अन्वेषक (सांप्रिाजयक सद्भावना) गृि मंत्रालय भती जनयम, 1984 को, उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे

अजिक्मण से पिले दकया गया िै, या करने का लोप दकया गया िै, गृि मंत्रालय में अन्वेषक (सांप्रिाजयक सद्भाव प्रकोष्ठ) के

स्ट्तर वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं ।

भती की पद्धजत, आयु-सीमा, अिगताएं आदि.- भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य बाते

वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।

जनरिगता – वि व्यजि -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै,

या

(ख) जिसने अपने पजत या पत्नी के िीजवत िोते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी ।

जिजथल करने की िजि – ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां पर

वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की

बाबत, आिेि द्वारा जिजथल कर सकेगी ।

व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी, जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगों के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

या जवश्वजवद्यालय या अिग सरकारी या कानूनी या स्ट्वािासी संगठन के ऐसे अजिकारी, –

(क)(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िो; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-5 (29200-92300 रु) या समतुल्य में छि वषग की जनयजमत

सेवा की िो; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-4 (25500-81100 रु) या समतुल्य में िस वषग की जनयजमत

सेवा की िो; और

(ख) जिनके पास स्ट्तंभ (7) के अिीन सीिी भती दकए िाने वाले व्यजियों के जलए जवजित िैजक्षक अिगताएं और अनुभव िो।

रटप्पण 1: प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) की अवजि, जिसके अंतगगत केंरीय सरकार के उसी या

दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके

अंतगगत अल्पकाजलक संजविा भी िै) की अवजि िै सािारणतया 3 वषग से अजिक निीं िोगी ।

रटप्पण 2: प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) या आमेलन द्वारा जनयुजि के जलए अजिकतम आयु सीमा

आवेिन प्राप्त करने की अंजतम तारीख को 56 वषग से अजिक निीं िोगी ।

G.S.R. 184.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Investigator (Communal Harmony Cell) Ministry of Home Affairs, Recruitment Rules, 1984,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Investigator (Communal Harmony Cell) in the

Ministry of Home Affairs, namely:-

Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Investigator

(Communal Harmony Cell) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.– The number of post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.,– The method of recruitment, age limit, qualifications

and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.– No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

(b) possessing the educational qualifications and experience prescribed for direct recruits under column

number (7).

Note 1: The period of deputation (including short-term contract) including the period of deputation (including

short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some

other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 2: The maximum age limit for appointment by deputation (including short-term contract) or absorption shall

be not exceeding fifty-six years as on the closing date of receipt of applications.

G.S.R. 185.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of The Serologist Department, Calcutta (Class III and Class IV posts) Recruitment Rules, 1965 in so far

as they relate to the post of Peon, Packer and Safaiwala, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Multi-Tasking Staff, in the Ministry of Health and Family Welfare, Institute of Serology, Kolkata, namely: -

Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Institute of Serology, Kolkata, Multi-Tasking Staff (Group ‘C’ post), Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in the pay matrix.- The number of the said post, its classification and

the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any, class or category of persons.

Saving.- Nothing in these rules shall affect reservation relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-

संजक्षप्त नाम और प्रारंभ:(1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, क्षेत्रीय कुष्ठ प्रजिक्षण

और अनुसंिान संस्ट्थान, गौरीपुर, कजनष्ठ जचदकत्सा प्रयोगिाला प्रौद्योजगकीजवि् (समूि ‘ग’ पि) भती जनयम, 2023

िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर–उि पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन

मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु सीमा, अिगताएं, आदि– उि पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

जनरिगता : वि व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै अथवा जववाि की संजविा

की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै अथवा जववाि की

संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी।

जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत्,

आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

G.S.R. 187.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Leprosy Training and Research Institute at Gauripur in Bankura District, West Bengal

(Group 'C' and Group 'D' Posts) Recruitment Rules, 1985, in so far as they relate to the post of Laboratory Assistant,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Medical Laboratory Technologist, Regional

Leprosy Training and Research Institute, Gouripur, Bankura, West Bengal, Ministry of Health and Family Welfare,

namely:

Short title and commencement .- (1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Gouripur, Junior Medical Laboratory Technologist (Group

‘C’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.- The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt

any person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.
