(जविेष श्रेणी), के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथायत् :-
1.
संजक्षप्त नाम और प्रारंभ – (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, रक्षा अनुसंिान एवं जवकास जवभाग,
उन्नत प्रौद्योजगकी िलयान काययक्रम, जसजवजलयन यांजत्रक पररविन चालक (जविेष श्रेणी), समूि ‘ख’ पि, भती
जनयम, 2023 िै ।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2.
पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर – उि पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन
मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट िैं ।
3.
भती की पद्धजत, आयु-सीमा, अियताएं, आदि – भती की पद्धजत, आयु-सीमा, अियताएं और उनसे संबंजित अन्य बातें
वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ियष्ट िैं।
4.
प्रारंजभक गठन - (1) इन जनयमों के प्रारंभ से ठीक पिले, इससे उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ियष्ट पि को
जनयजमत आिार पर िारण करने वाले कार्मयक को इन जनयमों के उपबंिों के अनुसार जनयुि दकया गया समझा
िाएगा।
(2) इन जनयमों के प्रारंभ िोने से ठीक पिले, संबंजित श्रेणी में उप-जनयम (1) में जनर्ियष्ट कार्मयक की जनयजमत
जनरंतर सेवा की गणना, सेवा में पररवीक्षा अवजि, प्रोन्नजत के जलए अियक सेवा, पुजष्टकरण और पेंिन के प्रयोिन से
की िाएगी।
5.
जनरियता – वि व्यजि –
1. जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की
िै ; या
2. जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै,
उि पि पर जनयुजि का पात्र निीं िोगा;
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतयन से छूट िे सकेगी ।
6.
जिजथल करने की िजि – ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि
उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, और संघ लोक सेवा आयोग से परामिय करके, इन जनयमों के दकसी
उपबंि को दकसी वगय या प्रवगय के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।
7.
व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबंि
करना अपेजक्षत िै ।

व्यवसाय संबंिी प्रजिक्षण सफलतापूवयक
पूणय और उत्तीणय दकया िो।
रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के
संबंि में जिन्िोंने अपनी अियक या पात्रता
सेवा पूरी कर ली िै, प्रोन्नजत के जलए
जवचार दकया िा रिा िो, विां उनके
ज्येष्ठ व्यजियों के संबंि में भी जवचार
दकया िाएगा परंतु यि तब िब दक उनके
द्वारा की गई ऐसी अियक या पात्रता सेवा,
अपेजक्षत अियक या पात्रता सेवा के आिे से
अजिक से या िो वषय से, इनमें से िो भी
कम िो, कम न िो और उन्िोंने अपने ऐसे
कजनष्ठ व्यजियों सजित जिन्िोंने ऐसी

ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के
जलए अपनी पररवीक्षा की अवजि

NOTIFICATION
New Delhi, the 17th January, 2024
S.R.O. 2.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Civilian Mechanical
Transport Driver (Special Grade) in the Advanced Technology Vessels Programme, Department of Defence Research
and Development, Ministry of Defence, namely: -
1.
Short title and commencement. - (1) These rules may be called the Ministry of Defence, Department of
Defence Research and Development, Advanced Technology Vessels Programme, Civilian Mechanical
Transport Driver (Special Grade), Group 'B' Post, Recruitment Rules 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Initial Constitution. - (1) Personnel holding the post as specified in column (1) of the Schedule annexed
herein, immediately before the commencement of these rules on a regular basis shall be deemed to have been
appointed in accordance with the provisions of these rules.
(2) The regular continuous service of personnel referred in sub-rule (1) in the respective grade immediately
before the commencement of these rules shall be counted for the purpose of probation period, qualifying
service for promotion, confirmation and pension in the service.
5.
Disqualification. - No person, -
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6.
Power to Relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7.
Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central

अन्य बातें वे िोंगी िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ियष्ट िैं।

जिरियता.– वि व्यजि.–
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा

रटप्पण-1: ििां ऐसे कजनष्ठ व्यजियों के संबंि में ,जिन्िोंने अपनी अियक या
पात्रता सेवा पूरी कर ली िै ,प्रोन्नजत के जलए जवचार दकया िा रिा िो ,
विॉं उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परन्तु यि
तब िबदक उनके द्वारा की गई ऐसी अियक या पात्रता सेवा ,अपेजक्षत अियक
या पात्रता सेवा के आिे से अजिक से या िो वषय से ,इनमें से िो भी कम
िो ,कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित ,जिन्िोंने ऐसी
अियक या पात्रता सेवा पिले िी पूरी कर ली िै ,अगली उच्चतर श्रेणी में
प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूवयक पूरी कर ली िो।

NOTIFICATION
New Delhi, the 20th November, 2023
S.R.O. 3.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in
supersession of the Military Engineer Services (Stenographer Grade-I) Recruitment Rules 2001, except as respects
things done or omitted to be done before such supersession, the President hereby makes the following rules regulating
the method for recruitment to the posts of Stenographer in the Military Engineer Services, Ministry of Defence,
namely:-
1.
Short Title and Commencement.- (1) These rules may be called the Ministry of Defence, Military
Engineer Services (Stenographer Grade-I), Recruitment Rules 2023.
(2) They shall come into force on the date of their publication in the official gazette.
2.
Number of Posts, Classifications and Pay Level in the Pay Matrix.- The number of the said post(s), their
classifications and the level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of
the Schedule annexed to these rules.
3.
Method of Recruitment, Age Limit and other Qualifications, etc.- The method of recruitment, age limit
and other matters relating to the said posts shall be as specified in Column 5 to 13 of the Schedule aforesaid.
4.
Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of these rules.
5.
Power to Relax.- Where the Central Government is of opinion that it is necessary or expedient to do so, it
may by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions
required to be provided for Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex-
servicemen and other special categories of persons, in accordance with the orders issued by the Central
Government from time to time in this regard.

का.जन.आ. 4.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए सैन्य
अजभयंता सेवाएं (जसजवजलयन मोटर चालक) भती जनयम, 2008 को, ििां तक उनका संबंि जसजवजलयन मोटर चालक
(जविेष श्रेणी) से िै, उन बातों के जसवाय अजिक्रांत करते हुए, जिन्िे ऐसे अजिक्रमण से पूवय दकया गया िै या करने से लोप
गया िै, सैन्य अजभयंता सेवाओं में (जविेष श्रेणी) के पिों पर भती की पध्िजत का जवजनयमन करने के जलए जनम्नजलजखत
जनयम बनाते िैं, अथायत:-
1.
संजक्षप्त नाम और प्रारम्भ.– (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सैन्य अजभयंता सेवाएं, जसजवजलयन
मोटर चालक (जविेष श्रेणी) समूि ‘ख’, भती जनयम, 2023 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत िोंगे।

पिों की संख्या, वगीकरण और वेतन मेररक्स में स्ट्तर.– उि पि की संख्या, उसका वगीकरण और उससे उपाबद्ध
उसका वेतन मेररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबध्ि अनुसूची के स्ट्तम्भ (2) से (4) में जवजनर्ियष्ट िैं।
3.
भती की पध्िजत, आय़ु-सीमा, अन्य अियताएं, इत्यादि.– उि पि पर भती की पध्िजत, आय़ु-सीमा, अियताएं और
उससे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तम्भ (5) से (13) में जवजनर्ियष्ट िैं।
4.
जिरियता.– वि व्यजि.–
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की
िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा भी िै;
उि पिों पर जनयुजि का पात्र निीं िोगा:
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतयन से छूट िे सकेगी।
5.
जिजथल करने की िजि.– ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं उन्िें लेखबध्ि करके,एव संघ लोक सेवा आयोग के परामिय के साथ इन जनयमों के दकसी
उपबन्ि को दकसी वगय या प्रवगय के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त.– इन जनयमों की कोई बात आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबन्ि
करना अपेजक्षत िै।

रटप्पण : ििां ऐसे कजनष्ट व्यजत्तयों के सबिं में जिन्िोंने अपनी अियक /
पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो
ििां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि
तब िब दक द्वारा की गई ऐसी अियक पात्रता सेवा, अपेजक्षत अियक
पात्रता सेवा के आिे से अजिक से या िो वषय से, इनमें से िो भी कम िो,
और उन्िोंने अपने ऐसे कजनष्ठ व्यजत्तयों सजित जिन्िोंने ऐसी अियक /पात्रता
सेवा पिले िी पूरी की ली िै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए
अपनी पररवीक्षा की अवजि सफलतापूवयक पूरी कर ली िो।
