का.जन.आ. 80- राष्ट्रृजत, संजवधान के अनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और

रक्षा मंत्रालय, भारतीय वायुसेना, कजनष्ठ अनुवादक (जहन्दी) भती जनयम, 1993 को, उन बातों के जसवाय अजधक्ांत करते

हुए, जजन्हें ऐसे अजधक्मण से ृहले दकया गया हज या करने का लोृ दकया गया हज, भारतीय वायुसेना में कजनष्ठ अनुवाद

अजधकारी के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, अथाात् :-

संजक्षप्त नाम और प्रारम्भ .– (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय वायुसेना, कजनष्ठ अनुवाद

अजधकारी, भती जनयम, 2023 हज ।

ृद सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर .– उि ृद की सं्‍या, उसका वगीकरण और इससे संलग्न वेतन

मजट्ररक्स में स्ट्तर वह होगा, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।

भती की ृद्धजत, आयु-सीमा और अन्य अहाताएं .– भती की ृद्धजत, आयु-सीमा, अहाताएं और उससे संबंजधत

अन्य बातें वे होंगी जो अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं ।

जनरहाता .– वह व्यजि –

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृ्ी जीजवत हैं, जववाह दकया हज या जववाह करने की संजवदा

की हज , या

(ख) जजसने अृने ृजत या अृनी ृ्ी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह करने की

संजवदा की हज ,

उि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के

प्रवतान से छूट दे सकेगी।

जिजथल करने की िजि .– जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह

उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिा करके, इन जनयमों के दकसी उृबंध को

दकसी वगा या प्रवगा के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी ।

व्यावृजत्त .– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं

डालेगी, जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,

अनुसूजचत जनजाजतयों, भूतृूवा सजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उृबंध करना अृेजक्षत हज ।

अजनवाया या वजकजल्ृक जवषय के रुृ में रहा हो; और

अनुभव: (ii) केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्रों जजनके अंतगात

भारत सरकार के उृक्म भी हज, के कायाालय में जहन्दी से अंग्रेजी में और अंग्रेजी से

जहन्दी में अनुवाद का मान्यताप्राप्त जडप्लोमा या प्रमाणृत्र हो या जहन्दी से अंग्रेजी में

और अंग्रेजी से जहन्दी में अनुवाद काया का दो साल का अनुभव हो ।

ट्रटप्ृण 1 : अहाताएं अन्यथा सुअर्हहत अभ्यर्हथयों की दिा में उन कारणों के जलए जो

लेखबद्ध दकए जाएं, कमाचारी चयन आयोग या सक्षम प्राजधकारी के जववेकानुसार

जिजथल की जा सकती हज ।

ट्रटप्ृण 2 : अनुभव संबंधी अहाता (अहाताएं) उन कारणों के जलए जो लेखबद्ध दकए

जाएं, कमाचारी चयन आयोग या सक्षम प्राजधकारी के जववेकानुसार अनुसूजचत जाजतयों

या अनुसूजचत जनजाजतयों के अभ्यर्हथयों की दिा में तब जिजथल की जा सकती हज (हैं)

जब चयन के दकसी प्रक्म ृर कमाचारी चयन आयोग या सक्षम प्राजधकारी की यह

राय हज दक उनके जलए आरजक्षत ट्ररजियों को भरने के जलए अृेजक्षत अनुभव रखने वाले

उन समुदायों के अभ्यर्हथयों के ृयााप्त सं्‍या में उृलब्ध होने की सम्भावना नहीं हज ।

सीधे भती दकए जाने वाले

व्यजियों के जलए जवजहत आयु

और िजक्षक अहाताएं प्रोन्नत

व्यजियों की दिा में लागू होंगी

या नहीं ।

ृट्ररवीक्षा की अवजध, यदद कोई हो ।

द्वारा या प्रजतजनयुजि / आमेलन द्वारा तथा

जवजभन्न ृद्धजतयों द्वारा भरी जाने वाली

ट्ररजियों की प्रजतितता ।

ट्रटप्ृण : केन्रीय सरकार द्वारा यथाजवजहत ृट्ररवीक्षा को

सफलताृूवाक ृूणा करने के जलए सीधे भती दकए जाने

वाले व्यजियों के जलए कम से कम दो सप्ताह का प्रवेि

प्रजिक्षण अजनवाया होगा ।

प्रोन्नजत द्वारा जजसके न हो सकने ृर सीधी

भती द्वारा ।

प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की दिा

में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन

दकया जाएगा ।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना । भती करने में दकन

ृट्ररजस्ट्थजतयों में संघ

लोक सेवा आयोग से

ृरामिा दकया जाएगा।

प्रोन्नजत: वेतन मजट्ररक्स के स्ट्तर-4 (`25500-81100)

में ऐसे जसजवजलयन जिक्षा अनुदेिक जजन्होंने उस श्रेणी

में

राजभाषा के सभी क्षेत्रों में दो से चार सप्ताह का

प्रजिक्षण ृूरा दकया हो ।

ट्रटप्ृण : जहां ऐसे कजनष्ठ व्यजियों के संबंध में,

जजन्होंने अृनी अहाक या ृात्रता सेवा ृूरी कर ली हज,

प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहां उनसे

ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा

समूह ‘ख’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में

जवचार करने के जलए) जो जनम्नजलजखत से जमलकर

बनेगी:-

(i) सिस्त्र सेना मु्‍यालय जसजवल सेवा

में जनदेिक की रैंक के अजधकारी, कार्हमक

जसजवजलयन जनदेिालय, वायुसेना

मु्‍यालय

- अध्यक्ष;

संघ लोक सेवा आयोग

से ृरामिा आवश्यक

नहीं हज ।

ृरंतु यह तब जब दक उनके द्वारा की गई ऐसी अहाक या

ृात्रता सेवा, अृेजक्षत अहाक या ृात्रता सेवा के आधे से

अजधक से या दो वषा से, इनमें से जो भी कम हो, कम न

हो और उन्होंने अृने ऐसे कजनष्ठ व्यजियों सजहत,

जजन्होंने ऐसी अहाक या ृात्रता सेवा ृहले ही ृूरी कर

ली हज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी

ृट्ररवीक्षा की अवजध सफलताृूवाक ृूरी कर ली हो ।

(ii) जविेषज्ञ जनदेिालय (जिक्षा जनदेिालय)

का प्रजतजनजध जो उृ जनदेिक या समतुल्य

रैंक से कम का न हो, वायुसेना

मु्‍यालय - सदस्ट्य;

(iii) संयुि जनदेिक या उृ जनदेिक

कार्हमक जसजवजलयन (जवभागीय

प्रोन्नजत सजमजत अनुभाग), वायुसेना

मु्‍यालय - सदस्ट्य ।

समूह ‘ख’ जवभागीय ृुजष्टकरण सजमजत (ृुजष्ट के संबंध में

जवचार करने के जलए) जो जनम्नजलजखत से जमलकर

बनेगी:-

NOTIFICATION

New Delhi, the 10th July, 2023

S.R.O. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of Ministry of Defence, Indian Air Force, Junior Translator (Hindi) Recruitment Rules, 1993, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Junior Translation Officer in the Indian Air Force, namely:-

Short title and commencement - (1) These rules may be called the Ministry of Defence, Indian Air Force,

Junior Translation Officer, Recruitment Rules, 2023.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix.– The number of said post, its classification and

the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

Method of recruitment, age-limit and other qualifications.– The method of recruitment to the said post,

age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the

Schedule.

Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage, and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Experience: (ii) recognised Diploma or Certificate course in translation from

Hindi to English and vice versa or two years’ experience of translation work from

Hindi to English and vice versa in Central Government or State Government

office or Union Territories, including Government of India Undertaking.

than half of such qualifying or eligibility service or two

years, whichever is less, and have successfully completed

their probation period for promotion to the next higher

grade along with their juniors who have already completed

such qualifying or eligibility service.
