गया िै या करने का लोप दकया गया िै, मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय, मत्सस्ट्यपालन जवभाग के अिीन केंरीय

माजत्सस्ट्यकी तटवती इंिीजनयरी संस्ट्थान, बंगलुरु, में उप जनिेिक (जसजवल इंिीजनयरी) के पि पर भती की पद्धजत का

जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथागत्:

1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों का संजक्षप्त नाम केंरीय माजत्सस्ट्यकी तटवती इंिीजनयरी संस्ट्थान, बंगलुरु, उप

जनिेिक (जसजवल इंिीजनयरी) भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.-पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन मैररक्स में

स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं ।

3. भती की पद्धजत, आयु-सीमा, अन्य अिगताएं, आदि.-भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य बातें

वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।

4. जनरिगता - वि व्यजि-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की

िै, उि पि पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन

से छूट िे सकेगी।

5. जिजथल करने की िजि.–ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िै, उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग के परामिग से इन जनयमों के दकसी उपबंि को दकसी भी

वगग या प्रवगग के व्यजियों की बाबत आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त.–इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

(क) अिगता:- मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से जसजवल इंिीजनयरी में स्नातक; या मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से

जसजवल इंिीजनयरी में स्नातकोत्तर ।

(ख) अनुभव:- (i) स्नातक जडग्री िारक के जलए - दकसी भी सरकारी जवभाग या संगठन में बंिरगाि पररयोिनाओं और समुरी संरचनाओं

के जडिाइन में चार वषग का अनुभव।

(ii) स्नातकोत्तर जडग्री िारक के जलए - दकसी भी सरकारी जवभाग या संगठन में बंिरगाि पररयोिनाओं और समुरी संरचनाओं के जडिाइन में

िो वषग का अनुभव।

वांछनीय:

(क) अिगता: - दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से तटीय और िाबगर इंिीजनयरी या मिासागर इंिीजनयरी या समुरी

इंिीजनयरी में मास्ट्टर जडग्री।

(ख) अनुभव:- िून्य

रटप्पण 1: अिगताएं, अन्यथा सुअर्िगत अभ्यर्थगयों की ििा में कारणों के जलए िो लेखबद्ध दकए िाएं संघ लोक सेवा आयोग के जववेकानुसार

जिजथल की िा सकती िैं ।

रटप्पण 2: अनुभव संबंिी अिगता लेखबद्ध दकए गए कारणों के साथ संघ लोक सेवा आयोग के जववेकानुसार अनुसूजचत िाजतयों या

वेतन मैररक्स (56100-177500/- रुपये) के स्ट्तर-10 में सिायक जनिेिक (जसजवल इंिीजनयरी), ग्रेड में पांच वषग की जनयजमत सेवा के

साथ और दकसी मान्यता प्राप्त प्रजिक्षण संस्ट्थान से तटीय इंिीजनयरी या संरचना या भू-क्षरण और संरक्षण कायग में िो सप्ताि का प्रजिक्षण

सफलतापूवगक पूरा कर जलया िो।

रटप्पण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिगक या पात्रता सेवा पूरी कर ली िो, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परन्तु यि तब िबदक उनके द्वारा की गई ऐसी अिगक या पात्रता

सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित जिन्िोंने ऐसी अिगक या

पात्रता सेवा पिले िी पूरी कर ली िै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए, अपनी पररवीक्षा की अवजि सफलतापूवगक पूरी कर

ली िो ।

प्रजतजनयुजि:-

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के अजिकारी:

(क) (i) िो मूल संवगग या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं, या

(ii) मूल संवगग या जवभाग में वेतन मैररक्स के स्ट्तर-10 (56100 – 177500/- रुपये) या समकक्ष पर जनयजमत आिार पर जनयुजि के

पश्चात् प्रिान की गई ग्रेड में पााँच वषग की जनयजमत सेवा; या

(ख) स्ट्तंभ (7) के अिीन सीिी भती के जलए जवजित िैक्षजणक अिगता और अनुभव िोना चाजिए ।

रटप्पण (1):- पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने

के पात्र निीं िोंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे ।

रटप्पण (2):- प्रजतजनयुजि की अवजि केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी

अन्य बाह्य कैडर पि पर प्रजतजनयुजि की अवजि सािारणतया चार वषग से अजिक निीं िोगी ।

रटप्पण (3):- प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषग से अजिक निीं

िोगी ।

यदि कोई जवभागीय प्रोन्नजत सजमजत िै तो उसकी संरचना।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा

आयोग से परामिग दकया िाएगा।

जिसमें िाजमल िैं: -

(3) जनिेिक केंरीय माजत्सस्ट्यकी तटवती इंिीजनयरी संस्ट्थान, बंगलुरु – सिस्ट्य ।

(ख) समूि 'ख' जवभागीय प्रोन्नजत सजमजत (पुजष्टकरण पर जवचार करने के जलए)

जिसमें िाजमल िैं: -

(1) संयुि सजचव (प्रिासन), मत्सस्ट्यपालन जवभाग, मत्सस्ट्यपालन, पिुपालन और

डेयरी मंत्रालय – अध्यक्ष;

G.S.R. 46.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in

supersession of the Central Institute of Coastal Engineering for Fishery, Bangalore Junior Engineer, Assistant

Engineer (Civil Engineering), Assistant Director (Civil Engineering) and Deputy Director (Civil Engineering)

Recruitment Rules 2016, in so far as they relate to the posts of Deputy Director (Civil Engineering), except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Deputy Director (Civil Engineering) in the Central Institute of Coastal

Engineering for Fishery, Bengaluru under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of

Fisheries, namely: -

Short title and commencement.–(1) These rules may be called the Central Institute of Coastal

Engineering for Fishery, Bengaluru Deputy Director (Civil Engineering) recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post & classification and scale of pay.- The number of post & its classification and the level in

the pay matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.-No person, -

(a) who has entered into or contracted a marriage with the person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to Relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.–Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Educational and other qualifications required for direct recruits.

Essential:

(A) Qualification: Bachelor Degree in Civil Engineering of a recognised University or Institute; or

Masters Degree in Civil Engineering of a recognised University or Institute.

(B) Experience:- (i) For Bachelor degree holder.- four years experience in harbour projects and design of maritime

structures in any government department or organisation

(ii) For Master degree holder.- two years experience in harbour projects and design of maritime structures in any

government department or organization; and

Desirable:

(A) Qualification:- Masters Degree in Coastal and Harbor Engineering or Ocean Engineering or Marine Engineering

of a recognised University or Institute.

(B) Experience:- Nil

Note 1:-Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be

recorded in writing, in the case of candidates otherwise well qualified.

Note 2:-The qualification regarding experience is relaxable at the discretion of the Union Public Service Commission,

for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at

any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates

from these communities possessing the requisite experience are not likely to be available to fill up the vacancies

reserved for them.

service in the grade and have successfully completed two weeks training in Coastal Engineering or Structures or

Erosion and Protection work from a recognised institute.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:-

Officers under the Central or Stage Governments or Union Territory Administration:

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in level 10

(Rs. 56100-177500/-) in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualification and experience prescribed for direct recruits under column (7).

Note 1:- The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 2:- The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central Government shall

ordinarily not to exceed four years.

Note 3:The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years, as on the closing

date of receipt of applications.

वेतन मैररक्स (44,900-1,42,400/- रुपये) के स्ट्तर-7 में सिायक अजभयंता (जसजवल), ग्रेड में पांच वषग की जनयजमत सेवा के साथ

और दकसी मान्यता प्राप्त प्रजिक्षण संस्ट्थान से तटीय इंिीजनयरीं या संरचना या भू-क्षरण और संरक्षण कायग में िो सप्ताि का

प्रजिक्षण सफलतापूवगक पूरा कर जलया िो।

रटप्पण 1: इन जनयमों की अजिसूचना की जतजथ पर जनयजमत आिार पर सिायक अजभयंता (जसजवल) का पि िारण करने वाले

व्यजियों के जलए, सिायक जनिेिक (जसजवल इंिीजनयरी) के पि पर प्रोन्नजत के जलए पात्रता सेवा तीन वषग तक िारी रिेगी ।

रटप्पण 2: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिगक या पात्रता सेवा पूरी कर ली िो, प्रोन्नजत के जलए जवचार

दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परन्तु यि तब िबदक उनके द्वारा की गई ऐसी

अिगक या पात्रता सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित

जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए, अपनी पररवीक्षा की

अवजि सफलतापूवगक पूरी कर ली िो ।

प्रजतजनयुजि:-

केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के अजिकारी:

(i) िो मूल संवगग या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं, या

(ii) मूल संवगग या जवभाग में वेतन मैररक्स के स्ट्तर-9 (53100 – 167800/- रुपये) या समकक्ष पर जनयजमत आिार पर जनयुजि के

पश्चात् प्रिान की गई ग्रेड में िो वषग की जनयजमत सेवा; या

(iii) मूल संवगग या जवभाग में वेतन मैररक्स के स्ट्तर-8 (47600 – 151100/- रुपये) या समकक्ष पर जनयजमत आिार पर जनयुजि के

पश्चात् प्रिान की गई ग्रेड में चार वषग की जनयजमत सेवा; या

(iv) मूल संवगग या जवभाग में वेतन मैररक्स के स्ट्तर-7 (44900 – 142400/- रुपये) या समकक्ष पर जनयजमत आिार पर जनयुजि के

पश्चात् प्रिान की गई ग्रेड में पााँच वषग की जनयजमत सेवा; और

रटप्पण (1): पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।

रटप्पण (2): प्रजतजनयुजि की अवजि केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी

अन्य बाह्य कैडर पि पर प्रजतजनयुजि की अवजि सािारणतया तीन वषग से अजिक निीं िोगी।

रटप्पण (3): प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषग से अजिक निीं

िोगी।

यदि कोई जवभागीय प्रोन्नजत सजमजत िै तो उसकी

संरचना।

supersession of the Central Institute of Coastal Engineering for Fishery, Bangalore Junior Engineer, Assistant

Engineer (Civil Engineering), Assistant Director (Civil Engineering) and Deputy Director (Civil Engineering)

Recruitment Rules 2016, in so far as they relate to the posts of Assistant Director (Civil Engineering), except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Assistant Director (Civil Engineering) in the Central Institute of

Department of Fisheries, namely: -

1. Short title and commencement.–(1) These rules may be called the Central Institute of Coastal Engineering

for Fishery, Bengaluru Assistant Director (Civil Engineering) recruitment rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post & classification and scale of pay.- The number of posts & its classification and the level in

the Pay Matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications

and other matters relating thereto, as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.–No person.-

(a) who has entered into or contracted a marriage with the person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to Relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.–Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

grade and have successfully completed two weeks training in Coastal Engineering or Structures or Erosion and

Protection work from a recognised training institute.

Note 1: For persons holding the post of Assistant Engineer (Civil) on regular basis on the date of notification of these

rules, the eligibility service for promotion to the post of Assistant Director (Civil Engineering) shall continue to be

three years.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying/eligibility service.

Deputation:-

Officers under the Central Government or State Governments or Union territory Administrations:

(A)(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with two years service in the grade rendered after appointment thereto on a regular basis in level-9 (Rs. 53100-

167800/-) in the pay matrix or equivalent in the parent cadre or department; or

(iii) with four years service in the grade rendered after appointment thereto on a regular basis in level-8 (Rs. 47600-

151100/-) in the pay matrix or equivalent in the parent cadre or department; or

(iv) with five years service in the grade rendered after appointment thereto on a regular basis in level-7(Rs. 44900-

142400/-) in the pay matrix or equivalent in the parent cadre or department; and

(B) Possessing the educational qualification and experience prescribed for direct recruitment under column (7).

Note (1): The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration for

appointment by promotion.

Note (2): The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or department of the central government shall
