New Delhi, the 29th February, 2024

G.S.R. 26.—In exercise of the powers conferred by sub-section (1) read withclauses (a) and (b) of sub-

section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the

following rules regulating the method of recruitment to the post of Naib Subedar (Draughtsman) Group ‘B’

Combatised Post in Assam Rifles in the Ministry of Home Affairs, namely:-

Short title and commencement.– (1)These rules may be called the Ministry of Home Affairs, Assam Rifles

Naib Subedar (Draughtsman), Group ‘B’(Combatised) Posts Recruitment Rules, 2024.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.– The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in column (5) to (13) of the said

Schedule.

Disqualification.– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall not be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Medical Fitness.– Medical fitness shall be as per revised uniform guidelines for recruitment in the Central

Armed Police Forces and Assam Rifles issued by the Ministry of Home Affairs from time to time.

Superannuation.–(1) Every person appointed under these rules shall retire from service on the afternoon of

the last day of the month in which he or she attains the age of sixty years:

Provided that a person whose date of birth is on the first day of the month, shall retire from service in the

afternoon of the last day of the preceding month on attaining the age of sixty years.

(2)No person shall be granted extension in service beyond the prescribed age of retirement on

superannuation.

Interpretation.–If any question arises as to the interpretation of these rules, it shall be referred to the Central

Government for decision.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation, relax any of the provisions of these rules

with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes,the Ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

From amongst members of Assam Rifles,–

(i)

holding the rank of Warrant Officer (Draughtsman) in level-5 (Rs. 29200-92300) of the pay matrix, with six

years of regular service in the grade;

(ii)

shall be in medical Category Shape-I; and

(iii)

shall be qualified pre-promotional training of minimum two to four weeks or as prescribed by the Force from

time to time.

Note.-Where Juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service or

two years, whichever is less and have successfully completed their probation period for promotion to the next higher

level alongwith their juniors who have already completed such qualifying or eligibility service.

Deputation:

From Army personnel part of Draughtsman cadre ,–

(a)

(i) holding analogous posts on a regular basis; or

(ii) with six years of regular service in the post in level 5 (Rs. 29200-92300) of the pay matrix or

equivalent; or

(iii) with ten years of regular service in the post in level 4(Rs. 25500-81100) of the pay matrix or

equivalent;

and

(b)

possessing of the following educational qualification and experience,–

(i) diploma in Architectural Assistantship from institute recognised by the Central Government or the State

Government; or

(ii) two years experience in Architectural Assistantship from Government or Union territories Administration

statutory or autonomous organizations.

Note: 1. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for

appointment by promotion.

Note: 2. The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or department of the Central Government shall

ordinarily not exceed three years.

सा.का.जन. 27.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, आर्थचक कायच

जवभाग, जवत्त मंत्रालय में जनिेिक के पि पर भती की पद्धजत का जवजनयमन करने के जलए एतद्द्वारा जनम्नजलजखत जनयम

बनाते िैं, अथाचत्: -

संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों को जवत्त मंत्रालय, आर्थचक कायच जवभाग, जनिेिक (समूि 'क' पि) भती जनयम,

2024 किा िा सकेगा।

(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रवृत्त िोंगे।

पि संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पि की संख्या, इसका वगीकरण और उससे िुड़े वेतन मैररक्स

का स्ट्तर इन जनयमों के साथ उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से (4) में जवजनर्िचष्ट िोगा।

भती की पद्धजत, आयु-सीमा, अन्य अिचताएं, आदि.– भती की पद्धजत, आयु-सीमा, अिचताएं और उि पि से संबंजित

अन्य बातें विी िोंगी िो उि अनुसूर्ी के स्ट्तमभ (5) से स्ट्तमभ (13) में जवजनर्िचष्ट िैं।

जनरिचता.– वि व्यजि,–

(क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजवत िै, से जववाि दकया िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी अन्य व्यजि से जववाि दकया िै, उि पि पर

जनयुजि के जलए पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

जिजथल करने की िजि.- ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विााँ वि

उसके जलए िो कारण िैं उन्िें लेखवद्ध करके और संघ लोक सेवा आयोग से परामिच करने के बाि, इन जनयमों के दकसी

उपबंि को दकसी वगच या प्रवगच के व्यजियों के संबंि में, आिेि द्वारा जिजथल कर सकेगी।

व्यावृजत.- इन जनयमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिसका केंरीय सरकार द्वारा इस संबंि में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

(ख) जनम्नजलजखत िैक्षजणक अिचताएं और अनुभव रखने

दकसी भी जवषय में स्नातक की जडग्री;

(ii) बिट बनाने, लोक जवत्त का लेखांकन, ऋण प्रबंिन

और बाह्य जवत्त और बाह्य सिायता सजित खातों के

मामलों की िेखरेख में न्यूनतम िस वषच का अनुभव।

वांछनीय :

अंतरराष्ट्रीय जवत्त और अंतरराष्ट्रीय जवत्तीय कानून में एक

President hereby makes the following rules to regulate the method of recruitment to the post of Director in the

Department of Economic Affairs, Ministry of Finance, namely: -

1. Short title and commencement.– (1) These rules may be called the Ministry of Finance, Department of

Economic Affairs, Director (Group ‘A’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.- The number of the said post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

Accounts and Audit in level-12 in the pay matrix (Rs.

78800-209200) with five years regular service in the

grade and having the educational qualifications,

experience prescribed for deputation shall also be

considered along with outsiders. If the departmental

candidate is selected for appointment to the post, it

shall be treated as having been filled by promotion.

Note 2: The period of deputation (including short-term

contract) including the period of deputation (including

short-term contract) in another ex-cadre post held

immediately preceding this appointment in the same or

some other organisation or department of the Central

Government shall ordinarily not exceed five years.

Note 3: The maximum age-limit for appointment by

deputation (including short-term contract) shall be not

exceeding fifty-six years as on the last date of receipt

of applications.

supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay, (Class III and Class IV

Posts) Recruitment Rules, 1968, in so far as they relate to the post of Assistant Brace Maker, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Assistant Brace Maker (Prosthetics and Orthotics) in the All India Institute

Physical Medicine and Rehabilitation, Mumbai,Ministry of Health and Family Welfare, namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, All

India Institute of Physical Medicine and Rehabilitation, Mumbai, Assistant Brace Maker (Prosthetics and Orthotics)

Group ‘C’ Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix. – The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Act, 2002 (39 of 2002) and amendment (11 of 2023) read with rules 30A, 30B and 30C of the Multi-State Co-

operative Societies Rules, 2002, the Central Government hereby appoints Shri Alok Agarwal as Co-operative

Ombudsman with territorial jurisdiction of entire country for a period of three years, from the date on which he enters

upon his office, as per terms and conditions specified in the said Act and rules and his office shall be situated at 9^th
