मंत्रालय, पुजलस अनुसंिान एवं जवकास ब्यूरो के अिीन केंरीय पुजलस प्रजिक्षण अकािमी, भोपाल में लेखा अजिकारी के पि
पर भती की पद्धजत को जवजनयजमत करने के जलए जनम नजलजखत जनयम बनाती िैं, अथागतः-
1. संजक्षप्त नाम और प्रारंभ.- (i) इन जनयमों का संजक्षप्त नाम केंरीय पुजलस प्रजिक्षण अकािमी, भोपाल (लेखा अजिकारी),
भती जनयम, 2023 िै।

4. जनरिगता- वि व्यजि -
(क) जिसने दकसी ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा
की िै, या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै,
उि पि पर जनयुजि का पात्र निीं िोगा ।
परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतगन से छूट िे सकती िै।
5. जिजथल करने की िजि – ििां केंरीय सरकार की यि राय िो दक ऐसा करना आवश् यक या समीचीन िै विां वि उसके
जलए कारण लेखबद्ध करके इन जनयमों के दकसी भी उपबंि को दकसी वगग या श्रेणी के व् यजियों की बाबत आिेि द्वारा
जिजथल कर सकती िै।
6. व्यावृजत.- केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अंतगगत अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों , भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए दिए गए आरक्षणों ,
आयु-सीमा में छूट और अन्य ररयायतों पर इन जनयमों की दकसी बात का कोई प्रभाव निीं िोगा।

केन्रीय सरकार/राज्य सरकार/संघ राज्यक्षेत्र के अजिकारी िोः-
(क) (i) अपने मूल संवगग या जवभाग में जनयजमत आिार पर सिृश् य पि िारण
करते िों; या
(ii) मूल केडर अथवा जवभाग में वेतन-मैररक् स के स्ट्तर-7 या समकक्ष में जनयुजि
पश्चात मूल संवगग या जवभाग में िो वषग की जनयजमत सेवा कर चुके िों; या
(ख) जनम्नजलजखत में से कोई एक अिगता रखते िोः-
अजनवायगः
(i) केन्रीय सरकार के दकसी एक संगरठत लेखा जवभाग द्वारा आयोजित
एस.ए.एस या समकक्ष की परीक्षा उत्तीणग की िो; या
(ii) सजचवालय प्रजिक्षण और प्रबंिन संस्ट्थान (आईएसटीएम) या समकक्ष द्वारा
संचाजलत रोकड़ और लेखा कायग का सफलतापूवगक प्रजिक्षण पूणग दकया िो, और
रोकड, लेखा और बिट कायग का न्यूनतम चार वषग का अनुभव िो।
रटप्पण 1- जवभागीय वररष्ठ लेखाकार जिन्िोंने वेतन-मैररक् स के लेवल-7 में िो
वषग की जनयजमत सेवा की िै और प्रजतजनयुजि के जलए आवश्यक जनिागररत
िैक्षजणक अिगताएं और अनुभव रखते िैं का बािरी व्यजियों के साथ जवचार
दकया िाएगा और यदि उसका पि पर चयन िो िाता िै तो वि पि प्रोन्नजत
द्वारा भरा समझा िाएगा।
रटप्पण 2- प्रजतजनयुजि की अवजि, केंरीय सरकार या दकसी अन् य संगठन अथवा
जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन् य बाह्य पि पर
प्रजतजनयुजक् त की अवजि सजित सािारणतया तीन वषग से अजिक निीं िोगी।
प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप् त करने की
अंजतम तारीख को 56 वषग से अजिक निीं िोगी।

G.S.R. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the
Central Academy for Police Training, Bhopal under the Bureau of Police Research and Development, Ministry of
Home Affairs, namely :-
1. Short title and commencement. - (1) These rules may be called the Central Academy for Police Training, Bhopal
(Accounts Officer), Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. – The number of post, its classification and the level
in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds, for so doing,
exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any
of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in
this regard.

(i) passed the Subordinate Audit or Account Services (SAS) or
equivalent examination conducted by any one of the organised
Accounts Departments of the Central Government; or
(ii) successful completion of training in Cash and Accounts work in the
institute of Secretariat Training and Management or equivalent training
course and a minimum of four years experience in Cash, Accounts and
Budget work.
Note 1: The departmental Senior Accountant in level-7 (Rs.44900-
142400/-) in the pay matrix with two years regular service in the level
and having the educational qualifications and experience prescribed for
considering appointment on deputation basis shall also be considered
along with outsiders. If the departmental candidate is selected for
appointment to the post, it shall be treated as having been filled by
promotion.
Note 2: The period of deputation, including the period of deputation in
another ex-Cadre post held immediately preceding this appointment in
the same or some other organisation or department of the Central
Government shall ordinarily not exceed three years.
Note 3: The maximum age-limit for appointment by deputation shall be
not exceeding fifty-six years as on the closing date of receipt of
applications.

रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के
संबंि में, जिन्िोंने अपनी अिगक या
पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के
जलए जवचार दकया िा रिा िो, विााँ
उनसे ज्येष्ठ व्यजियों के संबंि में भी
जवचार दकया िाएगा, परंतु यि तब
िबदक उनके द्वारा की गई ऐसी अिगक
या पात्रता सेवा, अपेजक्षत अिगक या
पात्रता सेवा के आिे से अजिक से
अथवा िो वषग से, इनमें से िो भी कम
िो, कम न िो और उन्िोंने अपने ऐसे
कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी
अिगक या पात्रता सेवा पिले िी पूरी कर
ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के
जलए अपनी पररवीक्षा अवजि
सफलतापूवगक पूरी कर ली िो ।
प्रजतजनयुजि (जिसके अिीन अल्पकाजलक
संजविा सजममजलत िै):
केन्रीय सरकार या राज्य सरकार या संघ
राज्य क्षेत्र या स्ट्वायत्त या सांजवजिक
संगठनों या सावगिजनक क्षेत्र उपक्मों या
जवश्वजवद्यालयों या मान्यताप्राप्त
अनुसंिान संस्ट्थानों के अिीन
पररचाररका के रूप में कायग करने वाले
ऐसे अजिकारी:
(क) (i) िो मूल काडर या जवभाग में
जनयजमत आिार पर सिृि पि िारण
दकए हुए िैं ;
या
(ii) जिन्िोंने मूल संवगग या जवभाग में

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the post of the Senior Nursing Officer, in the Kalawati Saran Children’s Hospital ,New Delhi, Ministry
of Health and Family Welfare, namely:

1. Short title and commencement.– (1)These rules may be called the Ministry of Health and Family Welfare,
Kalawati Saran Children’s Hospital, New Delhi, Senior Nursing Officer (Group ‘B’ Post) Recruitment Rules,
2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other
special categories of person in accordance with the orders issued by the Central Government from time to time in
this regard.

6. जिजथल करने की िजि: - ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं उन्िें लेखबद्ध करके, और संघ लोक सेवा आयोग से परामिग करके, इन जनयमों के दकसी उपबंि को
दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।
7. व्यावृजत्त: - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

को ििां तक उनका संबंि संयुि आयुि (माजत्स्ट्यकी)से िैं उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजिक्मण से
पिले दकया गया िै या करने का लोप दकया गया िै, मत्स्ट्यपालन, पिुपालन और डेयरी मंत्रालय, मत्स्ट्यपालन जवभाग में
संयुि आयुि (माजत्स्ट्यकी), के पि पर भती की पद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाती िै, अथागत्:-
1. संजक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम मत्स्ट्यपालन, पिुपालन और डेयरी मंत्रालय, मत्स्ट्यपालन
जवभाग, संयुि आयुि (माजत्स्ट्यकी) भती जनयम, 2023 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।
2. पि संख्या, वगीकरण और वेतन मैररक्स का स्ट्तर: उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर वि
िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) सेस्ट्तंभ (4) में जवजनर्िगष्ट िैं।
3. भती की पद्धजत, आयु-सीमा, अिगताएं, आदि- भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य बातें वे
िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िगष्ट िैं।
4. जनरिगता - वि व्यजि-
(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै।
उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतगन से छूट िे सकेगी।
5. जिजथल करने की िजि – ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं, उन्िें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को
दकसी भी वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

प्रजतजनयुजि (अल्पकाजलक अनुबंि सजित):
केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र या कानूनी या स्ट्वायत्त संगठन या सावगिजनक क्षेत्र के उपक्म
यामान्यता प्राप्त जवश्वजवद्यालय या मान्यता प्राप्त अनुसंिान संस्ट्थान के अजिकारीः-
(क) (i)मूल संवगग या जवभाग में जनयजमत आिार पर अनुरूप पि िारण करना; या
(ii)मूल संवगग या जवभाग में वेतन मैररक्स स्ट्तर12(रु. 78800-209200/-) या समकक्ष पिों पर जनयजमत आिार पर
जनयुजि के पश्चात प्रिान की गई ग्रेड में पांच वषग की सेवा; और
(ख) जनम्नजलजखत िैक्षजणक योग्यता और अनुभव रखते िों:
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से माजत्स्ट्यकी में जविेषज्ञता के साथ प्राणी जवज्ञान में मास्ट्टर जडग्री
या माजत्स्ट्यकी जवज्ञान में मास्ट्टर या समुरी िीव जवज्ञान में मास्ट्टर या औद्योजगक माजत्स्ट्यकी जवज्ञान में मास्ट्टर या
िलकृजष जवज्ञान में मास्ट्टर या माजत्स्ट्यकी जवज्ञान में मास्ट्टर;
(ii) केन्रीय सरकार या राज्य सरकार के जवभाग या संघ राज्य क्षेत्र प्रिासन या कानूनी या स्ट्वायत्त संगठन या पजब्लक
सेक्टर उपक्म या मान्यता प्राप्त जवश्वजवद्यालय या मान्यताप्राप्त अनुसंिान संस्ट्थान से प्रबंिन, नीजत और
योिना, जनमागण, और माजत्स्ट्यकी, व्यापार या माजत्स्ट्यकी स्ट्वास्ट््य से संबंजित जवकास स्ट्कीमों की मॉनीटरी सजित

वांछनीय अिगताः दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से प्राणीिास्त्र में डॉक्टरेट की जडग्री।
रटप्पण 3: पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए
जवचार दकए िाने के पात्र निीं िोंगे इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के
पात्र निीं िोंगे।
रटप्पण 4: प्रजतजनयुजि की अवजि, जिसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य संगठन/ जवभाग में इस
जनयुजि से ठीक पिले िाररत दकसी अन्य का डर बाह्य पि पर प्रजतजनयुजि की अवजि िै सािारणत या पााँच वषग से
अजिक निीं िोगी। प्रजतजनयुजि पर जनयुजि(जिसके अंतगगत अल्पकाजलक संजविा भी िै) के जलए अजिकतम आयु सीमा
आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषग से अजिक निीं िोगी।

G.S.R. 90.— In exercise of the powers conferred by proviso to article 309 of the Constitution, and in
supersession of the Department of Animal Husbandry Dairying and Fisheries, (Fisheries Division, Group ‘A’, Group
‘B’ and Group ‘C’ Posts) Recruitment Rules, 2015 in so far as they relate to the Post of Joint Commissioner
(Fisheries), except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Joint Commissioner (Fisheries) in the
Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely:-
1. Short title and commencement.–(1) These rules may be called the Ministry of Fisheries, Animal Husbandry and
Dairying, Department of Fisheries, Joint Commissioner (Fisheries) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of post, its classification and the level
in the pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment, age limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons
in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors would also be considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and
have successfully completed their probation period for promotion to the next higher grade along with their juniors
who have already completed such qualifying or eligibility service.
Note2: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers
of the prescribed qualifying service in their respective grade or post.
Deputation (Including Short-Term Contract) :-
Officers of the Central Government or State Government or Union territory Administrations or Statutory or
Autonomous Organisations or Public Sector Undertakings or Recognised Universities or Recognised Research
Institutes:-
a.
(i) holding analogous posts on regular basis in the parent cadre or Department; or
(ii) with five years service in the grade rendered after appointment there to on regular basis in posts in Level- 12
(Rs.78800- 209200/-) of pay matrix or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience:-
(i) Masters degree in Zoology with specialisation in Fisheries; or M.F.Sc. or M.Sc. in Marine Biology or
M.Sc. in Industrial Fisheries or M.Sc. in Aquaculture or M.Sc. in Fisheries Science from a recognised University
or Institute.
(ii) ten years experience of research or development in the field of Fisheries (Inland or Marine or
Aquaculture) including management, policy and planning, formulation and monitoring of development Schemes
for fisheries and trade or fishery health related matter from a Central Government or State Government
Department or Union territory Administration or Statutory or Autonomous Organisation or Public Sector
Undertaking or recognised University or Recognised Research Institute.
Desirable Qualification: Doctorate degree in Zoology from a recognised University or Institute.
Note 3: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible
for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for
appointment by promotion.
Note 4: Period of deputation (including short-term contract) including period of deputation (including short-
termcontract) in another ex-cadre post held immediately preceding this appointment in the same or some other
organisation or Department of the Central Government shall ordinarily not to exceed five years. The maximum age
limits for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the
closing date of the receipt of applications).
