क्षेत्रीय औषजि परीक्षण प्रयोगिाला, चंडीगढ़, लेखाकार, भती जनयम, 2004 को, उन बातों के जसवाए अजिक्ांत करते हुए,
जिन्िें ऐसे अजिक्मण से पूवग दकया गया िै या करने का लोप दकया गया िै, क्षेत्रीय औषि परीक्षण प्रयोगिाला, चंडीगढ़ में
लेखाकार के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, नामत:-

संजक्षप्त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, स्ट् वास्ट् ् य सेवा

संबंजित अन्य बातें वे िोंगी िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।
4.
जनरिगता: वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै;
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम
के प्रवतगन से छूट िे सकेगी ।
5.
जिजथल करने की िजि: ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि
उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की
बाबत, आिेि द्वारा, जिजथल कर सकेगी।
6.
व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन् य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि
करना अपेजक्षत िै।

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Regional Drugs Testing Laboratory, Chandigarh, Accountant, Recruitment Rules, 2004, except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Accountant, in the Regional Drugs Testing Laboratory,
Chandigarh, Ministry of Health and Family Welfare, namely: -

1.
Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,
Directorate General of Health Services, Central Drugs Standard Control Organisation, Regional Drugs Testing
Laboratory, Chandigarh, Accountant (Group 'B' Post) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
level in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.

Note 2: The qualifications regarding experience are relaxable at the discretion of
the Staff Selection Commission or competent authority, for reasons to be

Commission or competent authority is of the opinion that sufficient number of
candidates from these communities possessing the requisite experience are not
likely to be available to fill up the vacancies reserved for them.

regular basis in level-4 in the pay matrix (Rs.
25500-81100) or equivalent in the parent
cadre or Department; and
(b) who have undergone training in cash and
accounts work in the Institute of Secretariat
Training and Management or equivalent and
possessing two years' experience of cash,
accounts and budget work.
Note 1: The period of deputation including
the period of deputation in another ex-cadre
post

appointment in the same or some other
organisation or department of the Central
Government shall ordinarily not exceed three
years.
Note 2: The maximum age-limit for
appointment by deputation shall not be

केन् र सरकार या राज् य सरकार या संघ राज् य क्षेत्र या केन् र या राज् य
सरकार द्वारा जवत् तपोजषत सांजवजिक या स्ट् वायत् त संगठनों जवश् वजवद्यालयों
और मान् यता प्राप् त अनुसंिान संस्ट् थान के ऐसे अजिकारी
(क) (i) िो मूल संवगग या जवभाग में जनयजमत आिार पर सिृि पि िारण
दकए हुए िैं;
(ii) जिन् िोंने मूल संवगग या जवभाग में लेवल-13क (131100-216600/-
रु.) में या समतुल् य पि पर जनयजमत आिार पर अपनी जनयुजि के पश् चात्
उस श्रेणी में 2 वषग की सेवा की िो;
या
iii) जिन् िोंने मूल संवगग या जवभाग में लेवल-13 (123100 - 215900/-
रु.) में या समतुल् य पि पर जनयजमत आिार पर अपनी जनयुजि के पश् चात्
उस श्रेणी में 3 वषग की सेवा की िो।
(ख) िो जनम नजलजखत अिगताएं एवं अनुभव रखते िों-
(क) अजनवायग अिगता:
(i) अरबी या फारसी या उिूग या हिंिी या संस्ट् कृत या इस्ट् लामी अध् ययन या
मध् यकालीन भारतीय इजतिास का प्रजसद्ध जवद्वान।
(ii) दकसी मान् यता प्राप् त जवश् वजवद्यालय या संस्ट् थान से उपरोक् त जवषयों में
से दकसी एक जवषय में मास्ट् टर जडग्री।
(iii) कम से कम पांच पुस्ट् तकें या िस िोि पत्र आदि प्रकाजित हुए िों।

(iv) दकसी तुलनीय पुस्ट् तकालय, जवश् वजवद्यालय या अन् य अध् यापन/
अनुसंिान संस्ट् था में अध् यापन या िोि या प्रिासन में कम से कम पांच वषग
का अनुभव।
(ख) वांछनीय अिगता :
(i) दकसी मान् यता प्राप् त जवश् वजवद्यालय या संस्ट् थान से पुस्ट् तकालय जवज्ञान
या पुस्ट् तकालय एवं सूचना जवज्ञान, कम प् यूटर जवज्ञान, डेटा प्रोसेहसंग आदि
में जडग्री या जडप् लोमा;
(ii) उपयुगक् त अजनवायग अिगता के अंतगगत यथा उजल्लजखत जवषयों में से
दकसी में पी.एचडी. जडग्री।
रटप् पण:
(i) प्रजतजनयुजि के जलए आयु-सीमा (अल् पावजि संजविा सजित) 56 वषग से
अजिक निीं िोगी।
(ii) आयु-सीमा जनिागररत करने की जनणागयक तारीख भारत में उम मीिवारों
से आविेन प्राप् त करने की सामान् य अंजतम तारीख िोगी।
(iii) जनिेिक, रामपुर रिा पुस्ट् तकालय के पि पर पििारी की अजिकतम
अनुमेय आयु 60 वषग िोगी।
(iv) चयन सजमजत की अनुिंसा के आिार पर अिगता या अनुभव में छूट िी
िा सकती िै।
(v) प्रजतजनयुजि की अवजि, उसी या अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाररत दकसी अन्य संवगग बाह्य पि पर प्रजतजनयुजि
की अवजि सजित, सािारणत: 7 वषग से अजिक निीं िोगी।
यदि जवभागीय प्रोन् नजत सजमजत जवद्यमान िै तो उसकी संरचना
भती करने में दकन पररजस्ट्थजतयों में
संघ लोक सेवा आयोग से परामिग
दकया िाएगा

G.S.R. 79.—In exercise of the powers conferred by section 28 of the Rampur Raza Library Act, 1975 (22 of
1975) and in supersession of the Rampur Raza Library Service Regulations, 2022, in so far as they relate to the post of
Director, except as respects things done or omitted to be done before such supersession, the Rampur Raza Library
Board with the approval of the Central Government, hereby makes the following regulations, regulating the method of
recruitment to the post of Director in the Rampur Raza Library, Rampur, namely : ––

1.
Short title and commencement. – (1) This regulation may be called the Ministry of Culture, Rampur Raza
Library, Rampur, Director, Recruitment Regulations, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification, level in the pay matrix. – The number of post, its classification, level in the
pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3.
Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,
qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4.
Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any
person from the operation of this regulation.
5.
Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respect
to any class or category of persons.
6.
Saving. – Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(B) possessing the qualifications and experience as under:
(a) Essential Qualification:
(i) a renowned scholar in Arabic or Persian or Urdu or Hindi
or Sanskrit or Islamic Studies or Medieval Indian History;
(ii) Master Degree in any of the above disciplines from a
recognised university or institute;
(iii) having published at least five books or ten Research
Papers etc;
(iv) at least Five years’ experience of teaching or research or
administration in a comparable Library, University or other
Teaching/Research Institution;
(b) Desirable Qualification:
(i) Degree or Diploma in Library Science or Library and
Information Science, Computer Science, Data Processing etc.
from a recognised University or institute;
(ii) Degree of Ph.D. in any of the subjects as mentioned
under Essential Qualification above.
Note:-
(i) The age-limit for deputation (including short term
contract) shall not exceed fifty six years.
(ii) The crucial date for determining the age-limit shall be the
normal closing date for receipt of application from the
candidates in India.
(iii) The maximum permissible age up to which the

incumbent may hold the post of Director, Rampur Raza
Library will be sixty years.
(iv) The qualification or experience may be relaxed on the
basis of recommendation of the Selection Committee.
(v) The period of deputation, including period of deputation
in another ex-cadre post held immediately preceding this
appointment in the same or some other organisation or
department shall not ordinarily exceed seven years.
