सा.का.जन. 176.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए,
स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, अजखल भारतीय भौजतक जिदकत्सा एवं पुनवािस संस्ट्थान, मुंबई में वररष्ठ काष्ठ
कमिकार के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, नामतः-
1.
संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, अजखल
भारतीय भौजतक जिदकत्सा एवं पुनवािस संस्ट्थान, मुंबई, वररष्ठ काष्ठ कमिकार (समूि ‘ग’ पि) भती जनयम, 2023 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2.
पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर.—उि पि की संख्या, उसका वगीकरण और उसमें संलग्न
वेतन मैररक् स में स्ट् तर वि िोगा िो इन जनयमों से उपाबद्ध उक् त अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै।
3.
भती की पद्धजत, आयु-सीमा, अििताएं, आदि.—भती की पद्धजत, आयु-सीमा, अििताएं और उससे संबंजित अन्य
बातें वे िोंगी िो उि अनुसूिी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।
4.
जनरििता.—वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की
िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै;
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, उस व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी।
5.
जिजथल करने की िजि.—ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीिीन िै, विााँ वि
उसके जलए कारणों को लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत आिेि
द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त.—इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजित िाजतयों,
अनुसूजित िनिाजतयों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना अपेजक्षत िै ।

जविार दकया िाएगा, परंतु यि तब िब
दक उनके द्वारा की गई ऐसी अििक या

इनमें से िो भी कम िो, कम न िो और

G.S.R. 176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Senior Wood
Worker in the All India Institute of Physical Medicine and Rehabilitation, Mumbai, Ministry of Health and
Family Welfare, namely: -

1. Short title and commencement.–(1) These rules may be called the Ministry of Health and Family Welfare,
All India Institute of Physical Medicine and Rehabilitation, Mumbai,Senior Wood Worker (Group ‘C’ Post)
Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.–The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3. Method of recruitment, age-limit, qualification, etc.–The method of recruitment, age-limit, qualifications,
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
a) who has entered into or contracted a marriage with a person having a spouse living ; or
b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
so doing, exempt any person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

Note:Where juniors who have completed their qualifying or
eligibility service are being considered for promotion, their
seniors would also be considered provided they are not short

Recruitment Rules, 1968, in so far as they relate to the post of Instructors, except as respects things done or omitted to
be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the post of Instructor (Prosthetics) in the Ministry of Health and Family Welfare, All India Institute
Physical Medicine and Rehabilitation, Mumbai, namely:-
1.
Short title and commencement.–(1) These rules may be called the Ministry of Health and Family Welfare,
All India Institute of Physical Medicine and Rehabilitation, Mumbai, Instructor (Prosthetics)(Group ‘C’ post)
Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

(संिोिन) भती जनयम, 2023 िै।
(2) ये रािपत्र में उनकेप्रकािन की तारीख को प्रवृत्त िोंगे।

पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.—उि पि की संख्या, उसका वगीकरण औरउससे संलग्न वेतन
मैररक्समें स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै।

भती की पद्धजत, आयु-सीमा, अििताएं, आदि.—उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे

जनरििता.—वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की

उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि,ऐसे व्यजि और जववाि के अन्य
पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को
इस जनयम के प्रवतिन से छूट िे सकेगी।
5.
जिजथल करने की िजि.—ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीिीन िै, विााँ वि
उसके जलए कारणों को लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत
आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.—इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजित िाजतयों,

रटप्पण 1: पोषक प्रवगि के ऐसे जवभागीय अजिकारी, िो
प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के
जलए जविार दकए िाने के पात्र निीं िोंगे। इसी प्रकार,
प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जविार
दकए िाने के पात्र निीं िोंगे।
रटप्पण 2: प्रजतजनयुजि (जिसके अंतगित अल्पकाजलक
संजविा िाजमल िै) की अवजि, जिसके अंतगित केंरीय
सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाररत दकसी अन्य काडर-बाह्य
पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन

G.S.R. 178.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the All India Institute of Physical Medicine and Rehabilitation Bombay, (Class III and Class IV posts)
Recruitment Rules 1968, in so far as they relate to the post of Assistant Brace Maker, except as respects things done
or omitted to be done before such supersession, the President hereby makes the following rules regulating the method
of recruitment to the post of Assistant Brace Maker (Leather & Footwear) in the All India Institute Physical Medicine
and Rehabilitation, Mumbai, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.–(1) These rules may be called the Ministry of Health and Family Welfare, All
India Institute of Physical Medicine and Rehabilitation, Mumbai, Assistant Brace Maker (Leather & Footwear), Group
‘C’ Post, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classifications, level in the pay matrix.–The number of the said posts, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these
rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and
other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or
category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other
special categories of person in accordance with the orders issued by the Central Government from time to time in this
regard.

G.S.R. 179.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment for the post of Junior Technician
(Blacksmith), All India Institute of Physical Medicine and Rehabilitation, Mumbai, namely: -.
1.
Short title and commencement. –(1) These rules may be called the Ministry of Health and Family Welfare,
All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Technician (Blacksmith)(Group ‘C’ post)
Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification, level in the pay matrix.–The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualification, etc.–The method of recruitment to said post, age limit,
qualification and other matters relating there to shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification.–No person, -
(a)
who, has entered into or contracted a marriage with a person having a spouse living ; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Saving.-Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

1. संजक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, क्षेत्रीय कुष्ठ प्रजिक्षण
और अनुसंिान संस्ट्थान, गौरीपुर, बांकुरा, पजश्चमी बंगाल, अवर श्रेणी जलजपक (समूि ‘ग’ पि) भती जनयम, 2023 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।
2. पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर - उि पि की संख्या, उसका वगीकरण और उससे संलग् न वेतन
मैररक् स में स्ट् तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िै ।
3. भती की पद्धजत, आयु-सीमा, अििताएं, आदि - उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे संबंजित
अन्य बातें वे िोंगी िो उि अनुसूिी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं ।
4. जनरििता: वि व्यजि-
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की संजविा
की िै;
उि पि पर जनयुजि का पात्र निीं िोगा :
परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य पक्षकार को
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै, तो वि दकसी व्यजि को इस जनयम के प्रवतिन
से छूट िे सकेगी ।
5. जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीिीन िै, विां वि उसके
जलए िो कारण िैं उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि
द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजित िाजतयों,

अजतरेक कमिाररयों पर जविार दकया िायेगा, तादक
पिले के परीक्षा में उत्तीणि िोने वाले कमिाररयों पर,

G.S.R. 181.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Central Leprosy Teaching and Research Institute, (Store Attendant and Attendant (MCR)
Recruitment Rules 1988, in so far it relates to the post of Attendant (MCR Unit), except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment for the post of Attendant (MCR Unit) in the Ministry of Health and Family Welfare, Central Leprosy
Teaching and Research Institute, Chengalpattu, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,
Central Leprosy Teaching and Research Institute, Chengalpattu, Attendant (MCR Unit) (Group ‘C' post) Recruitment
Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of said post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

in this regard.

(ख) समुजित िैक्षजणक अििता और अनुभव रखता िो:-
दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की जडग्री।
रटप्पण 1: पोषक प्रवगि के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की
सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जविार दकए िाने के

रटप्पण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अििक/पात्रता
सेवा पूरी कर ली िै, प्रोन्नजत के जलए जविार दकया िा रिा िो, विां उनसे ज्येष्ठ
व्यजियों के संबंि में भी जविार दकया िाएगा, परंतु यि तब िब दक उनके द्वारा

G.S.R. 182.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the posts of Senior Assistant
(Administration) and Junior Assistant (Administration) in the Central Drugs Standard Control Organisation, Ministry
of Health and Family Welfare, namely:-
1.
Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,
Central Drugs Standard Control Organisation, Senior Assistant (Administration) and Junior Assistant
(Administration), Group ‘C’ Posts, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Application. -These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these
rules.
3.
Number of posts, classification and level in pay matrix. —The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4.
Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age -limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5.
Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal
law applicable to such persons and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this rule.

6.
Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
7.
Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from
time to time in this regard.

G.S.R. 183.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Directorate General of Employment and Training Ministry of Labour and Employment (Multi
Tasking Staff) Recruitment Rules, 2011,except as respect things done or omitted to be done before such supersession,
the president hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking
Staff in the Directorate General of Training, Ministry of Skill Development and Entrepreneurship, namely:-
1. Short title and commencement:- (1) These rules may be called the Ministry of Skill Development and
Entrepreneurship ,Directorate General of Training, Multi Tasking Staff Group ‘C’post Recruitments Rules
2023.
(2) they shall come into force on the date of their publication in the Official Gazette
2. Number of post, classification and level in the pay matrix- The number of the said post, its classification
and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said posts, age-
limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualifications - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing exempt, any person from the operation of this rule.
5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do ,
it may ,by order and for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
6. Saving- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the
Ex-servicemen and other special categories of persons in accordance with orders issued by the Central
Government from time to time in this regard.
