का.जन.आ. 18.—राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरन्तुक द्वारा प्रित्त िजि ों का प्र ोग करते हुए, रक्षा

मंत्राल , भारती नौसेना के नौसैजनक आ ुि जनरीक्षणाल काडर में प्रिान तकनीकी अजिकारी (मैकेजनकल), प्रिान

तकनीकी अजिकारी (एम् ुजनिन एंड एक्सप्लोजसव) और प्रिान तकनीकी अजिकारी (जडिाइन) के ृिों ृर भती की ृद्धजत

का जवजन मन करने के जलए जनम्नजलजखत जन म बनाते िैं, अ ाचत:-

संजक्षप्त नाम और प्रारम्भ:

(क) इन जन मों का संजक्षप्त नाम रक्षा मंत्राल , नौसेना नौसैजनक आ ुि जनरीक्षणाल काडर में प्रिान तकनीकी

अजिकारी (मैकेजनकल), प्रिान तकनीकी अजिकारी (एम् ुजनिन एंड एक्सप्लोजसव), प्रिान तकनीकी अजिकारी

लागू िोना : े जन म उृबंि अनुसूची के स्ट्तंभ (1) में ा जवजनर्िचष्ट ृिों ृर लागू िोंगे।

ृिों की सं्‍ ा, वगीकरण और वेतन मैट्ररक्स में स्ट्तर - उि ृिों की सं्‍ ा, उनका वगीकरण और वेतन मैट्ररक्स में

स्ट्तर वे िोंगे िो इन जन मों द्वारा उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ 4) में जवजनर्िचष्ट िैं।

भती की ृद्धजत, आ ु सीमा और अन् अिचताएं, आदि - भती की ृद्धजत, आ ु सीमा, अिचताएं और उससे संबंजित

अन् बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

जनरिचता: वि व्यजि-

(क)

जिसने ऐसे व्यजि से जिसका ृजत ा जिसकी ृत् नी िीजवत िै, जववाि दक ा िै ा जववाि की संजविा की

िै ; ा

(ख)

जिसने, अृने ृजत ा अृनी ृत् नी के िीजवत रिते हुए दकसी व्यजि से जववाि दक ा िै ा जववाि की

संजविा की िै उि ृिों ृर जन ुजि का ृात्र निीं िोगा :

ृरन्तु दि केन्री सरकार का ि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन् ृक्षकार

को लागू स्ट्वी जवजि के अिीन अनुज्ञे िै और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के

प्रवतचन से छूट िे सकेगी।

जिज ल करने की िजि: ििां केन्री सरकार की ि रा िै दक ऐसा करना आवश् क ा समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, त ा संघ लोक सेवा आ ोग से ृरामिच करके इन जन मों के दकसी उृबंि को

दकसी वगच ा प्रवगच के व्यजि ों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

व्यावषजत: इन जन मों की कोई बात, ऐसे आरक्षण, आ ु-सीमा में छूट और अन् ट्रर ा तों ृर प्रभाव निीं डालेगी,

जिनका केन्री सरकार द्वारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजत ों,

अनुसूजचत िनिाजत ों, अन् जृछडे वगों, भूतृुवच सैजनकों और अन् जविेष प्रवगच के व्यजि ों के जलए उृबंि करना

नौसेना आ ुि जनरीक्षणाल के मिाजनिेिक द्वारा जनिाचट्ररत

मान् ता प्राप्त संस्ट् ान से कम से कम 2 सप्ताि का प्रजिक्षण

तकनीकी/प्रबंिकी कौिल सफलताृूवचक ृूरा दक ा िै।

ट्रटप्ृणी : ििााँ ऐसे कजनष्ठ व्यजि ों के संबंि में, जिन्िोंने अृनी

अिचक ा ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार दक ा

िा रि िो, विां उनसे ज् ेष्ठ व्यजि ों के संबन्ि में भी जवचार दक ा

िाएगा ृरंतु ि तब िब दक उसके द्वारा की गई ऐसी अिचक ा

जनरीक्षण / गुणवत्ता बीमा / रखरखाव/ उत्ृािन के क्षेत्र

में 07 साल का अनुभव ।

ट्रटप्ृणी 1:-ृोषक प्रवगच के ऐसे जवभागी अजिकारी, िो प्रोन्नजत

की सीिी ृंजि में िैं, प्रजतजन ुजि ृर जन ुजि के जलए जवचार दकए

िाने के ृात्र निी िोंगे । इसी प्रकार प्रजतजन ुि व्यजि प्रोन्नजत

द्वारा जन ुजि के जलए जवचार दकए िाने के ृात्र निीं िोंगे ।

ट्रटप्ृणी 2:-प्रजतजन ुजि की अवजि, जिसके अंतगचत केंरी सरकार

के उसी ा दकसी अन् संग न ा जवभाग में इस जन ुजि से ीक

ृिले िाट्ररत दकसी अन् किर बाह्य ृि ृर प्रजतजन ुजि की अवजि

िै सािारणत ा 3 वषच से अजिक निीं िोगी ।

ट्रटप्ृणी 3:-प्रजतजन ुजि द्वारा जन ुजि के जलए अजिकतम आ ु

सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषच से अजिक

निीं िोगी।

के दकसी िाखा में जवज्ञान में मास्ट्टर जडग्री िो, और

(iii) केन्री सरकार / राज् सरकार / संघ राज् क्षेत्र /

सावचिजनक क्षेत्र का उृक्रम / मान् ता प्राप्त

जवश्वजवद्याल / मान् ता प्राप्त अनुसंिान संस्ट् ान /

कानूनी ा स्ट्वा त संग न मे आ ुिािी के क्षेत्र मे

सात साल का अनुभव जनरीक्षण/गुणवत्ता बीमा /

रखरखाव/ उत्ृािन /ृट्ररक्षण/ आ ुिािी के क्षेत्र मे

प्रमाण में ।

ट्रटप्ृणी 1:-ृोषक प्रवगच के ऐसे जवभागी अजिकारी, िो प्रोन्नजत

(ii) केन्री सरकार/ राज् सरकार/ संघ राज् क्षेत्र/

सावचिजनक क्षेत्र का उृक्रम / मान् ता प्राप्त

जवश्वजवद्याल / मान् ता प्राप्त अनुसंिान संस्ट् ान /

कानूनी ा स्ट्वा त संग न में कम्प् ुटर-एडेड जडिाइन

New Delhi, the 13th March, 2024

S.R.O. 18.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the posts of Principal Technical Officer

(Mechanical), Principal Technical Officer (Ammunition and Explosives) and Principal Technical Officer (Design) of

the Naval Armament Inspectorate Cadre in the Indian Navy, Ministry of Defence, namely:-

Short title and commencement.–(1) These rules may be called the Ministry of Defence, Indian Navy Naval

Armament Inspectorate, Principal Technical Officer (Mechanical), Principal Technical Officer (Ammunition and

Explosives) and Principal Technical Officer (Design), Group ‘A’ Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.–These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.–The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification .–No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

and satisfactory completion of mandatory training of atleast two

weeks in technical or managerial skills from recognised institute, as

decided by the Director General of Naval Armament Inspection.

Note : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

shall also be considered provided they are not short of the requisite

have successfully completed their probation period for promotion

(b) possessing the following educational qualifications and

experience,-

(i) Bachelor of Engineering or Bachelor of Technology in the

discipline of Mechanical or Electrical or Electronics or

Metallurgical or Aeronautical or Computer Science Engineering

(iv) Seven years experience of Inspection or Quality Assurance

or Maintenance and production or testing and proof in the field

of Armament in the Central Government or State Governments

or Union territory Administrations or public sector undertakings

or recognised University or recognised research institutions or

statutory or autonomous organisations.

Note 1: The departmental officers in the feeder category who are in

direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2: The period of deputation (including short-term contract)

including period of deputation (including short-term contract) in

another ex-cadre post held immediately preceding this appointment

जडप्लोमा में अिचता अवश् प्राप्त की िो ा दकसी मान् ता प्राप्त जवश्वजवद्याल ा संस्ट् ान से कम्प् ूटर का चक्रमण में

S.R.O. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Integrated Headquarters of Ministry of Defence (Army), Defence Staff Headquarters, Signal

Intelligence Directorate (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 2013, in so far as they relate to the posts

of Director Signal Intelligence (Research), Principal Research Officer, Senior Research Officer, Research Officer,

Junior Research Officer and Data Entry Operator Grade ‘D’, except as respects things done or omitted to be done

before such supersessions, the President hereby makes the following rules regulating the method of recruitment to the

post of Director Signal Intelligence (Research), Principal Research Officer, Senior Research Officer, Research

Officer, Junior Research Officer and Data Entry Operator Grade ‘D’ in the Defence Staff Headquarters, Signal

Intelligence Directorate, Integrated Headquarters of Ministry of Defence (Army), namely:-

Short title and commencement.-(1) These rules may be called the Integrated Headquarters of Ministry of

Defence (Army), Defence Staff Headquarters, Signal Intelligence Directorate, Director Signal Intelligence (Research),

Principal Research Officer, Senior Research Officer, Research Officer, Junior Research Officer and Data Entry

Operator Grade ‘D’ (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.-The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.–No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Defence Headquarters Training Institute.

Note.- Where junior who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period if prescribed for promotion to the next higher grade along with their juniors who

have already completed such qualifying or eligibility service.

Deputation

The Armed Forces Personnel of the rank of Colonel and above or equivalent rank in the Indian Navy and Indian

Air Force and possessing the following qualifications and experience, -

(i) Bachelors degree in Mathematics or Science (Electronics) or Computer Science or Computer Programming from a

recognised University.

(ii) at least ten years regular service in the Corps of Signals or equivalent branch of Navy and Air Force.

(iii) the candidate shall have qualified Electronics Data Processing or Advance Diploma in Programming course at

Military College of Telecommunication Engineering, Mhow or having a Diploma in Computer Programming from a

recognised University or institute.

Note 1.-The departmental officers in the feeder category who are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.-The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central Government shall

की गई ऐसी अिचक/ृात्रता सेवा, अृेजक्षत अिचक/ृात्रता सेवा के आिे से अजिक से ा िो वषच से, इनमें से िो भी कम िो,

कम न िो और उन्िोने अृने ऐसे कजनष्ठ व्यजि ों सजित, जिन्िोंने ऐसी अिचक/ ृात्रता सेवा ृिले िी ृूरी कर ली िै, अगली

S.R.O. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Integrated Headquarters of Ministry of Defence (Air), Senior Programmer, Programmer, Data

Processing Assistant and Data Entry Operator Grade 'D' Recruitment Rules, 2013, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the posts of Principal System Analyst, Senior System Analyst, System Analyst, Data Processing

Assistant and Data Entry Operator Grade 'D' in the Integrated Headquarters of Ministry of Defence (Air), namely: -

Short title and commencement.-(1) These rules may be called the Integrated Headquarters of Ministry of

Defence (Air), Principal System Analyst, Senior System Analyst, System Analyst, Data Processing Assistant and

Data Entry Operator Grade 'D' (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2024.

They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to

these rules.

Number of posts, classification and level in pay matrix.-The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

University or institute; and

(iii) eight years post qualification experience in electronic data processing work out of which at least four years

experience shall be in actual programming.

Note 1: The departmental Senior System Analyst in level -11 in the pay matrix (Rs.67700-208700) with five years of

regular service in the grade and having the educational qualifications and experience prescribed for considering

appointment on deputation basis is considered along with outsiders. If the Departmental candidate is selected for

appointment to the post, it shall be treated as having been filled by promotion.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Note 3: The period of deputation (including short-term contract) including the period of deputation (including short-

term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or Department of the Central Government shall ordinarily not exceed four years.

Note 4: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding

fifty-six years as on the last date of receipt of applications.

the grade and having successfully completed training of two to four weeks in the relevant area, to be arranged by the

Defence Headquarters Training Institute.

Note 1: The eligibility service shall continue to be three years for persons holding the feeder posts on regular basis on

the date of notification of the revised rules.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

(ii) minimum one month training in any high level programming language (Java, Personal Home Page); or

(iii) minimum one month training in any My Structured Query Language or Oak Ridge Automatic Computer and

Logical Engine database. (Oak Ridge Automatic Computer and Logical Engine database 12 C, Database
