सं. 9-19/2000-यू3 (ए) पाटᭅ.1—जबिक, कᱶᮤ सरकार को िव᳡िव᳒ालय अनुदान आयोग (यूजीसी) अिधिनयम, 1956 की धारा
3 के तहत िकसी उᲬ िशᭃण सं᭭थान को यूजीसी की सलाह पर सम िव᳡िव᳒ालय सं᭭ थान घोिषत करने का अिधकार ᮧा᭡ त है।

और जबिक, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, इस मंᮢालय ᳇ारा यूजीसी की सलाह पर
अपनी अिधसूचना संया 9-19/2000-यू.3, के िदनांक 13.04.2006 के तहत केएलई एकेडमी ऑफ हायर एजुकेशन एंड िरसचᭅ, बेलगाम,
कनाᭅटक, िजसमᱶ (i) जवाहरलाल नेहᱨ मेिडकल कॉलेज, बेलगाम और (ii) केएलई बीके इं᭭टीᲷूट ऑफ डᱶटल साइंसेज, बेलगाम शािमल हᱹ, को
पांच वषᭅ की अविध के िलए सम-िव᳡िव᳒ालय सं᭭थान घोिषत िकया गया था।

और जबिक, िव᳡िव᳒ालय अनुदान आयोग अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, इस मंᮢालय ᳇ारा
िदनांक 20.02.2009 की अिधसूचना संया 9-19/2000-यू.3 के तहत िन᳜िलिखत सं᭭थानᲂ को केएलई अकादमी ऑफ हायर एजुकेशन एंड
िरसचᭅ, बेलगाम के दायरे मᱶ लाया गया था, बशतᱷ िक केएलई एकेडमी ऑफ हायर एजुकेशन एंड िरसचᭅ, बेलगाम को सम-िव᳡िव᳒ालय का दजाᭅ
ᮧदान करने के सभी िनयम एवं शतᱸ अपिरवितᭅत रहᱶगी:
i.
केएलई इं᭭टीᲷूट ऑफ निसᲈग साइंसेज, बेलगाम;
ii.
केएलई इं᭭टीᲷूट ऑफ िफिजयोथेरेपी, बेलगाम;
iii.
केएलई ᮰ी बी.एम.के आयुवᱷद महािव᳒ालय, बेलगाम;
iv.
केएलई कॉलेज ऑफ फामᱷसी, बेलगाम;
v.
केएलई कॉलेज ऑफ फामᱷसी, ᱟबली;
vi.
केएलई कॉलेज ऑफ फामᱷसी, बᱹगलोर।

और जबिक, यूजीसी अिधिनयम 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, कᱶᮤ सरकार ᳇ारा यूजीसी की सलाह पर
िदनांक 17.01.2017, 02.07.2018 और 06.05.2019 की अिधसूचना संया 9-19/2000-यू3(ए)पाटᭅ.1 ᳇ारा केएलई एकेडमी ऑफ हायर
एजुकेशन एंड िरसचᭅ, बेलगाम का सम-िव᳡िव᳒ालय का दजाᭅ िदनांक 18.01.2021 तक बढ़ा िदया गया।

और इसके बाद जबिक, केएलई एकेडमी ऑफ हायर एजुकेशन एंड िरसचᭅ, बेलगाम ने सम-िव᳡िव᳒ालय का दजाᭅ बढ़ाने/जारी रखने के
िलए अनुरोध िकया था। िव᳡िव᳒ालय अनुदान आयोग ने यूजीसी (सम-िव᳡िव᳒ालय सं᭭थान) िविनयम, 2023 के उपबंधᲂ के अनुसार, िदनांक
27.06.2023 को आयोिजत अपनी 570वᱭ बैठक (मद संया 2.05) मᱶ सं᭭थान के अनुरोध पर िवचार िकया और केएलई एकेडमी ऑफ हायर
एजुकेशन एंड िरसचᭅ, बेलगाम, कनाᭅटक के सम-िव᳡िव᳒ालय दजᱷ का िव᭭तार करने/जारी रखने के िलए सलाह दी।

अब, इसिलए, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, यह मंᮢालय, यूजीसी की सलाह पर,
िदनांक 19.01.2021 से केएलई एकेडमी ऑफ हायर एजुकेशन एंड िरसचᭅ, बेलगाम, कनाᭅटक के सम-िव᳡िव᳒ालय का दजाᭅ बढ़ाता है।

इस मंᮢालय की पूवᭅ अिधसूचना मᱶ उि᭨लिखत अ᭠य सभी शतᲄ के साथ-साथ समय-समय पर जारी िकए गए मंᮢालय, िव᳡िव᳒ालय
अनुदान आयोग और अ᭠य वैधािनक पिरषदᲂ के िनयमᲂ/िविनयमᲂ/िनदᱷशᲂ का केएलई अकादमी ऑफ हायर एजुकेशन एंड िरसचᭅ, बेलगाम, कनाᭅटक
᳇ारा पालन िकया जाना जारी रहेगा।

3. और जबिक, मंᮢालय ᳇ारा यूजीसी की सलाह पर अिधसूचना संया 9-48/2005-यू.3, िदनांक 15.02.2019 के तहत िव᭄ान शाᳫ ᮧौ᳒ोिगकी
और पिरशोधन संगठन, वडलामुडी, गुंटूर िजला, आंᮥ ᮧदेश का सम िव᳡िव᳒ालय का दजाᭅ िन᳜िलिखत शतᲄ के साथ
िदनांक 19.12.2013 से 30.06.2021 तक बढ़ा िदया गया:-
I.
सं᭭थान अपने एच-इंडेस और रा᭬ ᮝीय मू᭨ यांकन एवं ᮧ᭜ यायन पिरषद (एनएएसी) के सीजीपीए ᭭कोर के साथ-साथ एनआईआरएफ
रᱹिकंग मᱶ भी सुधार करेगा।
II.
सम िव᳡िव᳒ालय सं᭭थान संबंिधत िवषयᲂ मᱶ विर᳧ ᭭तर के संकाय (ᮧोफेसर और एसोिसएट ᮧोफेसर) की भतᱮ करेगा।
III.
सम िव᳡िव᳒ालय सं᭭थान पाठयᮓम का बोझ कम करेगा
IV.
सम िव᳡िव᳒ालय सं᭭थान अपनी ᮧयोगशालाᲐ का उ᳖त उपकरणᲂ के साथ उ᳖यन करेगा।
V.
सम िव᳡िव᳒ालय सं᭭थान छाᮢᲂ के िलए पयाᭅ᳙ छाᮢावास सुिवधाएं ᮧदान करेगा।
VI.
सम िव᳡िव᳒ालय यूजीसी िवशेष᭄ सिमित ᳇ारा बताए गए सुझावᲂ/किमयᲂ के संदभᭅ मᱶ अनुपालन िरपोटᭅ ᮧ᭭तुत करेगा।
4. और इसके अलावा जबिक, िव᭄ान शाᳫ ᮧौ᳒ोिगकी और पिरशोधन संगठन, वडलामुडी, गुंटूर िजला, आंᮥ ᮧदेश ने सम िव᳡िव᳒ालय का
दजाᭅ बढ़ाने/जारी रखने के िलए अनुरोध िकया था। यूजीसी ने यूजीसी (सम िव᳡िव᳒ालय सं᭭थान) िविनयम, 2023 के ᮧावधानᲂ के अनुसार
27.06.2023 को आयोिजत अपनी 570वᱭ बैठक (मद सं. 2.05) मᱶ सं᭭थान के अनुरोध पर िवचार िकया और िव᭄ान शाᳫ ᮧौ᳒ोिगकी और
पिरशोधन संगठन, वडलामुडी, गुंटूर िजला, आंᮥ ᮧदेश को सम िव᳡िव᳒ालय के दजᱷ का िव᭭ तार करने/जारी रखने की सलाह दी।
5. अब, इसिलए, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, यह मंᮢालय, यूजीसी की सलाह पर, िदनांक
01.07.2021 से िव᭄ान शाᳫ ᮧौ᳒ोिगकी और पिरशोधन संगठन, वडलामुडी, गुंटूर िजला, आंᮥ ᮧदेश का सम िव᳡िव᳒ालय सं᭭थान का दजाᭅ
बढ़ाता है।
6. इस मंᮢालय की पूवᭅ अिधसूचना(Ა) मᱶ उि᭨लिखत अ᭠य सभी शतᲄ के साथ-साथ समय-समय पर जारी िकए गए मंᮢालय, यूजीसी और अ᭠य
वैधािनक पिरषदᲂ के िनयमᲂ/िविनयमᲂ/िनदᱷशᲂ का िव᭄ान शाᳫ ᮧौ᳒ोिगकी और पिरशोधन संगठन, वडलामुडी, गुंटूर िजला, आंᮥ ᮧदेश ᳇ारा
पालन िकया जाना जारी रहेगा।

No. 9-19/2000-U3(A)Pt.1—Whereas, the Central Government is empowered under Section 3 of the University Grants
Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed
to be University.

And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, this Ministry, vide Notification
No. 9-19/2000-U.3 dated 13.04.2006, on the advice of UGC, had declared KLE Academy of Higher Education & Research,
Belgaum, Karnataka, comprising (i) Jawaharlal Nehru Medical College, Belgaum and (ii) KLE BK Institute of Dental Sciences,
Belgaum, as an institution deemed to be University, for a period of five years.
3. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the following institutions were
brought under ambit of KLE Academy of Higher Education and Research, Belgaum, by this Ministry, vide Notification
No. 9-19/2000-U.3 dated 20.02.2009, subject to the conditions that all the terms & conditions of conferment of deemed to be
university status to KLE Academy of Higher Education & Research, Belgaum shall remain unchanged:
I.
KLE Institute of Nursing Sciences, Belgaum;
II.
KLE Institute of Physiotherapy, Belgaum;
III.
KLE Shri B.M.K Ayurveda Mahavidyalaya, Belgaum;
IV.
KLE College of Pharmacy, Belgaum;
V.
KLE College of Pharmacy, Hubli;
VI.
KLE College of Pharmacy, Bangalore.
4. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act 1956, the Central Government, vide
Notification Nos. 9-19/2000-U3(A)Pt.1 dated 17.01.2017, 02.07.2018 & 06.05.2019, on the advice of UGC, extended the
deemed to be University status of KLE Academy of Higher Education & Research, Belgaum upto 18.01.2021.
5. And further whereas, KLE Academy of Higher Education & Research, Belgaum made a request for extension
/continuation of Institution Deemed to be University status. UGC considered the request of the Institution in its 570th meeting
(Item No.2.05) held on 27.06.2023 as per the provisions of the UGC (Institutions deemed to be Universities) Regulations, 2023
and advised for extension/continuation of Institution Deemed to be University status of KLE Academy of Higher Education &
Research, Belgaum, Karnataka.
6. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, this Ministry, on the advice of
UGC, hereby extends the deemed to be University status of KLE Academy of Higher Education & Research, Belgaum,
Karnataka from 19.01.2021 onwards.
7. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations /
directions of the Ministry, UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by KLE
Academy of Higher Education & Research, Belgaum, Karnataka.

Research, Vadlamudi, Guntur Dist., Andhra Pradesh as an Institution deemed to be University for a provisional period of
five years.
3. And whereas, the Ministry, vide Notification No. 9-48/2005-U.3 dated 15.02.2019, on the advice of the UGC, extended
the Institution Deemed to be University status of Vignan’s Foundation for Science, Technology and Research, Vadlamudi,
Guntur Dist., Andhra Pradesh from 19.12.2013 to 30.06.2021 with the following conditions:
i.
The Institution shall improve its H-Index and CGPA Score of National Assessment and Accreditation Council
(NAAC) as well as NIRF Rankings.
ii.
The Institution Deemed to be University shall recruit senior level faculty (Professor & Associate Professor) in the
respective disciplines.
iii.
The Institution Deemed to be University shall reduce the burden of the Curriculum.
iv.
The Institution Deemed to be University shall upgrade its laboratories with advanced equipments.
v.
The Institution Deemed to be University shall provide adequate hostel facilities for the students.
vi.
The deemed to be University shall submit compliance report w.r.t. suggestions/deficiencies pointed out by the UGC
Expert Committee.
4. And further whereas, Vignan’s Foundation for Science, Technology and Research, Vadlamudi, Guntur Dist., Andhra
Pradesh made a request for extension /continuation of deemed to be University status. UGC considered the request of the
Institution in its 570th meeting (Item No.2.05) held on 27.06.2023 as per the provisions of the UGC (Institutions deemed to be
Universities) Regulations, 2023 and advised for extension/continuation of deemed to be University status of Vignan’s
Foundation for Science, Technology and Research, Vadlamudi, Guntur Dist., Andhra Pradesh.
5. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, this Ministry, on the advice
of UGC, hereby extends the Institution Deemed to be University status of Vignan’s Foundation for Science, Technology and
Research, Vadlamudi, Guntur Dist., Andhra Pradesh from 01.07.2021 onwards.
6. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations /
directions of the Ministry, UGC and other Statutory Councils, issued from time to time, shall continue to be adhered
by Vignan’s Foundation for Science, Technology and Research, Vadlamudi, Guntur Dist., Andhra Pradesh.
