का.जन.आ. 87.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

रक्षा मंत्रालय, तटरक्षक आिुजलजपक काडर, समूि ‘क’ और समूि ‘ख’ पि भती जनयम, 2013 को, उन बातो के जसवाए

अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय, भारतीय

तटरक्षक में, प्रिान जनिी सजचव, जनिी सजचव और जनिी सिायक के पिों पर भती की पद्धजत का जवजनयमन करने के जलए

जनम्नजलजखत जनयम बनाते िैं, अथाात् :—

संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय तटरक्षक आिुजलजपक

काडर, प्रिान जनिी सजचव, जनिी सजचव और जनिी सिायक (समूि ‘क’ और ‘ख’ पि) भती जनयम, 2023 िै।

(2)

ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

लागू िोना.—ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में यथाजवजनर्िाष्ट पिों को लागू िोंगे।

पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर : उि पिों की संख्या, उनका वगीकरण और वेतन

मैट्ररक्स में उनका स्ट्तर वे िोंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिाताएं, आदि : उि पिों पर भती की पद्धजत, आयु-सीमा, अिाताएं और

उनसे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

जनरिाता - वि व्यजि –

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा

की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै

उि पि/पिों पर जनयुजि का पात्र निीं िोगााः

परंतु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतान से छूट िे सकेगी।

जिजथल करने की िजि : ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै,

विां वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी

उपबंि को दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं

डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछडें वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

ऐसे जनिी सजचव जिन्िोंने उस श्रेणी में नौ वषा की जनयजमत सेवा की िै और सक्षम

अजिकारी द्वारा यथाजवजित दकसी मान्यताप्राप्त प्रजिक्षण संस्ट्थान से सुसंगत क्षेत्र में

िो से चार सप्ताि का प्रजिक्षण सफलतापूवाक पूरा दकया िै।

ट्रटप्पण – ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिाक या पात्रता

सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो, विां उनके ज्येष्ठ

व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की

गई ऐसी अिाक या पात्रता सेवा, अपेजक्षत अिाक या पात्रता सेवा के आिे से अजिक

से या िो वषा से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ

व्यजियों सजित, जिन्िोंने ऐसी अिाक या पात्रता सेवा पिले िी पूरी कर ली िै,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजि सफलतापूवाक

पूरी कर ली िो।

वषा की सेवा की िै और दकसी मान्यताप्राप्त प्रजिक्षण संस्ट्थान से िो से चार सप्ताि

का प्रजिक्षण सफलतापूवाक पूरा दकया िै।

ट्रटप्पण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिाक या पात्रता

सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो, विां उनके ज्येष्ठ

व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की

गई ऐसी अिाक या पात्रता सेवा, अपेजक्षत अिाक या पात्रता सेवा के आिे से अजिक

से या िो वषा से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ

अिाक या पात्रता सेवा, अपेजक्षत अिाक या पात्रता सेवा के आिे से अजिक से या िो वषा

से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित,

जिन्िोंने ऐसी अिाक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में

प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजि सफलतापूवाक पूरी कर ली िो।

प्रजतजनयुजि : केंद्रीय सरकार के अिीन आिुजलजपक का पि िारण करने वाले

अजिकाट्ररयों में से,-

(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर 5 (29200-92300 रु.)

या समतुल्य में उस पि में जनयजमत आिार पर जनयुजि के पश्चात् उस श्रेणी में छि वषा

की सेवा की िै ; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर 4 (25500-81100 रु.)

या समतुल्य में उस पि में जनयजमत आिार पर जनयुजि के पश्चात् उस श्रेणी में िस वषा

की सेवा की िै।

ट्रटप्पण 1 :- पोषक प्रवगा के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में

िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार

प्रजतजनयुि व्यजि पोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।

ट्रटप्पण 2 :- प्रजतजनयुजि की अवजि, जिसके अंतगात केन्द्रीय सरकार के उसी या दकसी

अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य

पि पर प्रजतजनयुजि की अवजि िै सािारणतया 3 वषा से अजिक निीं िोगी।

ट्रटप्पण 3 :- प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के

जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषा से

अजिक निीं िोगी।

NOTIFICATION

New Delhi, the 28th November, 2023

S.R.O. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of

the Ministry of Defence, Coast Guard Stenographers Cadre, Group ‘A’ & ‘B’ posts Recruitment Rules, 2013, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the posts of Principal Private Secretary, Private Secretary and Personal Assistant in the Indian Coast Guard,

Ministry of Defence, namely:-

Short title and commencement .- (1) These rules may be called the Ministry of Defence, Indian Coast Guard

Stenographers Cadre, Principal Private Secretary, Private Secretary and Personal Assistant (Group ‘A’ and ‘B’ Posts) Recruitment

Rules, 2023.

They shall come into force on the date of their publication in the Official Gazette.

Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix. - The number of the said posts, their classifications and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. -

The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from

the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the

provisions of these rules with respect to any class or category of persons.

7. Saving. - Nothing in these rules shall effect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का लोप दकया गया िै, रक्षा मंत्रालय के अिीन तटरक्षक संगठन में मुख्य नक्िानवीस और ज्येष्ठ नक्िानवीस के पिों पर

भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाात्:-

1. संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, तटरक्षक संगठन, नक्िानवीस काडर, मुख्य

नक्िानवीस और ज्येष्ठ नक्िानवीस (समूि ‘ख’ पि) भती जनयम, 2023 िै।

(2)

ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में यथाजवजनर्िाष्ट पिों को लागू िोंगे।

पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर : उि पि/पिों की संख्या, उसका/उनका वगीकरण और वेतन

मैट्ररक्स में उसका/उनका स्ट्तर या वेतनमान वि िोगा/वे िोंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4)

में जवजनर्िाष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिाताएं, आदि : उि पि/पिों पर भती की पद्धजत, आयु-सीमा, अिाताएं और

उससे/उनसे संबंजित अन्य बातें वे िोंगी िो उि/पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

मौिूिा भती जनयमों में उजल्लजखत नक्िानवीस श्रेणी I और नक्िानवीस श्रेणी II के सभी पिों को इन जनयमों के

अिीन ज्येषठ नक्िानवीस (समूि 'ख' पि) के रूप में पुन: पिाजभजित दकया िाता िै और इन जनयमों के प्रारम्भ से पूवा इन

पिों में ऐसे व्यजियों द्वारा प्रिान की गई सेवा, ज्येष्ठता और प्रोन्नजत आदि के प्रयोिनों के जलए, जनयजमत सेवा के रुप में

जवचार दकया िाएगा और ऐसे अजिकारी की ज्येष्ठता अजखल भारतीय आिार पर िोगी और इस संबंि में केन्द्रीय सरकार

द्वारा िारी आिेि या अनुिेिों के अनुसार ज्येष्ठता जनयम तय की िाएगी।

जिजथल करने की िजि : ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी उपबंि को

दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण/आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव

(ख) जिनके पास जनम्नजलजखत िैक्षजणक

योग्याताएाँ और अनुभव िै, -

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या

संस्ट्थान से जसजवल या जवद्युत या यांजत्रकी या

समुद्री अजभयांजत्रकी या नौसेना वास्ट्तुकला और

पोत जनमााण में जडप्लोमा;

S.R.O 88.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the Coast Guard Organisation Group `B’ and ‘C’ Draughtsman posts (Chief Draughtsman,

Draughtsman Grade I, Draughtsman Grade II and Draughtsman Grade III) Recruitment Rules, 2001, in so far as they

relate to the posts of Chief Draughtsman, Draughtsman Grade-I and Draughtsman Grade-II, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Chief Draughtsman and Senior Draughtsman in the Coast Guard Organisation

under the Ministry of Defence, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Defence, Coast Guard

Organisation, Draughtsman Cadre, Chief Draughtsman and Senior Draughtsman (Group ‘B’ Posts) Recruitment

Rules, 2023.

They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.- The number of the said posts, their classifications

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

All the posts of Draughtsman Grade I and Draughtsman Grade II mentioned in the existing recruitment rules

are hereby re-designated as Senior Draughtsman (Group ‘B’ Post), under these rules and the services rendered by such

persons in the post before commencement of these rules shall be taken into account as regular service for the purpose

of seniority and promotion, etc. and the seniority of such officers shall be maintained on all India basis and shall be

fixed as per orders or instructions on seniority issued by the Central Government from time to time in this regard.

Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving .-

Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the

Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

and having successfully completed training of minimum two

week on Auto Computer-Aided Design from the Central

Government or State Governments or any other recognised

institute.

Note : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short

of requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service or two years whichever

is less, and have successfully completed their probation period

for promotion to the next higher grade alongwith their juniors

who have already completed such qualifying or eligibility

service.
