1. संजक्षप्त नाम और प्रारंभ:

(1) आन जनयमों का संजक्षप्त नाम - गृह मंत्रालय, सरदार वल्लभभाइ ृटेल राष्ट्रीय ृुजलस ऄकादमी, जनरीक्षक (बैंड), समूह 'ख'

ृद, भती जनयम, 2024 है।

(2) ये राजृत्र में ईनके प्रकािन की तारीख से प्रवृत्त होंगे ।

2. ृद सं्‍या, वगीकरण, वेतन मैंरक्स में स्ट्तर – ईि ृद सं्‍या, ईसका वगीकरण और वेतन मैंरक्स में ईसका स्ट्तर वह होगा,

जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से (4) में जवजनर्ददष्ट हैं।

3. भती की ृद्धजत, अयु-सीमा, ऄहगताएं अदद – ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईससे संबंजधत ऄन्य बातें

वे होंगी, जो ईि ऄनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

4. जनरहगता - वह व्यजि -

(क) जजसने ऐसे व्यजि से, जजसका ृजत या ृत्नी जीजवत हैं, जववाह दकया है या जववाह की संजवदा की है; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा की है,

ईि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केन्रीय सरकार को यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को

लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के प्रवतगन से छूट

दे सकेगी ।

5. जिजथल करने की िजि - जहां केन्रीय सरकार की राय है दक ऐसा करना अवश्यक या समीचीन है, वहााँ वह ईसके जलए जो

कारण हैं ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के

व्यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व्यावृजत्त - आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, भूतृूवग सैजनकों, ऄन्य जृछड़ा वगों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत है।

केंरीय सरकार या रा य सरकारों या संघ रा यक्षेत्र प्रिासन के ऄजधकारी जजसके ऄंतगगत केंरीय ृुजलस संग न या केंरीय सिस्त्र ृुजलस

बल या रा य ृुजलस संग न भी हैं ;

(i) जजन्होंने मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकया हो; या

(ii) जजन्होंने मूल काडर या जवभाग में वेतन मैंरक्स के स्ट्तर -5 (29200-92300 रुृये) या समतुल्य ृदों ृर छह वषग की

जनयजमत सेवा की हो;

(iii) जजसके ृास जन्नलजलजखत िैक्षजणक ऄहगताएं और ऄनुभव हों,

(क) दकसी मान्यता प्राप्त बोडग या संस्ट्थान से दसवीं;

(ख) दकसी मान्यता प्राप्त प्रजिक्षण संस्ट्थान से बैंड वाद्ययंत्र में सफलताृूवगक प्रजिक्षण ृूरा दकया हो;

(ग) केंरीय सरकार या रा य सरकारों या संघ रा यक्षेत्र प्रिासन या केंरीय ृुजलस संग नों या केंरीय सिस्त्र ृुजलस बलों या ृुजलस

संग नों या मान्यता प्राप्त संस्ट्थाओं में बैंड वाद्य यंत्र के रूृ में ृांच वषग का ऄनुभव।

ंटप्ृण 1- जवभागीय ईृ-जनरीक्षक (बैंड) जजन्होंने वेतन मैंरक्स के स्ट्तर-5 (रु. 29200-92300) में ग्रेड में छह वषग की जनयजमत सेवा

की हो और जो प्रजतजनयुजि के अधार ृर जनयुजि ृर जवचार करने के जलए जवजहत िैक्षजणक ऄहगता और ऄनुभव रखते हैं, ृर भी बाहरी

लोगों के साथ जवचार दकया जाता है। यदद ृद ृर जनयुजि के जलए जवभागीय ऄभ्यथी का चयन दकया जाता है, आसे प्रोन्नजत ्ारा भरा

हुअ माना जाएगा।

ंटप्ृण 2 - प्रजतजनयुजि की ऄवजध, जजसमें केंरीय सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजि से ीक ृहले

धांरत दकसी ऄन्य काडर बाहय ृद ृर प्रजतजनयुजि की ऄवजध भी है, साधारणतया तीन वषग से ऄजधक नहीं होगी।

ंटप्ृण 3 - प्रजतजनयुजि ्ारा जनयुजि के जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्ृन वषग से ऄजधक नहीं

होगी।

यदद जवभागीय प्रोन्नजत सजमजत हैं तो ईसकी संरचना ।

MINISTRY OF HOME AFFAIRS

New Delhi, the 25th April, 2024

G.S.R. 49.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of

the Sardar Vallabhai Patel National Police Academy, Inspector (Band) Recruitment Rules, 1985, except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Inspector (Band) in the Sardar Vallabhbhai Patel National Police Academy under the Ministry of

Home Affairs, namely: -

1. Short title and commencement. – (1) These rules may be called the Ministry of Home Affairs, Sardar Vallabhbhai Patel

National Police Academy, Inspector (Band), Group ‘B’ Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other

matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the

provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Officers of the Central Government or State Governments or Union territory Administrations including Central Police

Organisations or Central Armed Police Forces or State Police Organisations,-

(i) holding analogous posts on a regular basis in the parent cadre or department; or

(ii) with six years of regular service in posts in the level-5 of the pay matrix (Rs. 29200-92300) or equivalent in the

parent cadre or department;

(iii) possessing the following educational qualifications and experience,-

(a) matriculation from a recognised Board or institute;

(b) successfully completed training in the Band Instrument from a recognised training institute;

territory Administrations or Central Police Organisations or Central Armed Police Forces or Police

Organisations or recognised institutions.

Note 1.- The Departmental Sub-Inspector (Band) in level- 5 of the pay matrix ( Rs. 29200-92300) with six years

regular service in the grade and having the educational qualifications and experience prescribed for considering

appointment on deputation basis is considered along with outsiders. If the departmental candidate is selected for

appointment to the post; it shall be treated as having filled by promotion.

Note 2.- The period of deputation including period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or department of the Central Government shall ordinarily not

to exceed three years.

Note 3.- The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the

closing date of receipt of applications.

होगा जो आन जनयमों के ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट है।

3. भती की ृद्धजत, अयु सीमा, ऄहतागएं अदद : भती की ृद्धजत, अयु सीमा, ऄहगताएं और ईससे संबंजधत ऄन्य बातें वे

होंगी जो ृूवोि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

5. जनरहगता : वह व्यजि -

(क) जजसने ऐसे दकसी व्यजि से, जजसका ृजत या ृत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की है; या

(ख) जजसने ऄृने ृजत या ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा की है

ईि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरंतु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को

लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय है और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आस जनयम के

प्रवतगन से छूट दे सकेगी।

5. जिजथल करने की िजि : जहां केंरीय सरकार की यह राय है दक ऐसा करना अवश्यक या समीचीन है, वहां वह ईसके जलए जो

कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के

वेतन मैंरक्स में स्ट्तर 04 (25,500-81,100 रुृये) ऐसे स्ट्टाफ कार ड्राआवर

श्रेणी-।। जजन्होंने जनयजमत अधार ृर जनयुजि के ृश्चात ईस श्रेणी में ृांच वषग

की जनयुजि सेवा की है, जजसके न हो सकने ृर स्ट्टाफ कार ड्राआवर श्रेणी-।। के

साथ स्ट्टाफ कार ड्राआवर (साधारण श्रेणी) की श्रेणी में 13 वषग संयुि सेवा और

(i) जन्नलजलजखत जवषयों ृर अधांरत व्यवसाय ृंरक्षा ईत्तीणग की हो-

(क) ऄंग्रेजी सं्‍याओं और ऄंकों को ृढ़ने की क्षमता

(ख) यातायात जवजनयमों का ज्ञान

(ग) ृेरोल और डीजल आंजन के कायगकरण का ज्ञान और छुट-ृुट खराजबयों का

ृता लगाने और दैजनक कजमयों को ीक करने की समथगता

(घ) काबुगरेटर, प्लग अदद को साफ करने की समथगता।

supersession of the Ministry of Water Resources, River Development & Ganga Rejuvenation, Central Soil and

Materials Research Station, New Delhi Staff Car Drivers Group ‘C’ Posts Recruitment Rules 2018 in so far as they

relate to the post of Staff Car Driver Grade-I, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the methods of recruitment to the posts of

Staff Car Driver, Grade - I in the Department of Water Resources, River Development & Ganga Rejuvenation, Central

Soil and Materials Research Station, New Delhi, namely:-

Short title and commencement. - (1) These rules may be called the Department of Water Resources, River

Development & Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, Staff Car Driver

Grade-I (Group ‘C’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification, level in pay matrix. — The number of post, its classification and level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

5. जिजथल करने की िजि – जहां केन् रीय सरकार की यह राय है दक ऐसा करना अवश् यक या समीचीन है, वहां वह

ईसके जलए जो कारण हैं, ईन् हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी

ईृबंध को दकसी वगग या प्रवगग के व् यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व् यावृजत्त – आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन् य ंरयायतों ृर प्रभाव नहीं डालेगी,

ंटप्ृण 2:अयु-सीमा ऄवधांरत करने के जलए

जनणागयक तारीख वह ऄंजतम तारीख होगी जजस तक

रोजगार कायागलयों से नाम भेजने के जलए कहा

गया है।

सीधे भती दकए जाने वाले व्यजियों के जलए ऄृेजक्षत

िैजक्षक और ऄन्य ऄहगताएं।

सीधी भती दकए जाने वाले व्यजियों के जलए

जवजहत अयु और िैजक्षक ऄहगताएं प्रोन्नत

ंटप्ृणः ृदधारी के प्रजतजनयुजि या लंबी बीमारी या ऄध्ययन छुट्टी या

दकन्हीं ऄन्य ृंरजस्ट्थजतयों में एक वषग या आससे ऄजधक ऄवजध के जलए बाहर

रहने के कारण हुइ ंरजियां केंरीय सरकार के ऄजधकांरयों में से

प्रजतजनयुजि के अधार ृर भरी जा सकेगीः-

(क) (i) जो जनयजमत अधार ृर सदृि ृद धारण दकये हुए हो; या

(ii) जजन्होंने वेतन मैंरक्स के स्ट्तर-1 में तीन वषग की जनयजमत सेवा

की हो और

(ख) जजनके ृास स्ट्तंभ (7) के ऄधीन सीधे भती दकए जाने वाले व्यजियों के

जलए जवजहत ऄहगताएं और ऄनुभव है।
