समन्वय जनदेिालय ृुजलस बेतार वगच-IV ृद, भती जनयम, 1973 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्िें ऐसे
अजधक्मण से ृिले दकया गया िै या करने का लोृ दकया गया िै, गृि मंत्रालय के अधीन, समन्वय जनदेिालय ृुजलस
बेतार में बहु कमचर्ांरवृंद के ृद ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत्:-

1.
संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप् त नाम गृि मंत्रालय, समन्वय जनदेिालय, ृुजलस बेतार, बहु
कमचर्ांरवृंद, समूि ‘ग’ ृद भती जनयम 2024 िै।
(2) ये रािृत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

ृद सं्या, वगीकरण, वेतन मैंरक्स में स्ट्तर.—ृद की सं्या, उसका वगीकरण और इससे संलग् न वेतन मैंरक्स में
स्ट्तर वे िोंगे, िो इन जनयमों से उृाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्दद् ट िैं।
3.
भती की ृद्धजत, आयु-सीमा, अिचताएं आदद.—उक् त ृद ृर भती की ृद्धजत, आयु-सीमा, अिचताएं और उक् त ृद से
संबंजधत अन्य बातें वे िी िोंगी, िो उक् त अनुसूर्ी के स्ट्तंभ (5) से स्ट् तंभ (13) में जवजनर्दद् ट िैं ।
4.
जनरिचता.— वि व्यजि,-
(क) जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत िै, जववाि दकया िै या जववाि की संजवदा की िै; या
(ख) जिसने अृने ृजत या ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजवदा की िै,
उि ृद ृर जनयुजि का ृात्र निीं िोगा:
ृरन्तु यदद केंरीय सरकार का यि समाधान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य ृक्षकार को
लागू स्ट्वीय जवजध के अधीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आधार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतचन
से छूट दे सकेगी।
5.
जिजथल करने की िजि.— ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विााँ वि
उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उृबन्ध को दकसी वगच या प्रवगच के व्यजियों की बाबत
आदेि ्ारा जिजथल कर सकेगी।
6.
व्यावृजत्त.— इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ंरयायतों ृर प्रभाव निीं डालेगी,
जिनका केन् रीय सरकार ्ारा इस संबंध में समय-समय ृर िारी दकए गए आदेिों के अनुसार अनुसूजर्त िाजतयों,
अनुसूजर्त िनिाजतयों, अन् य जृछड़े वगगों, भूत-ृूवच सैजनकों और अन् य जविे प्रवगच के ् यजियों के जलए उृबंध करना
अृेजक्षत िै।

New Delhi, the 2nd April, 2024
G.S.R. 40.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of Directorate of Coordination Police Wireless Class-IV posts, Recruitment Rules, 1973 except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Multi Tasking Staff in the Directorate of Coordination Police
Wireless, under the Ministry of Home Affairs, namely :-
1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Directorate of
Coordination, Police Wireless, Multi -Tasking Staff, Group `C’ Post Recruitment Rules, 2024.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification, level in the pay matrix.–The number of post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc.– The method of recruitment, age limit, qualifications, and
other matters relating to the said post shall be as specified in columns (5) to (13) of the above said Schedule.
4.
Disqualification.–No person,
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class
or category of persons.
6.
Saving.–Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Serviceman and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आधार ृर सदृि ृद धारण दकया िो; या
(ii) जिन्िोंने वेतन मैंरक्स (रू.29,200-92300) में स्ट्तर-5 या समतुल् य में जनयजमत आधार ृर जनयुजि के ृश्चात् ददए
गए ग्रेड में छ: व च की जनयजमत सेवा की िो, या
(iii) जिन्िोंने वेतन मैंरक्स (रू.25,500-811300) में स्ट्तर-4 या समतुल् य में जनयजमत आधार ृर जनयुजि के ृश्चात् ददए
गए ग्रेड में दस व च की जनयजमत सेवा की िो |
ंटप्ृण 1: जवभागीय आिुजलजृक ग्रेड-II जिन्िोने वेतन मैंरक्स में (रू.25,500-811300) स्ट्तर-4 में, ग्रेड में दस व च की
जनयजमत सेवा की िै, ृर भी बािरी व्यजियों के साथ जवर्ार दकया िाएगा | यदद जवभागीय अभ्यथी की ृद ृर जनयुजि
िो िाती िै, तो वि प्रोन्नजत ्ारा भरी मानी िाएगी।
ंटप्ृण 2--ृो क प्रवगच के ऐसे जवभागीय अजधकारी, िो प्रोन्नजत की सीधी ृंजि में िै, प्रजतजनयुजि ृर जनयुजि के जलए
जवर्ार दकए िाने के ृात्र निीं िोंगे । इसी प्रकार, प्रजतजनयुजि व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जवर्ार दकए िाने के
ृात्र निीं िोंगे ।
ंटप्ृण 3—प्रजतजनयुजि की अवजध, जिसके अन्तगचत केंरीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस
जनयुजि से ीक ृिले धांरत दकसी अन्य काडर बाह्य ृद ृर प्रजतजनयुजि की अवजध िै, साधारणतया तीन व च से अजधक
निीं िोगी ।
ंटप्ृण 4--प्रजतजनयुजि ्ारा जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56 व च से
अजधक निीं िोगी ।

G.S.R. 41.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the N.F.S.C. Class III and IV (Recruitment) Rules, 1957, in so far as they relate to the post of
Stenographer, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the National
Fire Service College, Nagpur under the Ministry of Home Affairs, namely: -
1.
Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, National Fire
Service College, Nagpur, Stenographer Grade I (Group ‘B’ Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. – The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification .– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

Note 1: The departmental Stenographer Grade-II in level-4 in the pay
matrix (Rs.25500-81100) with ten years’ regular service in grade shall
be considered along with outsiders. If the departmental candidate is
selected for appointment to the post, it shall be treated as having been
filled by promotion.
Note 2: The departmental officers in the feeder category who are in
the direct line of promotion shall not be eligible for consideration for
appointment on deputation. Similarly, the deputationists shall not be
eligible for consideration for appointment by promotion.
Note 3: The period of deputation including the period of deputation in
another ex-cadre post held immediately preceding this appointment in
the same or some other organisation or department of the Central
Government shall ordinarily not exceed three years.
Note 4: The maximum age-limit for appointment by deputation shall
be not exceeding fifty-six years as on the closing date of receipt of
applications.

ृद की सं्या, वगीकरण और वेतन मैंरक्स में स्ट्तर. – उि ृद की सं्या, उसका वगीकरण और उससे िुड़े वेतन
मैंरक्स का स्ट्तर वि िोगा िो इन जनयमों से उृाबद्ध अनुसूर्ी के स्ट्तंभ (2) से (4) में जवजनर्ददि िै।
3.
भती की ृद्धजत, आयु-सीमा, अन्य अिचताएं आदद. – उि ृद ृर भती की ृद्धजत, आयु-सीमा, अिचताएं और उससे
संबंजधत अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तमभ (5) से (13) में जवजनर्ददि िैं।

जनरिचता. – वि व्यजि, -
(क) जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत िैं, जववाि दकया िै; या
(ख) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते हुए, दकसी अन्य व्यजि से जववाि दकया िै;

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आधार िैं, तो वि दकसी व्यजि को इस जनयम के
प्रवतचन से छूट दे सकेगी।

जिजथल करने की िजि. – ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि
उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिच करके, इन जनयमों के दकसी
उृबंध को, दकसी वगच या प्रवगच के व्यजियों के संबंध में, आदेि ्ारा जिजथल कर सकेगी।

in the pay matrix (Rs.123100-215900) with three years regular service
in the grade and having the educational qualifications, experience
prescribed for deputation shall also be considered along with outsiders.
If the departmental candidate is selected for appointment to the post, it
shall be treated as having been filled by promotion.
Note 2: The Period of deputation (including short-term contract)
including the period of deputation (including short-term contract) in
another ex-cadre post held immediately preceding this appointment in
the same or some other organization or department of the Central
