MINISTRY OF HOME AFFAIRS

New Delhi, the 27th September, 2023

G.S.R. 128.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-

section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006) and in supersession of the Assam Rifles (Group

‘B’ combatised posts) Recruitment Rules, 2001, in so far as they relate to the post of Subedar (Electrical and

Mechanical), except as respects things done or omitted to be done before such supersession, the Central Government

hereby makes the following rules regulating the method of recruitment to the posts of Subedar Major (Electrical and

Mechanical), Subedar (Electrical and Mechanical) and Naib Subedar (Electrical and Mechanical), in the Assam Rifles,

Ministry of Home Affairs, namely:-

1.

Short title and commencement. – (1) These rules may be called the Ministry of Home Affairs, Assam

Rifles, Subedar Major (Electrical and Mechanical), Subedar (Electrical and Mechanical) and Naib Subedar (Electrical

and Mechanical), Group ‘B’ Combatised Posts, Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Application.– These rules shall apply to the posts as specified in column (1) of the Schedule annexed to

these rules.

3.

Number of posts, classification and level in pay matrix.– The number of the said posts, their

classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said

Schedule.

4.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5.

Disqualification.– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6.

Medical Fitness.– Medical fitness shall be as per revised uniform guidelines for recruitment medical

examination for recruitment in the Central Armed Police Forces and Assam Rifles issued by the Ministry of Home

Affairs and subsequent amendment thereof.

7.

Superannuation.– Every person appointed under these rules shall retire from service on the afternoon of the

last day of the month in which he attains the age of sixty years or as prescribed by the Central Government from time

to time:

Provided that a person whose date of birth is on the first day of the month shall retire from service in the

afternoon of the last day of the preceding month on attaining the age of superannuation:

8.

Interpretation.– If any question relating to the interpretation of these rules arises it shall be referred to the

Central Government whose decision shall be final.

9.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

10.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

Short title and commencement. - (l) These rules may be called the Ministry of Home Affairs, Sardar

Vallabhbhai Patel National Police Academy, Inspector (Ministerial) (Controller of Examination Cell), Group

‘B’ Post Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of post, its classification, level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age limit and qualifications etc.- The method of recruitment, age limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

G.S.R. 130—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Sardar Vallabhbhai Patel National Police Academy (Non-gazetted, Non-Ministerial Staff)

Recruitment Rules 1982, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Laboratory Technician in the

Sardar Vallabhbhai Patel National Police Academy, under the Ministry of Home Affairs, namely :-

1.

Short title and commencement. – (1) These rules may be called the Sardar Vallabhbhai Patel National

Police Academy, Laboratory Technician (Group ‘B’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix. – The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualification. – No person;

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order, and for the reasons to be recorded in writing, in consultation with Union Public Service Commission

and relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. – Nothing in these rules shall affect reservation, relaxation of age - limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of person, in accordance with the orders issued by the Central Government

from time to time in this regard.

ंटप्ृण-1: ृोषक प्रवगग के ऐसे जवभागी अजिकारी, िो प्रोन्नजत की सीिी ृंजक्त में िज, प्रजतजन ुजक्त ृर जन ुजक्त के जलए जविार दकए

G.S.R. 131.—In exercise of the powers conferred by clause (5) of article 148 of the Constitution, the

President, after consultation with the Comptroller and Auditor General of India, hereby makes the following rules

regulating the method of recruitment to the posts of Assistant Supervisor (Accounts) and Assistant Supervisor (Audit)

in Indian Audit and Accounts Department, namely:-

1. Short title and commencement. - (1) These rules may be called the Indian Audit and Accounts

Department, Assistant Supervisor (Accounts) and Assistant Supervisor (Audit), Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall be applicable to the post specified in column (1) of Schedule annexed to

these rules.

3. Number of post, classification and level in the pay matrix. - The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

4. Initial Constitution.- The incumbents holding the posts of Assistant Supervisor (Accounts) and Assistant

Supervisor (Audit) in the Indian Audit and Accounts Department on the date of the commencement of these

rules shall be deemed to have been appointed under these rules to the corresponding post mentioned in the

Schedule and the service rendered by them in the said post on regular basis before the commencement of

the said rules shall be taken into account for the purpose of qualifying service for promotion, pension, etc.

5. Method of recruitment, age-limit and qualifications etc.- The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

said Schedule.

6. Disqualifications.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts Provided that the Comptroller and Auditor General of

India may, if satisfied that such marriage is permissible under the law, for the time being in force,

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

7. Power to relax.- Where the Comptroller and Auditor General of India is of the opinion that it is necessary

or expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with

the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or

category of persons.

8. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Government

of India from time to time in this regard as applicable to persons employed in the Indian Audit and

Accounts Department.

In case of recruitment by promotion or deputation/absorption grades, from which promotion or

deputation/absorption to be made.

Promotion:

Senior Accountant in level 6 (Rs. 35400-112400) of the pay matrix with five years regular service in the grade and

having successfully completed training of two to four weeks in the field as prescribed by the department.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation : Officers from the Central or State Government or Union territories :

(a) (i) holding analogous post on a regular basis in the parent cadre or department , or

(ii) with five years service in the grade rendered after appointment thereto on regular basis in posts in level 6

( Rs. 35400-112400) of the pay matrix or equivalent; and

(b) possessing the following educational qualification and experience:

(i) bachelor degree from a recognised University or Institute; and

(ii) two years experience in Accounts or Audit in a govt organisation.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or department of the Central Government shall ordinarily not

exceed three years.

Note 3: The maximum age limit for appointment by deputation shall not exceed fifty six years as on the closing date

of receipt of applications.

व्यावषजि- इन जन मों की कोई बात, ऐसे आरक्षणों, आ ु-सीमा में छूट और अन् ंर ा तों ृर प्रभाव निीं डालेगी,

जिनका भारत सरकार ्ारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के अनुसार भारती लेखा ृरीक्षा और
