और राष्ट्रीय सेवा योिना, युवा कायगक्रम और खेल जवभाग एवं मानव संसािन जवकास मंत्रालय, समूि ‘ग’ भती जनयम,

1997, ििां यि आिुजलजपक ग्रेड-III के पि से संबंजित िै, उन बातों के जसवाए अजिक्रांत करते हुए जिन् िें अजिक्रमण से

पिले दकया गया िै या करने का लोप दकया गया िै । युवा कायगक्रम और खेल मंत्रालय, युवा कायगक्रम जवभाग के अिीन

राष्ट्रीय सेवा स्ट्कीम में आिुजलजपक ग्रेड-II पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम् नजलजखत जनयम बनाते िैं,

1. संजक्षप् त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप् त नाम राष्ट्रीय सेवा स्ट्कीम, युवा कायगक्रम जवभाग, युवा कायगक्रम और

खेल मंत्रालय, आिुजलजपक ग्रेड-II (समूि ‘ग’) पि भती जनयम, 2023 िै ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त िोंगे ।

2. पिों की संख् या, वगीकरण और वेतन मैरर‍ स में स्ट् तर: पिों की संख् या, उसका वगीकरण, और वेतन मैरर‍ स में स्ट् तर वि

िोगा, िो इन जनयमों से उपाबद्ध अनुसूची से स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िगष् ट िैं ।

3. भती की पद्धजत, आयु सीमा, अिगताएं आदि : भती की पद्धजत, आयु सीमा, अिगताएं और उ‍ त पि के संबंि में अन् य बातें

वे िोंगी िो उ‍ त अनुसूची के स्ट् तंभ (5) से (13) में जवजनर्िगष् ट िैं।

4. जनरिगता – वि व् यज‍ त–

(क) जिसने ऐसे व् यज‍ त से जिसका पजत या जिसकी पत् नी िीजवत िैं, से जववाि दकया िै, या जववाि की संजविा की

िै; या

(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी व् यज‍ त से जववाि दकया िै, या जववाि की

संजविा की िै उ‍ त पि पर जनयुज‍ त का पात्र निीं िोगा:

परंतु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व् यज‍ त और जववाि के अन् य पक्षकार

को लागू स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यज‍ त को इस जनयम के

प्रवतगन से छूट िे सकेगी ।

5. जिजथल करने की िज‍ त- ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व् यज‍ तयों की बाबत,

आिेि द्वारा जिजथल कर सकेगी ।

6. व् यावृजत् त - इन जनयमों की दकसी बात, आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, भूतपूवग सैजनकों और अन् य जविेष प्रवगग के व् यज‍ तयों के जलए उपबंि करना अपेजक्षत िै ।

New Delhi, the 28th August, 2023

G.S.R. 113.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Service Scheme, Department of Youth Affairs and Sports, Ministry of Human Resource

Development Group ‘C’ posts Recruitment Rules, 1997, in so far as they relate to the post of Stenographer Grade-III,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Stenographer Grade II in the National Service

Scheme, under the Ministry of Youth Affairs and Sports, Department of Youth Affairs, namely:-

1. Short title and commencement. – (1) These rules may be called the National Service Scheme, Ministry of Youth

Affairs and Sports, Department of Youth Affairs, Stenographer Grade-II (Group ‘C’ posts) Recruitment Rules,

2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in pay matrix. – The number of posts, its classification, and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Service Scheme, Department of Youth Affairs and Sports, Ministry of Human Resource

Development Group ‘C’ posts Recruitment Rules, 1997, in so far as they relate to the post of Lower Division Clerks,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Secretariat Assistant in the National Service

Scheme, under the Ministry of Youth Affairs and Sports, Department of Youth Affairs, namely:-

1. Short title and commencement. – (1) These rules may be called the National Service Scheme, Ministry of Youth

Affairs and Sports, Department of Youth Affairs, (Junior Secretariat Assistant (Group ‘C’ posts) Recruitment

Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in pay matrix. – The number of posts, its classification, and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person, –

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 116.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the office of the Development Commissioner for Handicrafts, National Handicrafts and Handlooms

Museum (Group `C’ and Group ‘D’ posts) Recruitment Rules, 1994, in so far as they relate to the post of Programme

and Public Relation Officer, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the posts of Programme and

Public Relation Officer, in the Office of the Development Commissioner (Handicrafts), National Handicrafts and

Handlooms Museum, Ministry of Textiles, namely :-

1. Short title and commencement.- (1) These rules may be called the Ministry of Textiles, Office of the

Development Commissioner (Handicrafts), National Handicrafts and Handlooms Museum, Programme and Public

Relation Officer (Group ‘B’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.– The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
