का.जन.आ. 6.—राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरन्तुक द्वारा प्रित्त िज‍ त ों का प्र ोग करते हुए और

सिस्ट् त्र बल मु्‍ ाल आिुजलजृक (समूि ‘क’ और ‘ ’ ृि) सेवा जन म, 2004 को, उन बातों के जसवा अजिक्ांत करते

हुए जिन्िें ऐसे अजिक्मण से ृिले दक ा ग ा ा करने का लोृ दक ा ग ा िज, जनम् नजलज त जन म बनाते िैं, अ ाात्:-

संजक्षप्त नाम और प्रारंभ.- (1) इन जन मों का संजक्षप्त नाम सिस्ट् त्र बल मु्‍ ाल आिुजलजृक (समूि ‘क’ और ‘ ’

ृि) सेवा जन म, 2024 िज ।

(2) े रािृत्र में प्रकािन की तारी को प्रवषत्त िोंगे ।

(क)

‘’जन ुज‍ त प्राजिकारी’’ से दकसी श्रेणी के संबंि में केन् री जसजवल सेवा (वगीकरण, जन ंत्रण और अृील)

जन म, 1965 के अिीन जन म 3 में उजल्लज त श्रेणी में जन ुजि करने के जलए सि‍ त प्राजिकारी अजभप्रेत िज;

( )

“प्राजिकषत सं्‍ ा” से दकसी श्रेणी के संबंि में से उस श्रेणी में जिसके प्रजत जन ुजि ां जन जमत आिार ृर

की िा सकेंगी, ृिों की सं्‍ ा अजभप्रेत िज;

(ग)

“आ ोग’’ से संघ लोक सेवा आ ोग अजभप्रेत िज;

(घ)

“सीिी भती” से अजभकज त प्रदक ाओं के अनुसार कमाचारी च न आ ोग द्वारा आ ोजित प्रजत ोगी

ृरीक्षा के आिार ृर जनिी सिा क श्रेणी में भती दक ा ग ा कोई व्यजि अजभप्रेत िज ;

(ङ)

दकसी श्रेणी के संबंि में ‘' कत्ताव्य ृि’’ से सिस्ट् त्र बल मु्‍ ाल आिुजलजृक सेवा में सजम्मजलत उस श्रेणी

का कोई ृि अजभप्रेत िज;

(च)

“ृात्र अजिकारी” से इन जन मों के जन म (6) और जन म (7) के अनुसार ाजस्ट् जत का ाृालक प्रिान

जनिी सजचव, ज् ेष्ठ प्रिान जनिी सजचव, प्रिान जनिी सजचव, जनिी सजचव और जनिी सिा क के ृि ृर प्रोन्नजत

के जल े जवचार दकए िाने वाला ृात्र अजिकारी अजभप्रेत िज ।

(छ)

“च न क्षेत्र” दकसी श्रेणी के संबंि में ऐसा जवचार करने का िोन अजभप्रेत िज िो सम -सम ृर सरकार

द्वारा िारी दकए अनुिेिों के अनुसार अविाररत दक ा िा ेगा ।

(ि)

''सरकार'’ से भारत सरकार अजभप्रेत िज;

(झ) ''श्रेणी'’ से जन म 3 में जवजनर्िाष्ट श्रेजण ों में से कोई श्रेणी अजभप्रेत िज;

(ञ)

“अन् जृछड़ा वगा” से भारत सरकार की जसजवल सेवाओं और ृिों में आरक्षण के प्र ोिन के जलए सम -

सम ृर सरकार द्वारा अजिसूजचत िाजत ों ा समुिा अजभप्रेत िज;

(ट)

“अनुसूची” से इन जन मों की अनुसूची अजभप्रेत िज;

( )

“च न सूची” से का ाृालक प्रिान जनिी सजचव, ज् ेष्ठ प्रिान जनिी सजचव, प्रिान जनिी सजचव, जनिी

सजचव और जनिी सिा क के संबंि में जवद्यमान और भती वषा की ृिली िनवरी से 31 दिसम्बर तक की अवजि

के िौरान िोने वाली संभाजवत ररजि ों को भरने के जलए संबंजित श्रेजण ों में प्रोन्नजत के जलए तज ार की गई च न

सूची अजभप्रेत िज;

(ड)

“सेवा” से सिस्त्र बल मु्‍ ाल आिुजलजृक सेवा अजभप्रेत िज;

(ढ)

“अस्ट् ा ी अजिकारी” दकसी श्रेणी के संबंि में अस्ट् ा ी अजिकारी से इन जन मों के सुसंगत उृबंि के

अनुसार उस श्रेणी में अस्ट् ा ी ा स्ट् ानाृन्न जन ुजि िारण करने वाला व्यजि ा दकसी श्रेणी में जन ुि ऐसा

अजिकारी जिसे ृररवीक्षा से अभी िटा ा िाना िज, अजभप्रेत िज ।

(ण)

दकसी श्रेणी के संबंि में “अनुमोदित सेवा का वषा” से जनम्नजलज त अजभप्रेत िज:-

(i) उस श्रेणी में सीिे भती दकए गए दकसी अजिकारी की ििा में, उस वषा की ृिली िनवरी से िो उस

ृरीक्षा वषा के बाि वाले वषा की जिसके जलए सीिे भती की गई ी, उस श्रेणी में की गई जन जमत सेवा की

अवजि ा अवजि ां, जिनके अंतगात अनुृजस्ट् जत की वि अवजि ा अवजि ां भी िैं, जिनके िौरान उसने

जन जमत आिार ृर ृि िारण दक ा िोता और दि वि छुट्टी ृर न िोता ा ऐसा ृि िारण करने के

जलए अन् ा उृलब्ि िोता;

(ii) उस श्रेणी में जवभागी ृरीक्षा के माध् म से भती दकए गए दकसी अजिकारी की ििा में, उस वषा की

ृिली िनवरी से, जिसकी ररजि ों के जलए ऐसी ृरीक्षा ली गई ी, उस श्रेणी में की गई जन जमत सेवा की

अवजि ा अवजि ां, जिनके अंतगात अनुृजस्ट् जत की वि अवजि ा अवजि ां सजम्मजलत िैं, जिसके िौरान

उसने जन जमत आिार ृर ृि िारण दक ा िोता दि वि छुट्टी ृर न िोता ा ऐसा ृि िारण करने के

जलए अन् ा उृलब्ि िोता;

(iii) जनम्नतर श्रेणी में सेवा की अवजि के आिार ृर उस श्रेणी में भती दकए गए अजिकारी की ििा में, उस

वषा की ृिली िनवरी से, जिस वषा में भती की गई ी, उस श्रेणी में की गई जन जमत सेवा की अवजि ा

अवजि ां, जिनके अंतगात अनुृजस्ट् जत की वि अवजि ा अवजि ां सजम्मजलत िैं, जिनके िौरान उसने

(2) इन जन मों के प्रारंभ से ृूवा जवद्यमान सेवा की दकसी श्रेणी में सभी ृि, अनुसूची 5 और अनुसूची 6 में

ाजवजनर्िाष्ट श्रेणी के कत्ताव्य ृिों में संृररवर्तात दकए हुए समझे िाएंगे ।

सेवा की प्राजिकषत सं्‍ ा और उसका ृुनर्वालोकन.- (1)

इन जन मों के प्रारंभ की तारी को सेवा की जवजभन्न

श्रेजण ों में सजम्मजलत कत्ताव्य ृि, उनकी सं्‍ ा और वेतन मजरर‍स में स्ट्तर विी िोंगे िो अनुसूची-1 में जवजनर्िाष्ट िज।

(2)

उृजन म (1) में अंतर्वाष्ट दकसी बात के िोते हुए भी, सरकार -

(क)

सेवा की जवजभन्न श्रेजण ों के कत्ताव्य ृिों में सम -सम ृर अस्ट् ा ी ृररवतान ा ृररविान कर सकेगी ।

( )

सिस्ट् त्र बल मु्‍ ाल और अंतर सेवा संग नों के ऐसे ृिों को जिन्िें प्राजस्ट् जत, श्रेणी, वेतनमान और

वषजत्तक जवष में सेवा में सजम्मजलत ृिों के समतुल् माना िा सकता िो सेवा में सजम्मजलत कर सकेगी ा सेवा में

ृिले से सजम्मजलत दकसी कत्ताव्य ृि को सेवा से अृवर्िात कर सकेगी।

सेवा के सिस्ट् .- (1) सेवा के सिस्ट् जनम्नजलज त व्यजि िोंगें :

(क) जन म (6) के अिीन कत्ताव्य ृिों ृर जन ुि दकए गए व्यजि; और

( ) जन म (7) के अिीन ऐसी जन ुजि की तारी से कत्ताव्य ृिों ृर जन ुि दकए गए व्यजि।

सेवा का आरंजभक ग न.- (1) इन जन मों के प्रारंभ की तारी को सिस्ट् त्र बल मु्‍ ाल आिुजलजृक सेवा में

जन जमत आिार ृर अनुसूची-2 में जवजनर्िाष्ट संग नों में समूि ‘क’ और ‘ ’ कत्ताव्य ृिों को िारण कर रिे सभी

जवद्यमान अजिकारी तत्संबंिी श्रेजण ों में सेवा के सिस्ट् िोंगे ।

(2)

इन जन मों के प्रारंभ से ृूवा, उृजन म (1) में जनर्िाष्ट अजिकारर ों की जन जमत जनरंतर सेवा, ृररवीक्षा,

प्रोन्नजत, सेवा में ृुजष्ट के प्र ोिन के जलए संगजणत की िाएगी ।

भती की ृद्धजत और सेवा का भावी र -र ाव.- (1) अनुसूची-1 में जनर्िाष्ट दकसी भी श्रेणी के ररि कत्ताव्य ृि,

अनुसूची-4 में उृबंजित रीजत में भरे िाएंगे ।

2. का ाृालक प्रिान जनिी सजचव, ज् ेष्ठ प्रिान जनिी सजचव, प्रिान जनिी सजचव, जनिी सजचव और जनिी

सिा क की श्रेजण ों के ृिों ृर प्रोन्नजत के प्र ोिन के जलए च न सूची सरकार द्वारा सम -सम ृर िारी दकए

गए सािारण आिेिों ा अनुिेिों के अनुसार तज ार की िाएगी ।

3. प्रत् ेक अजिकारी िब तक दक वि छुट्टी ृर निीं िो ा कत्ताव्य ृि िारण करने के जलए अन् ा उृलब्ि निीं

िो ा जलज त प ृ में अजभजलज त दकए िाने वाले दकसी अन् कारण से सेवा की समुजचत श्रेणी के कत्ताव्य ृि ृर

तजनात दक ा िा ेगा ।

4. प्रत् ेक कत्ताव्य ृि िब तक दक सेवा से अृवर्िात ा दकसी कारण से स्ट् जगत घोजषत न दक ा िाए,

सािारणतः समुजचत श्रेणी के अजिकारी द्वारा भरा िाएगा ।

प्रजतजन ुजि द्वारा कत्ताव्य ृिों का भरा िाना.- (1) जन म 7 में अंतर्वाष्ट दकसी बात के िोते हुए भी, ििां सरकार

की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, आिेि से और विां वि ऐसे कारणों से िो जलज त प ृ में

अजभजलज त दकए िाएंगे और संघ लोक सेवा आ ोग के ृरामिा से, का ाृालक प्रिान जनिी सजचव, ज् ेष्ठ प्रिान जनिी

सजचव, प्रिान जनिी सजचव और जनिी सजचव श्रेणी के दकसी कत्ताव्य ृि को तीन वषा की अवजि के जलए प्रजतजन ुजि द्वारा

भर सकेगी जिसे जविेष ृररजस्ट् जत ों में ृााँच वषा तक बढा ा िा सकेगा ।

(2) जन म 7 में अंतर्वाष्ट दकसी बात के िोते हुए भी, ििााँ सरकार की ि रा िज दक ऐसा करना आवश् क ा

समीचीन िज विां वि ऐसे कारणों से िो जलज त प ृ में अजभजलज त दकए िाएंगे, जनिी सिा क श्रेणी के दकसी

कत्ताव्य ृि को तीन वषा की अवजि के जलए प्रजतजन ुजि द्वारा भर सकेगी जिसे जविेष ृररजस्ट् जत ों में ृांच वषा

तक बढा ा िा सकेगा ।

(3) इन जन मों के अिीन सेवा के दकसी श्रेणी में जन ुजि के जलए अिाता, अनुभव और ृात्रता सेवा, सरकार द्वारा

संघ लोक सेवा आ ोग के ृरामिा से जवजनजित की िाएगी ।

ज् ेष्ठता.- (1) इन जन मों के प्रारंभ ृर सेवा के सिस्ट् ों की साृेक्ष ज् ेष्ठता उनकी संबंजित श्रेजण ों की वि साृेक्ष

ज् ेष्ठता िोगी िो इन जन मों के प्रारंभ से ृूवा अविाररत की गई िो।

ृरंतु दि सेवा के दकसी सिस्ट् की ज् ेष्ठता इन जन मों के प्रारंभ से ृूवा जवजनर्िाष्ट प ृ से अविाररत निीं की गई

ी, तो वि सरकार द्वारा अविाररत की िाएगी ।

(2)

इन जन मों के प्रारंभ के ृिात सेवा की जवजभन्न श्रेजण ों में जन ुि दकए गए व्यजि ों की ज् ेष्ठता सरकार

द्वारा सम -सम ृर िारी दकए गए सािारण आिेिों ा अनुिेिों के अनुसार अविाररत की िाएंगी ।

10.

ृररवीक्षा.- (1) सेवा के प्रिान जनिी सजचव और जनिी सिा क की श्रेणी में जन ुजि ृर प्रत् ेक व्यजि िो वषा की

अवजि के जलए ृररवीक्षा ृर िोगा ;

ृरन्तु ि िज दक जन ुजि प्राजिकारी सरकार द्वारा सम -सम ृर िारी दकए गए सािारण अनुिेिों के अनुसार

ृररवीक्षा की अवजि का जवस्ट्तार कर सकेगा।

(2)

ृररवीक्षा ा उसके दकसी जवस्ट्तार की समाजप्त ृर, दि अजिकारर ों को स्ट् ा ी जन ुजि के ोग् समझा

िाता िज, तो उन्िें जन जमत आिार ृर उनकी जन ुजि में प्रजतिाररत र ा िाएगा और ाजस्ट् जत, उृलब्ि मूल

ररजि ों के जवप द्ध उजचत सम में ृुजष्ट की िाएगी।

(3)

दि ाजस्ट् जत, ृररवीक्षा अवजि ा उसके जवस्ट्तार की अवजि के िौरान जन ुजि प्राजिकारी की ि

रा िज दक अजिकारी स्ट् ा ी जन ुजि के जलए ोग् निीं िज तो वि अजिकारी, ाजस्ट् जत सेवोन्मुि ा सेवा की

संबद्ध श्रेणी में उसकी जन ुजि से ृूवा उसके द्वारा िाररत ृि ृर ृररवर्तात कर दि ा िा सकेगा ।

(4)

ृररवीक्षा की अवजि ा उसके दकसी जवस्ट्तार के िौरान अजिकारर ों से ऐसे प्रजिक्षण और अनुिेिों के

ृाठ्यक्म को ृूरा करने के जलए और ऐसी ृरीक्षा त ा ृरीक्षण (जिसमें जिन्िी ृरीक्षा सजम्मजलत िज) उत्तीणा करने

के जलए, िो ीक समझा िाए, ृररवीक्षा के समािानप्रि ृूरा िोने की एक िता के प ृ में, अृेक्षा की िा सकेगी;

सेवा के जनिी सिा क की श्रेणीं में जन ुि ऐसा अजिकारी, जिसका सरकार ा दकसी राज् सरकार के

अिीन दकसी ृि ृर कोई िारणाजिकार निीं िज ा िारणाजिकार िज, ृररवीक्षा के िौरान, जबना कोई सूचना दिए

दकसी भी सम ाजस्ट् जत सेवोन्मुि ा िारणाजिकार ृि ृर प्रजतवर्तात दकए िाने का िा ी िोगा, दि

(क)

ृररवीक्षा के िौरान उसके का ा जन्‍ृािन ा आचरण के आिार ृर उसे सेवा में आगे प्रजतिाररत

करने के जलए अ ोग् समझा िाता िज; ा

( ) उसकी राष्ट्री ता, आ ु, स्ट्वास्ट्् ा ृूवावषत्त ा उसकी जन ुजि से सुसंगत दकसी अन् ृिलू से संबंजित

कोई सूचना की प्राजप्त िोने ृर, जन ुजि प्राजिकारी का ि समािान िो िाता िज दक वि सेवा के सिस्ट्

िोने के जलए अृात्र ा अन् ा अ ोग् िज ।

ृररवीक्षा से संबंजित दकसी अन् जवष के जलए सेवा के सिस्ट् सरकार द्वारा सम -सम ृर इस संबंि

में िारी दकए गए अनुिेिों द्वारा िाजसत िोंगे ।

11.

सेवा में जन ुजि.- (1) सेवा में सभी जन ुजि ां सेवा की जवजभन्न श्रेजण ों में सभी कत्ताव्य ृिों के जलए जन ुजि

प्राजिकारी द्वारा की िाएगी ।

(2) सेवा के जनिी सिा क की श्रेणी में सीिे भती दकए गए व्यजि ों की जन ुजि जनम्नजलज त ितों के अिीन रिते

हुए िोगी -

(क) ऐसी िांच िो सरकार द्वारा उनकी उृ ुिता जनिााररत करने के जलए आवश् क समझी िाए; और

( ) व्यजि दकसी ऐसी मानजसक ा िारीररक त्रुरट से, जिससे सेवा के कत्ताव्यों के जनवािन करने के जलए बािा

उत्ृन्न िोने की संभावना िो, ऐसी जचदकत्सी ृरीक्षा के ृिात िो सरकार जवजित करे, मुि िोने चाजिए।

12.

रक्षा से संबद्ध ृिों में सेवा के िाज त्व.- सेवा में जन ुि कोई अजिकारी, दि ऐसा अृेजक्षत िो, रक्षा मंत्राल ा

भारत की रक्षा से संबद्ध जवभाग में कत्ताव्य ृि से जभन्न ृिों में भारत में किीं भी चार वषा से अनजिक की अवजि के जलए

दकसी रक्षा सेवा में सेवा करने के जलए 50 वषा की आ ु तक िा ी िोगा। अजिकारर ों से दि सरकार ऐसा जवजनि करती

िज तो दकसी केंरी सरकार के का ााल ों ा ृजब्लक से‍टर उृक्म में सेवा करने के जलए भी अृेक्षा की िा सकेगी ।

13.

जनरिाता.- वि व्यजि,

(क) जिसने ऐसे व्यजि से जिसका ृजत ा जिसकी ृत्नी िीजवत िज, जववाि दक ा िज ा जववाि की

संजविा की

िज ा

( ) जिसने अृने ृजत ा ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दक ा िज ा जववाि की संजविा की िज,

सेवा में जन ुजि के जलए ृात्र निीं िोगा;

ृरंतु दि केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के अन् ृक्षकार

को लागू स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस

जन म के प्रवतान से छूट िे सकेगी ।

14.

वेतन का जवजन मन.- जवजभन्न श्रेजण ों के अजिकारर ों का वेतन और वेतन वषजद्ध ााँ, मूल जन मों ा वेतन से

संबंजित प्रवषत अन् जन मों के अनुसार जवजन जमत की िाएंगी ।

15.

जवभागी प्रोन्नजत सजमजत और जवभागी ृुजष्ट सजमजत की संरचना.- सेवा की जवजभन्न श्रेजण ों के जलए जवभागी

प्रोन्नजत सजमजत और जवभागी ृुजष्ट सजमजत की संरचना अनुसूची 3 में ा जवजनर्िाष्ट िोगी ।

16.

च न सूची का तज ार दक ा िाना.- जवभागी प्रोन्नजत सजमजत की बज क, केन्री सरकार द्वारा सम -सम ृर

ा अजिकज त जवभागी प्रोन्नजत सजमजत द्वारा ृालन की िाने वाली प्रदक् ा के ृिात का ाृालक प्रिान जनिी सजचव,

ज् ेष्ठ प्रिान जनिी सजचव, प्रिान जनिी सजचव, जनिी सजचव और जनिी सिा क की श्रेणी में ररजि ों को भरने के जलए

ज् ेष्ठ प्रिान जनिी सजचव, प्रिान जनिी सजचव, जनिी सजचव, जनिी सिा क और आिुजलजृक की श्रेणी में ृात्र

अजिकारर ों में से अजिकारर ों की च न सूची तज ार करने के जलए िजसा और िब अृेजक्षत िो, िोगी ।

17.

अवजिष्ट मामले.- ऐसे मामलों के संबंि में िो इन जन मों के अंतगात जवजनर्िाष्ट प ृ से निीं आते िैं सेवा के सिस्ट्

सािारणतः केन्री जसजवल सेवा को लागू जन म और आिेिों द्वारा िाजसत िोंगे।

18.

जिज ल करने की िजि.- ििां केन्री सरकार की ि रा िज दक ऐसा करना आवश् क और समीचीन िज विां

उसके जलए िो कारण िैं उन्िें ले बद्ध करके और संघ लोक सेवा आ ोग से ृरामिा करके, इन जन मों के दकसी उृबंि को

व्यजि ों ा ृिों के दकसी वगा ा प्रवगा की बाबत कोई आिेि, के ृिात जिज ल कर सकेगी ।

19.

NOTIFICATION

New Delhi, the 10th February, 2024

S.R.O. 6.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Armed Forces Headquarters Stenographers’ (Group 'A' and 'B' posts) Service Rules, 2004, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules, namely: -

Short title and commencement.- (1) These rules may be called the Armed Forces Headquarters

Stenographers (Group 'A' and 'B' Posts) Service Rules, 2024.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Definitions.- In these rules, unless the context otherwise requires,-

(a) “appointing authority” in relation to any grade means the authority empowered under the Central Civil

Service (Classification, Control and Appeal) Rules, 1965, to make appointments to the grades mentioned in

rule 3;

(b) “authorised strength” in relation to any Grade means the number of posts in that Grade against which

appointments are being made on regular basis;

(d) “direct recruit” means a person recruited to the grade of Personal Assistant on the basis of competitive

examination held by the Staff Selection Commission in accordance with the procedure laid down;

(e) “duty post” in relation to any grade means a post of that grade included in the Armed Forces

Headquarters Stenographers’ Service;

(f) “eligible officer” means an officer eligible to be considered for promotion to the post of Executive

Principal Private Secretary, Senior Principal Private Secretary, Principal Private Secretary, Private Secretary

and Personal Assistant as the case may be in accordance with rule 6 and 7 of these rules;

(g) “Field of Selection” in relation to any grade means zone of consideration which shall be determined in

accordance with the instructions of Government issued from time to time;

(h) “Government” means the Government of India;

(i) “grade” means any of the grades specified in rule 3;

(j) “Other Backward Classes” means the castes or communities notified by the Government from time to

time for the purpose of reservation in civil services and posts in the Government of India;

(k) “Schedule” means a Schedule appended to these rules;

(l) “select list” in relation to the Executive Principal Private Secretary, Senior Principal Private Secretary,

Principal Private Secretary, Private Secretary and Personal Assistant means the select list prepared for

promotion to the respective grades to fill the existing and anticipated vacancies likely to occur during the

calendar year from the 1^st day of January to 31^st day of December of the year;

(m) “Service” means the Armed Forces Headquarters Stenographers’ Service;

(n) “Temporary Officer” in relation to any grade means a person holding a temporary or officiating

appointment in that grade in accordance with relevant provision of these rules or an officer appointed to a

grade who is yet to be removed from probation.

(o) “years of approved service” in relation to any grade means,-

(i) in respect of an officer recruited directly to that grade, period or periods of regular service

rendered in that grade, including period or periods of absence during which he would have held a

post on regular basis in that grade but for his being on leave or otherwise not being available to hold

such post, from the first day of January of the year, following the year of the examination for which

direct recruitment was held;

(ii) in respect of an officer recruited to that grade through departmental examination, period or

periods of regular service rendered in that grade, including period or periods of absence during

which he would have held a post on regular basis in that grade but for his being on leave or

otherwise not being available to hold such post, from the first day of January of the year for which

such examination was held; and

(iii) in respect of an officer recruited to that grade on the basis of length of service in the lower

grade, period or periods of regular service rendered in that grade, including period or periods of

absence during which he would have held a post on regular basis in that grade but for being on leave

or otherwise not being available to hold such post, from the first day of January of the year for

which the recruitment was made.

Composition of the Service. - (1) There shall be five grades in the Service, namely:-

(2)

All the posts in any grade of the Service existing before commencement of these rules shall be deemed to

have been converted into duty posts of the grade as specified in Schedule V and Schedule VI.

Authorised strength of the service and its review.- (1) The duty posts included in various grades of the

service, their numbers and the level in the pay matrix on the date of commencement of these rules shall be as specified

in Schedule I.

(2) Notwithstanding anything contained in sub-rule (1), the Government may-

(a) from time to time make temporary additions or alterations to the duty posts in various grades of the Service;

(b) include in the Service such posts of the Armed Forces Headquarters and Inter Service Organisations as can

be deemed to be equivalent to the posts included in the Service in status, grade, pay scale and professional content

or exclude from the service a duty post already included in the service.

5. Members of the Service.– (1) The following persons shall be the members of the service,-

(a)

persons appointed to duty posts under rule 6; and

(b)

persons appointed to duty posts under rule 7 from the date of such appointment.

Initial Constitution of Service.- (1) All existing officers holding Group ‘A’ and ‘B’ duty posts in the

organisations specified in Schedule II on regular basis in the Armed Forces Headquarters Stenographers’ Service on

the date of commencement of these rules shall be members of the Service in the respective grades.

(2) The regular continuous Service of officers referred to in sub-rule (1) before the commencement of these rules

shall count for the purpose of probation, promotion, confirmation in the Service.

Method of recruitment and future maintenance of the Service. - (1) The vacant duty posts in any of the

grades referred to in Schedule I shall be filled in the manner provided in Schedule IV.

(2) For the purpose of promotion to posts in the grades of Executive Principal Private Secretary, Senior Principal

Private Secretary, Principal Private Secretary, Private Secretary and Personal Assistant, select list shall be prepared

in accordance with the general orders or instructions issued by the Government from time to time.

(3) Every officer shall, unless he is on leave or otherwise not available for holding a duty post or for any other

reason to be recorded in writing, be posted against a duty post of the appropriate grade of the Service.

(4) Every duty post, unless declared to be excluded from the Service or held in abeyance for any reason, shall

ordinarily be held by an officer of the appropriate grade.

Filling of duty posts by deputation. - (1) Notwithstanding anything contained in rule 7, where the

Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded

in writing and in consultation with the Union Public Service Commission, fill a duty post in the grades of Executive

Principal Private Secretary, Senior Principal Private Secretary, Principal Private Secretary and Private Secretary by

deputation for a period of three years, which can be extended in special circumstances up to five years.

(2) Notwithstanding anything contained in rule 7, where the Government is of the opinion that it is necessary

or expedient so to do, it may, for reasons to be recorded in writing fill a duty post in the grade of Personal

Assistant by deputation for a period of three years, which can be extended in special circumstances up to five

years.

(3) The qualification, experience and eligibility service for appointment to any grade of the service under this

rule shall be decided by the Government in consultation with the Union Public Service Commission.

Seniority.- (1) The relative seniority of members of the Service on commencement of these rules shall be

the relative seniority in their respective grades as determined before commencement of these rules:

Provided that if the seniority of any member of the Service had not been specifically determined before

commencement of these rules, it shall be determined by the Government.

(2) The seniority of persons appointed to various grades of the Service after commencement of these rules shall

be determined in accordance with the general orders or instructions issued by the Government from time to time.

10.

Probation.- (1) Every person on appointment to the grade of Principal Private Secretary and Personal

Assistant of the Service shall be on probation for a period of two years:

Provided that the appointing authority may extend the period of probation in accordance with the general

instructions issued by the Government from time to time.

(2) On completion of the period of probation or any extension thereof, officers shall, if considered fit for

permanent appointment, be retained in their appointments on regular basis and be confirmed in due course

against the available substantive vacancies, as the case may be.

(3) If, during the period of probation, or its extension thereof, as the case may be, appointing authority is of the

opinion that an officer is not fit for permanent appointment, the officer may be discharged from the service or

reverted to the post held by him prior to his appointment in the concerned grade of the Service, as the case may

be.

(4) During the period of probation, or any extension thereof, officers may be required to undergo such courses of

training and instructions and to pass such examinations, and tests (including examination in Hindi), as may be

deemed fit, as a condition to satisfactory completion of the probation.

(5) An officer appointed to the grade of Personal Assistant of the Service who has no lien or has lien on any post

under the Government or any State Government shall while on probation, be liable to be discharged from the

Service or reverted to the lien post as the case may be, at any time without notice, if:

(a)

On the basis of his performance or conduct during probation, he is considered unfit for further

retention in the Service; or

(b)

On the receipt of any information relating to his nationality, age, health or antecedents or any other

aspect relevant to his appointment, the appointing authority is satisfied that he is ineligible or otherwise unfit

for being a member of the Service.

(6) As regards other matter relating to probation, the members of the service shall be governed by the

instructions issued by the Government in this regard from time to time.

11.

Appointment to the Service.- (1) All appointments to the Service shall be made by the Appointing

Authority for all the duty posts in various grades of the Service.

(2) Appointment of direct recruits in the grades of Personal Assistant of the Service shall be subject to the

following conditions:-

(a)

Such enquiry as may be considered necessary by the Government to assess their suitability; and

(b)

Persons should be free from any mental or physical defect, after such medical examination as the

Government may prescribe, which is likely to interfere with the discharge of the duties of the Service.

12.

Liability to serve in posts connected with Defence.- Any officer appointed to the service, if so required,

shall be liable upto the age of fifty years to serve in any Defence Service anywhere in India in posts other than the

duty post in Ministry of Defence or Department connected with the Defence of India, for a period not exceeding four

years. The officers may also be required to serve in any Central Government offices or public sector undertaking if the

Government so decides.

13.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the Service :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

14.

Regulation of pay. - The pay and increments of officers of various grades shall be regulated in accordance

with the Fundamental Rules or other Rules in force relating to pay.

15.

Composition of Departmental Promotion Committee and Departmental Confirmation Committee.-

The composition of Departmental Promotion Committee and Departmental Confirmation Committee for various

grades of the service shall be as specified in Schedule III.

16.

Preparation of select list.- The Departmental Promotion Committee shall meet as and when required for

preparing a select list of officers from amongst the eligible officers in the grades of Senior Principal Private Secretary,

Principal Private Secretary, Private Secretary, Personal Assistant and Stenographer to fill the vacancies in the grade of

Executive Principal Private Secretary, Senior Principal Private Secretary, Principal Private Secretary, Private

Secretary and Personal Assistant after following the procedure to be observed by the Departmental Promotion

Committee as laid down by the Central Government from time to time.

17.

Residuary matters.- In regard to matters not specifically covered by these rules the members of the service

shall be governed by the rules and orders applicable to the Central Civil Service in general.

18.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons or posts.

19.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

20.

Interpretation. - If any question arises relating to the interpretation of these rules or the regulations or orders

made or issued thereunder, the same shall be decided by the Government.
