का.जन.आ. 76.—ऱाष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और

रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना, नौसेना और वायु सेना), रक्षा कममचारीवृंि मुख्यालय और अंतर सेवा संगठन

(पुस्ट्तकालय काडर समूि ‘क’ और ‘ख’ पि) भती जनयम, 2017 को उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िे ऐसे

अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना, नौसेना और

वायु सेना), रक्षा कममचाररवृंि मुख्यालय और अंतर सेवा संगठन में ज्येष्ठ पुस्ट्तकालय और सूचना अजिकारी, पुस्ट्तकालय

और सूचना अजिकारी, सिायक पुस्ट्तकालय और सूचना अजिकारी तथा पुस्ट्तकालय और सूचना सिायक के पिों पर भती

की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथामत् :-

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना,

नौसेना, वायु सेना), रक्षा कममचाररवृंि मुख्यालय और अंतर सेवा संगठन, पुस्ट्तकालय काडर (समूि ‘क’ और ‘ख’ पि) भती

जनयम, 2023 िै ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

लागू िोना - ये जनयम, इन जनयमों के साथ उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्िमष्ट पिों को लागू िोंगे ।

3. पिों की संख्या, वगीकरण, वेतन मैररक्स में स्ट्तर - उि पिों की संख्या, उनका वगीकरण, उनके साथ संलग्न

वेतन मैररक्स में स्ट्तर वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्िमष्ट िैं ।

4. भती की पद्धजत, आयु-सीमा, एवं अिमताएं आदि - उि पिों पर भती की पद्धजत, आयु-सीमा, अिमताएं और

उससे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िमष्ट िैं ।

जनरिमता - वि व्यजि -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा

की िै; अथवा

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की

संजविा की िै;

उि पि पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतमन से छूट िे सकेगी ।

6. जिजथल करने की िजि - ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां

वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिम करके, इन जनयमों के दकसी उपबंि

को दकसी वगम या प्रवगम के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।

7. व्यावृजत - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवम सैजनकों और अन्य जविेष प्रवगम के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि या आमेलन दकया िाएगा ।

संयुि पद्धजत [प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) और प्रोन्नजत] :

केन्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासन या पजललक सेक्टर उपक्मों या कानूनी या स्ट्वायत्त संगठनों या

मान्यताप्राप्त जवश्वजवद्यालयों या मान्यताप्राप्त अनुसंिान संस्ट्थानों या िैजक्षक संस्ट्थानों के अजिकारी :-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-11 (67700-208700 रू.) या समतुल्य के पिों पर जनयुजि के

पश्चात जनयजमत आिार पर उस श्रेणी में पांच वषम सेवा की िो; और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिमताएं और अनुभव िो-

(i) आवश्यक:

(क) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में मास्ट्टर

जडग्री; और

(ख) केन्रीय सरकार या राज्य सरकारों या स्ट्वायत्त या कानूनी संगठन या पजललक सेक्टर उपक्मों या जवश्वजवद्यालयों या

मान्यताप्राप्त अनुसंिान या िैजक्षक संस्ट्थान के अिीन पुस्ट्तकालय में िस वषम का वृजत्तक अनुभव ।

(ii) वांछ्नीय:

(क) केन्रीय सरकार या राज्य सरकारों या स्ट्वायत्त या कानूनी संगठन या पजललक सेक्टर उपक्मों या जवश्वजवद्यालयों या मान्यताप्राप्त

अनुसंिान संस्ट्थान या िैजक्षक संस्ट्थान के अिीन पुस्ट्तकालय में पुस्ट्तकालय के दक्याकलापों के कम्पप्यूटरीकरण का एक वषम का अनुभव ।

(ख) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से कम्पप्यूटर उपयोिन में जडप्लोमा ।

रटप्पण 1: बाह्य व्यजियों के साथ, वेतन मैररक्स में स्ट्तर-11 (67700-208700 रू.) में कायमरत जवभागीय पुस्ट्तकालय और सूचना

अजिकारी िो पांच वषों से उस श्रेणी में जनयजमत सेवा िे रिे िैं, के नाम पर भी जवचार दकया िायेगा । यदि जवभागीय अजिकारी का

चयन इस पि पर जनयुजि के जलये िोता िै तो यि प्रोन्नजत के द्वारा भरा गया माना िायेगा ।

रटप्पण 2: प्रजतजनयुजि की अवजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) जिसके अंतगमत केन्रीय सरकार के उसी या दकसी अन्य

संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक

संजविा भी िै) की अवजि िै सािारणतया 4 वषम से अजिक निीं िोगी ।

रटप्पण 3: प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की

अंजतम तारीख को छप्पन वषम से अजिक निीं िोगी ।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना ।

भती करने में दकन पररस्ट्थजतयों में संघ लोक सेवा आयोग से परामिम

दकया िाएगा ।

(ii) पचास प्रजतित प्रजतजनयुजि द्वारा (जिसके अंतगमत

अल्पकाजलक संजविा भी िै)।

प्रोन्नजत :

वेतन मैररक्स में स्ट्तर-7 (44900 -142400 रू.) में ऐसे सिायक पुस्ट्तकालय और सूचना अजिकारी जिन्िोंने उस श्रेणी में

नौ वषम की जनयजमत सेवा की िो और जिनके पास पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में मान्यताप्राप्त जवश्वजवद्यालय

या संस्ट्थान से बैचलर जडग्री िो और उन्िोने पुस्ट्तकालय तथा पुस्ट्तकालय जवज्ञान के क्षेत्र में िो से चार सप्ताि का प्रजिक्षण सफलतापूवमक

पूणम दकया िो ।

रटप्पण 1: संिोजित जनयमों की अजिसूचना की तारीख को जनयजमत आिार पर पोषक प्रवगम के पि पर कायमरत व्यजियों की पात्रता

सेवा सात वषम की िोगी ।

रटप्पण 2: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिमक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया

िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिमक या

पात्रता सेवा, अपेजक्षत अिमक या पात्रता सेवा के आिे से अजिक से या िो वषम से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने

ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिमक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए

अपनी पररवीक्षा की अवजि सफलतापूवमक पूरी कर ली िो ।

प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) :

केन्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासन या स्ट्वायत्त संगठनों या कानूनी संगठनों या पजललक सेक्टर उपक्मों

या मान्यताप्राप्त जवश्वजवद्यालयों या मान्यताप्राप्त अनुसंिान संस्ट्थानों के अजिकारी :-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-10 (56100-177500 रू) या समतुल्य के पिों पर जनयजमत

आिार पर जनयुजि के पश्चात उस श्रेणी में पााँच वषम की सेवा की िो; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-9 (53100-167800 रू) या समतुल्य के पिों पर जनयजमत

आिार पर जनयुजि के पश्चात उस श्रेणी में सात वषम की सेवा की िो; या

(iv) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-8 (47600-151100 रू) या समतुल्य के पिों पर जनयजमत

आिार पर जनयुजि के पश्चात उस श्रेणी में आठ वषम की सेवा की िो; या

(v) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-7 (44900-142400 रू) या समतुल्य के पिों पर जनयजमत

आिार पर जनयुजि के पश्चात उस श्रेणी में नौ वषम की सेवा की िो; और

(ख) जिसके पास जनम्नजलजखत िैजक्षक अिमताएं और अनुभव िो :-

(i) आवश्यक

(क) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में मास्ट्टर जडग्री ।

(ख) केन्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासन या स्ट्वायत्त या कानूनी संगठन या पजललक सेक्टर उपक्म

या मान्यताप्राप्त जवश्वजवद्यालय या मान्यताप्राप्त अनुसंिान संस्ट्थान के अिीन पुस्ट्तकालय में पांच वषम का वृजत्तक अनुभव ।

दक्याकलापों के कम्पप्यूटरीकरण का एक वषम का अनुभव ।

रटप्पण 1: पोषक प्रवगम के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे ।

रटप्पण 2: प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) की अवजि, जिसके अंतगमत केन्रीय सरकार के उसी या दकसी अन्य

संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अंतगमत

अल्पकाजलक संजविा भी िै) की अवजि िै सािारणतया 4 वषम से अजिक निीं िोगी ।

रटप्पण 3: प्रजतजनयुजि (जिसके अंतगमत अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने

की अंजतम तारीख को छप्पन वषम से अजिक निीं िोगी ।

2. संयुि सजचव एवं मुख्य प्रिासजनक अजिकारी, रक्षा मंत्रालय - सिस्ट्य;

3. रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना) या राष्ट्रीय रक्षा

मिाजवद्यालय, रक्षा मंत्रालय से जनिेिक या जिगेजडयर या

समतुल्य प्राजस्ट्थजत का अजिकारी,

- सिस्ट्य ।

समूि 'क' जवभागीय पुजष्ट सजमजत (पुजष्ट के संबंि में जवचार करने के जलए),

जिसमें जनम्नजलजखत िोंगे :-

1. संयुि सजचव एवं मुख्य प्रिासजनक अजिकारी, रक्षा मंत्रालय - अध्यक्ष;

2. रक्षा मंत्रालय के एकीकृत मुख्यालय (वायुसेना) से जनिेिक या

एयर कोमोडोर या समतुल्य प्राजस्ट्थजत का अजिकारी या

जनिेिक, संयुि सजचव एवं मुख्य प्रिासजनक

अजिकारी का कायामलय, रक्षा मंत्रालय - सिस्ट्य;

3. रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना) या राष्ट्रीय रक्षा

मिाजवद्यालय, रक्षा मंत्रालय से जनिेिक या जिगेजडयर

या समतुल्य प्राजस्ट्थजत का अजिकारी - सिस्ट्य ।

संघ लोक सेवा आयोग से प्रत्येक जस्ट्थजत

जनयजमत सेवा की िो और पुस्ट्तकालय तथा पुस्ट्तकालय जवज्ञान के क्षेत्र में िो से चार सप्ताि का प्रजिक्षण सफलतापूवमक पूणम दकया िो ।

रटप्पण 1: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिमक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया

िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिमक या

S.R.O. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Integrated Headquarters of Ministry of Defence (Army, Navy and Air), Defence Staff

Headquarters and Inter Service Organisations, (Library Cadre Group ‘A’ and ‘B’ posts) Recruitment Rules, 2017,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Senior Library and Information Officer, Library

and Information Officer, Assistant Library and Information Officer and Library and Information Assistant in the

Integrated Headquarters of Ministry of Defence (Army, Navy and Air), Defence Staff Headquarters and Inter Service

Organisations, namely :-

Short title and commencement. - (1) These rules may be called the Ministry of Defence, Integrated

Headquarters of Ministry of Defence (Army, Navy and Air), Defence Staff Headquarters and Inter Service

Organisations, Library Cadre (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application. -These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.- The number of the said posts, their classifications

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

institutions or educational institutions.

(ii) Desirable :

(A) One year experience of computerising library activities in a library under Central Government or State

Governments or autonomous or statutory organisation or public sector undertakings or Universities or

recognised research or educational Institutions.

(B) Diploma in computer application from a recognised University or institute.

Note 1: The departmental Library and Information Officer in level-11 in the pay matrix (Rs. 67700-208700) with

five years regular service in the grade shall also be considered along with outsiders. If the departmental candidate is

selected for appointment to the post, it shall be treated as having been filled by promotion.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility service or two years, whichever is less, and have

successfully completed their probation period for promotion to the next higher grade along with their juniors who

have already completed such qualifying or eligibility service.

Deputation (including short term contract) :

Officers of the Central Government or State Governments or Union territories or autonomous or statutory

organisations or public sector undertakings or recognised Universities or recognised research institutions;

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in the

level-10 in the pay matrix (Rs.56100-177500) or equivalent in the parent cadre or department; or

(iii) with seven years service in the grade rendered after appointment thereto on a regular basis in posts in the

level-9 in the pay matrix (Rs. 53100-167800) or equivalent in the parent cadre or department; or

Note 2: The period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not to exceed four years.

Note 3: The maximum age-limit for appointment by deputation (including short term contract) shall not exceed

Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not exceed four years.
