.—केन्रीय सरकार, सिस्त्र सीमा बल अजिजनयम, 2007 (2007 का 53) की िारा 155 की

उपिारा (2) के खंड (क) और खंड (ग) के साथ परठत उपिारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए और, सिस्त्र

सीमा बल, समूि 'ग' योिक (अरािपजत्रत) परा-पिुजर्दकत्सा पि भती जनयम, 2018 को, उन बातों के जसवाय अजिक्ांत

करते हुए जिन्िें ऐसे अजिक्मण से पूवच दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय, सिस्त्र सीमा बल में

सिायक उप- जनरीक्षक (पिुजर्दकत्सा), िेड कांस्ट्टेबल (पिुजर्दकत्सा) और कांस्ट्टेबल (पिुजर्दकत्सा) के पिों पर भती की

पद्धजत्त का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथाचतः-

1. संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, सिायक उप- जनरीक्षक

(पिुजर्दकत्सा), िेड कांस्ट्टेबल (पिुजर्दकत्सा) और कांस्ट्टेबल (पिुजर्दकत्सा), समूि ‘ग’ पि भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना.– ये जनयम, इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (1) में जवजनर्िचष्ट पिों को लागू िोंगे।

3. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में

उनका स्ट्तर वि िोगा, िो, इन जनयमों से उपाबद्ध उि अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

4. भती की पद्धजत, आयु-सीमा, अिचताएं, आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित

अन्य बातें वे िोंगी, िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

5. जनरिचता.– वि व्यजि,-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि और जववाि के अन्य पक्षकार को लागू

स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतचन से छूट

िे सकेगा।

6. जर्दकत्सक िृष्टया योग्यता.– इन जनयमों में अन्तर्वचष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि िो जर्दकत्सा प्रवगच

‘िेप-1’ में िैं,

िैसा दक केंरीय सिस्त्र पुजलस बलों में भती जर्दकत्सा परीक्षाओं के जलए गृि मंत्रालय के दििाजनिेिों और असम

राइफल के द्वारा समय-समय पर संिोजित कायाचलय ज्ञापन दिनांक 20 मई, 2015 और दिनांक 31 िुलाई, 2021 में

जवजनर्िचष्ट िै और केंर सरकार द्वारा समय-समय पर िारी दकए गए दकसी भी अनुिेि के अिीन इन जनयमों के उपबंिों के

अिीन जनयुजि के जलए पात्र िोंगे।

7. अजिवर्षचता.- इन जनयमों के अिीन जनयुि दकया गया प्रत्येक व्यजि उस मास के अंजतम दिन के अपराह्न से जिसमें

साठ वषच की आयु प्राप्त करता िै, सेवाजनवृत िोगा या िैसा दक केंर सरकार द्वारा समय-समय पर जनिाचररत दकया िाता िैः

परन्तु ऐसा व्यजि जिसकी िन्म की तारीख दकसी मास की पिली तारीख िै, तो उस माि के, जिसमें वि साठ वषच

की आयु प्राप्त करता िै, पूवच मास के अंजतम तारीख के अपराह्न में सेवाजनवृत िोगा ।

8. जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी ।

9. व्यावृजत.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंघ में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछडें वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

10. सेवा का िाजयत्व.- इन जनयमों की अनुसूर्ी के स्ट्तंभ (1) में यथाजवजनर्िचष्ट उि पिों पर जनयुि कोई व्यजि, भारत या

जविेि में किीं भी सेवा करने का िायी िोगा ।

11. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवच अनुमजत के

जसवाय, इन जनयमों के अिीन जनयुि निीं दकया िाएगाः

परन्तु इस जनयम में अंतर्वचष्ट कोई बात बल में नेपाल या भूटान के नागररक की जनयुजि या जनयोिन को वर्िचत

निीं करेगी ।

प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया िाएगा ।

प्रोन्नजत:

(क) िेड कांस्ट्टेबल (पिुजर्दकत्सा) जिन्िोंने वेतन मैररक्स के स्ट्तर-4 (रु. 25500-81100 ) में पााँर् वषच जनयजमत सेवा की िो और

जिन्िोंने मिाजनिेिक, सिस्त्र सीमा बल द्वारा समय-समय पर यथाजवजित पूवच-प्रोन्नजत पाठ्यक्म या पाठ्यक्मों को सफलतापूवचक पूरा

कर जलया िो; और

(ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो।

रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवर्ार दकया िा

रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा परंतु यि तब िबदक उनके द्वारा की गई ऐसी अिचक या पात्रता

सेवा, अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो वषच से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे

कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिचक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो।

प्रजतजनयुजि:

केन्रीय पुजलस बलों और राज्य पुजलस बलों या संघ राज्य क्षेत्र पुजलस बलों के ऐसे अजिकारी,–

(क) (i) िो मूल काडर या जवभाग में उपर्ार के क्षेत्र में 3 वषच के अनुभव के साथ जनयजमत आिार पर सिृष्य पि िारण करता िो और

पिु अस्ट्पताल या जडस्ट्पेंसरी का प्रबंि करने या उसे र्लाने में समथच िो और जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा

मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन जवकास या पिुजर्कत्सा स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्यक्म में िो वषच

का जडप्लोमा पाठ्यक्म िो; या

(ii) मूल काडर या जवभाग में ऐसे िेड कांस्ट्टेबल (सािारण ड्यूटी) जिन्िोंने वेतन मैररक्स में स्ट्तर-4 (रू. 25500-8100) में पांर्

वषच की जनयजमत सेवा की िो और जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन

जवकास या पिुजर्दकत्सा स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्यक्म में िो वषच का जडप्लोमा पाठ्यक्म िो; और

(ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो।

रटप्पण 1.– पोषक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवर्ार दकए िाने के पात्र निी िोंगे ।

रटप्पण 2.–प्रजतजनयुजि की अवजि, जिसके अंतगचत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषच से अजिक निीं िोगी ।

रटप्पण 3.– प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषच से अजिक

निीं िोगी ।

भूतपूवच सैजनकों के जलए पुनर्नचयोिन:

(क) सेना से जनमुचि या सेवाजनवृत्त ऐसे कार्मचक जिन्िोंने पिु-जर्दकत्सा सेवा में सिृि पि या समतुल्य रैंक िारण दकया िो; और

(ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो।

रटप्पण.– सिस्त्र बलों के ऐसे कार्मचक के समबन्ि में भी जवर्ार दकया िायेगा िो एक वषच की अवजि के भीतर सेवा जनवृत िोने वाले िैं

या ररिवच में स्ट्थानान्तररत दकये िाने वाले िैं। ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख

से उन्िें सिस्त्र बल से जनमुचि या सेवाजनवृत दकया िाना िै, तत्पश्चात उन्िें पुनर्नचयोिन पर बने रिने दिया िा सकता िै।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरर्ना ।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा

आयोग से परामिच दकया िाएगा ।

रटप्पण: आयु-सीमा अविाररत करने के जलए जनणाचयक तारीख अभ्यर्थचयों से आवेिन पत्र प्राप्त करने के जलए जनयत

की गई तारीख अंजतम तारीख िोगी। न दक वि अंजतम तारीख, िो असम, मेघालय, अरुणार्ल प्रिेि, जमिोरम,

मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जिमार्ल प्रिेि के लािौल और स्ट्पीजत जिले तथा र्मबा जिले के पांगी उपखंड,

केंर िाजसत प्रिेि लद्दाख, अंिमान और जनकोबार द्वीप या लक्षद्वीप के अभ्यर्थचयो के जलए जवजित की गई िैं।

िैजक्षक अिचताएः

(क) (i) दकसी मान्यता प्राप्त बोडच से मुख्य जवषयों के रूप में िीव जवज्ञान के साथ जवज्ञान में 12वीं कक्षा उत्तीणच; और

(ii) जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन जवकास या पिुजर्दकत्सा

स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्क्क्म में िो वषच का जडप्लोमा पाठ्यक्म िो।

(ख) िारीररक और जर्दकत्सा मानिंडः

(i) िारीररक मानिंड,–

(क) ऊाँर्ाईःपुरुषों के जलएः 170 सेंटीमीटर.

मजिलाओं के जलएः157 सेंटीमीटर.

(ख) छातीः पुरुषों के जलए जबना फुलाएः 80 सेंटीमीटर.

फुलाने परः फुलाव न्यूनतम 5 सेंटीमीटर.

मजिलाओं के जलएः लागू निीं िोता।

(ग) भारः (पुरूषों और मजिलाओं के जलए) : जर्दकत्सीय मानकों के अनुसार ऊाँर्ाई और आयु के अनुपात में।

रटप्पण : जनम्नजलजखत अभ्यर्थचयों के जलए ऊाँर्ाई और छाती में जिजथलीकरण अनुज्ञेय िोगाः–

ऊाँर्ाईः गढवाली, कुमांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले अभ्यर्थचयों और जसदिम, नागालैंड, अरूणार्ल प्रिेि,

मजणपुर, जत्रपुरा, जमिोरम, मेघालय, असम, जिमार्ल प्रिेि और िममू-कश्मीर और लद्दाख के केंर िाजसत प्रिेि से समबंजित पुरुष

अभ्यर्थचयों के जलए न्यूनतम ऊाँर्ाई 165 सेंटीमीटर और मजिलाओं के जलए 155 सेंटीमीटर िोगी।

रटप्पण : अनुसूजर्त िनिाजतयों के सभी पुरुष अभ्यर्थचयों के जलए न्यूनतम ऊाँर्ाई 162.5 सेंटीमीटर और मजिला अभ्यर्थचयों के जलए

न्यूनतम ऊाँर्ाई 150 सेंटीमीटर िोगी।

छातीः गढवाली, कुमांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले पुरुष अभ्यर्थचयों की और जसदिम, नागालैंड, अरूणार्ल

प्रिेि, मजणपुर, जत्रपुरा, जमिोरम, मेघालय, असम, जिमार्ल प्रिेि और केंर िाजसत प्रिेिों िममू-कश्मीर और लद्दाख से समबंजित

अभ्यर्थचयों की न्यूनतम छाती अठित्तर सेंटीमीटर (न्यूनतम पााँर् सेंटीमीटर फुलाने पर) िोगी।

रटप्पण : अनुसूजर्त िनिाजतयो के सभी पुरुष अभ्यर्थचयों के जलए न्यूनतम छाती जछित्तर सेंटीमीटर (न्यूनतम पांर् सेंटीमीटर फुलाने

पर) िोगी।

(ii) जर्दकत्सा मानिंडः

(क) िृजष्टः जबना सुिार के अथाचत जबना र्श्मा लगाए िोनों आंखों की न्यूनतम िृजष्ट 6/6 और 6/9 िोनी र्ाजिए ;

(ख) अभ्यर्थचयो को अन्तिाचनू, सपाट पैर, स्ट्फीत (जिरा) या आंखो में भेंगापन निीं िोना र्ाजिए और उनकी उच्च रंग िृजष्ट िोनी र्ाजिए।

अभ्यर्थचयों की रंग िृजष्ट के जलए ईिीिारा पररक्षण के साथ साथ एडररर्-ग्रीन लेंटनच पररक्षण द्वारा परीजक्षत दकया िाएगा । उन्िें

मानजसक और िारीररक रुप से अच्छे स्ट्वास्ट्थ का िोना र्ाजिए और ऐसी दकसी िारीररक त्रुरट से मुि िोना र्ाजिए जिससे कतचव्यों के

पालन में व्यविान पड़ने की संभावना िो; या

(ग) केंरीय सिस्त्र पुजलस बलों में िेड कांस्ट्टेबल (पिु जर्दकत्सा) के पि के जलए िारीररक और जर्दकत्सा मानक केंर सरकार द्वारा समय-

समय पर जवजित स्ट्कीम के अनुसार िोगा ।

रटप्पण : सीिी जनयुजि के अभ्यर्थचयों को अपनी जनयुजि की तारीख से

पररवीक्षा अवजि के भीतर पररवीक्षा अवजि के सफल समापन से पिले केंर

सरकार द्वारा समय-समय पर यथाजवजित पाठ्यक्म या बुजनयािी प्रजिक्षण

पाठ्यक्म या अजनवायच प्रवेि प्रजिक्षण को सफलतापूवचक अिचता प्राप्त करनी

िोगी, जिनके न िो सकने पर उसकी सेवाएाँ समाप्त िोने के जलए िाजयत्विीन िैं।

(i) साठ प्रजतित, प्रोन्नजत द्वारा; और

(ii) र्ालीस प्रजतित. सीिी भती

(क) कांस्ट्टेबल (पिुजर्दकत्सा) जिन्िोंने वेतन मैररक्स के स्ट्तर-3 (रु. 21700-69100 ) में पााँर् वषच जनयजमत सेवा दकया िो और

NOTIFICATION

New Delhi, the 4th March, 2024

G.S.R. 31.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-

section (2) of Section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra

Seema Bal, Group ‘C’ Combatised (Non-Gazetted) Para-Veterinary Posts Recruitment Rules, 2018, except as

respects things done or omitted to be done before such supersession, the Central Government hereby makes the

following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector (Veterinary), Head

Constable (Veterinary) and Constable (Veterinary) in the Sashastra Seema Bal, Ministry of Home Affairs, namely:-

1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Sashastra Seema

Bal, Assistant Sub-Inspector (Veterinary), Head Constable (Veterinary) and Constable (Veterinary), Group 'C' Posts,

Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .-No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

6. Medical Fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical

category (SHAPE-1),

Psychological;

Hearing;

Appendages;

Physical Capacity; and

Eyesight.

as specified in the Ministry of Home Affairs Guidelines for recruitment medical examinations in the Central Armed

Police Forces and the Assam Rifle Office Memorandum, dated the 20^th May, 2015 and dated the 31^st July, 2021, as

amended from time to time and further subject to any instructions issued by the Central Government from time to time

shall be eligible for appointment under the provisions of these rules.

7. Superannuation.- Every person appointed under these rules shall retire from service on the afternoon of the last day

of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time

to time:

Provided that a person whose date of birth is on the first day of a month shall retire from service on the afternoon

of the last day of the preceding month on attaining the age of superannuation.

8. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

9. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

10. Liability of service.- Any person appointed to the said posts as specified in column (1) of the Schedule to these

rules, shall be liable to serve anywhere in India or aboard.

11. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers of the Central Police Forces and State Police Forces or Union territory Police Forces,-

(a) (i) holding analogous post on regular basis in the parent cadre or department with three years of field experience in

treatment and be able to manage or run Veterinary Hospital or Dispensary and possess two years Diploma Course in

Veterinary and Livestock Development or Veterinary Stock Assistant Course or Animal Husbandry Course from an

institution recognised by the Central Government or State Governments; or

(ii) Head Constable (General Duty) with five years regular service in level-4 in the pay matrix (Rs.25500-81100) in

the parent cadre or department and possess two years Diploma Course in Veterinary and Livestock Development or

Veterinary Stock Assistant Course or Animal Husbandry Course from an institution recognised by the Central

Government or State Governments; and

Note 1: The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation including short-term contract shall not be exceeding

fifty-six years as on the closing date of receipt of application.

Re-employment for Ex-Servicemen:

(a) released or retired Army personnel who have held analogous post or equivalent rank in the Veterinary Service; and

(b) the candidate shall be in medical category SHAPE-I.

Note: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year,

shall also be considered. Such personnel shall be given deputation terms up to the date on which they are due for

.—केन्रीय सरकार, सिस्त्र सीमा बल अजिजनयम, 2007 (2007 का 53) की िारा 155 की

उपिारा (2) के खंड (क) और खंड (ग) के साथ परठत उपिारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, और सिस्त्र

सीमा बल योिक, िूरसंर्ार सेवा (समूि 'ख' एवं 'ग' पि) भती जनयम, 2018, को ििां तक उसका संबंि सिायक उप-

जनरीक्षक (संर्ार) तथा िैड कांस्ट्टेबल (संर्ार) के पिों से िै, उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण

से पूवच दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय, सिस्त्र सीमा बल में सिायक उप-जनरीक्षक (संर्ार) और

िैड कांस्ट्टेबल (संर्ार) के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथाचत्: -

1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, योिक संर्ार काडर सिायक

उप-जनरीक्षक (संर्ार) और िेड कांस्ट्टेबल (संर्ार), समूि 'ग' पि, भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना.- ये जनयम, इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (1) में जवजनर्िचष्ट पिों को लागू िोंगे।

3. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पिों की संख्या, उनका वगीकरण, और वेतन मैररक्स में

उनका/स्ट्तर वे िोगा, िो उि अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिचताएं आदि.- भती की पद्धजत, आयु-सीमा, अिचताएं और उनसे संबंजित अन्य बातें

वे िोंगी, िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

जनरिचता.- वि व्यजि,-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा

की िै,

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

जर्दकत्सक िृष्टया योग्यता.– इन जनयमों में अन्तर्वचष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि िो जर्दकत्सा

प्रवगच ‘िेप-1’ में िैं, इन जनयमों के उपबंिों के अिीन जनयुजि के जलए पात्र िोंगे।

स्ट्पष्टीकरण:- इस जनयम के प्रयोिन के जलए, स्ट्पष्टीकरण 'िेप-1’ से जनम्नानुसार जवजनर्िचष्ट जर्दकत्सा प्रवगच अजभप्रेत

िै, अथाचत्:-

(i) कोड अक्षर िेप (एस एर् ए पी ई), द्वारा उपिर्िचत दिए गए कारकों के अिीन अजिकारी की योग्यता जनिाचररत

करने के पश्चात् जर्दकत्सा अजिकारी द्वारा दकया गया जर्दकत्सीय वगीकरण िो जनम्नजलजखत कृत्य का द्योतक करते िैं,

अथाचत्:-

श्रवण िजि ;

ए

उपांग (उपैन्डेिेस) ;

पी

िारीररक क्षमता ; और

ई

िृजष्ट ।

(ii) प्रत्येक कारक के अिीन दकसी अजिकारी की कायाचत्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 द्वारा

घटती हुई कायाचत्मक क्षमता उपिर्िचत करते हुए ििाचई िाएगी और कोड अक्षर के आगे अंक जलखे िाएंगे, जसवाय उसके

ििााँ कोई अजिकारी सभी कारको में श्रेणी-1 में िै, विााँ उसका प्रवगच एस1 एर्1 ए1 पी1 ई1 जलखने के बिाय िेप-1

जलखकर ििाचया िा सकेगा तथा इन अंको का सामान्य मूल्यांकन जनम्नानुसार िै:-

(क) भारत में किीं भी सभी कतचव्यों के जलए योग्य ;

(ख) सभी कतचव्यों के जलए योग्य दकन्तु क्या कतचव्यों में तीव्र करठनाई या िोनों कानों और ऑखों की श्रवण िजि

या िृजष्ट की तीक्ष्णता की मांग अंतवचजलत िै या निीं, पर जनभचर करते हुए कतचव्यों के प्रकार और जनयोिन योग्यता

क्षेत्रों अनुसार पररसीमाएं िो सकती िै;

(ग) “एस” घटक को छोडकर, नेमी या जनजष्क्य कतचव्यों के जलए योग्य दकन्तु उच्च स्ट्थान (2700 मीटर से अजिक)

अत्यजिक ठंड़े क्षेत्रों या पिाड़ी भूखण्डों पर िीघच कतचव्यों भारो के जलए जनयोिन योग्यता की पररसीमाएं िो सकती

िै ;

(घ) अस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतचव्यों के जलए अस्ट्थायी रूप से अयोग्य ;

(ड.) कतचव्यों के जलए स्ट्थायी रूप से अयोग्य ।

7. अजिवर्षचता.- इन जनयमों के अिीन जनयुि दकया गया प्रत्येक व्यजि उस मास के, जिसमें वि साठ वषच की आयु प्राप्त

करता िै या अंजतम दिन के अपराह्न में सेवा से सेवाजनवृत िोगा या िैसा केंरीय सरकार द्वारा समय- समय पर जवजित

दकया िाएः

की आयु प्राप्त करता िै, पूवचवती मास के अंजतम तारीख के अपराह्न में सेवाजनवृत िोगा ।

8. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवच अनुमजत के

जसवाय, इन जनयमों के अिीन जनयुि निीं दकया िाएगाः

निीं करेगी।

9. सेवा का िाजयत्व.- इन जनयमों की अनुसूर्ी के स्ट्तंभ (1) में यथा जवजनर्िचष्ट उि पिों पर जनयुि कोई व्यजि, भारत या

जविेि में किीं भी सेवा करने का िायी िोगा।

10. जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि उसके

द्वारा जिजथल कर सकेगी ।

11. व्यावृजत.- इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

अनुसूजर्त िनिाजतयों, भूतपूवच सैजनकों, अन्य जपछडें वगों, और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

(11)

प्रोन्नजत द्वारा :

(i) सिस्त्र सीमा बल के ऐसे िैड कांस्ट्टेबल (संर्ार) जिन्िोंने वेतन मैररक्स के स्ट्तर-4 (रु. 25500-81100/-) में जर्दकत्सा प्रवगच िेप-1

के साथ ग्रेड में पााँर् वषच जनयजमत सेवा की िै और जिन्िोंने मिाजनिेिक, सिस्त्र सीमा बल द्वारा यथाजवजित प्रोन्नजत पाठ्यक्म या

पाठ्यक्मों को सफलतापूवचक पूरा दकया िो ; और

(ii) कर्मचक को तकनीकी परीक्षा उत्तीणच करनी िोगी, िैसी दक मिाजनिेिक, सिस्त्र सीमा बल द्वारा जनिाचररत की िाए, यदि कोई िो।

कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसे अिचक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो।

प्रजतजनयुजि द्वारा : केंरीय सिस्त्र पुजलस बलों या राज्य पुजलस संगठनों या संघ राज्य क्षेत्र प्रिासन पुजलस के अजिकारी जिनका जर्दकत्सा

प्रवगच िेप-I िोः

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया हुआ िै; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररस में स्ट्तर-4 (रू. 25500-81100) में जनयजमत आिार पर िैड कांस्ट्टेबल (संर्ार)

के रूप में पााँर् वषच जनयजमत सेवा की िो; और

(ख) (i) कर्मचक दकसी मान्यता प्राप्त संस्ट्थान से इलैक्रोजनक्स या संर्ार या कमप्यूटर में िो वषच के औद्योजगक प्रजिक्षण संस्ट्थान से

प्रमाणपत्र के साथ दकसी मान्यता प्राप्त बोडच से 10वीं कक्षा उत्तीणच िोना र्ाजिए ; या

(ii) कर्मचक दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से इलैक्रोजनक्स या संर्ार या सूर्ना प्रौद्योजगकी में तीन वषच के

जडप्लोमा के साथ दकसी मान्यता प्राप्त बोडच से 10वीं कक्षा उत्तीणच िोना र्ाजिए ; या

(iii) कर्मचक दकसी मान्यता प्राप्त बोडच से भौजतकी, रसायन जवज्ञान और गजणत के साथ 12वीं कक्षा उत्तीणच िोना र्ाजिए।

रटप्पण 1.– पोषक वगच के ऐसे जवभागीय अभ्यथी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि दकए िाने के पात्र निीं

िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि दकए िाने के पात्र निीं िोंगे ।

रटप्पण 2.– प्रजतजनयुजि की अवजि, जिसके अंतगचत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

निीं िोगी ।

पुनर्नचयोिन द्वारा: सिस्त्र बलों में समान या समकक्ष पि िारण करने वाले पूवच सैजनकों का पुनर्नचयोिन,–

(i) कर्मचक दकसी मान्यता प्राप्त संस्ट्थान से इलेक्रॉजनक्स या संर्ार या कंप्यूटर में िो साल के औद्योजगक प्रजिक्षण संस्ट्थान

(ii) कर्मचक दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से इलेक्रॉजनक्स या संर्ार या कंप्यूटर या सूर्ना प्रौद्योजगकी में तीन

साल के जडप्लोमा के साथ दकसी मान्यता प्राप्त बोडच से 10वीं कक्षा उत्तीणच िोना र्ाजिए; या

रटप्पण 1.– सिस्त्र बल के कार्मचक िो सेवाजनवृत्त िोने वाले िैं या जिन्िें एक वषच की अवजि के भीतर ररिवच में स्ट्थानांतररत दकया िाना

िै और जिनके पास आवश्यक अनुभव और जवजित अिचता िै, उन्िें भी प्रजतजनयुजि के जलए जवर्ार दकया िाएगा। ऐसे व्यजि को उस

तारीख तक प्रजतजनयुजि जनबंिनों पर रखा िाएगा जिस दिन तक उन्िें सिस्त्र बलों से जनमुचि दकया िाना िै, उसके बाि, उन्िें

पुनर्नचयोिन पर िारी रखा िा सकता िै।

(क) (i) अभ्यथी ने दकसी मान्यता प्राप्त बोडच से भौजतकी, रसायन जवज्ञान और गजणत के साथ जवज्ञान में 12वीं कक्षा उत्तीणच की िो; और

(ii) अभ्यथी के पास दकसी मान्यता प्राप्त संस्ट्थान से इलेक्रॉजनक्स या संर्ार या कंप्यूटर जवज्ञान, या सूर्ना प्रौद्योजगकी में तीन वषच

का जडप्लोमा िोना र्ाजिए।

(ख) िारीररक और जर्दकत्सा मानिंडः

(i) िारीररक मानिंड,–

(क) ऊाँर्ाईः पुरुषों के जलएः 170 सेंटीमीटर.

मजिलाओं के जलएः 157 सेंटीमीटर.

(ख) छातीः पुरुषों के जलए जबना फुलाएः 80 सेंटीमीटर.

फुलाने परः फुलाव न्यूनतम पांर् सेंटीमीटर.

मजिलाओं के जलएः लागू निीं िोता।

(घ) अभ्यथी िेड कांस्ट्टेबल (संर्ार) के पि के जलए िारीररक और जर्दकत्सा मानक केंरीय सरकार द्वारा समय-समय पर योिना के

अनुसार जवजित दकए िाएंगे ।

G.S.R. 32.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-

section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), and in supersession of the Sashastra

Seema Bal, Combatised Communication Service (Group ‘B’ and ‘C’ posts) Recruitment Rules, 2018, in so far as they

relate to the posts of Assistant Sub-Inspector (Communication) and Head Constable (Communication), except as

respects things done or omitted to be done before such supersession, the Central Government hereby makes the

following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector(Communication) and

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal,

(Communication), Group ‘C’ Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule

4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Medical fitness .- Notwithstanding anything contained in these rules, only those persons who are in medical

category SHAPE-I, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purposes of this rule, the explanation ‘SHAPE-I’ means medical category specified as follows,

namely:-

(i) the medical classification done by Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following function, namely: -

S - Psychological;

H - Hearing ;

A - Appendages;

P - Physical Capacity; and

E - Eye-Sight.

(ii) functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code

letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that

where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing

S1H1A1P1E1 and general evaluation of these numerals are as under:-

(a) fit for all duties anywhere in India;

(b) fit for all duties but may have limitations as to type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes;

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(d) temporarily unfit for duties on account of hospitalisation or sick leave; and

(e) permanently unfit for duties.

7. Superannuation .- Every person appointed under these rules shall retire from service on the afternoon of the last day

of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to

time:

Provided that a person whose date of birth is on first day of a month shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

8. Ineligibility of aliens.- No person who is not a citizen of India shall, except with the prior permission of the Central

Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.

9. Liability of service.- Any person appointed to the said posts as specified in column (1) of the Schedule to these

rules shall be liable to serve anywhere in India or abroad.

10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

11. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time; and

(ii) the candidate shall have passed technical test as may be prescribed by the Director General, Sashastra Seema

Bal, if any.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

By deputation:

Officers of the Central Armed Police Forces or State Police Organisations or Union territory Administrations Police

with medical category SHAPE-I,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or

(ii) Head Constable (Communication) in level-4 in the pay the matrix (Rs.25500-81100) with five years regular

service in the grade in the parent cadre or department; and

(b) (i) the candidate shall have passed 10^th class from a recognised Board with two years Industrial Training Institute

certificate in Electronics or Communication or Computers from a recognised institute; or

(ii) the candidate shall have passed 10^th class from a recognised Board with three years Diploma in Electronics

or Communication or Computer or Information Technology from recognised University or institute; or

(iii) the candidate shall have passed 12^th class from a recognised Board with Physics, Chemistry and

Mathematics.

Note 1 : The departmental candidates in the feeder category who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or other some organisation or Department of the Central Government shall

ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the

closing date of receipt of applications.

By re-employment:

Re-employment of Ex-servicemen who have held the same or equivalent rank in the Armed Forces,-

Note 1: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year

and having the requisite experience and qualification prescribed, shall also be considered for deputation. Such person

shall be given deputation terms up to the date on which they are due to release from the Armed Forces, thereafter,

they may be continued on re-employment.

Note 2: The re-employed officers shall have to successfully qualify Junior Basic Communication course on their

joining in the Sashastra Seema Bal.

Note 3: The candidate shall be in the medical category SHAPE-I.

For male: 170 centimeters.

Expanded: Minimum expansion five centimeters.

(C)Weight: (For males and females): Proportionate of height and age as per medical standards.

Note: The relaxation shall be permissible in height and chest to the candidates as follows:-

Height: The minimum height of candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras,

समूि ‘क’ योिक इंिीजनयरी काडर भती जनयम, 2015 में जनम्नजलजखत संिोिन करती िै, अथाचत् :–

1. (1) इन जनयमों का संजक्षप्त नाम सिस्त्र सीमा बल समूि ‘क’ योिक इंिीजनयरी काडर पि भती (संिोिन) जनयम, 2024

िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. सिस्त्र सीमा बल समूि ‘क’ योिक इंिीजनयरी काडर पि भती जनयम 2015 में,–

(क) जनयम 7 के स्ट्थान पर जनम्नजलजखत जनयम रखे िायेगें, अथाचत् :–

(3) अनुसूर्ी में,–

(क) उप कमांडेंट (इंिीजनयर) के पि से संबंजित क्म संख्या 4 के सामने,–

(i) स्ट्तंभ (10) के अिीन, जवद्यमान प्रजवजष्टयों के स्ट्थान पर जनम्नजलजखत प्रजवजष्टयां रखी िाएंगी, अथाचत् :–

“प्रोन्नजत द्वारा जिसके न िो सकने पर प्रजतजनयुजि द्वारा । ” ;

द्वारा यथाजवजित प्रोन्नजत पाठ्यक्म या पाठ्यक्मों को सफलतापूवचक पूरा दकया िो।

रटप्पण.–ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवर्ार दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा परंतु यि तब िबदक उनके द्वारा

की गई ऐसी अिचक या पात्रता सेवा, अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो वषच से, इनमें से िो भी कम

िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसे अिचक या पात्रता सेवा पिले िी पूरी कर ली िै,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो। ”;

प्रजतजनयुजि:

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या केन्रीय सिस्त्र पुजलस बल जिसके अिीन सिस्त्र

सीमा बल या केन्रीय लोक जनमाचण जवभाग या राज्य लोक जनमाचण जवभाग या सैजनक अजभयन्ता सेवा या सािारण ररिवच

इंिीजनयररंग फोसच के ऐसे अजिकारी जिनका जर्दकत्सा श्रेणी िेप-1 िो।,–

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै; या

(ii) मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-10 (रु. 56100-177500) या समकक्ष में जनयजमत

आिार पर सिृि पि पर जनयुजि के बाि पााँर् वषच की सेवा की िो; और

(ख) जिसके पास जनम्नजलजखत िैक्षजणक अिचताएं और अनुभव िो,–

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या सस्ट्थां से जसजवल इंिीजनयरी में स्नातक जडग्री ; और

(ii) जसजवल संकमच कायाचजन्यत करने का पााँर् वषच का अनुभव ।

रटप्पण 1.–पोषक वगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए

जवर्ार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवर्ार दकए िाने के

पात्र निीं िोंगे ।

रटप्पण 2 .–प्रजतजनयुजि की अवजि, जिसके अिीन केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषच से अजिक

निीं िोगी ।

रटप्पण 3 .–प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषच

से अजिक निीं िोगी ।”;

(ख) सिायक कमांडेंट (इंिीजनयर) के पि से संबंजित क्म संख्या 5 के सामने,–

(i) स्ट्तंभ (6) के अिीन, जवद्यमान प्रजवजष्टयों के स्ट्थान पर जनम्नजलजखत प्रजवजष्टयां रखी िाएंगी, अथाचत् :–

रटप्पण.- आयु-सीमा अविाररत करने के जलए जनणाचयक तारीख अभ्यर्थचयों से आवेिन पत्र प्राप्त करने के जलए जनयत की गई

तारीख अंजतम तारीख िोगी और न दक अंजतम तारीख, िो असम, मेघालय, अरुणार्ल प्रिेि, जमिोरम, मजणपुर,

नागालैंड, जत्रपुरा, जसदिम, जिमार्ल प्रिेि के लािौल और स्ट्पीजत जिला तथा र्मबा जिले के पांगी उपखंड और संघ

राज्यक्षेत्र लद्दाख, अंिमान और जनकोबार द्वीप या लक्षद्वीप के अभ्यर्थचयो के जलए जवजित की गई िैं ।”;

(ii) स्ट्तंभ (7) के अिीन, जवद्यमान प्रजवजष्टयों के स्ट्थान पर जनम्नजलजखत प्रजवजष्टयां रखी िाएंगी, अथाचत् :–

“(क) िैजक्षक अिचताए:

दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से जसजवल इंिीजनयरी में स्नातक की जडग्री ;

(ख) िारीररक और जर्दकत्सा मानकः

(i) िारीररक मानक,– अभ्यर्थचयों के जलए न्यूनतम अपेक्षाएाँ जनम्नानुसार िैः–

(क) ऊाँर्ाईः

पुरुषों के जलएः 165 सेंटीमीटर ; और मजिलाओं के जलएः157 सेंटीमीटर ;

(ख) छातीः

पुरुषों के जलए जबना फुलाएः 81 सेंटीमीटर; फुलाने परः फुलाव न्यूनतम पांर् सेंटीमीटर.

मजिलाओं के जलएः लागू निीं िोता।

(ग) भारः

पुरुषों के जलएः जर्दकत्सीय मानकों के अनुसार ऊाँर्ाई और आयु के अनुपात में; और

मजिलाओं के जलएः जर्दकत्सीय मानकों के अनुसार ऊाँर्ाई और आयु के अनुपात में।

(घ) अभ्यर्थचयों को िारीररक िक्षता परीक्षण, जलजखत परीक्षण और साक्षात्कार में अर्िचत िोना र्ाजिए। ”;

(ii) संकमच कायाचजन्वत करने का तीन वषच का अनुभव।

रटप्पण 1.–प्रजतजनयुजि पर सिस्त्र सीमा बल के अजिकाररयों के मामले में जसजवल कायों के जनष्पािन में अनुभव में छूट िी

गई िै।

NOTIFICATION

New Delhi, the 6th March, 2024

G.S.R. 33.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-

section 2 of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the

following rules further to amend the Sashastra Seema Bal Group ‘A’ Combatised Engineering Cadre Recruitment

Rules, 2015, namely:-

1. (1) These rules may be called the Sashastra Seema Bal Group ‘A’ Combatised Engineering Cadre Recruitment

(Amendment) Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal Group ‘A’ Combatised Engineering Cadre Recruitment Rules, 2015,-

(a) for rule 7, the following rules shall be substituted, namely:–

“7. Ineligibility of Aliens.– No person who is not a citizen of India shall, except with the prior permission of

the Central Government in writing, be appointed or employed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.” ;

(b) in rule 10, the following rules shall be substituted, namely:–

“10. Superannuation.– Every person appointed under these rules shall retire from service on the afternoon

of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central

Government from time to time:

Provided that a person whose date of birth is on the first day of a month shall retire from the service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.”;

(3) in the Schedule,-

(a) against serial number 4, relating to the post of Deputy Commandant (Engineer),–

(i) under column (10), for the existing entries, the following entries shall be substituted, namely:–

“By promotion failing which by deputation.”;

(ii) under column (11), for the existing entries, the following entries shall be substituted, namely:–

“Promotion:

Assistant Commandant (Engineer) of the Sashastra Seema Bal in level-10 in the pay matrix (Rs.56100-

177500) with five years of regular service in the grade with medical category SHAPE-1, and who having successfully

completed pre-promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to

time.

Note.– Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.” ;

Deputation:

Officers of the Central Government or State Governments or Union territory Administrations or the Central

Armed Police Forces including Sashastra Seema Bal or Central Public Works Department or State Public Works

Departments or Military Engineering Services or General Reserve Engineering Force with medical category

SHAPE-1,–

(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or

(ii) with five years service rendered after appointment to the posts on a regular basis in level-10 in the

pay matrix (Rs.56100-177500) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience,–

(i) Bachelor's Degree in Civil Engineering from a recognised University or institute; and

(ii) five years experience in execution of civil works.

Note 1.– The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central Government shall

ordinarily not exceed three years.

Note 3.– The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the

closing date of receipt of applications.”;

orders issued by the Central Government).

Note.– The crucial date for determining the age-limit shall be the closing date for receipt of applications from

the candidates and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram,

Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of

Himachal Pradesh and the Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep.”;

(ii)

under column (7), for the existing entries, the following entries shall be substituted, namely:–

“(a) Educational qualification:

Bachelor Degree in Civil Engineering from a recognised University or institution;

(b)Physical and medical standard:

(i) Physical standard,- The minimum requirements for the candidates are as follows:-

(A) Height:

For males : 165 centimeters; and for female:157 centimeters;

(B) Chest:

For males: Unexpanded: Eighty-one centimeters; expanded: minimum expansion five centimeter; and

For females: Not applicable.

For males: Proportionate to height and age as per medical standards; and

For females: Proportionate to height and age as per medical standards.

(ii) Medical standard:

(A) Eye sight (with or without glasses)

(B) The candidates shall not have knock knees, Flat Foot, Varicose Veins or Squint in eyes and they shall

possess high colour vision. The candidates shall be tested for colour vision by Ishihara’s test as well as Edrich-Green

Lantern Test. They shall be in a good mental and bodily health and free from any physical defect likely to interfere

with the efficient performance of the duties; or

Commandant (Engineer) from time to time.

(D) The candidate shall qualify the physical efficiency test, written test and interview.”;

Note 1.– The eligibility service shall continue to be the same for persons holding the feeder posts on regular

basis on the date of notification of the revised rules.

Note 2.– The existing vacancies including carried forward vacancies on the date of notification of

recruitment rules shall be distributed and filled up as per quota prescribed in the new recruitment rules.

Note 3.– Where juniors who have completed their qualifying or eligibility service are being considered for

अजिक्मण से पूवच दकया गया िै या दकए िाने का लोप दकया गया िै, पृ्वी जवज्ञान मंत्रालय, भारत मौसम जवज्ञान जवभाग

में अवर श्रेणी जलजपक के पि की भत्ती जनयमावली में जनम्नजलजखत जनयमों को जवजनयजमत करते िैं, अथाचत :

1. संजक्षप् त नाम और लागू िोने की तारीख

(1) इन जनयमों को पृ्वी जवज्ञान मंत्रालय, भारत मौसम जवज्ञान जवभाग, अवर श्रेणी जलजपक समूि ‘ग’ पि, भती

जनयम, 2024 किा िाएगा।

(2) ये जनयम सरकारी रािपत्र में प्रकाजित िोने की तारीख से प्रभावी िोंगे ।

(क) पि संख् या, वगीकरण और वेतन मेररक्स में वेतन स्ट्तर: पिों की संख् या, उनका वगीकरण और

उनसे संबंजित वेतन मेररक्स में वेतन स्ट्तर संलग् न अनुसूर्ी के कॉलम (2) से (4) में जवजनर्िचष्ट िैं ।

(ख) भती की पद्धजत, आयु सीमा और योग्यताएाँ आदि:- भती की पद्धजत, आयु-सीमा, योग्यताएाँ और

उनसे संबंजित अन् य जवषय उक् त अनुसूर्ी के कॉलम (5) से (13) में जवजनर्िचष्ट िैं ।

(ग) अनिचता:- कोई भी ऐसा व्यजि-

(घ) जिसने दकसी ऐसे व् यजक् त से जववाि कर जलया िै या अनुबंि दकया िै जिसका पजत अथवा

जिसकी पत् नी िीजवत िै, अथवा

(ङ) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी अन् य व् यजक् त से जववाि कर जलया

िै या अनुबंि दकया िै,

उक् त पि पर जनयुजक् त के जलए योग् य निीं माना िाएगा।

बिते दक केंर सरकार इस बात से संतुष् ट िो दक उस व् यजक् त ने जिससे जववाि दकया िै उसकी उन िोनों

के वैयजक् तक कानून के अनुसार अनुमजत िी िा सकती िै और ऐसा करने के अन् य कारण भी िों तो उस व्यजि को

इस जनयम के प्रवतचन से छूट िी िा सकेगी ।

5. छूट िेने का अजिकार- जिन मामलों में केंर सरकार की राय में ऐसा करना आवश्यक या व्याविाररक िो तो

संघ लोक सेवा आयोग की सलाि से और ऐसा करने से संबंजित कारणों को जलजखत में ररकॉडच करके आिेि द्वारा

दकसी भी वगच या श्रेणी के कमचर्ाररयों के मामले में इन जनयमों से संबंजित दकसी भी प्राविान से छूट िी िा

सकती िै ।

6. व्यावृजत्त- केंर सरकार द्वारा अनुसूजर्त िाजतयों, अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों, भूतपूवच सैजनकों

और व् यजक् तयों की अन् य जवजिष् ट श्रेजणयों को दिए िाने वाले आरक्षण, आयु सीमा में छूट तथा अन् य ररयायतों के

संबंि में समय–समय पर िारी दकए गए आिेिों पर इन जनयमों का कोई प्रभाव निीं पड़ेगा ।

New Delhi, the 11th March, 2024

G.S.R. 34.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Earth Sciences (India Meteorological Department), Group ‘C’ posts Recruitment

Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules, regulating the method of recruitment to the post of Lower Division Clerk in the in the

Ministry of Earth Sciences, India Meteorological Department, namely :-

1. Short title and commencement. - (1) These rules may be called the Ministry of Earth Sciences, India Meteorological

Department, Lower Division Clerk, Group ‘C’ Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay level in pay matrix. - The number of post, its classification and the pay level

in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person–

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order and for reasons to be recorded in writing and in consultation with the competent authority, relax any

of the provisions of these rules with respect to any class or category or persons.

6.Saving. - Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

New Delhi, the 11th March, 2024

G.S.R 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

suppression of the Central Institute of Fisheries, Nautical and Engineering Training, Cochin (Fitter, Welder, Turner,

Blacksmith and Tool Room Assistant) Group ‘C’ and Group ‘D’ Posts Recruitment Rules, 2009 except as respects

things done or omitted to be done before such suppression, the President hereby makes the following rules regulating

the method of recruitment to the posts of Fitter, Welder, Turner and Tool Room Assistant (Group ‘C’ Posts) in

Central Institute of Fisheries Nautical and Engineering Training (CIFNET), Kochi under the Ministry of Fisheries,

Animal Husbandry and Dairying, Department of Fisheries, namely:-

1. Short title and commencement: - (1) These rules may be called the Central Institute of Fisheries, Nautical and

Engineering Training, Fitter, Welder, Turner and Tool Room Assistant (Group ‘C’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in the pay matrix: - The number of said post, their classification and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit and other qualification, etc.: - The method of recruitment, age-limit,

qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification: - No person,-

(i) who has entered into or contracted a marriage with a person having a spouse living or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt

any person from the operation of this rule.

6. Power to relax: - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving:- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, other Backward classes, Ex-Serviceman and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
