रक्षा लेखा , (वगच 3 और वगच 4 के पि) भती जनयम,1970 को, ििााँ तक उनका संबंि जनयंत्रक कायाचलयों में ज्येष्ठ

आिुजलजपक के पिों से िै उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवच दकया गया िै या दकए िाने

का लोप दकया गया िै,रक्षा लेखा जवभाग ,रक्षा मंत्रालय में आिुजलजपक श्रेणी -I के पि पर भती की पद्धजत का जवजनयमन

करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत;

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, रक्षा लेखा जवभाग, आिुजलजपक –

श्रेणी I (समूि ‘ख’ पि) भती जनयम, 2023 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि की संख्या, वगीकरण और वेतन का स्ट्तर.—उि पि की संख्या, उनका वगीकरण और वेतन मैट्ररक्स में स्ट्तर

वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्िचष्ट िैं।

3. भती की पद्धजत, आयु सीमा, अिचताएं आदि.—उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्िचष्ट िैं।

4. जनरिचता.—वि व्यजि—

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत िोते हुए दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै ,

उि पि में जनयुजि का पात्र निीं िोगा।

परन्तु यदि केन्रीय सरकार का समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै, तो वि दकसी व्यजि को इस जनयम के प्रवतचन

से छूट िे सकेगी।

5. जिजथल करने की िजि.—ििां केन्रीय सरकार की यि राय िो दक ऐसा करना आवश्यक या समीर्ीन िै, विााँ

वि उसके जलए िो कारण िैं उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के दकसी उपबंि

को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं

डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछडे वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

िै; और जवभाग के अिीन कायचरत जवजभन्न क्षेत्रीय प्रजिक्षण केंरों में

प्रिान दकए गए उच्चतर पि से संबंजित िो सप्ताि का प्रजिक्षण

सफलतापूवचक पूरा दकया िै।

ट्रटप्पण :

ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोने अपनी अिचक या

पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवर्ार दकया िा रिा

िो ,विााँ उनके ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा

परंतु यि तब िब दक उसके द्वारा की गयी ऐसी अिचक या पात्रता

सेवा, अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो

वषच से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे

कजनष्ठ व्यजियों सजित, जिन्िोने ऐसी अिचक या पात्रता सेवा पिले

िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पट्ररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो ।

प्रजतजनयुजि :

केंरीय सरकार के आिीन आिुजलजपक का पि िारण करने वाले

ऐसे अजिकारी:

(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि

िारण दकए हुए िैं; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर -4 (रु.

25500 – 81100) या समतुल्य में िस वषच दक जनयजमत सेवा की

िै।

ट्रटप्पण 1: पोषक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की

सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत

द्वारा जनयुजि के जलए जवर्ार दकए िाने के पात्र निीं िोंगे।

ट्रटप्पण 2: प्रजतजनयुजि की अवजि जिसके अंतगचत केन्रीय सरकार

के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की

अवजि िै, सािारणतया तीन वषच से अजिक निीं िोगी।

ट्रटप्पण 3: प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु-सीमा

आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषच से अजिक

निीं िोगी।

S.R.O. 13.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Defence Accounts (Class III and IV posts) recruitment Rules ,1970, in so far as they relate to the

post of Senior Stenographers in Controllers’ Offices, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Stenographer Grade-I in the Defence Accounts Department, Ministry of Defence, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Defence

Accounts Department, Stenographer Grade-I (Group ‘B’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age- limit, qualifications, etc.— The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Schedules Castes, the Scheduled Tribes, the Other Backward Classes, the

Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

Promotion:

Stenographers Grade-II in level-4 in the pay matrix (Rs

25500-81100) with ten years regular service in the grade and

have successfully completed the training of two weeks in

relation to the higher post imparted at the various Regional

Training Centres functioning under the Department.

Note : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short of

the requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service or two years,

whichever is less, and have successfully completed their

probation period for promotion to the next higher grade along

with their juniors who have already completed such

qualifying or eligibility service.

Deputation:

Officers holding the post of Stenographer under the Central

Government;

(a) (i) holding analogous post on regular basis in the parent

cadre or department; or

(ii) with ten years regular service in level-4 in the pay matrix

(Rs 25500-81100) or equivalent in the parent cadre or

department.

Note 1: The departmental officers in the feeder category who

are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by

deputation shall be ‘not exceeding fifty-six years’ as on the

closing date of receipt of applications.
