MINISTRY OF HOME AFFAIRS

New Delhi, the 19th December, 2023

G.S.R. 201.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-

section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the

following rules regulating the method of recruitment to the post of Subedar Major (Religious Teacher) in Assam

Rifles Ministry of Home Affairs, namely:-

1.

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Assam Rifles,

Subedar Major (Religious Teacher), Group ‘B’ Post, Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix. – The number of the said post, its classifications

and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Medical fitness. – Medical fitness shall be as per uniform guidelines for recruitment in the Central Armed

Police Forces and Assam Rifles issued by the Ministry of Home Affairs and subsequent amendment thereof.

6.

Superannuation.- Every person appointed under these rules shall retire from service on the afternoon of the last

day of the month in which he or she attains the age of sixty years:

Provided that a person whose date of birth is on the first day of the month shall retire from service in the

afternoon of the last day of the preceding month on attaining the age of sixty years.

7.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

8.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, and the other backward classes, the Ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

seniors would also be considered provided they are not short

of the requisite qualifying or eligibility service or two years,

whichever is less and have successfully completed their

probation period for promotion to the next higher level

alongwith their juniors who have already completed such

qualifying or eligibility service.

प्रजिक्षण केंर, नज़फगढ़, नई दिल्ली, ड्रेसर (समूि-ग पि) भती जनयम, 2023 िै ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट्तर- उक् त पिों की संख्या, उसका वगीकरण और उससे संलग् न

वेतन मैररक् स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट् तंभ(4) में जवजनर्िगष्ट िैं ।

3. भती की पद्धजत, आयु-सीमा, अिगताएं, आदि- उक् त पिों पर भती की पद्धजत, आयु-सीमा, अिगताएं और उससे

4. जनरिगता: वि व्यजि-

(क)

जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

िै; या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै;

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को

इस जनयम के प्रवतगन से छूट िे सकेगी ।

5. जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की

बाबत, आिेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगों के व्यजियों के जलए उपबंि

करना अपेजक्षत िै ।

G.S.R. 202.—In exercise of the powers conferred by the provision to article 309 of the Constitution, and in

supersession of the Rural Health Training Centre, Najafgarh, New Delhi (Group ‘C’ and ‘D’ posts), Recruitment

Rules, 1989, in so far as they relate to the post of Dressers, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Dresser in the Rural Health Training Centre, Najafgarh, New Delhi, Ministry of Health and Family Welfare,

namely :-

Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare,

Rural Health Training Centre, Najafgarh, New Delhi, Dresser (Group ‘C’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix. — The number of the said post, its classification and

the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर– उि पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन

मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु सीमा, अिगता, आदि– उि पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

जनरिगता : वि व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै अथवा जववाि की संजविा की िै;

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै अथवा जववाि की संजविा

की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन

से छूट िे सकेगी।

5.

जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की

बाबत्, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

G.S.R. 204.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Leprosy Teaching and Research Institute, Chengalpattu (Group 'D' posts) Recruitment

Rules, 1992, in so far as they relate to the post of Theatre Attendant, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment

to the post of Theatre Attendant in the Central Leprosy Teaching and Research Institute, Chengalpattu, Ministry of

Health and Family Welfare namely:-

1.

Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare,

Central Leprosy Teaching and Research Institute, Chengalpattu, Theatre Attendant, (Group ‘C‘ Post) Recruitment

Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix. - The number of said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

G.S.R. 205.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Leprosy Training and Research Institute at Gauripur in Bankura District, West Bengal

(Group 'C' and Group 'D' Posts) Recruitment Rules, 1985, in so far as they relate to the post of Junior Pharmacist,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Pharmacist in the Regional Leprosy

Training and Research Institute, Gauripur, Bankura, West Bengal, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Gauripur, Bankura, West Bengal, Junior Pharmacist (Group ‘C’

Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.
