सा.का.जन. 153.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी सिायक जनिेिक (वैज्ञाजनक सिायता) भती जनयम 1994 को, उन बातों

के जसवाय अजिक्ांत करते हुए, जिन्िे ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, सरिार

वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी, िैिराबाि, गृि मंत्रालय में सिायक जनिेिक (वैज्ञाजनक सिायता) के पि पर भती

1. संजक्षप्त नाम और प्रारंभ - (i) इन जनयमों को गृि मंत्रालय, सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी, सिायक

जनिेिक (वैज्ञाजनक सिायता) भती जनयम, 2023 िै।

(ii) ये जनयम रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि संख्या, वगीकरण, वेतन मैररक्स में स्ट्तर & पि संख्या, इसका वगीकरण, वेतन मैररक्स में स्ट्तर वि िोगा, िो इन

जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं।

3. भती की पद्धजत, आयु सीमा और अििताएं आदि- भती की पद्धजत, आयु सीमा अििताएं और उससे संबंजित अन्य बातें वे

िोगी, िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट अनुसार िैं।

4. जनरििता - वि व्यजि -

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै,

उि पि पर जनयुजि के जलए पात्र निीं िोगा:

परंतु यदि केंरीय सरकार, का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै, और ऐसा करने के जलए आिार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतिन

से छूट िे सकेगी।

5. जिजथल करने की िजि- ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिि करके, इन जनयमों के दकसी उपबंि को

दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयुसीमा मे छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना

अपेजक्षत िैं।

G.S.R. 153.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Sardar Vallabhbhai Patel National Police Academy Assistant Director (Scientific Aids)

Recruitment Rules, 1994, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Scientific

Aids) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Ministry of Home Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai

Patel National Police Academy, Assistant Director (Scientific Aids) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. -The number of post, its classification and level in

the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and Ex-servicemen and

other special categories of persons, in accordance with the orders issued by the Central Government from time to

time in this regard.

Biochemistry or Botany or Molecular Biology from a recognised

university or institute.

(ii) Five years work experience in Central or State Forensic

Laboratories or five years teaching or research experience in forensic

science.

Note 1: The period of deputation (including short-term contract)

including the period of deputation (including short term contact) in

another ex-cadre post held immediately preceding this appointment

in the same or some other organisation or department of the Central

Government shall ordinarily not exceed four years.

Note 2: The maximum age-limit for appointment by deputation

(including short-term contract) shall not be exceeding fifty-six years

as on the closing date of receipt of application.

supersession of the National Institute of Communicable Diseases (Staff Car Drivers) Recruitment Rules, 2000, in so

far as it relates to the post of Staff Car Driver Grade-I, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post

of Staff Car Driver Grade-I in the National Centre for Disease Control under the Directorate General of Health

Services, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

National Centre for Disease Control, Staff Car Driver Grade-I (Group ‘C’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backword Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिि करके, इन जनयमों के दकसी उपबंि को

दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त:- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,

दकए िाने वाले भंडार अजिकारी के पि से संबंजित कायि में 4 सप्ताि का प्रजिक्षण सफलता पूविक पूरा दकया िै ।

रटप्पण 1 : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अििक/पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा, परंतु यि तब िबदक उनके द्वारा

की गई ऐसी अििक/पात्रता सेवा, अपेजक्षत अििक या पात्रता सेवा के आिे से अजिक से या िो वषि से, इनमें से िो भी कम

िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अििक/पात्रता सेवा पिले िी पूरी कर ली िै,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलता पूविक पूरी कर ली िो ।

प्रजतजनयुजि:

केन्रीय सरकार के अिीन ऐसे अजिकाररयों में से :

(क)(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै ; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 6 (35400-112400 रू.) में उस पि में जनयजमत आिार पर

जनयुजि के पश्चात उस श्रेणी में 5 वषि की सेवा की िै ।

(ख) जिनके पास नीचे दिए गए यथाजनजित िैजक्षक अििताएं और अनुभव िै ;

(क)(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से आर्थिक या वाजणज्य या सांजख्यकी या व्यवसाय अध्ययन या लोक

प्रिासन में मास्ट्टर जडग्री िो ;

(ii) भंडार या संबद्ध केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या कानूनी या स्ट्विासी संगठन या

पजललक सेक्टर उपक्मों या मान्यता प्राप्त जवश्व जवद्यालय या संस्ट्था या बैंक में भंडार संमलाई और लेखा रखरखाव में एक

रटप्पण 2 : पोषक प्रवगि के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए

जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र

निीं िोंगे ।

रटप्पण 3 : प्रजतजनयुजि की अवजि, जिसके अंतगित केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया 3 वषि से अजिक

निीं िोंगी । प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंसतंम तारीख को 56 वषि से

अजिक निीं िोगी ।

रटप्पण : प्रजतजनयुजि या आमेलन के आिार पर जनयुजि के प्रयोिन के जलए दकसी अजिकारी द्वारा 01 िनवरी, 2006 से

पिले या उस तारीख से जिससे छठे केंरीय वेतन आयोग की जसफाररिों पर आिाररत पुनरीजक्षत वेतन संरचना का जवस्ट्तार

दकया गया िै, जनयजमत आिार पर की गई सेवा को, जसवाय उस ििा के, ििां एक से अजिक पूवि पुनरीजक्षत वेतनमान का

सािारण ग्रेड वेतन या वेतनमान सजित एक श्रेणी में जवलय िो गया िै और विां यि लाभ केवल उस पि या (उन पिों) पर

जवस्ट्ताररत िोगा जिसके जलए ग्रेड वेतन या वेतनमान जबना दकसी उन्नयन का सािारण प्रजतस्ट्थापन ग्रेड िै उि वेतन

आयोग की जसफाररिों पर आिाररत जवस्ट्ताररत तत्स्ट्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी िाएगी ।

(ii) one year experience in handling Store and keeping Accounts in a store or concern of Central Government or State

Government or Union territory Administration or Statutory or Autonomous Organisation or Public Sector

Undertakings or Recognised University or Institution or Banks; OR

(b)(i) Bachelor’s Degree with Economics or Commerce or Statics or Business Studies or Public Administration as a

subject from a recognised University or Institute;

(ii) two years’ experience in handling Store and keeping Accounts in a store or a concern of Central or State

Government or Union territory Administration or Statutory or Autonomous Organisation or Public Sector Undertaking

or Recognised University or Institution or Banks.

Note 2: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

Note 3: The period of deputation including the period of deputation in another ex-cadre post held immediately

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- पि संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर वि िोगा,

िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै।

भती की पद्धजत, आयु-सीमा, अििताएं आदि.- भती की पद्धजत, आयु-सीमा, अििताएं और उक् त पि से संबंजित

अन्य बातें वे िोंगी, िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।

जनरििता. - वि व्यजि –

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै,

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या

जववाि की संजविा की िै, उि पि पर जनयुजि का पात्र निीं िोगा:

परन् तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस

जनयम के प्रवतिन से छूट िे सकेगी।

जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके इन जनयमों के दकसी उपबंि को वगि या प्रवगि के व्यजियों की बाबत,

आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन् रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन् य जविेष प्रवगि के व् यजियों के जलए उपबंि करना

अपेजक्षत िै।

G.S.R. 156.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Indian Grain Storage Institute, Hapur (Generator Operator) Recruitment Rules, 1984, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Generator Operator in the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, Storage and Research Division, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Consumer Affairs, Food and

Public Distribution, Department of Food and Public Distribution, Storage and Research Division, Generator

Operator Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix. - The number of posts, its classification and level in the

pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect the reservations, relaxation of age-limit and other concessions required

to be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.
