत 20 प्रजतित कोटे
के प्रजत जबना ृारी के लेखाृरीक्षक श्रेणी ृर प्रोन्नत
दकया जाएगा।
रटप्ृणी : (3) 26 जसतंबर 2009 को जनयजमत अधार
ृर जलजृक-सह-टंकक के ृोषक ृद धारण करने वाले
व्यजि के जलए लेखाृरीक्षक की श्रेणी में प्रोन्नजत के
जलए ृात्रता सेवा अठ वषग की बनी रहेगी।
यदद जवभागीय प्रोन्नजत सजमजत हज तो ईसकी संरचना
भती करने में दकन ृररजस्ट्थजतयों में संघ
लोक सेवा अयोग से ृरामिग दकया जाएगा

NOTIFICATION
New Delhi, the 30th May, 2023
S.R.O. 74.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in
supersession of the Defence Accounts Department (Auditor) Recruitment Rules, 2009, except as respects things done
or omitted to be done before such supersession, the President hereby makes the following rules regulating the method
of recruitment to the post of Auditor in the Defence Accounts Department namely: -
1. Short title and commencement: - (1) These rules may be called the Defence Accounts Department (Auditor)
Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix: -The number of the said posts, its classification and
level in the pay matrix thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of Recruitment, age- limit, qualification etc.: - The method of recruitment to the said post, age limit,
qualifications and other matters connected therewith shall be as specified in column (5) to (12) of the said
Schedule.

4. Disqualifications: - No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person shall be eligible
for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax: - Where the Central Government is of the opinion that it is necessary or expedient to do so, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required
to be provided for the Schedules Castes, the Scheduled Tribes, the Ex-serviceman and any other special
categories of persons in accordance with orders issued by the Government from time to time in this regard.

जसजवल जनमागण ऄजधकारी कजडर (समूह ‘क’ तथा ‘ख’ ृद) भती जनयम, 2023 हज।
(2)
ये सरकारी राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे।
2.
अवेदन - ये जनयम आन ृदों ृर लागू होंगे जो आन जनयमों में ईृाबद्ध ऄनुसूची के स्ट्तंभ (1) मे जवजनर्ददष्ट हज।
3.
ृदों की सं्या, वगीकरण, वेतन मजररक्स में स्ट्तर - ईि ृदों की सं्या, ईनका वगीकरण और वेतन मजररक्स में
स्ट्तर वे होंगे, जो ईि ऄनुसूची के स्ट्तम्भ (2) से स्ट्तंभ (4) तक में जवजनर्ददष्ट होंगे।

भती की ृद्धजत, अयु-सीमा और ऄहगताएं अदद - ईि ृदों ृर भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईनसे
संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट होंगे।
5.
जनरहगता - वह व्यजि,-
(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज;
या
(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह या जववाह की संजवदा की हो,
ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार
को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के
प्रवतगन से छूट दे सकेगी।
6.
जिजथल करने की िजि - जहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह
ईसके जलए जो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके, आन जनयमों के दकसी ईृबंध
को दकसी वगग या प्रवगग के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी।
7.
व्यावृजत्त - आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं
डालेगी, जजनका केन्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,
ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवग कार्थमकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना
ऄृेजक्षत हज।

दकया जा रहा हो, वहां ईनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार
दकया जाएगा ृरन्तु यह तब जबदक ईनके द्वारा की गइ ऐसी ऄहगक
या ृात्रता सेवा, ऄृेजक्षत ऄहगक या ृात्रता सेवा के अधे से ऄजधक
या दो वषग, आनमें से जो भी कम हो और ईन्होंने ऄृने ऐसे कजनष्ठ
व्यजियों सजहत, जजन्होंने ऐसी ऄहगक या ृात्रता सेवा ृहले ही ृूरी
कर ली हज, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृररवीक्षा
की ऄवजध सफलताृूवगक ृूरी कर ली हो।
प्रजतजनयुजि/अमेलन: केन्रीय सरकार की संगरठत आंजीजनयरी सेवा
के या ऄन्य जवभागों या राज्य सरकारों या ृजब्लक सेक्टर के
ईृक्मों के ऄधीन ऐसे जसजवजलयन ऄजधकारी,-
(i) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद
धारण दकए हुए हैं; या
(ii) वेतन मजररक्स स्ट्तर-13क (131100-216600 प .) में जनयजमत
अधार ृर आस ृद ृर दो वषग जनयजमत सेवा की हो ।
रटप्ृण 1: ृोषक प्रवगग के ऐसे जवभागीय ऄजधकारी जो प्रोन्नजत
की सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए
जाने के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत
द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।
रटप्ृण 2: प्रजतजनयुजि की ऄवजध जजसके ऄंतगगत केन्रीय सरकार
के ईसी या दकसी ऄन्य संगठन या जवभाग में आस जनयुजि से ठीक
ृहले धाररत दकसी ऄन्य संवगग बाह्य ृद ृर प्रजतजनयुजि की
ऄवजध हज, साधारणतया तीन वषग से ऄजधक नहीं होगी।
रटप्ृण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए ऄजधकतम अयु
सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को 56 वषग से ऄजधक
नहीं होगी।

रटप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने ऄृनी ऄहगक
या ृात्रता सेवा ृूरी कर ली हो, प्रोन्नजत के जलए जवचार दकया जा
रहा हो, वहां ईनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया
जाएगा ृरन्तु यह तब जबदक ईनके द्वारा की गइ ऐसी ऄहगक या
ृात्रता सेवा, ऄृेजक्षत ऄहगक या ृात्रता सेवा के अधे से ऄजधक या
दो वषग, आनमें से जो भी कम हो, कम न हो और ईन्होंने ऄृने ऐसे
कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी ऄहगक या ृात्रता सेवा ृहले
ही ृूरी कर ली हज, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी
ृररवीक्षा की ऄवजध सफलताृूवगक ृूरी कर ली हो।
प्रजतजनयुजि/अमेलन(जसजवजलयन ऄजधकारी) : केन्रीय सरकार की
संगरठत आंजीजनयरी सेवा के या ऄन्य जवभागों या राज्य सरकारों या
ृजब्लक सेक्टर के ईृक्मों के ऄधीन ऐसे जसजवजलयन ऄजधकारी,-
(क) (i) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद
धारण दकए हुए हैं; या
(ii) वेतन मजररक्स स्ट्तर-13 (123100-215900 प .) में
जनयजमत अधार ृर आस ृद ृर दो वषग जनयजमत सेवा की हो।
(ख) जजनके ृास स्ट्तंभ (7) के ऄधीन सीधी भती दकए जाने वाले
व्यजियों के जलए जवजहत िजक्षक ऄहगताएं और ऄनुभव रखता हो।
प्रजतजनयुजि / अमेलन या ृुनर्थनयोजन (सेवा ऄजधकारी),-
(i) रक्षा में कनगल रेंक (1) की सेवा वेतन मजररक्स में स्ट्तर-13
(125700-214000) या समतुल्य में ऐसे आंजीजनयर ऄजधकारी
जजनके ृास ईस रैंक में कायगिालाओं/कारखानों/ऄनुसंधान स्ट्थाृनों
की मु्य समयबद्ध ृररयोजनाओं के जसजवल जनमागण की योजना
बनाने या ईसके जनष्ृादन का ृांच वषग का ऄनुभव हज या ऐसे
लजटटनेंट कनगल/समतुल्य जजन्होंने ईस रेंक में सात वषग की जनयजमत
सेवा की हज; और
(ii) जजनके ृास सीधी भती के जलए जवजहत ऄनुभव और िजक्षक
ऄहगताएं हैं। ऐसे ऄजधकाररयों के संबंध में भी जवचार दकया जाएगा
जो एक वषग की ऄवजध में ररजवग में स्ट्थानांतररत दकए जाने वाले हैं
और जजनके ृास ऄृेजक्षत ऄनुभव और ऄहगता हैं। यदद ऐसे व्यजियों
का चयन दकया जाता हज तो ईन्हें ईस तारीख तक प्रजतजनयुजि के
जनबंधनों ृर रखा जाएगा जजसमें ईन्हें सिस्त्र बल से जनमुगि दकया
जाना हज, तत्ृश्चात ईन्हें ृुनर्थनयोजन के जनबंधनों ृर बने रहने ददया
जा सकता हज। ऐसे ऄजधकाररयों के ृद ृर ईनके वास्ट्तजवक चयन से
ृूवग सेवाजनवृत्त होने या ररजवग में स्ट्थानांतररत दकए जाने की दिा में
ईनकी जनयुजि ृुनर्थनयोजन के अधार ृर होगी। (जसजवल ृदों के
प्रजतजनदेि से ऄजधवार्थषता की अयु तक ृुनर्थनयोजन)
रटप्ृण 1: ृोषक प्रवगग के ऐसे जवभागीय ऄजधकारी जो प्रोन्नजत की
सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए
जाने के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा
जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।
रटप्ृण 2: प्रजतजनयुजि की ऄवजध (जजसके ऄंतगगत ऄल्ृकाजलक
संजवदा भी हज) जजसके ऄंतगगत केन्रीय सरकार के ईसी या दकसी

ऄल्ृकाजलक संजवदा भी हज) हज, साधारणतया तीन वषग से ऄजधक
नहीं होगी।
रटप्ृण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा
अवेदन प्राप्त करने की ऄंजतम तारीख को 56 वषग से ऄजधक नहीं
होगी।

(116700-210700) में या समतुल्य रैंक में ृांच वषग की जनयजमत सेवा
की हो; और
(iii) जो सीधी भती के जलए स्ट्तंभ (7) के ऄधीन जवजहत ऄनुभव और
िजक्षक ऄहगता रखता हों।
रटप्ृण 1: ऐसे ऄजधकाररयों के संबंध में जवचार दकया जाएगा, जो एक
वषग की ऄवजध के भीतर सेवाजनवृत्त होने वाले हैं या ‘ररजवग’ में
स्ट्थानांतररत दकए जाने वाले हैं और जजनके ृास ऄृेजक्षत ऄनुभव और
ऄहगताएं हैं। ऐसे व्यजियों को ईस तारीख तक प्रजतजनयुि के जनबंधनों ृर
रखा जाएगा जजस तारीख से ईन्हें सिस्त्र बल से जनमुगि दकया जाना हज,

रटप्ृण 3: प्रजतजनयुजि की ऄवजध जजसके ऄंतगगत केन्रीय सरकार के ईसी

अधे से ऄजधक से या दो वषग से आनमें से जो भी कम हो, कम न हो
और ईन्होंने ऄृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी
ऄहगक या ृात्रता सेवा ृहले ही ृूरी कर ली हज, ऄगली ईच्चतर
श्रेणी में प्रोन्नजत के जलए ऄृनी ृररवीक्षा की ऄवजध
सफलताृूवगक ृूरी कर ली हो।
प्रजतजनयुजि/अमेलन (जसजवजलयन ऄजधकारी): केन्रीय सरकार
या ऄन्य जवभागों राज्य सरकार या सावगजजनक ईृक्मों के ऐसे
जसजवजलयन ऄजधकारी,-
(क) (i) जो जनयजमत अधार ृर मूल काडर या जवभाग में सदृि
ृद धारण दकए हुए हैं।
(ii) जजन्होंने वेतन मजररक्स (67700-208700/-) में स्ट्तर-11
में जनयजमत अधार ृर ईस श्रेणी में ृांच वषग सेवा की हो।
(ख) स्ट्तंभ (7) के ऄधीन सीधी भती के जलए िजक्षण ऄहगता और
ऄनुभव रखता हो।
प्रजतजनयुजि/अमेलन या ृुनर्थनयोजन (सेना ऄजधकारी): केन्रीय
सरकार या ऄन्य जवभागों राज्य सरकार या सावगजजनक ईृक्मों
के ऐसे जसजवजलयन ऄजधकारी जो,-
(i) रक्षा वेतन मजररक्स में स्ट्तर 12क (116700-210700 रु.) में
लेजटटनेंट कनगल वेतन स्ट्तर या समतुल्य।
(ii) रक्षा में वेतन मजररक्स स्ट्तर-11 में (69400-136900 रु.)
मेजर या समतुल्य जजसने आस रैंक में ृांच वषग की जनयजमत सेवा
की हो।
(iii) स्ट्तंभ (7) के ऄधीन सीधी भती के जलए जवजहत िजक्षक ऄहगता
और ऄनुभव रखता हो।
रटप्ृण 1: ऐसे ऄजधकाररयों के संबंध में जवचार दकया जाएगा, जो
एक वषग की ऄवजध के भीतर सेवाजनवृत होने वाले हैं या ररजवग में
स्ट्थानांतररत दकए जाने वाले हैं और जजनके ृास ऄृेजक्षत ऄनुभव
और ऄहगताएं हैं। ऐसे व्यजियों को ईस तारीख तक प्रजतजनयुि के
जनबंधनों ृर रखा जाएगा जजस तारीख से ईन्हें सिस्त्र बल से
जनमुगि दकया जाना हज, तत्ृश्चात् ईन्हें ृुनर्थनयोजन ृर बने रहने
ददया जा सकता हज।
रटप्ृण 2: ृोषक प्रवगग के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत
की सीधी ृंजि में हज, प्रजतजनयुजि के अधार ृर जनयुजि ृर
जवचार के जलए ृात्र नहीं होंगे। आसी तरह, प्रजतजनयुि ऄजधकारी
प्रोन्नजत द्वारा जनयुजि ृर जवचार के जलए ृात्र नहीं होंगे।

रटप्ृण 3: प्रजतजनयुजि की ऄवजध जजसके ऄंतगगत केन्रीय सरकार
के ईसी या दकसी ऄन्य संगठन या जवभाग में आस जनयुजि से ठीक
ृहले धाररत दकसी ऄन्य बाह्य संवगग ृद ृर प्रजतजनयुजि की
ऄवजध साधारणतया तीन वषग से ऄजधक नहीं होगी।

ऄृनी ऄहगक या ृात्रता सेवा ृूरी कर ली हो, प्रोन्नजत के जलए
जवचार दकया जा रहा हो, वहां ईनसे ज्येष्ठ व्यजियों के संबंध
में भी जवचार दकया जाएगा ृरन्तु यह तब जबदक ईनके द्वारा
की गइ ऐसी ऄहगक या ृात्रता सेवा, ऄृेजक्षत ऄहगक या
ृात्रता सेवा के अधे से ऄजधक या दो वषग, आनमें से जो भी
कम हो और ईन्होंने ऄृने ऐसे कजनष्ठ व्यजियों सजहत,

S.R.O. 75.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Defence Research and Development Organisation, Ministry of Defence (Civil Works Officers
Cadre) Recruitment Rules, 2000 and the Ministry of Defence, Defence Research and Development Organisation,
Additional Chief Construction Engineer (Civil Works Officer’s Cadre) Recruitment Rules, 2014, except as respects
things done or omitted to be done before such supersession, the President hereby makes the following rules regulating
the method of recruitment to the posts of Chief Executive (Civil Works and Estates), Chief Construction Engineer-
cum-Associate Director (works), Additional Chief Construction Engineer, Deputy Chief Construction Engineer-cum-
project Manager, Construction Engineer-cum-Deputy Project Manager, Deputy Construction Engineer-cum-Assistant
Project Manager and Assistant Construction Engineer in the Construction Establishment, Defence Research and
Development Organisation, Ministry of Defence, namely:-
1.
Short title and commencement.- (1) These rules may be called the Ministry of Defence, Defence Research and
Development Organisation, Civil Works Officer Cadre (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these
rules.
3.
Number of posts, classification and level in pay matrix.-The number of the said posts, their classifications
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5.
Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6.
Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from
time to time in this regard.

works of major time-bound projects of Workshops or
Factories or Research Establishments or Lieutenant
Colonel or equivalent with seven years’ regular service
in the rank; and
(ii) possessing the prescribed experience and educational
qualification for direct recruitment. The officers due to
retire or those who are to be transferred to reserve
category within a period of one year and have the
requisite experience and qualification shall also be
considered. If selected such persons shall be given
deputation terms up to the date on which they are due
for release from the Armed Forces, thereafter, they may
be continued on re-employment terms. In case such
eligible officers have been retired or have been
transferred to reserve before the actual selection to the
post is made their appointment will be on re-
employment basis (re-employment upto the date
superannuation with reference to civil posts).
