सा.का.जन. 66.—राष्ट्रृजत, संजवधान के ऄनुच्छेद 309 के ृरन्तुक ्ारा प्रदत्त िजियों का प्रयोग करते हुए, गृह

मंत्रालय के ऄधीन सरदार वल्लभभाइ ृटेल राष्ट्रीय ृुजलस ऄकादमी, हजदराबाद में जसस्ट्टम प्रिासक के ृद ृर भती की ृद्धजत

को जवजनयजमत करने हेतु जनम्नजलजखत जनयम बनाते हैं, ऄथागतः-

1. संजक्षप्त नाम और प्रारंभ.—(1) आन जनयमों का संजक्षप्त नाम गृह मंत्रालय, सरदार वल्लभभाइ ृटेल राष्ट्रीय ृुजलस

ऄकादमी, जसस्ट्टम प्रिासक, भती जनयम, 2023 हज।

(2) ये राजृत्र में प्रकािन की तारीख को प्रवृत होंगे।

2. ृद सं्‍या, वगीकरण और वेतन मेंरक्स में स्ट्तर.—ृद सं्‍या, वगीकरण और आससे संलग्न वेतन मेंरक्स में स्ट्तर वह

होगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तमभ (2) से स्ट्तमभ (4) में जवजनर्ददष्ट हैं।

3. भती की ृद्धजत, अयु-सीमा और ऄहगताएं, अदद.—भती की ृद्धजत, अयु सीमा, ऄहगताएं और ईि ृद से संबंजधत ऄन्य

बातें वे होंगी, जो ृूवोि ऄनुसूची के स्ट्तमभ (6) से स्ट्तमभ (13) में जवजनर्ददष्ट हैं।

4. जनरहगता.—वह व्यजि -

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज;

या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए, दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा

की हज,

ईि ृद ृर जनयुजि के जलए ृात्र नहीं होगा:

ृरंतु यदद केंरीय सरकार, का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज, और ऐसा करने के जलए अधार हैं, तो वह दकसी व्यजि को आस जनयम के प्रवतगन से

छूट दे सकेगी।

5. जिजथल करने की िजि.—जहां केंरीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह

ईसके जलए जो कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृाबंध को

दकसी वगग या प्रवगग के व्यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व्यावृजत्त.—आन जनयमों की कोइ बात, ऐसे अरक्षण, अयुसीमा मे छूट और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी,

जजनका केंरीय सरकार ्ारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत हैं।

सुभेद्यता मूल्यांकन का एक वषग का ऄनुभव।

ंटप्ृण 1: जहां ऐसे कजनष्ठ व्यजियों के संबंध

में, जजन्होंने ऄृनी ऄहगक या ृात्रता सेवा ृूरी

कर ली हज, प्रोन्नजत के जलए जवचार दकया जा

रहा हो, वहां ईनसे ज्येष्ठ व्यजियों के संबंध में

भी जवचार दकया जाएगा ृरंतु यह तब जब दक

ईनके ्ारा की गइ ऐसी ऄहगक या ृात्रता सेवा,

ऄृेजक्षत ऄहगक या ृात्रता सेवा के अधे से

ऄजधक से या दो वषग से, आनमें से जो भी कम

हो, कम न हो और ईन्होंने ऄृने ऐसे कजनष्ठ

व्यजियों सजहत, जजन्होंने ऐसी ऄहगक या ृात्रता

सेवा ृहले ही ृूरी कर ली हज, ऄगली ईच्तर

श्रेणी में प्रोन्नजत के जलए ऄृनी ृंरवीक्षा की

ऄवजध सफलताृूवगक ृूरी कर ली हो।

ंटप्ृण 2: प्रजतजनयुजि की ऄवजध, जजसके

ऄंतगगत केंरीय सरकार के ईसी या दकसी ऄन्य

संगठन या जवभाग में आस जनयुजि से ठीक ृहले

धांरत दकसी ऄन्य काडर-बाह्य ृद ृर

प्रजतजनयुजि की ऄवजध हज, साधारणतया तीन

वषग से ऄजधक नहीं होगी। प्रजतजनयुजि ्ारा

जनयुजि के जलए ऄजधकतम अयु-सीमा अवेदन

प्राप्त करने की ऄंजतम तारीख को छप्ृन वषग से

ऄजधक नहीं होगी।

ंटप्ृण 3: ृोषक प्रवगग के ऐसे जवभागीय

ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में हैं,

प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

जाने के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि

व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जवचार

दकए जाने के ृात्र नहीं होंगे।

G.S.R. 66.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of System Administrator in the Sardar

Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely: -

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai

Patel National Police Academy, System Administrator Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable

to such person and the other party to the marriage and that there are grounds for so doing, exempt any person from the

operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for the reasons to be recorded in writing, relaxany of the provisions of these rules after consultation with the

Union Public Service Commission with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, the ex-servicemen and the

other special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.

Organisation or Public Sector Undertaking or Universities or Recognised Research Institutes:

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years regular service in level-10 in pay matrix or equivalent in the parent cadre or department; or

(b) Possessing the following educational qualifications and experience, namely :-

Essential :

(i) Masters degree in computer application or computer science or M.Sc (computer science) or Information

Technology from a recognised University or Institute; or BE or B Tech in Computer Engineering or

Computer Science or Computer Technology or Computer Science and Engineering or Information

Technology from a recognised University or Institute.

(ii) Five years post-qualification experience in the areas of System Administration viz. configuration and

maintenance of servers, storage, database in a Government Office or Public Sector Undertakings or

Autonomous Body or Statutory Body or recognised institution.

Desirable :-

(i) One year experience of the configuration of LAN and WAN technologies.

(ii) One year experience of web-based technologies of or similar to web spear, apache, IIS and scripting languages

of or similar to pearl, PHP, HTML, python.

(iii) One year experience of Network and Information Security, application secutiry auditing, firewall management

and vulnerability assessment.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their senior would also be considered provided they are not short of the requisite qualifying or eligibility service or two

years, whichever is less and have successfully completed their probation period for promotion to the next higher grade

along with their juniors who have already completed such qualifying/eligibility service.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or department of the Central Government shall

ordinarily not exceed three years. The maximum age-limit for appointment by deputation shall be not exceeding fifty-

six years as on the last date of receipt of applications.

Note : 3 The departmental officers in the feeder catefory who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the deputationist shall not be elgible for consideration for

appointment by promotion.

अधार ृर जनयुजि के ृश्चात छह वषग सेवा की हो; और

(ख) जजनके ृास जनम नजलजखत िजक्षक ऄहगताएं और ऄनुभव

हों :-

(i) दकसी मान् यताप्राप् त जवश् वजवद्यालय या संस्ट् थान से

बजचलर जडग्री; और

(ii) केंरीय सरकार या राज्य सरकार या जवश्वजवद्यालय या

सरकार ्ारा मान्यताप्राप्त ऄनुसंधान संस्ट्था या कानूनी

संगठन या स्ट्वायत्त संगठन में स्ट्रॉग रूम प्रचालनों या

ृरीक्षाओं के अयोजन की संवेदनिील सामग्री को हैंडल

करने के बारे में तीन वषग का ऄनुभव।

ृूवग सजनकों के जलए :

प्रजतजनयुजि / ृुनर्मनयोजन :

सिस्त्र बल के ऐसे कार्ममकों के संबंध में भी जवचार दकया

जाएगा जो एक वषग की ऄवजध के भीतर सेवाजनवृत्त होने

वाले हैं या ंरजवग में स्ट् थानान्तंरत दकए जाने वाले हैं और

जजनके ृास प्रजतनयुि व्यजियों के जलए जवजहत ऄहगताएं और

ऄनुभव हज। यदद ईनका चयन हो जाता हज तो ऐसे

ऄजधकांरयों को ईस तारीख तक प्रजतजनयुजि के जनबंधनों ृर

रखा जाएगा जजस तारीख से ईन्हें सिस्त्र बल से जनमुगि

दकया जाना हज, तत्ृश्चात ईन्हें ृुनर्मनयोजन ृर रहने ददया

जा सकता हज। यदद ऐसे ृात्र ऄजधकारी सेवाजनवृत् त हो जाते

हैं या ईस ृद ृर वास्ट्तजवक चयन होने से ृूवग ंरज़वग में

स्ट्थानांतंरत कर ददए जाते हैं तो ईनकी जनयुजि, जसजवल

ंटप्ृण-2 : प्रजतजनयुजि की ऄवजध, आस जनयुजि से तत्काल

ृूवग धांरत दकसी संवगग-बाह्य ृद ृर ईसी या दकसी ऄन्य

संगठन में या केन्र सरकार के दकसी जवभाग में प्रजतजनयुजि

की ऄवजध सजहत सामान्यत: तीन वषग से ऄजधक नहीं

होगी ।

G.S.R. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Union Public Service Commission, Supervisor (Confidential), Group ‘B’ Post, Recruitment

Rules, 2020, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Supervisor (Confidential) in the Union Public

Service Commission, namely:–

Short title and commencement.—(1) These rules may be called the Union Public Service Commission,

Supervisor (Confidential), Group ‘B’ Post, Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.

Disqualification.—No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect of any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

The Armed Forces Personnel who are due to retire or to be

transferred to reserve within a period of one year and have the

qualifications and experience prescribed for deputationists

shall also be considered. If selected, such officers shall be

given deputation terms upto the date on which they are due for

release from the Armed Forces. Thereafter, they may be

continued on re-employment terms. In case such eligible

officers have retired or have been transferred to reserve before

the actual selection to the post is made, their appointment will

be on re-employment basis upto the age of superannuation

with reference to civil posts.

Note 1: Only Central Government or State Government or

Union Territory Administration Officers shall be eligible for

absorption.

Note 2: The Period of deputation including period of

ऄथागत्: –

1. संजक्षप् त नाम और प्रारम भ.—(1) आन जनयमों का संजक्षप् त नाम जल िजि मंत्रालय, जल संसाधन, नदी जवकास और गंगा

संरक्षण जवभाग, केन् रीय जल अयोग, केन्रीय जल आंजीजनयरी, सहायक जनदेिक श्रेणी-II/ईृ-मंडल आंजीजनयर (समूह ‘‘ख’’)

ृद भती जनयम, 2023 हज।

(2) ये राजृत्र में प्रकािन की तारीख को प्रवृत् त होंगे।

तकनीकी अर्मथक मूल्यांकन में, जसजवल संरचनाओं के जडजाआन ृहलुओं में, जल

संसाधन ृंरयोजनाओं के सवेक्षण और जांच में, हयड्रोलॉजजकल ृहलुओं में, जल

प्रबंधन में, हयड्रोलॉजजकल ृहलुओं और ईसके ऄवलोकन में, माल और सेवाओं के

ईृाृन में चार सप्ताह के ऄजनवायग कंरयर प्रजिक्षण योजना के ऄनुसार ऄजनवायग

प्रजिक्षण सफलताृूवगक ृूरा दकया हो।

ंटप्ृण : जहां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने ऄृनी ऄहगक या ृात्रता

सेवा ृूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहां ईनके ज्येष्ठ

व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यह तब जब दक ईनके ्ारा

की गइ ऐसी ऄहगक या ृात्रता सेवा, ऄृेजक्षत ऄहगक या ृात्रता सेवा के अधे से

ऄजधक से या दो वषग से, आनमें से जो भी कत हो, कम न हो और ईन्होंने ऄृने ऐसे

जनयजमत अधार ृर जनयुजि के ृश्चात् ईस श्रेणी में ृांच वषग की सेवा की हो;

(ख) जजनके ृास जनम्नजलजखत िजक्षक ऄहगताएं और ऄनुभव हो;

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से जसजवल आंजीजनयरी या

में हैं, प्रजतजनयुजि (जजसमें ऄल्ृकाजलक संजवदा भी हज) ृर जनयुजि के जलए

जवचार दकए जाने के ृात्र नहीं होंगे। आस प्रकार प्रजतजनयुजि व्यजि प्रोन्नजत ्ारा

जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे ।

ंटप्ृण 2: प्रजतजनयुजि (जजसमें ऄल्ृकाजलक संजवदा भी हज) की ऄवजध, जजसके

ऄंतगगत केंरीय सरकार के ईसी या दकसी ऄन्य संगठन या जवभाग में आस जनयुजि

के ठीक ृहले धांरत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि (जजसमें

ऄल्ृकाजलक संजवदा भी हज) की ऄवजध हज साधारणतया तीन वषग से ऄजधक नहीं

होगी ।

ंटप्ृण 3: प्रजतजनयुजि (जजसमें ऄल्ृकाजलक संजवदा भी हज) ्ारा जनयुजि के

जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्ृन वषग

से ऄजधक नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो ईसकी

संरचना

भती करने में दकन ृंरजस्ट्थजतयों में संघ लोक सेवा अयोग से ृरामिग दकया

जाएगा।

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Water Engineering Group B Rules, 2009, in so far as they relate to the post of Assistant

Director Grade-II/Sub-Divisional Engineer, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Assistant Director Grade-II/Sub-Divisional Engineer in the Central Water Commission, Department of Water

Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, namely: -

1. Short title and commencement.—(1) These rules may be called the Ministry of Jal Shakti, Department of Water

Resources, River Development and Ganga Rejuvenation, Central Water Commission, Central Water Engineering,

Assistant Director Grade-II/Sub-Divisional Engineer (Group ‘B’) Post Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of post, its classification and level in the pay

matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note : Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not

short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whichever is less, and have successfully

completed probation period for promotion to the next higher

grade along with their juniors who have already completed

such qualifying or eligibility service.

Deputation (including short- term contract): Officers of the

Central Government or State Government or Union territory

or public sector undertaking or statutory or autonomous

organisation or recognised university or recognised institute;

(a) (i) holding analogous post on regular basis in the parent

cadre or department; or

(ii) with five years service in the grade rendered after

appointment thereto on regular basis in posts in level-6

(Rs.35400-112400) in the pay matrix or equivalent in the

parent cadre or department; and

(b) possessing the following educational qualification and

experience-

(i) Bachelor Degree in Civil Engineering or Mechanical

Engineering from a recognised University or institute; and

(ii) two years experience in work relating to Civil

Engineering or Mechanical Engineering.

Note 1: The departmental officers in the feeder category

who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation (including

short- term contract). Similarly, the deputationists shall not

be eligible for consideration for appointment by promotion.

Note 2: The period of deputation (including short- term

contract) including the period of deputation (including

short- term contract) in another ex-cadre post held

immediately preceding this appointment in the same or

some other organisation or department of the Central

Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by

deputation (including short- term contract) shall not exceed

fifty six years as on the last date of receipt of applications.

2. ृदों की सं्‍ या,वगीकरण तथा वेतन मजंरक् स में स्ट् तर.—ईक् त ृदों की सं्‍ या, आनका वगीकरण तथा वेतन मजंरक् स में

स्ट् तर, आन जनयमों के साथ संलग् न ऄनुसूची के 2 से 4 कॉलम में जवजनर्ददष् ट दकए गए ऄनुसार होंगे।

3. भती का तरीका, अयु-सीमा, ऄहगता, आत् यादद.—ईक् त ृदों हेतु भती का तरीका, अयु-सीमा, ऄहगताएं तथा ऄन् य संबंजधत

मामले आस ऄनुसूची के कॉलम 5 से 13 में जवजनर्ददष् ट दकए गए ऄनुसार होंगे।

4. ऄृात्रता - कोइ भी ऐसा व् यजि,

क)

जजसने दकसी ऐसे व् यजि के साथ जववाह दकया, जजसका ृजत/जजसकी ृत् नी जीजवत हज।

ऄथवा,

ख)

जजसका ृजत/जजसकी ृत् नी जीजवत हज, ईसने दकसी ऄन् य व् यजि से जववाह दकया हज,

दकसी भी ईक् त ृद ृर जनयुजि हेतु ऄृात्र होगा

बिते केंर सरकार, आस बात से संतुष् ट हो दक ऐसे व् यजि तथा जववाह हेतु ऄन् य ृक्ष ृर लागू व्यजिगत कानून

के तहत ऐसा जववाह करने की ईसे ऄनुमजत हज तथा ऐसा करने हेतु ऄन् य कारण मोजूद हैं, तो ऐसे में दकसी भी

व् यजि को आस जनयम से छूट प्रदान करती हज।

5. छूट देने का ऄजधकार.—जहााँ केंर सरकार की यह राय हो दक यह अवश् यक हज ऄथवा व् यवहांरक हज, तो वह, जलजखत

रूृ में कारणों को ंरकाडग करते हुए अदेि ्ारा दकसी श्रेणी ऄथवा वगग के व् यजियों के संबंध में आन जनयमों के दकसी भी

प्रावधानों में छूट दे सकती हज।

6. व् यावृजत्त.—आन जनयमों से, आस संबंध में यथा समय केंर सरकार ्ारा जारी दकए गए अदेिों के ऄनुसरण में ऄनुसूजचत

जाजत, ऄनुसूजचत जनजाजत, भूतृूवग सजनक और ऄन् य जविेष वगों के व् यजियों के जलए मुहजया कराए जाने हेतु अवश्यक

अरक्षणों, अयु-सीमा में छूट और ऄन्य छूटों में दकसी भी प्रकार का कोइ प्रभाव नहीं ृड़ेगा।

सीधी भती के जलए अवश् यक िजक्षजणक तथा ऄन् य ऄहगताएं

18 से 28 वषग

(केंर सरकार ्ारा जारी ऄनुदेिों या अदेिों के ऄनुसरण में

सरकारी कमगचांरयों को 40 वषग तक की छूट)।

नोट-1: अयु-सीमा जनधागंरत करने के जलए ऄंजतम जतजथ

भारत में ईम मीदवारों से अवेदन प्राप् त करने की ऄंजतम

जतजथ होगी (और न दक ऄसम, मेघालय, ऄरुणाचल प्रदेि,

जमज़ोरम, मजणृुर, नागालैंड, जत्रृुरा, जसदिम, जम मू के

लद्दाख मंडल और कश् मीर राज् य, जहमाचल प्रदेि के लाहोल

एवं स्ट् ृीजत जजला तथा चम बा जजले का ृांगी ईृ-

मंडल, ऄंडमान तथा जनकोबार ्ीृ समूह या लक्ष्ीृ के

जलए जनधागंरत ऄंजतम जतजथ)।

नोट-2: जजन ृदों के संबंध में जनयुजि, जो रोजगार

कायागलय के माध् यम से की जाती हैं, ईनके जलए अयु-सीमा

जनधागंरत करने की ऄंजतम जतजथ, प्रत् येक मामले में वह

होगी, जजस जतजथ तक रोजगार कायागलयों से नाम प्रस्ट् तुत

करने को कहा गया हज।

 मान्यताप्राप्त जवश्वजवद्यालय से दकसी जवषय में कम से कम 60%

ऄथवा 10-प्वाआंट स्ट्केल ृर 6.32 के सी.जी.ृी.ए. के साथ स्नातक,

साथ ही आस ृूवग जनधागंरत ितग के साथ दक स्नातक जवश्वजवद्यालय

्ारा जनधागंरत ृाठ्यक्रम की ऄवजध में ृूणग दकया गया हो; तथा

 कमप्यूटर के प्रयोग में प्रवीणता

 जहााँ स्नातक तथा ृरास्नातक का प्रजतित/ सी.जी.ृी.ए., ज्/समेदकत

जडग्री प्रमाण ृत्र में ऄलग-ऄलग दिागए गए हैं, तो स्नातक स्ट्तर के

सी.जी.ृी.ए./प्रजतित की गणना वतगमान प्रदक्रया के ऄनुसार की

जाएगी;

 जहााँ ृूरे ृाठ्यक्रम के जलए लागू एक समान सी.जी.ृी.ए./प्रजतित

केवल ज्/समेदकत जडग्री प्रमाण ृत्र में दिागया गया हज, तो वहााँ

ऄध्ययन के ृूरे ृाठ्यक्रम के जलए लागू ज्/समेदकत ईृाजध प्रमाण-

ृत्र में दिागया गया ऄंजतम सी.जी.ृी.ए./प्रजतितता को ही ृात्रता

जनधागरण के जलए अधार माना जाएगा;

 जहााँ जवश्वजवद्यालय ऄृने ज्/समेदकत ईृाजध प्रमाण-ृत्रों में

सी.जी.ृी.ए./प्रजतितता जनधागंरत नहीं करता हज तो वहााँ ऄध्ययन के

ृूरे ृाठ्यक्रम के जलए लागू ऄंजतम/समेदकत ऄंक-ृत्र के ऄनुसार संृूणग

सी.जी.ृी.ए./प्रजतितता को ही ृात्रता जनधागरण के जलए अधार

माना जाएगा;

सी.जी.ृी.ए. का ईल्लेख करता हज, तो अवश्यक रूृ से ईल्लेजखत

सी.जी.ृी.ए. ऄं.जव./आसरो के ृात्रता मानदंडों के ऄनुरूृ हो। ृात्रता

जनधागंरत करने के जलए सी.जी.ृी.ए. का ऄंक प्रजतित में रूृांतंरत

करने की ऄनुमजत नहीं हज, भले ही संबंजधत जवश्वजवद्यालय ्ारा

रूृांतरण सूत्र जनधागंरत दकया गया हो। यही मानदंड यथावश्यक

ृंरवतगन सजहत ईन मामलों में भी लागू होता हज, जहााँ ईृाजध

प्रमाण-ृत्र/समेदकत ऄंक-ृत्र में केवल ऄंक प्रजतित दिागया गया हज।

क् या सीधी भती के जलए जनधागंरत अयु

और िजक्षजणक ऄहगताएं ृदोन् नत होने

वालों ृर लागू होंगी।

course of study, shall be reckoned for deciding the eligibility;

 Where a University does not prescribe any CGPA/percentage in

दिागयी ऄंजतम सी.जी.ृी.ए./प्रजतितता को ही ृात्रता जनधागरण के

जलए अधार माना जाएगा;

सी.जी.ृी.ए./प्रजतितता जनधागंरत नहीं करता, वहााँ ऄध्ययन के ृूरे

ृाठ्यक्रम के जलए लागू ऄंजतम/समेदकत ऄंक-ृत्र के ऄनुसार संृूणग

सी.जी.ृी.ए./प्रजतितता को ही ृात्रता जनधागरण के जलए अधार

G.S.R. 70.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to Group ‘C’ post of Assistant in Indian Space

Research Organisation, namely :-

1. Short title and commencement.—These rules may be called the Indian Space Research Organisation (Assistant)

Recruitment Rules, 2023.

2. Number of posts, classification and Levels in the Pay Matrix.—The number of the said posts, classification and

Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications and

other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 71.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in

supersession of the Department of Space (Group ‘C’ posts) Recruitment Rules, 2017, in so far as they relate to the post

of Stenographer except in respect of things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Stenographer in the Department of Space,

namely :-

1. Short title and commencement.—These rules may be called the Department of Space (Stenographer) Recruitment

Rules, 2023.

2. Number of posts, classification and Levels in the Pay Matrix .—The number of the said post, classification and

Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

 Where a common CGPA/percentage applicable for the entire

course of study is only mentioned in the Dual/Integrated Degree

Certificate, the final CGPA/percentage as mentioned in the

Dual/Integrated degree Certificate as applicable for the entire

course of study, shall be reckoned for deciding the eligibility;

 Where a University does not prescribe any CGPA/percentage in its

Dual/Integrated

or Consolidated Mark-sheet, then the CGPA so mentioned should

necessarily meet DOS/ISRO’s eligibility criteria. Conversion of

CGPA into percentage of marks is not permitted to determine

eligibility, regardless of whether any conversion formula is

prescribed by the University/Institution concerned. The same

criteria apply mutatis mutandis in cases where only percentage of

marks is mentioned in the Degree Certificate/Consolidated

Mark-sheet.

 यदद कोइ जवजश्वद्यालय स्नातक और स्नातकोत्तर के जलए ज्/एकीकृत

जडग्री में या एकीकृत ऄंक ताजलका में सी.जी.ृी.ए. और प्रजतित दोनों

ईजल्लजखत करता हज, तब कम से कम एक मानदंड का ईृयोग दकया

जाएगा ऄथागत या तो सी.जी.ृी.ए. या ऄंकों का प्रजतित, ऄं.जव.

आसरो की ृात्रता जनयमों से मेल खाते हों;

 जहााँ ृर स्नातक और स्नातकोत्तर के जलए जडग्री प्रमाणृत्र या समेदकत

ऄंक ताजलका में जसफग सी.जी.ृी.ए. का ईल्लेख करता हो, तब

ईजल्लजखत सी.जी.ृी.ए. आसरो की ृात्रता जनयमों से मेल खाता हो।

ृात्रता जनधागंरत करने के जलए सी.जी.ृी.ए. का प्रजतित में ृंरवतगन

करने की ऄनुमजत नहीं हज, भले ही सरोकार रखने वाले जवजश्वद्यालय

्ारा कोइ ृंरवतगन सूत्र जनधागंरत दकया गया हो या नहीं। यही

मानदंड यथावश्यक ृंरवतगन सजहत ईन मामलों में लागू होगा जहााँ

G.S.R. 72.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to Group ‘C’ post of Junior Personal Assistant

in Indian Space Research Organisation, namely :-

1. Short title and commencement.—These rules may be called Indian Space Research Organisation (Junior Personal

Assistant) Recruitment Rules, 2023.

2. Number of posts, classification and Levels in the Pay Matrix.—The number of the said post, classification and

Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, qualifications, etc. .— The method of recruitment, age limit, qualifications

and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving .—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

 Where a common CGPA/percentage applicable for the entire course of

study is only mentioned in the Dual/Integrated Degree Certificate, the final

CGPA/percentage as mentioned in the Dual/Integrated degree Certificate

as applicable for the entire course of study, shall be reckoned for deciding

the eligibility;

 Where a University does not prescribe any CGPA/percentage in its

Dual/Integrated Degree certificates, the cumulative CGPA/percentage as

per Final / Consolidated Mark Sheet, as applicable for the entire course of

study, shall be reckoned for deciding the eligibility;

 The above criteria will apply uniformly regardless of whether or not a

University/Institution prescribes a formula to derive the CGPA/percentage

for Graduation/Post Graduation in its Dual / Integrated Degree certificate;

 Where a University mentions both CGPA and percentage of marks in its

Degree Certificate or Consolidated Mark-sheet, then at least one criteria

(either CGPA or percentage) should meet DOS/ISRO’s eligibility norms;

 Where a University mentions only CGPA in its Degree Certificate or

Consolidated Mark-sheet, then the CGPA so mentioned should necessarily

meet DOS/ISRO’s eligibility criteria. Conversion of CGPA into

percentage of marks is not permitted to determine eligibility, regardless of

whether any conversion formula is prescribed by the University/Institution

concerned. The same criteria apply mutatis mutandis in cases where only

percentage of marks is mentioned in the Degree Certificate / Consolidated

Mark-sheet.

2. ृदों की सं्‍ या, वगीकरण तथा वेतन मजंरक् स में स्ट् तर- ईक् त ृदों की सं्‍ या, आनका वगीकरण तथा वेतन मजंरक् स में

3. भती का तरीका, अयु-सीमा, ऄहगता, आत् यादद - ईक् त ृदों हेतु भती का तरीका, अयु-सीमा, ऄहगताएं तथा ऄन् य संबंजधत

मामले आस ऄनुसूची के कॉलम 5 से 13 में ददये ऄनुसार होंगे।

4. ऄृात्रता - कोइ भी ऐसा व् यजि,

बिते केंर सरकार, आस बात से संतुष् ट हो दक ऐसे व् यकजि तथा जववाह हेतु ऄन् य ृक्ष ृर लागू व्यजिगत

कानून के तहत ऐसा जववाह करने की ईसे ऄनुमजत हज तथा ऐसा करने हेतु ऄन् य कारण मोजूद हैं, तो ऐसे में

दकसी भी व् यजि को आस जनयम से छूट प्रदान करती हज।

5. छूट देने का ऄजधकार- जहााँ केंर सरकार की यह राय हो दक यह अवश् यक हज ऄथवा व् यवहांरक हज, तो वह, जलजखत रूृ

में कारणों को ंरकाडग करते हुए अदेि ्ारा दकसी श्रेणी ऄथवा वगग के व् यजियों के संबंध में आन जनयमों के दकसी भी

प्रावधानों में छूट दे सकती हज।

 ऄंग्रेजी टंकण का ज्ञान [वांछनीय ऄहगता]।

G.S.R 74.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to Group ‘C’ post of Assistant (Rajbhasha) in

Department of Space, namely:

1. Short title and commencement.—These rules may be called the Department of Space [Assistant (Rajbhasha)]

Recruitment Rules, 2023.

Number of posts, classification and Levels in the Pay Matrix.—The number of the said posts, classification

and Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to

these rules.

Method of recruitment, age limit, qualifications, etc..—The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule.

Disqualification - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.
