सा.का.जन. 80.—राष्ट्रपजत संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, गृि

मंत्रालय के राष्ट्रीय आपिा मोचन बल अकािमी में जनिेिक के पि पर भती की पद्धजत का जवजनयमन करने के जलए

जनम्नजलजखत जनयम बनाती िैं, अथागत्:-

संजक्षप्त नाम और प्रारमभ: (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, राष्ट्रीय आपिा मोचन बल अकािमी,

जनिेिक भती जनयम, 2023 िै।

(2) ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर:- उि पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन

मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तमभ (2) से स्ट्तमभ (4) में जवजनर्िगष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिगताएं आदि:- भती की आयु-सीमा, अिगताएं और उससे संबजन्ित अन्य बातें वे

िोंगी िो उि अनुसूची के स्ट्तमभ (5) से स्ट्तमभ (13) में जवजनर्िगष्ट िैं।

जनरिताग:- वि व्यजि—

(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै

या

(ख) जिसने अपने पजत या पत्नी के िीजवत िोते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै

उि पि पर जनयुजि का पात्र निीं िोगा :

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस

जनयम के प्रवतगन से छूट िे सकेगी।

जिजथल करने की िजि: ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की

बावत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों,भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर

13 (₹. 131100-215900) में या समतुल्य पि पर जनयजमत

आिार पर जनयुजि के पश्चात उस पि पर 3 वषग की सेवा की

िो;

और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिगताएाँ और अनुभव िो :

आवश्यक:

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से दकसी

भी जवषय में मास्ट्टर जडग्री, और

(ii) केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र

प्रिासन या कानूनी या स्ट्वायत्त संगठन या पजललक सेक्टर

उपक्रम या मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान में

पंरि वषग का प्रिासजनक या िैक्षजणक अनुभव जिसमें से

पांच वषग का अनुभव आपिा प्रबंिन के क्षेत्र में िो।

वांछनीय: दकसी मान्यता प्राप्त प्रजिक्षण संस्ट्था में 2 वषग कायग करने का

अनुभव ।

रटप्पण 1: प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) की

अवजि, जिसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य संगठन या

जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्यपि

पर प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) की अवजि िै

सािारणतया पााँच वषग से अजिक निीं िोगी।

रटप्पण 2:प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) द्वारा

जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम

तारीख को अठावन वषग से अजिक निीं िोगी।

रटप्पण 3: सिस्त्र बल के ऐसे कार्मगकों के संबंि में भी जवचार दकया

िाएगा िो एक वषग की अवजि के भीतर सेवाजनवृत्त िोने वाले िैं या ररिवग

में स्ट्थानांतररत दकए िाने वाले िैं और जिनके पास अपेजक्षत अनुभव और

जवजित अिगताएाँ िैं। ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि के

जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से जनमुगि दकया

िाना िै; तत्पश्चात उन्िें जनिेिक के पि पर उनकी जनयुजि की तारीख से

कुल पााँच वषग की अवजि तक या साठ वषग की आयु प्राप्त करने तक, इसमें से

िो भी पूवगत्तर िो, पुनर्नगयोिन पर बने रिने दिया िा सकता िै।

New Delhi, the 17th July, 2023

G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Directorin the National

Disaster Response Force Academy, Ministry of Home Affairs, namely:-

Short title and commencement. – (1)These rules may be called the Ministry of Home Affairs, National

Disaster Response Force Academy, Director Recruitment Rules, 2023.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix. – The number of post, their classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications etc.- – The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person:-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving. –Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes,ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Note 1: The period of deputation including the period of

deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or

department of the Central Government shall ordinarily not

exceed five years.

Note 2: The maximum age-limit for appointment by deputation

(including Short Term Contract) shall be "Not exceeding fifty-

eight years" as on the closing date of receipt of applications.

Note 3: The Armed Forces Personnel due to retire or who are

to be transferred to reserve within a period of one year and

having the requisite experience and qualifications prescribed

may also be considered. Such persons would be given

deputation terms up to the date on which they are due for

release from the Armed Forces, thereafter they may be

continued on re-employment for an overall tenure of a

maximum five years or till the attaining the age of sixty years,

whichever is earlier, from the date of their appointment to the

post of Director.

G.S.R. 81.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Institute of Communicable Diseases (Staff Car Drivers), Recruitment Rules, 2000, in so

far as it relates to the post of Staff Car Driver Grade II, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post

of Staff Car Driver Grade II in the National Centre for Disease Control under the Directorate General of Health

Services, Ministry of Health and Family Welfare, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

National Centre for Disease Control, Staff Car Driver Grade II (Group ‘C’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. - The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

G.S.R. 83.—ln exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Multi-tasking staff

(Group 'C' posts) in the Ministry of Cooperation, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Cooperation, Multi-tasking

staff (Group 'C’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. -The number of the said posts, its classification

and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, other qualifications, etc. - The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class

or category of persons.

6. Saving - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

करते हुए, जिन् िें ऐसे अजिक्रमण से पूवग दकया गया िै या दकए िाने का लोप दकया गया िै, राष् रपजत एतद्द्वारा रसायन और

उवगरक मंत्रालय (उवगरक जवभाग) में उपायुक् त (बंिरगाि, प्रचालन और पररयोिना) पि की भती की पद्धजत को जवजनयजमत

करने के जलए जनम नजलजखत जनयम बनाते िैं :

संजक्षप् त नाम तथा प्रारंभ-(1) इन जनयमों को रसायन और उवगरक मंत्रालय, (उवगरक जवभाग) उपायुक् त (बंिरगाि,

प्रचालन और पररयोिना) भती जनयम, 2020 किा िाएगा।

ये जनयम उनके सरकारी रािपत्र में प्रकाजित िोने की तारीख से प्रभावी िोंगे।

पिों की संख् या, इसका वगीकरण, वेतन मैररक् स में लेवल- उक् त पि की संख् या, इसका वगीकरण, वेतन मैररक् स में

उनसे संबद्ध लेवल इन जनयमों की संलग् न अनुसूची के कॉलम (2) से (4) तक में जवजनर्िगष् ट दकए गए अनुसार िोगा।

भती की पद्धजत, आयु सीमा, योग् यता, आदि- उक् त पि के जलये भती की पद्धजत, आयु सीमा, योग् यता और इससे

संबंजित अन् य मामले उक् त अनुसूची के कॉलम (5) से (13) में जवजनर्िगष् ट दकए गए अनुसार िोंगे।

अजनवायग:

(i) दकसी मान् यता प्राप् त जवश् वजवद्यालय अथवा संस्ट् थान से स्ट् नातक की

जडग्री;

(ii) केन् रीय सरकार अथवा राज् य सरकारों अथवा संघ राज् यक्षेत्रों अथवा

सावगिजनक क्षेत्र के उपक्रमों अथवा अिग सरकारी संगठनों अथवा स्ट् वायत् त

अथवा सांजवजिक संगठनों के अिीन कायागलयों से 7 वषों का अनुभव जिनमें

उवगरकों अथवा खाद्यान् नों के संचालन से संबंजित बंिरगाि प्रचालनों का

कम से कम 5 वषों का अनुभव िो।

वांछनीय:

दकसी मान् यता प्राप् त संस्ट् थान से ििािरानी और बंिरगाि प्रबंिन में

एसोजसएटजिप अथवा फेलोजिप अथवा जडप् लोमा।

रटप् पणी 1: बाह्य अभ् यर्थगयों के साथ-साथ वेतन मैररक् स के लेवल 11 में ऐसे

जवभागीय सिायक आयुक् तों (ििािरानी) पर जवचार दकया िाएगा जिनकी

ग्रेड में पांच वषों की जनयजमत सेवा िो तथा प्रजतजनयुजि आिार पर जनयुजि

के जलए जवचार करने िेतु िैजक्षक योग् यता तथा अनुभव रखते िों। यदि पि

पर जनयुजि िेतु जवभागीय उम मीिार का चयन कर जलया िाता िै तो उस

मामले में उसे पिोन् नजत द्वारा भरा गया पि माना िाएगा।

रटप् पणी 2: इस जनयुजि से तत् काल पूवग इसी अथवा दकसी अन् य संगठन

अथवा केंर सरकार के दकसी जवभाग में िाररत दकसी अन् य संवगग बाह्य पि

में प्रजतजनयुजि (आईएसटीसी) की अवजि सजित प्रजतजनयुजि की अवजि

(आईएसटीसी) सामान् यत: चार वषों से अजिक निीं िोगी। प्रजतजनयुजि

(अल् पकाजलक संजविा सजित) द्वारा जनयुजि िेतु अजिकतम आयु सीमा

आवेिनों को प्राप् त करने की अंजतम तारीख को 56 वषग से अजिक निीं िोनी

चाजिए।
