सा.का.जन. 198.—केन्रीय सरकार, सिस्त्र सीमा बल अजिजनयम, 2007 (2007 का 53) की िारा 155 की

उपिारा 2 के खंड (क) और खंड (ग) के सा पं त उप-िारा (1) ्ारा प्रित्त िजियों का प्रयोग करते हुए और सिस्त्र

सीमा बल समूि ‘क’ योिक (रािपजत्रत) अनुसजिवीय और जनिी सजिव काडर पि भती जनयम, 2012 को , उन बातों के

जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िज या करने का लोप दकया गया िज, गषि मंत्रालय के

अिीन सिस्त्र सीमा बल, समूि ‘क’ योिक (रािपजत्रत) अनुसजिवीय और जनिी सजिव काडर पि पर भती की पद्धजत का

जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अ ागतः-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गषि मंत्रालय, सिस्त्र सीमा बल समूि 'क' योिक

(रािपजत्रत) अनुसजिवीय और जनिी सजिव काडर पि भती जनयम, 2023 िज।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवषत्त िोंगे।

पि-सं्‍या, वगीकरण और वेतन मजंरक्स में स्ट्तर.- पिों की सं्‍या, उनका वगीकरण, वेतन मजंरक्स में उनका स्ट्तर

वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिगता आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अिगताएं और उनसे संबंजित

अन्य बातें वे िोंगी, िो उि अनुसूिी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

प्रोन्नजत पूवग पाठ्क्क्म.- पोषक पंजि में कार्मगक को उनकी अपनी येष्ठता के क्म में अगली उच्चतर पंजि में प्रोन्नजत के

जलए, सेवा पात्रता अवजि पूरा करने से पूवग अिगक पाठ्क्क्मों को सफलतापूवगक उत्तीणग करने के जलए भेिा िाएगा और बल के

ऐसे प्रत्येक सिस्ट्य को दकसी प्रोन्नजत से पूवग उि अनुसूिी में य ा जवजित प्रोन्नजत पूवग पाठ्यक्म या पाठ्यक्मों को सफलता

पूवगक पूरा करना िोगा।

जनरिगता.- वि व्यजि,-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िज, जववाि दकया िज, या जववाि की संजविा की िज,

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िज, या जववाि की संजविा

की िज,

उि पि पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को, इस जनयम के

प्रवतगन से छूट िे सकेगी।

जिदकत्सक िष्टया योग्यता.- इन जनयमों में दकसी बात के िोते हुए भी, केवल वे व्यजि िो जिदकत्सा प्रवगग िेप-1 में

िैं, इन जनयमों के उपबंिों के अिीन जनयुजि के जलए पात्र िोंगे।

स्ट्पष्टीकरण:- इस जनयम के प्रयोिन के जलए, “िेप-1” से जिदकत्सा प्रवगग अजभप्रेत िज िो जनम्नानुसार पंरभाजषत िैं:-

(i) कोड अक्षर िेप एस एि ए पी ई, िो जनम्नजलजखत कषत्य का प्रजतजनजित्व करते िैं, ्ारा उपिर्िगत जनम्नजलजखत

कारक के अिीन अजिकारी की उपयुक्त्ता जनिागंरत करने के पश्चात् जिदकत्सा अजिकारी ्ारा दकया गया जिदकत्सीय

(ii) प्रत्येक कारक के अिीन दकसी अजिकारी की कायागत्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 ्ारा

कम िोती हुई कायगक्षमता उपिर्िगत करते हुए ििागई िायगी और कोड अक्षर के पश्चात् अंक जलखे िाएंगे जसवाय उसके

ििां कोई अजिकारी सभी जटकों में श्रेणी-1 में िज विां उसका प्रवगग एस1, एि1, ए1, पी1, ई1 जलखने के बिाय िेप-1

जलखकर ििागया िा सकेगा, इन अंको का सािारण मुल्यांकन जनम्नानुसार िज:-

(क) किीं भी सभी कतगव्यों के जलए उपयुि।

(ख) सभी कतगव्यों के जलए योग्य दकन्तु क्या कतगव्यों में तीव्र कं नाई या िोनों कानों और ऑखों की श्रवण

िजि/िषजष्ट की तीक्ष्णता की मांग अन्तग्रगस्ट्त िज या निीं, पर जनभगर करते हुए कतगव्यों के प्रकार और जनयोिन

योग्यता क्षेत्रों अनुसार पंरसीमाएं िो सकती िज।

(ग) “एस” कारक को छोडकर नेमी या जनज्‍क्य कतगव्यों के जलए योग्य दकन्तु उच्च स्ट् ान (2700 मीटर से अजिक)

अत्यजिक ंड़े क्षेत्रो या पिाड़ी क्षेत्रों पर और लंबे कतगव्य भारों के जलए जनयोिन योग्यता की पंरसीमाएं िो

सकती िज।

(ज) अस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतगव्यों के जलए अस्ट् ायी रूप से अनुपयुि।

(ड.) कतगव्यों के जलए स्ट् ायी रूप से अनुपयुि।

7. अजिवर्षगता.- इन जनयमों के अिीन जनयुि दकया गया कोई व्यजि उस मास के, जिसमें वि सा वषग की आयु प्राप्त करता

िज अंजतम दिन के अपराह्न में सेवाजनवषत िोगा।

परन्तु ऐसा व्यजि जिसकी िन्म की तारीख दकसी मास का पिला दिन िज, सा वषग की आयु पूरी करने पर पूवगवती

मास के अंजतम दिन के अपराह्न में सेवाजनवषत िोगा ।

8. सेवा का िाजयत्व.- इन जनयमों के अिीन उि पिों पर जनयुि कोई भी व्यजि भारत में किीं भी या जविेि में सेवा करने

का िायी िोगा और िब तक पि िारण करेगा उसे सौंपे गये कायग और कतगव्यों का पालन करेगा।

9. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागंरक निीं िज, केन्रीय सरकार की जलजखत पूवग अनुमजत के जसवाय,

इन जनयमों के अिीन जनयुि निीं दकया िाएगा।

परन्तु इस जनयम में अंतर्वगष्ट कोई भी बात नेपाल या भूटान के नागंरक के बल में जनयुजि या जनयोिन पर प्रभाव

निीं डालेगी।

10. जिज ल करने की िजि.- ििां केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीिीन िज, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत,

आिेि ्ारा जिज ल कर सकेगी ।

11. व्यावषजत.- इन जनयमों की कोई, बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ंरयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार ्ारा इस संबंि में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजित िाजतयों, अनुसूजित

िनिाजतयों, अन्य जपछडें वगों, भूतपूवग सजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िज ।

12. जनवगिन.- यदि इन जनयमों के जनवगिन के संबंि में यदि कोई प्रश्न उ ता िज तो उसका जवजनश्चय केन्रीय सरकार ्ारा

दकया िाएगा।

प्रोन्नजतः (i) सिायक कमाण्डेंट (अनुसजिवीय) जिन्िोंने वेतन मजंरक्स के स्ट्तर-10 (रु. 56100-177500/-) में पााँि वषग जनयजमत सेवा

की िो ; और

(ii) जिन्िोंने मिाजनिेिक, सिस्त्र सीमा बल ्ारा समय-समय पर य ाजवजित प्रोन्नजत-पूवग पाठ्यक्म या पाठ्यक्मों को सफलतापूवगक

पूरा दकया िो।

जिदकत्सा श्रेणी िेप-1में िोना िाजिए।

ंटप्पण-1: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिगक या पात्रता सेवा पूरी कर ली िज, प्रोन्नजत के जलए जविार दकया

िा रिा िो विां उनसे येष्ठ व्यजियों के संबंि में भी जविार दकया िाएगा परंतु यि तब िबदक उनके ्ारा की गई ऐसी अिगक या

पात्रता सेवा, अपेजक्षत अिगक या पात्रता सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने

ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पंरवीक्षा की अवजि सफलतापूवगक पूरी कर ली िो।

यदि जवभागीय प्रोन्नजत सजमजत िज, तो उसकी संरिना

भती करने में दकन पंरजस्ट् जतयों में संज लोक

सेवा आयोग से परामिग दकया िाएगा

ंटप्पण-1: इन जनयमों की अजिसूिना की तारीख तक स्ट्तर-7 में जनरीक्षक (वजयजिक सिायक) का पि िारण करने वाले अजिकांरयों के

जलए पात्रता सेवा तीन वषग िारी रिेगी।

पंरवीक्षा की अवजि सफलतापूवगक पूरी कर ली िो।

प्रजतजनयुजि ्ाराः केंरीय सिस्त्र पुजलस बल या रा य सरकार या संज रा यक्षेत्र पुजलस संग न के अजिकारी;

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिषि पि िारण दकए हुए िैं; या

(ii) जिनकी मूल काडर या जवभाग में वेतन मजंरक्स में स्ट्तर-8 (रु. 47600-151100/-) या समतुल्य में िो वषग की जनयजमत सेवा िो;

या

(iii) जिनकी मूल काडर या जवभाग में वेतन मजंरक्स में स्ट्तर-7 (रु. 44900-142400/-) या समतुल्य में तीन वषग की जनयजमत सेवा

िो; और

(ख) जिदकत्सा प्रवगग िेप-1 में िोना िाजिए।

ंटप्पण 1: पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जविार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जविार दकए िाने के पात्र निी िोंगे ।

ंटप्पण 2: प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक

पिले िांरत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िज सािारणतया तीन वषग से अजिक निीं िोगी ।

ंटप्पण 3: प्रजतजनयुजि ्ारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषग से अजिक निीं

िोगी ।

पूवग सजनकों के जलए पुनर्नगयोिन:

सिस्त्र बल के कार्मगक, जिन्िोंने सिस्त्र बल में समान या समतुल्य रैंक िारण दकया िज, सेवाजनवषत िोने वाले िैं या जिन्िें एक वषग की

अवजि के भीतर आरजक्षती में अंतंरत दकए िाने वाला िज और जिनके पास ऊपर प्रोन्नजत के जलए य ाजवजित अनुभव और अिगताएं िैं,

पर भी जविार दकया िाएगा त ा ऐसे व्यजि यदि ियजनत िो िाते िैं, तो ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि के जनबंिनों

पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से जनमुगि दकया िाना िज और तत्पश्चात् उन्िें पुनर्नगयोिन पर बने रिने दिया िा

सकता िज।

G.S.R. 198.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-

section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra

Seema Bal Group 'A' Combatised (Gazetted) Ministerial and Private Secretary Cadre Post Recruitment Rules, 2012,

except as respect things done or omitted to be done before such supersession the Central Government hereby makes

the following rules to regulate the method of recruitment to Group 'A' Combatised (Gazetted) Ministerial and Private

Secretary Cadre post in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra

Seema Bal Group 'A' Combatised (Gazetted) Ministerial and Private Secretary Cadre Post Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.- The number of posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

Pre-promotional courses.- The personnel in the feeder rank shall be detailed to undergo qualifying courses

before completing service eligibility period for promotion to the next higher rank in order of their seniority and every

such member of the Force shall, before any promotion, should have successfully completed pre-promotional course or

courses as prescribed in the said Schedule.

Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Medical fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical

category SHAPE–I, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purpose of this rule, “SHAPE-I” means medical Category defined as under:-

(i)

Medical classification done by Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following functions:-

Psychological

Hearing

Appendages

Physical Capacity

Eye-Sight

(ii)

Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code

letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that

where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing

S1H1A1P1E1 and the general evaluation of these numerals are as under:-

(a) Fit for all duties anywhere.

(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing/vision of both ears or eyes.

high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.

(d) Temporarily unfit for duties on account of hospitalisation or sick leave.

(e) Permanently unfit for duties.

Superannuation.- A personnel appointed under these rules shall retire from service on the afternoon of the

last day of the month in which he attains the age of sixty years:

Provided that the person whose date of birth is the first day of a month shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of sixty years.

Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve

anywhere in India or abroad and perform any work and duty assigned to him there-so.

Ineligibility of aliens .- No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or

Bhutan in the Force.

10.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

11.

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

12.

Interpretation.- If any question relating to the interpretation of these rules arises, it shall be decided by the

Central Government.

supersession of the Regional Leprosy Training and Research Institute at Gauripur in Bankura District, West Bengal

G.S.R. 200.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Multi-Tasking Staff, Regional Station for Forage Production and Demonstration and Central

Fodder Seed Production Farm, Hessarghatta, Bengaluru, (Group “C” posts) Recruitment Rules, 2011, the President

hereby makes the following rules regulating the method of recruitment to the post of Farm Attendant cum Labour

in the Regional Fodder Stations, Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal

Husbandry and Dairying, namely: -

1. Short title and commencement.–(1) These rules may be called the Ministry of Fisheries, Animal Husbandry

and Dairying, Department of Animal Husbandry and Dairying, Regional Fodder Stations (Farm Attendant

cum Labour) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.-The number of post, its classification and level in

the pay matrix attached thereto, shall be a specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age limit and other qualifications, etc.–The method of recruitment, age limit,

qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.
