सं. 10/1/2016-यू.3(ए)—जबदक, शबरला प्रौद्योशगकी संस्थान (बीआईटी) (सम शिश्वशिद्यालय), मेसरा, रांची ने केंद्र सरकार के

अनुमोिन के शबना लालपुर (1984), नोएडा (1997), जयपुर (1995), पटना (2006) और िेिघर (2007) में शिस्तार केंद्र िुरू दकए थे और

ऑफ-कैंपस केंद्र के रूप में मान्यता मांगी थी।

2. और जबदक, इस मामले पर मंत्रालय में शिचार दकया गया था और मंत्रालय के दिनांक 11.10.2018 के पत्र के माध्यम से बीआईटी,

मेसरा को शनम्नशलशित शनर्णय से अिगत कराया गया था:—

i.

बीआईटी, मेसरा एनएएसी से प्रत्यायन प्राप्त करने के शलए तुरंत आिश्यक किम उठाएगा।

ii.

बीआईटी मेसरा िैक्षशर्क सत्र 2019-20 से यथोशचत पहले मौजूिा यूजीसी शिशनयमों के अनुसार, पटना और िेिघर में

ऑफ-कैंपस िुरू करने के शलए इस मंत्रालय को आिेिन प्रस्तुत करेगा।

iii.

यूजीसी उन छात्रों की शडग्री को मान्यता प्रिान करने के शलए आिश्यक कारणिाई करेगा जो उत्तीर्ण हो चुके हैं और जो इन पररसरों

में ितणमान िैक्षशर्क सत्र में अपने पाठ्यक्रम पूरे कर रहे हैं।

3. और जबदक, बीआईटी मेसरा ने यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2019 के अनुसार 5 अप्रैल, 2019 को मंत्रालय को

नए आिेिन प्रस्तुत दकए तथा पटना और िेिघर में ऑफ-कैंपस के शलए अनुमोिन मांगा। इसके अलािा, बीआईटी मेसरा ने यह प्रस्ताि भी दकया

दक लालपुर, नोएडा और जयपुर पररसरों पर भी मौजूिा शिशनयमों के अनुसार अनुमोिन के शलए शिचार दकया जा सकता है। बीआईटी, मेसरा के

अनुरोध को मौजूिा यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार जांच और सलाह के शलए यूजीसी को भेजा गया था।

4. और इसके अशतररक्त जबदक, यूजीसी ने दिनांक 03.01.2024 के अपने पत्र संख्या 25-1/2019 (सीपीपी-आई/डीयू) के माध्यम से

सूशचत दकया दक यूजीसी ने यूजीसी शिशनयम, 2023 के िंड 8(7) के अनुसार एक शििेषज्ञ सशमशत की सहायता से इस प्रस्ताि की जांच की।

सशमशत ने पाया दक लालपुर, नोएडा और जयपुर में ऑफ-कैंपस केंद्र स्थाशपत करने में बीआईटी मेसरा द्वारा दििाशनिेिों/शिशनयमों का कोई

उल्लंघन नहीं दकया गया है क्योंदक ये केंद्र ऑफ-कैंपस स्थाशपत करने की प्रदक्रया तैयार होने से पहले स्थाशपत दकए गए थे। यूजीसी ने दिनांक

01.01.1999 और 29.08.2002 के अपने पत्र के माध्यम से बीआईटी मेसरा को इन पररसरों में पाठ्यक्रम िुरू करने की अनुमशत िी।

5. और जबदक, सशमशत ने बीआईटी, मेसरा के लालपुर, जयपुर, नोएडा, पटना और िेिघर शस्थत ऑफ-कैंपस का िचुणअल िौरा करने,

संस्थान द्वारा प्रस्तुत ररकॉडों का सत्यापन करने के बाि और कुलपशत द्वारा की गई प्रस्तुशत के आधार पर यह पाया दक लालपुर, जयपुर, नोएडा,

पटना और िेिघर में बीआईटी, मेसरा के ऑफ-कैंपस, प्रत्यायन, रैंककंग, संबंशधत शनयामक शनकाय की मंजूरी आदि जैसे ऑफ-कैंपस की स्थापना

हेतु सूचीबद्ध कुछेक मानिंडों को पूरा करते हैं। तथाशप, सशमशत द्वारा शनम्नशलशित कशमयााँ िेिी गईं:—

i.

नोएडा शिस्तार केंद्र में केिल 392 छात्र और 33 संकाय सिस्य हैं, जबदक यूजीसी शिशनयम, 2023 के अनुसार ऑफ-कैंपस बनने

के शलए 50 शिक्षकों के साथ न्यूनतम 1000 छात्र होने अपेशक्षत हैं, शजनमें से कम से कम 200 छात्र (1/5िां) स्नातकोत्तर या

िोधाथी हों।

ii.

जयपुर शिस्तार केंद्र में केिल 670 छात्र हैं, जबदक यूजीसी शिशनयम, 2023 के अनुसार ऑफ-कैंपस बनने के शलए 50 शिक्षकों के

साथ न्यूनतम 1000 छात्र होने अपेशक्षत हैं, शजनमें से कम से कम 200 छात्र (1/5िां) स्नातकोत्तर या िोधाथी हों।

iii.

िेिघर शिस्तार केंद्र में केिल 560 छात्र और 44 संकाय सिस्य हैं, जबदक यूजीसी शिशनयम, 2023 के अनुसार ऑफ-कैंपस बनने

के शलए 50 शिक्षकों के साथ न्यूनतम 1000 छात्र होने अपेशक्षत हैं, शजनमें से कम से कम 200 छात्र (1/5िां) स्नातकोत्तर या

िोधाथी हों।

iv.

नोएडा पररसर की लीज अिशध पहले ही समाप्त हो चुकी है। बीआईटी, मेसरा लीज समझौते को निीनीकृत करके लीज अिशध

बढा सकता है।

v.

यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार संगम ज्ञापन।

vi.

यूजीसी शिशनयम, 2023 के अनुसार समग्र शनशध (कॉपणस फंड) का शििरर्।

6. और इसके अशतररक्त जबदक, सशमशत ने उपयुणक्त रटप्पशर्यााँ करते हुए शसफाररि की दक यूजीसी शिक्षा मंत्रालय को यह सलाह िे

सकता है दक यदि बीआईटी (सम शिश् िशिद्यालय), मेसरा उपयुणक्त कशमयों को िूर करता है तो जयपुर, नोएडा, पटना और िेिघर में इसके

ऑफ-कैंपसों के शलए कायोत्तर अनुमोिन और 2019-20 से 2022-23 तक उत्तीर्ण छात्रों की शडग्री के मान्यकरर् पर शिचार दकया जा सकता है।

इसके अलािा, सशमशत यह भी शसफाररि करती है दक लालपुर पररसर को बीआईटी मुख्य पररसर, मेसरा का भाग बनने की अनुमशत िी जा सकती

है। आयोग द्वारा दिनांक 07.12.2023 को आयोशजत 575िीं बैठक (मि संख्या 2.07) में यूजीसी शििेषज्ञ सशमशत की शसफाररिों पर शिचार

दकया गया और इन्हें अनुमोदित दकया गया।

7. अत:, अब शिक्षा मंत्रालय, यूजीसी की सलाह पर, यूजीसी अशधशनयम, 1956 की धारा 3 के तहत प्रित्त िशक्तयों का प्रयोग करते

हुए, बीआईटी, मेसरा को लालपुर जयपुर, नोएडा, पटना और िेिघर पररसर में प्रिेशित/उत्तीर्ण छात्रों की शडग्री को शिशधित मान्य करते हुए,

यहााँ ऑफ-कैंपस िुरू करने हेतु कायोत्तर अनुमोिन प्रिान करता है। लालपुर पररसर को बीआईटी, मेसरा के मुख्य पररसर का एक भाग माना

जाएगा। इसके अशतररक् त, यह अनुमोिन इस ितण के अध्यधीन है दक संस्थान यूजीसी शििेषज्ञ सशमशत द्वारा बताई गई कशमयों को समयबद्ध रीशत

से ठीक करेगा।

8. इस मंत्रालय की पूिण अशधसूचना (अशधसूचनाओं) में उशल्लशित अन्य सभी ितों के साथ-साथ यूजीसी और अन्य िैधाशनक पररषिों

द्वारा समय-समय पर जारी शनयमों/शिशनयमों का बीआईटी, मेसरा द्वारा पालन दकया जाना जारी रहेगा।

सं. 9-27/2017-यू.3(ए)—जबदक, केन्द्र सरकार को शिश् िशिद्यालय अनुिान आयोग, अशधशनयम, 1956 की धारा 3 के तहत यूजीसी

की सलाह पर उच् च शिक्षर् संस् थान को सम शिश् िशिद्यालय संस् थान के रूप में घोशषत करने का अशधकार प्राप् त है।

2. और जबदक, मंगलौर जेसुइट एजुकेिन सोसायटी (एमजेईएस), मंगलौर, कनाणटक द्वारा यूजीसी अशधशनयम की धारा 3 के तहत सेंट

अलॉयशसस कॉलेज (स्िायत्त), मंगलौर और सेंट अलॉयशसस इंस्टीट्यूट ऑफ एजुकेिन, मंगलौर को सेंट अलॉयशसस के नाम से सम शिश्वशिद्यालय

का िजाण प्रिान दकए जाने के संबंध में दिनांक 27.11.2017 को एक आिेिन प्रस्तुत दकया गया था। उक्त आिेिन को शिश्वशिद्यालय अनुिान

आयोग को यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2016 के अनुसार जांच एिं सलाह हेतु भेजा गया था।

3. और जबदक यूजीसी ने संस्थान से शिशधक िचनबद्धता लेने के पश्चात यूजीसी शिशनयम, 2016 के अनुसार शििेषज्ञ सशमशत के द्वारा

उक्त आिेिन की जांच की थी। सशमशत ने संस्थान का िौरा और शिशभन्न शहतधारकों के साथ बातचीत करने के बाि कशतपय ितों के अनुपालन के

अध्यधीन रहते हुए सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलुरु को शिश्वशिद्यालय का िजाण िेने पर शिचार करने की सिणसम्मशत से शसफाररि की।

इसके अशतररक्त, एआईसीटीई शििेषज्ञ सशमशत का मत था दक यूजीसी द्वारा सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर को सम शिश्वशिद्यालय का

िजाण िेने की शसफाररि करने से पहले सशमशत द्वारा इंशगत की गई कशमयों का अनुपालन सुशनशश्चत दकया जाना चाशहए।

4. और जबदक, यूजीसी शििेषज्ञ सशमशत और एआईसीटीई शििेषज्ञ सशमशत की ररपोटों पर आयोग द्वारा दिनांक 13.06.2019 को

आयोशजत अपनी 541िीं बैठक (मि संख्या 2.06) में शिचार दकया गया और संकल्प दकया गया दक अनुसंधान एिं प्रकािन और निाचार गुर्ित्ता

में सुधार के संबंध में संस्थान से कायण योजना प्राप्त करने के बाि मामले पर पुनर्िणचार दकया जाएगा।

5. और आगे जबदक, संस्थान की कायण योजना पर यूजीसी की शििेषज्ञ सशमशत द्वारा शिचार दकया गया था। संस्थान के िस्तािेजों एिं

प्रस्तुतीकरर् की जांच के बाि सशमशत द्वारा शसफ़ाररि की गई दक सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर सम शिश्वशिद्यालय संस्थान का िजाण

प्राप्त करने संबंधी अपेक्षाओं को पूरा करता है। आयोग द्वारा दिनांक 20.09.2023 को आयोशजत अपनी 572िीं बैठक (मि संख्या 2.12) में यूजीसी

की शििेषज्ञ सशमशत की शसफ़ाररिों पर शिचार दकया गया और अनुमोिन प्रिान दकया गया।

6. और जबदक, आयोग की शसफ़ाररि के साथ-साथ यूजीसी शििेषज्ञ सशमशत की ररपोटण की मंत्रालय में जांच की गई थी। जांच के बाि,

इस मंत्रालय द्वारा कशतपय मुद्दों पर यूजीसी से स्पष्टीकरर् मांगा गया, शजसमें अन्य बातों के साथ-साथ यह भी िाशमल है दक क्या सेंट अलॉयशसस

कॉलेज (स्िायत्त), मंगलौर और सेंट अलॉयशसस इंस्टीट्यूट ऑफ एजुकेिन, मंगलौर िोनों सम शिश्वशिद्यालय संस्थान का शहस्सा होंगे। उत्तर में,

यूजीसी ने बताया दक मंत्रालय द्वारा उठाए गए मुद्दों को उसी यूजीसी शििेषज्ञ सशमशत के समक्ष रिा गया था। सशमशत द्वारा अन्य मुद्दों को स्पष्ट

करते हुए, अन्य बातों के साथ-साथ पुशष्ट की गई दक केिल सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर को सेंट अलॉयशसस के नाम से सम

शिश्वशिद्यालय संस्थान का िजाण िेने की शसफाररि की गई है। यूजीसी ने यह भी बताया दक आयोग ने दिनांक 07.12.2023 को आयोशजत अपनी

575िीं बैठक में यूजीसी शििेषज्ञ सशमशत की शसफाररि पर शिचार दकया और अनुमोिन प्रिान दकया।

7. अब, इसशलए, यूजीसी अशधशनयम, 1956 की धारा 3 में प्रित्त िशक्तयों का प्रयोग करते हुए शिक्षा मंत्रालय द्वारा यूजीसी की सलाह

पर सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर को एतिद्वारा सेंट अलॉयशसस, मंगलौर के नाम से िुरुआती पााँच िषों के शलए सम शिश्वशिद्यालय

संस्थान) शिशनयम, 2023 का अनुपालन करेगा।

iii.

सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर अपने संबद्ध शिश्वशिद्यालय अथाणत् मंगलौर शिश्वशिद्यालय से स्ियं को असंबद्ध करेगा।

iv.

इस अशधसूचना के बाि प्रिेि पाने िाले छात्रों को सेंट अलॉयशसस, मंगलौर से शडग्री शमलेगी।

v.

इस अशधसूचना के एक िषण के भीतर सेंट अलॉयशसस कॉलेज (स्िायत्त), मंगलौर की सम्पूर्ण चल और अचल पररसंपशत्तयां मंगलौर

जेसुइट एजुकेिन सोसायटी (एमजेईएस), मंगलौर, कनाणटक द्वारा कानूनी रूप से ‘सेंट अलॉयशसस, मंगलौर’ के नाम पर

स्थानांतररत की जाएंगी।

vi.

यूजीसी और शिक्षा मंत्रालय की पूिण अनुमशत के शबना, सम शिश्वशिद्यालय संस्थान/या इसकी घटक शिक्षर् इकाइयों की

पररसंपशत्तयों या शनशधयों/राजस्ि का कोई शिचलन नहीं दकया जाएगा।

vii.

सेंट अलॉयशसस, मंगलौर ऐसी दकसी भी गशतशिशध में िाशमल नहीं होगा, जो िाशर्शययक और लाभ कमाने िाली प्रकृशत की हो।

viii. सेंट अलॉयशसस, मंगलौर में पेि दकए जाने िाले िैक्षशर्क कायणक्रम यूजीसी और संबंशधत सांशिशधक पररषिों/शनकायों द्वारा

शनधाणररत मानिंडों और मानकों के अनुरूप होंगे।

ix.

सेंट अलॉयशसस, मंगलौर समय-समय पर यूजीसी द्वारा जारी मानिंडों/दििाशनिेिों/शिशनयमों के अनुसार ही नए िैक्षशर्क

पाठ्यक्रम/ कायणक्रम, ऑफ-कैंपस, ऑफ-िोर कैंपस िुरू करेगा।

x.

सेंट अलॉयशसस, मंगलौर अनुसंधान कायणक्रमों के साथ-साथ डॉक्टोरल और निोन्मेषी िैक्षशर्क कायणक्रमों को िुरू करने के शलए

समुशचत किम उठाएगा। संस्थान केिल ितणमान में नए उभरते क्षेत्रों तक ही सीशमत नहीं रहेगा, अशपतु यूजीसी

शिशनयमों/दििाशनिेिों के साथ-साथ राष्ट्रीय शिक्षा नीशत-2020 के अनुसार अन्य क्षेत्रों में भी शिस्तार करने का प्रयास करेगा।

xi.

सेंट अलॉयशसस, मंगलौर राष्ट्रीय प्रत्यायन बोडण (एनबीए) द्वारा िैध प्रत्यायन हेतु शनयत सभी पात्र अकािशमक

पाठ्यक्रमों/कायणक्रमों को प्राप्त करने के शलए सभी अपेशक्षत किम उठाएगा और संस्थान समय-समय पर यथासंिोशधत यूजीसी

(सम शिश्वशिद्यालय संस्थान) शिशनयम 2023 में यथा शनशहत प्रािधानों के संिभण में राष्ट्रीय मूल्यांकन एिं प्रत्यायन पररषि, जैसा

भी मामला हो, द्वारा िैध प्रत्यायन प्राप्त करेगा।

xii.

छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशर्क पाठ्यक्रम/कायणक्रम के अनुमोिन का निीनीकरर्, छात्रों की प्रिेि क्षमता में

संिोधन, नए पाठ्यक्रम/कायणक्रम िुरू करने आदि के मामले में संबंशधत सांशिशधक पररषिों के सभी शनधाणररत मानिंड और

प्रदक्रयाएं प्रभािी रहेंगी और सेंट अलॉयशसस, मंगलौर द्वारा उनका पालन दकया जाएगा।

xiii. सेंट अलॉयशसस, मंगलौर अपने संगम ज्ञापन (एमओए)/शनयमों को मौजूिा शिशनयमों के प्रािधानों के अनुसार यूजीसी के

अनुमोिनाथण जून, 2024 के अंत तक प्रस्तुत करेगा। जब भी आिश्यक होगा, सेंट अलॉयशसस, मंगलौर प्रचशलत शिशनयमों के

प्रािधानों के अनुसार अपने संगम ज्ञापन/शनयमों को अद्यतन या उनमें संिोधन या पररितणन करेगा।

xiv. सेंट अलॉयशसस, मंगलौर यूजीसी के शनयमों एिं शिशनयमों और संबंशधत सांशिशधक पररषिों के अनुसार िुल्क संरचना का पालन

करेगा।

xv.

सेंट अलॉयशसस, मंगलौर इस मंत्रालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकण(एनआईआरएफ) द्वारा जारी िार्षणक भारतीय रैंककंग

में भाग लेगा।

xvi. सेंट अलॉयशसस, मंगलौर अशनिायण रूप से एकेडशमक बैंक ऑफ क्रेशडट (एबीसी), अपने छात्रों की पहचान बनाएगा और उनके

क्रेशडट स्कोर को शडशजटल लॉकर में अपलोड करेगा एिं सुशनशश्चत करेगा दक क्रेशडट स्कोर एबीसी पोटणल पर प्रिर्िणत हों एिं समथण

No. 10/1/2016-U.3(A)—Whereas, Birla Institute of Technology (BIT) (Deemed to be University), Mesra, Ranchi had

started extension centres at Lalpur (1984), Noida (1997), Jaipur (1995), Patna (2006) and Deoghar (2007) without approval of

the Central Government and sought recognition as off-campus centres.

2. And whereas, the matter was considered in the Ministry and the following decision was conveyed to BIT, Mesra,

vide Ministry’s letter dated 11.10.2018:—

i.

BIT, Mesra shall take necessary steps immediately for getting accreditation from NAAC.

ii.

BIT Mesra shall submit application to this Ministry for starting Off-Campuses at Patna and Deoghar, as per the

existing UGC Regulations well before the academic session 2019-20.

iii.

UGC will take necessary action for validating the degrees of those students who have passed out and to those

who are pursuing their courses in the current academic session in these Campuses.

3. And whereas, BIT Mesra submitted fresh applications to the Ministry on 5th April, 2019 as per the UGC

(Institutions deemed to Universities) Regulations, 2019 seeking approval for off-campuses at Patna and Deoghar. Further, BIT

Mesra also proposed that Lalpur, Noida and Jaipur campuses may also be considered for approval as per the existing

Regulations. The request of BIT, Mesra was referred to UGC for examination and advice as per the existing UGC (Institutions

deemed to be Universities) Regulations, 2023.

4. And further whereas, UGC, vide its letter No. 25-1/2019 (CPP-I/DU) dated 03.01.2024, informed that UGC

examined the proposal with the help of an Expert Committee in accordance with Clause 8(7) of the UGC Regulations, 2023.

The Committee observed that there is no violation of guidelines /regulations by BIT Mesra in establishing off-campus centres

at Lalpur, Noida and Jaipur as these centres were established before the procedure for establishing off-campuses was framed.

UGC, vide its letter dated 01.01.1999 and 29.08.2002, granted permission to BIT Mesra to start course in these Campuses.

5. And whereas, the Committee, after conducting the virtual visit of the off-campuses at Lalpur, Jaipur, Noida, Patna

and Deoghar of BIT, Mesra, verifying the records submitted by the institution and based on the presentation made by the

Vice-Chancellor observed that the off-campus of BIT, Mesra at Lalpur, Jaipur, Noida, Patna and Deoghar meets some of the

criteria listed for the establishment of off-campus, such as accreditation, ranking, approval of regulatory body concerned etc.

However, the following deficiencies were noticed by the Committee:—

i.

There are only 392 students and 33 faculty members in the Noida extension centre, whereas the requirement as

per UGC Regulations, 2023 is minimum of 1000 students of which not less than one-fifth of the students are

post-graduate or research students with 50 teachers to become off-campus.

ii.

There are only 670 students in the Jaipur extension centre, whereas the requirement as per UGC Regulations,

2023 is a minimum of 1000 students of which not less than one-fifth of the students are post-graduate or research

students with 50 teachers to become off-campus.

iii.

There are only 560 students and 44 faculty members in the Deoghar extension centre, whereas the requirement

as per UGC Regulations, 2023 is minimum of 1000 students of which not less than one-fifth of the students are

post-graduate or research students to become off-campus.

iv.

Lease period of Noida campus already expired. BIT, Mesra may extend the lease period by renewing the lease

agreement.

v.

MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023.

vi.

Details of corpus fund as per UGC Regulations, 2023.

6. And further whereas, the Committee, while making the above observations, recommended that the UGC may advise

the Ministry of Education that ex-post facto approval for the off-campuses of the BIT (Deemed to be University), Mesra at

Jaipur, Noida, Patna & Deoghar and validation of the degrees of the students passed out from 2019-20 to 2022-23 may be

considered if it rectifies the above-mentioned deficiencies. In addition, the committee also recommends that the Lalpur campus

may be allowed to be a part of the BIT main campus, Mesra. The recommendations of the UGC Expert Committee were

considered and approved by the Commission in its 575th meeting (Item No 2.07) held on 07.12.2023.

7. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of

Education, on the advice of UGC, hereby accords ex-post facto approval to BIT, Mesra for starting off-campuses at Lalpur,

Jaipur, Noida, Patna & Deoghar duly validating the degrees of the students admitted/passed out in these campuses. Lalpur

campus shall be considered as a part of the main campus of BIT, Mesra. This approval is further subject to condition that the

Institution shall rectify the deficiencies pointed out by the UGC Expert Committee in a time bound manner.

8. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of

UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by BIT, Mesra.

No. 9-27/2017-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution Deemed

to be University.

2. And whereas, an application was submitted by Mangalore Jesuit Education Society (MJES), Mangalore, Karnataka

on 27.11.2017 for conferment of Institution deemed to be University status to St. Aloysius College (Autonomous), Mangaluru

and St. Aloysius Institute of Education, Mangaluru in the name of St. Aloysius under Section 3 of the UGC Act. The same was

referred to the University Grants Commission (UGC) for examination and advice as per the UGC (Institutions deemed to be

Universities) Regulations, 2016.

3. And whereas, UGC examined the application through its Expert Committee as per the UGC Regulations, 2016

following to a legal undertaking by the Institution. The Committee, after visiting the Institution and interaction with various

stakeholders, unanimously recommended considering conferment of Institution deemed to be University status to St. Aloysius

College (Autonomous), Mangaluru subject to compliance of the certain conditions. Apart from this, AICTE Expert Committee

was of the view that the UGC must ensure the compliance of deficiencies pointed by the Committee before recommending to

grant deemed to be University status to St. Aloysius College (Autonomous), Mangaluru.

4. And whereas, the reports of UGC Expert Committee and AICTE Expert Committee were considered by the

Commission in its 541st meeting (Item No.2.06) held on 13.06.2019 and resolved that the case to be reconsidered after obtaining

the action plan from the Institution about improving the quality of research & publications and innovations.

5. And further whereas, the action plan of the Institution was considered by the UGC Expert Committee. The

Committee, after examining the documents and presentation of the Institution, recommended that St. Aloysius College

(Autonomous), Mangaluru meets the requirement of Institution deemed to be University status. The Commission considered

and approved the recommendations of UGC Expert Committee in its 572nd meeting (Item No.2.12) held on 20.09.2023.

6. And whereas, the report of the UGC Expert Committee along with the recommendation of the Commission was

examined in the Ministry. After examination, this Ministry sought clarifications from UGC on certain issues which inter-alia

include whether both St. Aloysius College (Autonomous), Mangaluru and St. Aloysius Institute of Education, Mangaluru shall

be the part of the Institution deemed to be University. In response, UGC informed that the issues raised by the Ministry were

placed before the same UGC Expert Committee. The Committee, while clarifying the other issues, inter-alia confirmed that

only St. Aloysius College (Autonomous), Mangaluru has been recommended for grant of Institution deemed to be University

status in the name of St. Aloysius. UGC also informed that the Commission considered and approved the recommendation of

UGC Expert Committee in its 575th meeting held on 07.12.2023.

7. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of UGC, hereby declares St. Aloysius College (Autonomous), Mangaluru as an Institution Deemed to be

University in the name of St. Aloysius, Mangaluru for an initial period of five years. The said declaration is subject to the

following conditions:—

i.

The status of Institution deemed to be University status would be confirmed on the basis of its review of the

functioning and satisfactory performance with the provisions of the UGC Regulations.

ii.

St. Aloysius, Mangaluru shall become compliant with the UGC (Institutions deemed to be Universities)

Regulations, 2023 within a period of six years from the date of issuance of this Notification.

iii.

St. Aloysius College (Autonomous), Mangaluru shall disaffiliate themselves from their affiliating University

i.e. Mangalore University.

iv.

The students admitted after this Notification will get Degree from St. Aloysius, Mangaluru.

v.

The entire moveable & immoveable assets of declares St. Aloysius College (Autonomous), Mangaluru will be

legally transferred by Mangalore Jesuit Education Society (MJES), Mangalore, Karnataka in the name of

‘St. Aloysius, Mangaluru’ within one year of this Notification.

vi.

There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its

constituent teaching units, without prior permission of the UGC and Ministry of Education.

vii.

St. Aloysius, Mangaluru shall not engage or indulge in any activities that are of commercial and profit making

in nature.

viii. The academic programmes to be offered/offered at St. Aloysius, Mangaluru shall conform to the norms and

standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

ix.

St. Aloysius, Mangaluru shall start new academic Courses/Programmes, Off-Campus(es), Off-Shore

Campus(es) only in accordance with the norms /guidelines/regulations issued by the UGC, from time to time.

x.

St. Aloysius, Mangaluru shall take appropriate steps to commence research programmes as well as doctoral and

innovative academic programmes. The Institute shall not keep confined only to presently new emerging areas

but it make endeavor to expand in other areas in accordance with the UGC Regulations / Guidelines as well as

National Education Policy-2020.

xi.

St. Aloysius, Mangaluru shall take all the required steps to get all the eligible academic courses/programmes

rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation

by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as

contained in the UGC (Institutions deemed to be Universities) Regulations, 2023, as amended from time to time.

xii.

All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of

students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake

capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered

to by St. Aloysius, Mangaluru.

xiii. St. Aloysius, Mangaluru shall submit its Memorandum of Association (MoA) / Rules to UGC for approval as

per the provisions of the existing Regulations by the end of June, 2024. As and when necessary, St. Aloysius,

Mangaluru shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

xiv. St. Aloysius, Mangaluru shall follow the fee structure as per the Rules and Regulations of the UGC and the

relevant Statutory Councils.

xv.

St. Aloysius, Mangaluru shall participate in annual Indian rankings issued by National Institutional Ranking

Framework (NIRF) of this Ministry.

xvi. St. Aloysius, Mangaluru shall compulsorily create Academic Bank of Credits (ABC), identities of their students

and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and

adopt Samarth e-Gov.
