सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के वलए यह घोवित दकया जाता है दक ििि 2023-2024 के िौरान सामान्य भविष्य
वनवि तथा उसी प्रकार की अन्य वनवियों के अवभिाताओं की कुल जमा रकमों पर िी जाने िाली ब्याज िर 1 अक् तूबर, 2023 से 31 दिसंबर,
2023 तक 7.1% (सात िशमलि एक प्रवतशत) होगी। यह िर 1 अक् तूबर, 2023 से लागू होगी। संबंवित वनवियां वनम्नवलवित हैं:—

शवियों का प्रयोग करते हुए, केंद्र सरकार ने यूजीसी की सलाह पर दिनांक 24.10.2022 की अविसूिना संख्या 9-17/89-यू.3 के माध्यम से
भातिंडे संगीत संस्थान, लिनऊ को उपरोि अविवनयम के प्रयोजनाथि एक समित विश्वविद्यालय संस्थान घोवित दकया था।
2. और जबदक, रवजस्रार, भातिंडे संस्कृवत विश्वविद्यालय (पूिि में भातिंडे संगीत संस्थान), लिनऊ ने दिनांक 15.05.2023 के पत्र
संख्या 124 बीएसयू-1(11)/2023 द्वारा सूवित दकया दक उत्तर प्रिेश राज्य सरकार ने दिनांक 03.06.2022 के वििायी अनुभाग-1, अविसूिना
संख्या 296/79/िी-1-2022-1-ए-1-2022 के तहत भातिंडे संगीत संस्थान, लिनऊ के िजे को समित विश्वविद्यालय से भातिंडे संस्कृवत

विश्वविद्यालय, लिनऊ के नाम पर राज्य विश्वविद्यालय में पररिर्तित कर दिया है। तिनुसार, उन्होंने भातिंडे संगीत संस्थान, लिनऊ को समित
विश्वविद्यालय की सूिी से गैर-अविसूवित करने का अनुरोि दकया।
3. और जबदक, िूंदक भातिंडे संगीत संस्थान, लिनऊ ने स्ियं को समित विश्र्िविद्यालय से राज्य वनजी विश्र्िविद्यालय में पररिर्तित
करने से पूिि केन्द्र सरकार का पूिि अनुमोिन प्राप्त नहीं दकया था, इसवलए इस मामले को विश्वविद्यालय अनुिान आयोग को उनकी सलाह के वलए
भेजा गया था।
4. और जबदक, यूजीसी ने दिनांक 07.07.2023 के अपने पत्र संख्या 5-19/85 (सीपीपी-1/डीयू) के माध्यम से सूवित दकया दक
मंत्रालय भातिंडे संगीत संस्थान, लिनऊ को समित विश्र्िविद्यालय के िजे से गैर-अविसूवित करने के वलए अविसूिना जारी कर सकता है।
5. इसवलए, अब, यह मंत्रालय विश्र्िविद्यालय अनुिान आयोग अविवनयम, 1956 की िारा 3 के अिीन प्रित्त शवि का प्रयोग करते
हुए विश्र्िविद्यालय अनुिान आयोग की सलाह पर वनम्नवलवित शतों के साथ दिनांक 24-10-2000 की अविसूिना संख्या 9-17/89-यू3 द्वारा
भातिंडे संगीत संस्थान, लिनऊ को दिए गए समित विश्र्िविद्यालय संस्थान का िजाि िापस लेता है:—
(i)
भातिंडे संस्कृवत विश्वविद्यालय, भातिंडे संगीत संस्थान, लिनऊ में नामांदकत छात्रों के अंवतम बैि के वहतों की रक्षा करेगा।
(ii)
भातिंडे संस्कृवत विश्वविद्यालय, भातिंडे संगीत संस्थान, लिनऊ से पहले ही उत्तीर्ि हो िुके छात्रों के अवभलेिों/सामग्री को
संरवक्षत करेगा।
(iii) भातिंडे संस्कृवत विश्वविद्यालय भातिंडे संगीत संस्थान, लिनऊ से संबंवित आविकाररक पत्रों/वशकायतों को प्राप्त/स्िीकार
करेगा।
(iv) भातिंडे संस्कृवत विश्वविद्यालय, भातिंडे संगीत संस्थान, लिनऊ से संबद्ध संकाय कमिाररयों और गैर-संकाय कमिाररयों के
वहतों की भी रक्षा करेगा।
(v)
भातिंडे संगीत संस्थान, लिनऊ के नाम पर कानूनी और वित्तीय वस्थवत सवहत सभी पररसंपवत्तयां और िेनिाररयां भातिंडे
संस्कृवत विश्वविद्यालय को हस्तांतररत और वनवहत की जाएंगी।
(vi) भातिंडे संस्कृवत विश्वविद्यालय, विश्वविद्यालयों और कॉलेजों में वशक्षकों और अन्य शैक्षवर्क कमिाररयों की वनयुवि के वलए
न्यूनतम योग्यता और उच्च वशक्षा में मानकों के रिरिाि के वलए उपाय, 2018 संबंिी समय-समय पर यथासंशोवित यूजीसी
विवनयमों का पालन करेगा और केंद्र सरकार के अन्य लागू वनयमों/विवनयमों का पालन करेगा।
6. यह अविसूिना उस तारीि से प्रभािी होगी जब उत्तर प्रिेश राज्य सरकार द्वारा पैरा 5 में उवल्लवित शतों के अनुपालन को
अविसूवित दकया जाएगा।

यह प्राििान दकया गया है दक केन्द्र सरकार, आयोग की सलाह पर, राजपत्र में अविसूिना द्वारा यह घोिर्ा कर सकती है दक विश्वविद्यालय के
अवतररि उच्च वशक्षा के वलए कोई भी संस्थान उि अविवनयम के प्रयोजनाथि समित विश्वविद्यालय माना जाएगा।
2. और जबदक, यूजीसी अविवनयम, 1956 की िारा 3 द्वारा प्रित्त शवियों का प्रयोग करते हुए, केंद्र सरकार ने यूजीसी की सलाह पर
दिनांक 20.06.2002 की अविसूिना संख्या 9-21/2000-यू.3 के तहत पद्मश्री डॉ. डी.िाई. पारिल विद्यापीठ, नेरुल, निी मुंबई, महाराष्ट्र को
पांि साल बाि समीक्षा के अध्यिीन एक समित विश्वविद्यालय संस्थान घोवित दकया था। इसके अवतररि, इस मंत्रालय की दिनांक 06.06.2018
और 06.05.2019 की अविसूिना संख्या 9-21/2000-यू.3 (पािि 1) के तहत इसके समित विश्वविद्यालय के िजे की अिवि को दिनांक
30.06.2020 तक बढा दिया गया था।
3. और इसके बाि जबदक, समित विश्वविद्यालय ने मौजूिा ‘पद्मश्री डॉ. डी. िाई. पारिल विद्यापीठ’, निी मुंबई, महाराष्ट्र का नाम
बिलकर 'डीिाई पारिल', निी मुंबई, महाराष्ट्र करने का अनुरोि दकया था।
4. और जबदक, सरकार ने दिनांक 03.01.2018 के अपने पत्र संख्या 12-13/2014-यू3 (ए) के माध्यम से 'पद्मश्री डॉ. डी. िाई. पारिल
विद्यापीठ', निी मुंबई, महाराष्ट्र का नाम बिलकर 'डी. िाई. पारिल', निी मुंबई, महाराष्ट्र करने के वलए वनम्नवलवित शतों के अध्यिीन अपनी
सैद्धांवतक मंजूरी िी है:—
i.
समित विश्वविद्यालय अपने नाम के साथ 'विश्वविद्यालय' शब्ि का प्रयोग नहीं करेगा।
ii.
नए नाम और शैली में एक अलग सोसायिी/रस्ि बनाना होगा।

iii.
समित विश्वविद्यालय की सभी पररसंपवत्तयों (िल और अिल) को कानूनी रूप से नए नाम पर स्थानांतररत करना होगा।
iv.
समित विश्वविद्यालय के कॉपिस फंड (मूल वनवि) को नए नाम पर स्थानांतररत करना होगा।
v.
समित विश्वविद्यालय के संगम ज्ञापन/वनयम नये नाम से होने िावहए।
5. और इसके बाि जबदक, संस्थान ने दिनांक 14.02.2023 को अपनी अनुपालन ररपोिि प्रस्तुत की वजसे सत्यापन और सलाह हेतु
यूजीसी को भेजा गया था। अनुपालन ररपोिि के सत्यापन के बाि, यूजीसी ने दिनांक 18.07.2023 के अपने पत्र संख्या 6-30/2000 (सीपीपी-
1/डीयू) के माध्यम से वसफाररश की दक मंत्रालय समित विश्वविद्यालय का नाम बिलने के अनुरोि पर वििार कर सकता है।
6. इसवलए अब, ‘विश्वविद्यालय अनुिान आयोग अविवनयम, 1956 की िारा 3 के अंतगित प्रित्त शवियों का प्रयोग करते हुए केन्द्र
सरकार, विश्वविद्यालय अनुिान आयोग की सलाह पर वनम्नवलवित शतों के साथ ‘पद्मश्री डॉ. डी. िाई. पारिल विद्यापीठ’, निी मुंबई, महाराष्ट्र
का नाम बिलकर 'डी. िाई. पारिल', निी मुंबई, महाराष्ट्र करने के वलए अपनी स्िीकृवत प्रिान करती है:—
i.
संस्थान 'विश्वविद्यालय' शब्ि का प्रयोग नहीं करेगा, लेदकन उसे अपने नाम के साथ 'समित विश्वविद्यालय' शब्ि का प्रयोग करने
की अनुमवत है।
ii.
संस्थान के नाम में पररितिन का अथि यह नहीं लगाया जाना िावहए दक दिनांक 30.06.2020 से आगे इसके समित विश्वविद्यालय
के िजे का विस्तार दकया जा सकता है।
iii.
इसके समित विश्वविद्यालय की वस्थवत के विस्तार या अन्यथा संबंिी वनर्िय यूजीसी की सलाह प्राप्त होने पर मंत्रालय द्वारा
वलया जाएगा।
7. इस मंत्रालय की पूिि अविसूिनाओं में उवल्लवित अन्य सभी शतों के साथ-साथ समय-समय पर जारी यूजीसी और संबंवित सांविविक
पररिि के मानिंड/विवनयम अपररिर्तित रहेंगे और डी िाई पारिल, निी मुंबई, महाराष्ट्र द्वारा ईमानिारी से उनका पालन दकया जाएगा।

No. 9-17/1989-U.3/U.3(A)-V-III—Whereas, in exercise of the powers conferred under Section 3 of the University
Grants Commission (UGC) Act 1956, the Central Government vide Notification No.9-17/89-U.3 dated 24.10.2022, on the
advice of the UGC, had declared Bhatkhande Music Institute, Lucknow as an Institution deemed to be University for the
purpose of the aforesaid Act.
2. And whereas, the Registrar, Bhakhande Sanskriti Vishwavidyalaya (formerly Bhatkhande Music Institute),
Lucknow, vide letter No.124 BSU-1(11)/2023 dated 15.05.2023, informed that the State Government of Uttar Pradesh vide
Legislative Section-1, Notification No.296/79/V-1-2022-1-A-1-2022 dated 03.06.2022 converted the status of Bhatkhande
Music Institute, Lucknow from Deemed to be University to State University in the name of Bhatkhande Sanskriti
Vishwavidyalaya, Lucknow. Accordingly, he requested to de-notify the Bhatkhande Music Institute, Lucknow from the list of

3. And whereas, since Bhatkhande Music Institute, Lucknow had not obtained prior approval of the Central
Government before converting itself from Deemed to be University to State Private University, the matter was referred to UGC
for their advice.
4. And whereas, UGC, vide its letter No.5-19/85 (CPP-I/DU) dated 07.07.2023, conveyed that the Ministry may issue
notification to de-notify the Bhatkhande Music Institute, Lucknow from the deemed to be University status.
5. Now, therefore, in exercise of the power conferred under Section 3 of the UGC Act, 1956, this Ministry, on the
advice of UGC, hereby withdraws the status of an Institution deemed to be University given to Bhatkhande Music Institute,
Lucknow vide the notification No.9-17/89-U.3 dated 24.10.2000 with the following conditions:—
(i)
Bhatkhande Sanskriti Vishwavidyalaya will safeguard the interest of the last batch of students enrolled with
Bhatkhande Music Institute, Lucknow.
(ii)
Bhatkhande Sanskriti Vishwavidyalaya will preserve the records / materials of already passed out students from
Bhatkhande Music Institute, Lucknow.

(iii) Bhatkhande Sanskriti Vishwavidyalaya will receive / acknowledge the official communications/grievances
related to Bhatkhande Music Institute, Lucknow.
(iv) Bhatkhande Sanskriti Vishwavidyalaya will also safeguard the interest of faculty staff and non-faculty staff who
are associated with Bhatkhande Music Institute, Lucknow.
(v)
All the assets and liabilities including legal and financial standing in the name of Bhatkhande Music Institute,
Lucknow shall be transferred to and vest in the Bhatkhande Sanskriti Vishwavidyalaya.
(vi) Bhatkhande Sanskriti Vishwavidyalaya will comply with the UGC Regulations on Minimum Qualifications for
Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the
Maintenance of Standard in Higher Education, 2018, as amended from time to time and other applicable
rules/regulations of Central Government.
6. This Notification will become effective from the date when the compliance of the conditions mentioned in Para 5
is notified by the State Government of Uttar Pradesh.

No. 9-21/2000-U3(A)—Whereas, Section 3 of the University Grants Commission (UGC) Act, 1956 provides
inter-alia that the Central Government may, on the advice of the Commission, declare by notification in the Official Gazette,
that any Institution for higher education, other than a University, shall be deemed to be a University for purpose of the said Act.
2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,
vide Notification No.9-21/2000-U.3 dated 20.06.2002, on the advice of UGC, had declared Padmashree Dr. D. Y. Patil
Vidyapeeth, Nerul, Navi Mumbai, Maharashtra as an Institution deemed to be University subject to review after five years.
Further, its deemed to be University status was extended upto 30.06.2020 vide this Ministry’s Notification No. 9-21/2000-U.3
(Pt.1) dated 06.06.2018 & 06.05.2019.
3. And further whereas, the deemed to be University submitted its request to rechristen the name of existing
‘Padmashree Dr. D. Y. Patil Vidyapeeth’, Navi Mumbai, Maharashtra to ‘D. Y. Patil’, Navi Mumabi, Maharashtra.
4. And whereas, the Government, vide its letter No. 12-13/2014-U3(A) dated 03.01.2018, conveyed its in-principle
approval for change of the name of ‘Padmashree Dr. D. Y. Patil Vidyapeeth’, Navi Mumbai, Maharashtra to ‘D. Y. Patil’, Navi
Mumabi, Maharashtra subject to fulfilment of the following conditions:—
i.
The Deemed to be University shall not use the word ‘University’ with its name.
ii.
A separate Society/Trust has to be created in the name and style of new name.
iii.
All the assets (moveable & immoveable) of the Deemed to be University have to be legally transferred in the
new name.
iv.
Corpus Fund of the Deemed to be University has to be transferred in the new name.
v.
The MoA/Rules of the Deemed to be University should be in the new name.
5. And further whereas, the Institution submitted its compliance report on 14.02.2023 that was sent to UGC for
verification and advice. After verification of the compliance report, UGC vide its letter No. 6-30/2000 (CPP-I/DU) dated
18.07.2023 recommended that the Ministry may consider the request for change of name of the deemed to be University.
6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government,
on the advice of the UGC, do hereby convey its approval for change the name of ‘Padmashree Dr. D. Y. Patil Vidyapeeth’,
Navi Mumbai, Maharashtra to ‘D. Y. Patil’, Navi Mumabi, Maharashtra with the following conditions:—
i.
The Institution shall not use the word 'University' but it is allowed to use the word 'deemed to be University'
with its name.
ii.
The change of name of the Institution should not be construed for the extension of its deemed to be University
status beyond 30.06.2020.
iii.
The decision for extension of its deemed to be University status or otherwise shall be taken by the Ministry on
receipt of the advice of UGC.
