सं. आर-11021(12)/1/2023-ओआर-II/ई-45621—᭭थायी सिमित की िसफािरशᲂ के अनुᱨप सुरᭃा पिरषद के संघटन को और

अिधक समावेशी बनाने के िलए बाहरी उ᳒ोग िवशेष᭄ᲂ, िशᭃािवदᲂ आिद को शािमल करके इसे संशेिधत िकया गया है और ᳞ापक बनाया

गया है।

उपयुᭅᲦ को ᭟यान मᱶ रखते ᱟए पेᮝोिलयम और ᮧाकृितक गैस मंᮢालय (एमओपीएंडएनजी) के िदनांक 10 जनवरी, 1986 के संक᭨प

सं᭎या आर-13013/4/84-ओआर-I और िदनांक 16 जुलाई 2008 के संक᭨प सं᭎या आर-21016/1/2006-ओआर-I(पाटᭅ) -II) को िन᳜ानुसार

संशोिधत िकया गया है:—

i.

श᭣द “पेᮝोिलयम और ᮧाकृितक गैस िविनयामक बोडᭅ (पीएनजीआरबी) के नामांिकत बोडᭅ सद᭭य; सद᭭य सिचव, रा᳦ीय आपदा

ᮧबंधन ᮧािधकरण (एनडीएमए) से मनोनीत सद᭭य; नौवहन महािनदेशक (डीजीएस) से नािमत सद᭭य; भारतीय तटरᭃक के

महािनदेशक (डीजीआईसीजी) से नािमत सद᭭य" को सुरᭃा पिरषद के सद᭭य के ᱨप मᱶ शािमल िकया जाएगा और िदनांक

10 जनवरी, 1986 के संक᭨प सं᭎या आर-13013/4/84-ओआर-I के पैरा 2 की पंिᲦ 5/6 मᱶ 'मु᭎य िव᭭फोटक िनयंᮢक' के बाद

और 'सलाहकार (अिᲨ)' से पहले जोड़ा जाएगा।

ii.

श᭣द “िनदेशक, भारतीय पेᮝोिलयम सं᭭थान (आईआईपी) देहरादून; महािनदेशक, भारतीय पेᮝोिलयम उ᳒ोग महासंघ

(एफआईपीआई) और िनजी/संयुᲦ उ᳒म कंपिनयᲂ के पांच मु᭎य कायᭅपालक अिधकािरयᲂ" को सुरᭃा पिरषद के सद᭭य के ᱨप

मᱶ शािमल िकया जाएगा और '᮰म सं᭭थानᲂ' के बाद और 'सद᭭यᲂ के ᱨप मᱶ' से पहले 10 जनवरी, 1986 के संक᭨प सं᭎या आर-

13013/4/84-ओआर-I के पैरा 2 की पंिᲦ 7/8 मᱶ जोड़ा जाएगा।

iii.

िदनांक 16 जुलाई, 2008 के संक᭨प सं᭎या आर-21016/1/2006-ओआर-I(पाटᭅ-II) के िबंदु (i) मᱶ यथा-उि᭨लिखत श᭣द "और

िनजी/जेवी कंपिनयᲂ से रोटेशन के आधार पर कम से कम दो मु᭎य कायᭅकारी अिधकारी" को हटाया जाएगा।

iv.

श᭣द "पेᮝोिलयम और ᮧाकृितक गैस िविनयामक बोडᭅ (पीएनजीआरबी)" को िदनांक 10 जनवरी, 1986 के संक᭨प सं᭎या आर-

13013/4/84-ओआर-I के पैरा 7 की पंिᲦ 4 मᱶ 'मु᭎य िव᭭फोटक िनयंᮢक' श᭣द के बाद और 'बॉयलर िनरीᭃणालय' से पहले

RESOLUTION

No. R-11021(12)/1/2023-OR-II/E-45621—Composition of the Safety Council has been revamped and broad-based

by including more outside industry experts, academia etc. to make it more inclusive, in line with recommendations of Standing

Committee.

In view of above, Ministry of Petroleum & Natural Gas (MoP&NG) Resolution No. R-13013/4/84-OR-I dated

10th January, 1986 and Resolution No. R-21016/1/2006-OR-I(pt-II) dated July 16, 2008 are amended as given below:—

i.

The words “Nominated Board member of Petroleum and Natural Gas Regulatory Board (PNGRB); Nominated

member from Member Secretary, National Disaster Management Authority (NDMA); Nominated member from

Director General of Shipping (DGS); Nominated member from Director General of Indian Coast Guard

(DGICG)” to be included as a Safety Council member and to be added in the Line 5/6 of Para 2 after ‘Chief

Controller of Explosives’ and before ‘Advisor (Fire)’ of the resolution No R-13013/4/84-OR-I dated 10th Jan,

1986.

ii.

The words “Director, Indian Institute of Petroleum (IIP) Dehradun; Director General, Federation of Indian

Petroleum Industry (FIPI) and five Chief Executives from Private/ JV companies” to be included as a Safety

Council member and to be added in Line 7/ 8 of Para 2 after ‘Labour Institutes’ and before ‘as members’ of the

resolution No. R-13013/4/84-OR-I dated 10th Jan, 1986.
