2. िविश᳥ सेवा के िलए रा᳦पित का तटरᭃक पदक ᮧदान करने संबंधी िनयम 4(iv) के तहत रा᳦पित का तटरᭃक पदक (िविश᳥
सेवा) ᮧदान िकया जाता हैजो िक रा᳦पित सिचवालय अिधसूचना सं. 50-ᮧेस/89 िदनांक 7 जून 1989 मᱶ अिधसूिचत है।

तटरᭃक पदक सहषᭅ ᮧदान करती हᱹ।
ᮧशि᭭त उ᭨लेख
समादेशक दुगᱷश च᭠ᮤ ितवारी (0645-पी) ने 27 िदसंबर, 2004 को भारतीय तटरᭃक मᱶ सेवा आरंभ की।
2. अफसर एक कुशल, यू एफ आई चेतक पायलट है और 16 जून, 22 को 841 ज᭜था (तटरᭃक) की कमान संभाली है। अचानक
आई बाढ के कारण, 11 तथा 14 जुलाई, 2022 को भारतीय तटरᭃक वायु अव᭭थान, दमन को वलसाड और नवसारी िजलᲂ के ᮓमश: भदेली
एवं फ᳇ेल गांवᲂ मᱶ फंसे ᱟए लोगᲂ को बचाने का कायᭅ सᲅपा गया था। भारी बािरश, खराब मौसम और दुगᭅम रा᭭तᲂ के कारण नागिरक ᮧािधकरण
᳇ारा िकसी भी ᮧकार की सहायता पᱟंचाना असंभव था।
3. मौसम की ि᭭थित अ᭜यंत खराब थी एवं दल के सहकमᱮ तथा हेलीकॉ᭡टर की सुरᭃा को सुिनि᳟त करते ᱟए मानवीय सहायता
ᮧदान करने के िलए, ि᭭थित से सावधानीपूवᭅक िनपटने की आव᭫यकता थी। कुशल सै᭠य नेतृ᭜व की भावना एवं जोश को ᮧदिशᭅत करते ᱟए पायलट
ने ᭭वे᭒छा से सवᭅ ᮧथम उड़ान भरने का िनणᭅय िलया, उ᭠हᲂने शीᮖ ि᭭थित का आँकलन िकया, योजना बनाई और सहकिमᭅयᲂ को िमशन के िवषय
मᱶ आव᭫यक जानकारी ᮧदान करके उड़ान भर िलया। 35 नॉट की तेज हवाᲐ, भारी बािरश और कम दृ᭫यता से जूझते ᱟए, जीवन को बचाने के
एकमाᮢ उे᭫य से सटीक पᱹतरेबाजी करके एचटी केबल तथा खतरनाक बाधाᲐ से बचाते ᱟए डूबे घरᲂ की छतᲂ से िवंच िनयंᮢण ᳇ारा 22 लोगᲂ
को सुरिᭃत िनकालकर उनके बᱟमू᭨य जीवन को बचाया।
4. 17 अग᭭त, 2022 को एक बार िफर आपात ि᭭थित उ᭜प᳖ ᱟई, िजसमᱶ वलसाड तट पर 16 अग᭭त, 22 से समुᮤ मᱶ संकट ᮕ᭭त
म᭜᭭य नौका तुलसी देवी से 14 मछुवारᲂ को बचाया जाना था। मौसम चुनौतीपूणᭅ था और एक बार िफर से उ᭠हᲂने अपनी स᭥पूणᭅ योजना से काम
िकया। इ᭠हᲂने कई उड़ाने भरकर 14 मछुवारᲂ को डूबती नौका से बचाया। अफसर ने बचाव िमशन को पूरा करने मᱶ असाधारण उड़ान-कौशल,
᳞ावसाियकता और अद᭥य साहस का ᮧदशᭅन िकया।
5. समादेशक दुगᱷश च᭠ᮤ ितवारी ᳇ारा ᮧितकूल मौसम की ि᭭थित मᱶ 36 लोगᲂ की जान बचाना, ऊँचे दजᱷ का साहस ᮧदशᭅन है तथा
सेवा की बेहतरीन परंपराᲐ और आदशᭅवाय “वय᮫ᭃाम:” के अनुᱨप है।
6. समादेशक दुगᱷश च᭠ᮤ ितवारी (0645-पी) ने ᭭वयं को बखूबी िस िकया है और फल᭭वᱧप इ᭠हᱶ तटरᭃक पदक (वीरता) ᮧदान
िकया जाता है।

13 के अधीन तटरᭃक पदक (वीरता) ᮧा᳙ करने वाले तटरᭃक कािमᭅकᲂ को िवशेष भᱫा ᭭वीकायᭅ है जो िक रा᳦पित सिचवालय अिधसूचना

ऋिष, ᮧधान नािवक (आर), 12196-टी ने िदनांक 11 फरवरी, 2013 को भारतीय तटरᭃक मᱶ सेवा आरंभ की।
2. अचानक आई ck<+ के कारण 14 जुलाई, 22 को नवसारी िजले के फडवेल गांव मᱶ फंसे 9 लोगᲂ को बचाने का कायᭅ, भारतीय
तटरᭃक वायु अव᭭थान, दमन को सᲅपा गया था। ऋिष, ᮧधान नािवक ने योजना बनाने मᱶ ᭭वयं को शािमल िकया और तुरंत ही खोज एवं बचाव
मᱶ ᮧयुᲦ होने वाले उपकरणᲂ को तैयार िकया। ᮧधान नािवक ने उ᭜कृ᳥ वायु कमᱮ के ᱨप मᱶ ᭭वयं को ᮧदिशᭅत करते ᱟए ᭭वे᭒छा से छलांग लगाने
की इ᭒छा ᳞Ღ की।
3. अपने सभी अनुभवᲂ का उपयोग करते ᱟए, त᭜परता एवं कुशलता से एवं मानिसक ᱨप से तैयार होकर फंसे ᱟए लोगᲂ के बीच मᱶ
हवाई गोताखोर को बचाव हेतु नीचे उतारा गया। ᮧितकूल मौसम और खतरनाक बाधाᲐ के बावजूद, सुरᭃा िनयमᲂ एवं सावधािनयᲂ को
सुिनि᳟त करते ᱟए ऋिष, ᮧधान नािवक (आर) ने रे᭭यू ᭭ᮝॉप पहनने मᱶ लोगᲂ की सहायता की, िजसके पिरणाम ᭭वᱨप पाइलट ने ᭜विरत एवं
सुरिᭃत बचाव अिभयान को अंजाम िदया। 72 वषᱮय वृ मिहला एवं 11 माह की नवजात (क᭠या) सिहत फंसे ᱟए लोगᲂ को बचाने मᱶ यह
अ᭜य᭠त मह᭜वपूणᭅ था।
4. 12 अग᭭त, 22 को ᮧायोिगक नौका पूिरमा पर एक आपात ि᭭थित थी तथा उसके किमᭅयᲂ को बचाया जाना आव᭫यक था। ऋिष,
ᮧधान नािवक (आर) ने एक बार पुन: इस ि᭭थित से िनपटने के िलए छलांग लगाने के िलए ᭭वयं को ᭭वे᭒छा से ᮧ᭭तुत िकया। ऊंची उठती लहरᱶ
तथा लहरᲂ पर झूलती पोत, गोताखोर की सुरᭃा को चुनौती देर ही थी। हालांिक, खतरनाक ि᭭थितयां भी इ᭠हᱶ रोक न सकᳵ तथा वह ᭭वयं की
जान की सुरᭃा की परवाह िकए िबना, कुशलता से नौका पर उतर गये। इस ᮧकार बचाने वाले के ज᭔बे को दशाᭅते ᱟए उसने 04 िवदेशी नागिरक
सिहत नौका के 05 किमᭅयᲂ को बचाने मᱶ सहायता ᮧदान की।
5. ऋिष, ᮧधान नािवक (आर) 12196-टी ᳇ारा 14 लोगᲂ की जान को बचाने का कायᭅ, सेना की सवᲃ᭜कृ᳥ परंपरा के अनुकूल तथा
अद᭥य साहस, बहादुरी एवं ᮧितबता का ᮧतीक है।
6. ऋिष, ᮧधान नािवक (आर), 12196-टी ने ᭭वयं को बखूबी िस िकया है और फल᭭वᱧप इ᭠हᱶ तटरᭃक पदक (वीरता) ᮧदान िकया
जाता है।

मोिहत कुमार यादव, उᱫम नािवक (आर पी), 13830-एम ने िदनांक 20 फरवरी, 2016 को भारतीय तट रᭃक मᱶ सेवा आरंभ की।
2. मोिहत कुमार यादव, उᱫम नािवक (आरपी), 13830-एम एक कुशल हवाई गोता खोर हᱹ। 06 जुलाई, 22 को तट रᭃक वायु
पिरᭃेᮢ (पोरबंदर) को एमटी लोबल िकंग के संकटᮕ᭭त 22 किमᭅयᲂ को बचाने का कायᭅ सᲅपा गया था। मोिहत ने ᮧितकूल मौसम की िवषम
पिरि᭭थितयᲂ मᱶ जहाज के 100 नाँिटकल मील दूर समुᮤ मᱶ होने एवं ए एल एच माकᭅ III के िलए, इस ᮧकार के कायᭅ करने का पहला अवसर होने
के बावजूद यह िमशन ᭭वे᭒छा से िकया।

3. मौके पर पᱟंचकर, जीिवत बचे लोगᲂ के साथ, जीवन रᭃा नौका का पता लगाया, उसके बाद जीिवत लोगᲂ को िवंच िनयंᮢण के
मा᭟यम से सुरिᭃत िनकाल कर पास के वािण᭔य पोत तक पᱟंचाने का िनणᭅय िलया गया। अपनी सुरᭃा की परवाह िकए िबना अ᭜यंत ᮧितकूल
मौसम और िवषम समुᮤी ि᭭थित मᱶ इ᭠हᲂने िवंच िनयंᮢण ᳇ारा जीवन रᭃा नौका तक जाने के िलए ᭭वयं को तैयार िकया। पानी मᱶ उतारे जाने पर
समुᮤ की िवराट लहरᲂ ᳇ारा बार-बार फᱶके जाने तथा बचाव करने वाले ᭭ᮝॉप के खतरनाक ढंग से झूलने के बावजूद इ᭠हᲂने जीवन रᭃा नौका तक
पᱟंचने का अि᳇तीय साहस िदखाया। इ᭠हᲂने साहस पूवᭅक लहरᲂ का मुकाबला िकया तथा सवᭅᮧथम सबसे अिधक घायल 03 लोगᲂ को जीवन रᭃा
नौका से बचाने मᱶ मदद की। त᭜प᳟ात ᮧितकूल मौसम मᱶ नजदीक के वािण᭔य पोत पर उनका ᭭थानांतरण सुिनि᳟त िकया। जीिवत बचे लोगᲂ को
िवंच के मा᭟यम से बचाने का कायᭅ, बचे ᱟए संकट ᮕ᭭त लोगᲂ के िलए ᮧेरणा /वायदा के ᱨप मᱶ रहा। इस ᮧकार इ᭠हᲂने समुᮤ मᱶ संकट मᱶ फंसे 22
लोगᲂ को बचाने मᱶ मह᭜वपूणᭅ भूिमका िनभाई।
4. ᮧितकूल पिरि᭭थितयᲂ का सामना करते ᱟए मोिहत कुमार यादव, उᱫम नािवक, 13830-एम, हवाई गोताखोर ᳇ारा ᮧदिशᭅत
अनुकरणीय साहस, ᮧितबता और िन:᭭वाथᭅ भाव, सेवा की बेहतरीन परंपराᲐ के अनुᱨप है।

2. The President’s Tatrakshak Medal for Distinguished Service award is made under Rule-4(iv) of the rules governing
grant of the President’s Tatrakshak Medal for Distinguished Service i.e President’s Secretariat Notification No. 50-Pres/89
dated 7th June, 1989.

No. 76-Pres/2023—The President is pleased to award the Tatrakshak Medal for Gallantry to Commandant Durgesh
Chandra Tiwari (0645-P) on the occasion of the Republic Day, 2023.
CITATION
Commandant Durgesh Chandra Tiwari (0645-P) joined the Indian Coast Guard on 27 Dec 2004.
2. The Officer is an accomplished Chetak pilot, a QFI and assumed command of 841 Squadron (CG) on 16 Jun 22.
On 11 and 14 Jul 2022, ICGAS Daman was tasked to rescue stranded people from Bhadeli and Fadvel villages of Valsad and
Navsari districts respectively due to flash floods. All possible efforts by civil authorities were futile view heavy rains, rough
weather and inaccessible terrain.
3. The weather conditions were extremely poor and warranted careful handling of situation to render humanitarian
assistance while ensuring safety of crew and helicopter. The officer displaying spirit of fine military leader choose to fly as
first pilot. He quickly assimilated the situation, planned and briefed mission requirements to crew and got airborne. Braving
strong winds upto 35 kts heavy rains and low visibility, the Officer with singular aim to save lives skillfully carried out precise
maneuvers avoiding high tension cables and perilous obstructions and winched-up 22 people safely from rooftop of submerged
houses.
4. On 17 Aug 2022, once again there was an emergent situation wherein 14 fishermen were to be rescued from a
fishing boat Tulsi Devi stranded at sea since 16 Aug 22 off Valsad coast. The weather was challenging and once again he rose
to the occasion. In multiple sorties he rescued 14 fishermen from sinking boat. The officer displayed exceptional flying skills,
professionalism and indomitable courage to accomplish rescue mission.
5. Successful rescue of 36 lives in adverse weather conditions by Commandant Durgesh Chandra Tiwari, displaying
courage of highest order are in line with finest traditions of service and motto ‘Vayam Rakshamah’.
6. Commandant Durgesh Chandra Tiwari (0645-P) has accredited himself well and therefore he is awarded the
Tatrakshak Medal (Gallantry).
7. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak Medal
and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel who
have received the Tatrakshak Medal (Gallantry) award i.e President’s Secretariat Notification No. 50-Pres/89 dated 7th June,
1989.

No. 77-Pres/2023—The President is pleased to award the Tatrakshak Medal for Gallantry to Rishi, Pradhan Navik (R),
12196-T on the occasion of the Republic Day, 2023.
CITATION
Rishi, Pradhan Navik (R), 12196-T joined the Indian Coast Guard on 11 February 2013.
2. On 14 Jul 22, ICGAS Daman was tasked to undertake rescue of 09 stranded people from Fadvel village at Navsari
district view flash floods. Rishi, P/Nvk(R), involved himself in planning and promptly prepared SAR equipment. The P/Nvk
displaying fine spirit of an Aircrew men diver volunteered to be a Free Diver.
3. The ACM (D) was lowered amidst the stranded people, employing all his experience and diligence, briefed and
prepared them mentally prior initiating safe rescue. Despite severe weather and perilous obstructions, Rishi P/Nvk(R) ensured
compliance of all safety precautions and assisted people in wearing of rescue strop, thereby enabling pilots to execute quick
and safe rescue operation. This was pivotal in rescuing 09 distressed lives including a 72 year old woman and 11 month old
infant (girl).

4. On 12 Aug 22, there was an emergency onboard experimental yacht Poorima and crew was required to be rescued.
The EP once again rose to the occasion and he volunteered to be a free diver. The high waves and constantly rolling vessel
posed grave challenge to the safety of diver. However, hazardous conditions did not deter him and disregarding his personal
safety, in a precise maneuver he was lowered on the yacht. Displaying spirit of a savior, he assisted 05 crew of the yacht which
included 04 foreign nationals.
5. The insurmountable courage, bravery and exemplary sense of commitment displayed by Rishi, P/Nvk (R) 12196-
T while rescuing 14 human lives are in line with the finest tradition of the service.
6. Rishi, Pradhan Navik (R), 12196-T has accredited himself well and therefore he is awarded the Tatrakshak Medal
(Gallantry).
7. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak
Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel

No. 78-Pres/2023—The President is pleased to award the Tatrakshak Medal for Gallantry to Mohit Kumar Yadav,
Uttam Navik (RP), 13830-M on the occasion of the Republic Day, 2023.
CITATION
Mohit Kumar Yadav, Uttam Navik (RP), 13830-M joined the Indian Coast Guard on 20 February 2016.
2. Mohit Kumar Yadav U/Nvk (RP), 13830-M is a qualified ACM(D). On 06 Jul 22, CGAE(PBD) was tasked to
rescue 22 crew members of MT Global King in distress. Despite the vessel being 100 nautical miles into the sea, and ALH MK
III was venturing this far into the seas for the first time, with extreme adverse weather, he volunteered for the mission.
3. On reaching the datum, and locating the life raft with survivors, it was decided to winch the survivors to the safety
of merchant ships in vicinity. Disregarding his own safety, he readied himself to be winched down near life raft facing extremely
rough sea conditions. When lowered in water, despite being thrown away by humongous waves multiple times and Rescue
strop swinging dangerously, he courageously made his way to the life raft. He daringly battled the waves and assisted in
winching up of 03 most injured survivors from the life raft and thereafter ensured safe transfer of these onboard nearby merchant
ship in adverse weather conditions. His successful winching up of survivors also acted as a motivation/reassurance for the rest
of the distressed crew, thereby, being instrumental in rescuing 22 lives in peril at sea.
4. The qualities of exemplary courage, commitment and selflessness displayed by Mohit Kumar Yadav U/Nvk,
13830-M ACM (D) in the face of adversity is keeping in line with the finest traditions of service.
5. Mohit Kumar Yadav, Uttam Navik (RP), 13830-M has accredited himself well therefore he is awarded the
Tatrakshak Medal (Gallantry).
