1. संजक्षप्त नाम और प्रारंभ – (1) इन जन मों का संजक्षप्त नाम राष्ट्री प्राजिकरण रासा जनक िज ार समझौता,

मंजत्रमंडल सजर्वाल , सलािकार भती जन म, 2024 िज ।

(2) े रािृत्र में उनके प्रकािन की तारीख को प्रवषत्त िोंगे ।

2. ृि की सं्‍ ा, वगीकरण और वेतन मजंरक्स में स्ट्तर – उि ृि की सं्‍ ा, उनका वगीकरण और इससे संलग्न वेतन

मजंरक्स में स्ट्तर वे िोंगे िो इन जन मों से उृाबद्ध ानुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं ।

3. भती की ृद्धजत, आ ु-सीमा, ािचताएं, आदि – भती की ृद्धजत, आ ु-सीमा, ािचताएं और उनसे संबंजित ान् बातें वे

िोंगी िो उि ानुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

4. जनरिचता – वि व्यजि –

(क)

जलए िो कारण िैं उन्िें लेखबद्ध करके, और संज लोक सेवा आ ोग से ृरामिच करके, इन जन मों के दकसी उृबंि को दकसी

वगच ा प्रवगच के व्यजि ों की बाबत, आिेि ्ारा जिज ल कर सकेगी ।

6. व्यावषजत्त – इन जन मों की कोई बात, ऐसे आरक्षण, आ ु-सीमा में छूट और ान् ंर ा तों ृर प्रभाव निीं डालेगी,

जिनका केन्री सरकार ्ारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के ानुसार ानुसूजर्त िाजत ों,

ानुसूजर्त िनिाजत ों, ान् जृछडें वगों, भूतृूवच सजनकों और ान् जविेष प्रवगच के व्यजि ों के जलए उृबंि करना

New Delhi, the 20th February, 2024.

G.S.R. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Authority Chemical Weapons Convention, Cabinet Secretariat (Group ‘A’ and ‘B’ Posts)

Recruitment Rules, 2004, in so far as they relate to the post of Adviser, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Adviser in the National Authority Chemical Weapons Convention, Cabinet Secretariat, namely: -

1. Short title and commencement.- (1) These rules may be called the National Authority Chemical Weapons

Convention, Cabinet Secretariat, Adviser, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

(b) possessing the following educational qualification and

experience:

(i) Master’s degree in Chemistry or Industrial Chemistry or

degree in Chemical Technology or Chemical Engineering

from a recognised university or institute.

(ii) Twelve years’ experience in a managerial technical position

in a technical or research organisation or industrial concern

engaged in the field of organic chemicals and organic

chemical industry, out of which four years’ experience in

administration of chemical units or implementation of the

provisions of Chemical Weapons Convention Act and

enforcement of law interaction with State Governments or

International organisation.

Note 1.- Period of deputation (including short-term contract)

supersession of the National Authority Chemical Weapons Convention, Cabinet Secretariat (Group ‘A’ and ‘B’ Posts)

Recruitment Rules, 2004, in so far as they relate to the post of Deputy Director, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Deputy Director in the National Authority Chemical Weapons Convention, Cabinet

Secretariat, namely: -

1. Short title and commencement.- (1) These rules may be called the National Authority Chemical Weapons

Convention, Cabinet Secretariat, Deputy Director, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

G.S.R. 24.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Crime Records Bureau, Crime Records, Administration and Training Division, Inspector

(Group ‘B’ Post) Recruitment Rules, 2012, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Inspector in the National Crime Records Bureau, Ministry of Home Affairs, Crime Records, Administration and

Training Division, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Crime

Records Bureau, Crime Records, Administration and Training Division, Inspector (Group ‘B’ Post) Recruitment

Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time, in

this regard.

सा.का.जन. 25.—राष्ट्रपक्ति संक्तिधान के अनुच्छेद 309 के परंिुक द्वारा प्रदत्त शक्तियों का प्रयोग करिे हुए, जल

शक्ति मंत्रालय, जल संसाधन, नदी क्तिकास और गंगा संरक्षण क्तिभाग, फरक्का बैराज पररयोजना में स्टाफ कार ड्राइिर श्रेणी

1 के पद पर भिी की पद्धक्ति का क्तिक्तनयमन करने के क्तलए क्तनम्नक्तलक्तिि क्तनयम बनािे हैं, अर्ाािः

1. संक्तक्षप्त नाम और प्रारंभ: - (1) इन क्तनयमों का संक्तक्षप्त नाम जल शक्ति मंत्रालय, जल संसाधन, नदी क्तिकास और गंगा

संरक्षण क्तिभाग, फरक्का बैराज पररयोजना में स्टाफ कार ड्राइिर श्रेणी 1 (समूह- ‘ग’ पद) भिी क्तनयम, 2024 है।

पर इन क्तनयमों के प्रििान से पहले उि पद पर क्तनयुि दकए गए र्े, इन क्तनयमों के अधीन क्तनयुि दकए गए समझे जाएंगे

और इन क्तनयमों के प्रििान से ठीक पहले धाररि दकये गए संबंक्तधि पदों में उनके द्वारा प्रदान की गई क्तनरंिर सेिा को

पररिीक्षा, ज्येष्ठिा, प्रोन्नक्ति के क्तलए अहाक सेिा, पुक्ति और सेिा में पेंशन के प्रयोजन के क्तलए गणना में क्तलया जाएगा।

4. भिी की पद्धक्ति, आयु सीमा, अहिााएं आदद – भिी की पद्धक्ति, आयु सीमा, अहिााएं और उससे संबंक्तधि अन्य बािें िे

होंगी जो पूिोि अनुसूची के स्िंभ (5) से स्िंभ (13) में क्तिक्तनर्दाि है।

5. क्तनरहािा – िह व्यक्ति -

(क) क्तजसने ऐसे व्यक्ति से, क्तजसका पक्ति या पत्नी जीक्तिि है क्तििाह दकया है या क्तििाह की संक्तिदा की है, या

(ि) क्तजसने अपने पक्ति या पत्नी के जीक्तिि रहिे हुए, दकसी व्यक्ति से क्तििाह दकया है या क्तििाह की संक्तिदा की है उि

पद में से दकसी पर क्तनयुक्ति के क्तलए पात्र नहीं होंगा।

परंिु यदद केन्रीय सरकार, का यह समाधान हो जािा है दक ऐसा क्तििाह ऐसे व्यक्ति और क्तििाह के अन्य पक्षकार को

लागू स्िीय क्तिक्तध के अधीन अनुज्ञेय है और ऐसा करने के क्तलए अन्य आधार हैं िो िह दकसी व्यक्ति को इस क्तनयम के

प्रििान से छूट दे सकेगी।

6. क्तशक्तर्ल करने की शक्ति – जहां केंरीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके

क्तलए जो कारण हैं, उन्हें लेिबद्ध करके िर्ा कमाचारी चयन आयोग से परामशा करके, इन क्तनयमों के दकसी उबंध को

दकसी िगा या प्रिगा के व्यक्तियों के बाबि आदेश द्वारा क्तशक्तर्ल कर सकेगी।

7. व्यािृक्तत्त - इन क्तनयमों की कोई बाि, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायिों पर प्रभाि नहीं डालेगी,

क्तजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेशों के अनुसार, अनुसूक्तचि जाक्तियों,

अनुसूक्तचि जनजाक्तियों, भूिपूिा सैक्तनकों और अन्य क्तिशेष प्रिगा के व्यक्तियों के क्तलए उपबंध करना अपेक्तक्षि है।

2. Initial constitution. - The incumbents of the post mentioned in column (1) of the Schedule annexed to these rules

who were appointed to the said post before the commencement of these rules on regular basis shall be deemed to have

been appointed under these rules and the continuous service rendered by them in the respective posts held

immediately before the commencement of these rules shall be counted for the purpose of probation, seniority,

qualifying service for promotion, confirmation and pension in the service.

3. Number of posts, classification and level in pay matrix. – The number of the said post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
