सा.का.जन. 54.—केन्रीय सरकार, सिस्त्र सीमा बल ऄजधजनयम, 2007 (2007 का 53) की धारा 155 की

ईृधारा (2) के खंड (क) और खंड (ग) ्ारा प्रदत्त िजियों का प्रयोग करते हुए, और सिस्त्र सीमा बल योधक संचार सेवा

समूि ‘ख’ ृद भती जनयम, 2010 को और सिस्त्र सीमा बल योधक संचार सेवा (‘ख’ एवं ‘ग’ ृद) भती जनयम 2018 को,

जिां तक ईनका संबंध सब-आंस्ट्ृेक्टर (संचार) ृद से िैं, ईन बातों के जसवाय ऄजधक्रान्त करते हुए, जजन्िें ऐसे ऄजधक्रमण से

ृूवग दकया गया िै या करने का लोृ दकया गया िै, गृि मंत्रालय, सिस्त्र सीमा बल में जनरीक्षक (संचार) और ईृ-जनरीक्षक

(संचार) के ृदों ृर भती की ृद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाती िै, ऄथागत:-

1. संजक्षप्त नाम और प्रारंभ.- (1) आन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, योधक, संचार काडर, जनरीक्षक

(संचार) और ईृ-जनरीक्षक (संचार), समूि 'ख' ृद भती जनयम, 2024 िै।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना.- ये जनयम, आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (1) में यथा जवजनर्ददष्ट ृदों को लागू िोंगे।

3. ृदों की सं्‍या, वगीकरण और वेतन मैंरक्स में स्ट्तर.– ईि ृदों की सं्‍या, ईनका वगीकरण और वेतन मैंरक्स में ईनका

स्ट्तर वि िोगा, जो आन जनयमों से ईृाबद्ध ईि ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट िैं।

4. भती की ृद्धजत, अयु-सीमा, ऄिगताएं, अदद.- ईि ृदों ृर भती की ृद्धजत, अयु-सीमा, ऄिगताएं और ईससे संबंजधत

ऄन्य बातें वे िोंगी, जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट िैं।

5. जनरिगता.- वि व्यजि,-

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत िै, जववाि दकया िै या जववाि की संजवदा की िै; या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजवदा की

िै,

ईि ृदों ृर जनयुजि का ृात्र निीं िोगा:

ृरन्तु यदद केन्रीय सरकार का यि समाधान िो जाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय िै और ऐसा करने के जलए ऄन्य अधार िैं तो वि दकसी व्यजि को आस जनयम के

प्रवतगन से छूट दे सकेगी।

6. जचदकत्सक दृष्टया योग्यता.- आन जनयमों में ऄन्तर्ववष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि जो जचदकत्सा प्रवगग

‘िेृ-1’ में िैं, आन जनयमों के ईृबंधों के ऄधीन जनयुजि के जलए ृात्र िोंगे।

स्ट्ृष्टीकरण:- आस जनयम के प्रयोजन के जलए, 'िेृ-1’ से जनम्नानुसार जवजनर्ददष्ट जचदकत्सा प्रवगग ऄजभप्रेत िै, ऄथागत्:

(क) कोड ऄक्षर िेृ (एस.एच.ए.ृी.इ.), जो जनम्नजलजखत कृत्यों का वणगन करते िैं, ्ारा ईृदर्वित ददए गए घटकों के

ऄधीन ऄजधकारी की योग्यता जनधागंरत करने के ृश्चात् जचदकत्सा ऄजधकारी ्ारा दकया गया जचदकत्सीय वगीकरण:-

मनोवैज्ञाजनक;

एच

श्रवण िजि;

ए

ईृांग (ऄृैन्डेजेस) ;

ृी

िारींरक क्षमता; और

इ

दृजष्ट िजि।

(ख) प्रत्येक घटक के ऄधीन, दकसी ऄजधकारी की कायागत्मक क्षमता, प्रत्येक कोड ऄक्षर के समाने ऄंक 1 से 5 ्ारा जगरती

कायग क्षमता ईृदर्वित करते हुए दिागइ जायगी और कोड ऄक्षर के ृश्चात् ऄंक जलखे जाएगें, जसवाय ईसके जिााँ कोइ

ऄजधकारी सभी घटकों में श्रेणी-1 में िै, विााँ ईसका प्रवगग एस1, एच1, ए1, ृी1, इ1 जलखने के बजाय, िेृ-1

जलखकर दिागया जा सकेगा और आन ऄंको का सामान्य मूल्यांकन जनम्नानुसार िै ऄथागतः–

(i)

भारत में किीं भी सभी कतगव्यों के जलए योग्य।

(ii) सभी कतगव्यों के जलए योग्य दकन्तु क्या कतगव्यों में तीव्र कं नाइ या दोनों कानों और ऑखों की श्रवण िजि या

दृजष्ट की तीक्ष्णता की मांग ऄंतवगजलत िै या निीं, ृर जनभगर करते हुए कतगव्यों के प्रकार और जनयोजन योग्यता

क्षेत्रों ऄनुसार ृंरसीमाएं िो सकती िैं;

(iii) “एस” घटक के जसवाय, नेमी या जनज्‍क्रय कतगव्यों के जलए योग्य दकन्तु ईच्च स्ट्थान (2700 मीटर से ऄजधक)

ऄत्यजधक ंड़े क्षेत्रो या ृिाड़ी भूखण्डो ृर लमबें कतगव्यों भार के जलए जनयोजन योग्यता की ृंरसीमाएं िो

सकती िै ;

(iv) ऄस्ट्ृताल में भती या बीमारी की छुट्टी के कारण कतगव्यों के जलए ऄस्ट्थायी रूृ से ऄयोग्य ; और

(v) कतगव्यों के जलए स्ट्थायी रूृ से ऄयोग्य ।

7. ऄन्यदेिीय ऄृात्रता.- कोइ व्यजि, जो भारत का नागंरक निीं िै, जलजखत में केन्रीय सरकार की ृूवग ऄनुमजत के जसवाय,

आन जनयमों के ऄधीन जनयुि निीं दकया जाएगाः

ृरन्तु आस जनयम में ऄंतर्ववष्ट कोइ बात बल में नेृाल या भूटान की प्रजा की जनयुजि या जनयोजन को वर्वजत निीं

करेगी ।

8. ऄजधवर्विता.- आन जनयमों के ऄधीन जनयुि दकया गया प्रत्येक कार्वमक ईस मास के, जजसमें वि सा विग की अयु

ऄजभप्राप्त करता िै, ऄंजतम ददन के ऄृराह्न में सेवाजनवृत िोगा।

ृरन्तु ऐसा व्यजि जजसकी जन्म की तारीख दकसी मास की ृिली तारीख िै, तो ईस माि के, जजसमें वि सा विग

की अयु प्राप्त करता िै, ृूवग मास की ऄंजतम तारीख के ऄृराह्न में सेवाजनवृत िोगा ।

9. सेवा का दाजयत्व.– ईि जनयमों की ऄनुसूची के स्ट्तंभ (1) में यथा जवजनर्ददष्ट ऄधीन ईि ृदों ृर जनयुि कोइ व्यजि

भारत या जवदेि में किीं भी सेवा करने का दायी िोगा।

10. जिजथल करने की िजि.- जिां केन्रीय सरकार की यि राय िै दक ऐसा करना अवश्यक या समीचीन िै, विां वि ईसके

जलए जो कारण िैं, ईन्िें लेखबद्ध करके और संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृबंध को दकसी

वगग या प्रवगग के व्यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी ।

11. व्यावृजत.- आन जनयमों की कोइ बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव निीं डालेगी,

जजनका केन्रीय सरकार ्ारा आस संबंघ में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछडें वगों, भूतृूवग सैजनकों, और ऄन्य जविेि प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत िै ।

प्रोन्नजत या प्रजतजनयुजि/अमेलन ्ारा भती की दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि/अमेलन दकया जाएगा ।

प्रोन्नजत ्ारा:

सिस्त्र सीमा बल में ऐसे ईृ-जनरीक्षक (संचार) जजन्िोंने वेतन मैंरक्स के स्ट्तर-6 (रु. 35400-112400/-) में जचदकत्सा प्रवगग िेृ-1 के

साथ ग्रेड में ृांच विग जनयजमत सेवा की िै और जजन्िोंने मिाजनदेिक, सिस्त्र सीमा बल ्ारा यथाजवजित प्रोन्नजत ृूवग ृाठ्यक्रम या

ृाठ्यक्रमों को सफलताृूवगक ृूरा दकया िो।

ंटप्ृण.– जिां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्िोंने ऄृनी ऄिगक या ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया जा

रिा िो, विां ईनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यि तब जबदक ईनके ्ारा की गइ ऐसी ऄिगक या ृात्रता

सेवा, ऄृेजक्षत ऄिगक या ृात्रता सेवा के अधे से ऄजधक से या दो विग से, आनमें से जो भी कम िो, कम न िो और ईन्िोंने ऄृने ऐसे कजनष्ठ

व्यजियों सजित, जजन्िोंने ऐसी ऄिगक या ृात्रता सेवा ृिले िी ृूरी कर ली िै, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृंरवीक्षा

की ऄवजध सफलताृूवगक ृूरी कर ली िो।

प्रजतजनयुजि ्ाराः

केंरीय सरकार या रा य सरकार या संघ रा य क्षेत्र प्रिासन के ऐसे ऄजधकारी जजनका जचदकत्सा प्रवगग िेृ-1 िो,–

(क) (i) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए िो; या

(ii) जजन्िोंने मूल काडर या जवभाग में वेतन मैंरक्स के स्ट्तर-6 (रु.35400-112400) या समतुल्य में जनयजमत अधार ृर सदृि ृद ृर

जनयुजि के ृश्चात् ृांच विग की सेवा प्रदान की िो; और

(ख) जजसके ृास जनम्नजलजखत िैजक्षक ऄिगताएं और ऄनुभव िोः–

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से भौजतक जवज्ञान, रसायन जवज्ञान और गजणत सजित में आलैक्रोजनक्स या संचार या

जवज्ञान में स्नातक जडग्री या समतुल्य; और

(ii) येष्ठ ृूनश्चयाग संचार ृाठ्यक्रम या समतुल्य प्रजिक्षण में ऄर्वित िो।

ंटप्ृण 1.– ृोिक वगग के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में िैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने

के ृात्र निीं िोंगे। आसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जवचार दकए जाने के ृात्र निीं िोंगे ।

ंटप्ृण 2.– प्रजतजनयुजि की ऄवजध, जजसके ऄंतगगत केन्रीय सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजि से ीक

ृिले धांरत दकसी ऄन्य काडर बाह्य ृद ृर प्रजतजनयुजि की ऄवजध िै, साधारणतया तीन विग से ऄजधक निीं िोगी ।

ंटप्ृण 3.– प्रजतजनयुजि ्ारा जनयुजि के जलए ऄजधकतम अयु-सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्ृन विग से ऄजधक

निीं िोगी ।

भूतृूवग सैजनकों के जलए प्रजतजनयुजि या ृुनर्वनयोजन:

(i) सिस्त्र बल के सूबेदार या सूबेदार मेजर या ऄवैतजनक लेजटटनेंट या ऄवैजतनक कैप्टन की ृंजि के और संचार रेड में ऄृेजक्षत ऄिगता या

ऄनुभव रखने वाले ऐसे कार्वमक, जो एक विग की ऄवजध के भीतर सेवाजनवृत िोने वाले िैं या ंरजवग में स्ट्थानातंरत दकए जाने वाले िैं

और जजनके ृास प्रजतजनयुजि के जलए ऄृेजक्षत ऄनुभव और जवजित ऄिगताएं िैं, ृर भी जवचार दकया जाएगा ऐसे व्यजियों को ईस

तारीख तक प्रजतजनयुजि के जनवगधनो ृर रखा जाएगा जजस तारीख से ईन्िे सिस्त्र बल से जनमुगि दकया जाना िै ; तत्ृश्चात् ईन्िें

ृुनर्वनयोजन ृर बने रिने ददया जा सकता िै ; और

(ii) ऄभ्यथी जचदकत्सा प्रवगग िेृ-1 में िोगें।

ंटप्ृण .– ृुनर्वनयोजन ृूवग सैजनकों को सिस्त्र सीमा बल में िाजमल िोने ृर बुजनयादी संचार ृाठ्यक्रम से गुजरना ृड़ेगा ।

जमजोरम, मजणृुर, नागालैंड, जत्रृुरा, जसदिम, जिमाचल प्रदेि के लािौल और स्ट्ृीजत जजला और चंबा जजले के

ृांगी ईृखंड और केंर िाजसत प्रदेि, लद्दाख, ऄंडमान और जनकोबार ्ीृ समूि और लक्ष्ीृ के ऄभ्यर्वथयों के

जलए जवजित की गइ िै।

िैजक्षक ऄिगताएः

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से आलैक्रोजनक्स और संसूचना या कंप्यूटर जवज्ञान या सूचना

प्रौद्योजगकी आंजीजनयरी या भौजतकी, रसायन और गजणत सजित जवज्ञान में स्नातक की जडग्री।

(ii) केंरीय सिस्त्र ृुजलस बल में ईृ-जनरीक्षक (संचार) के ृदों के जलए केंरीय सरकार ्ारा जवजित स्ट्कीम के

ऄनुसार िारींरक एवं जचदकत्सा मानक ; और

(iii) ऄभ्यथी िारींरक दक्षता और जलजखत ृरीक्षा ईत्तीणग करेंगे ।

लागू निीं िोता ।

ंटप्ृण : सीधी जनयुजि ृर, ऄभ्यर्वथयों को ऄृनी जनयुजि की

तारीख से ृंरवीक्षा ऄवजध के भीतर ृंरवीक्षा ऄवजध के

सफलताृूवगक ृूणग िोने से ृूवग केंरीय सरकार ्ारा समय-

(i) ृचित्तर प्रजतित प्रोन्नजत ्ारा, जजसके न िो सकने ृर प्रजतजनयुजि

्ारा या सिस्त्र बल कार्वमकों के ृुनर्वनयोजन ्ारा; और

(ii) ृच्चीस प्रजतित सीधी भती ्ारा।

समय ृर जवजित ऄजनवायग प्रवेि प्रजिक्षण या बुजनयादी

प्रजिक्षण ृाठ्यक्रम या ृाठ्यक्रमों में सफलताृूवगक ऄिगता

प्राप्त करनी िोगी, जजसके न िो सकने ृर ईसकी सेवाएाँ समाप्त

की जा सकती िैं।

(11)

प्रोन्नजत ्ारा:

ऐसे सिायक ईृ-जनरीक्षक (संचार) जजन्िोंने वेतन मैंरक्स के स्ट्तर-5 (रु. 29200-92300) में जचदकत्सा प्रवगग िेृ-1 के साथ ग्रेड में छः

विग जनयजमत सेवा की िै और जजन्िोंने मिाजनदेिक, सिस्त्र सीमा बल ्ारा यथाजवजित प्रोन्नजत ृाठ्यक्रम या ृाठ्यक्रमों को सफलताृूवगक

ृूरा दकया िो।

व्यजियों सजित, जजन्िोंने ऐसी ऄिगक या ृात्रता सेवा ृिले िी ृूरी कर ली िै, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृंरवीक्षा की

ऄवजध सफलताृूवगक ृूरी कर ली िो।

प्रजतजनयुजि ्ारा:

केंरीय सरकार या रा य सरकार या संघ रा यक्षेत्र प्रिासन के ऐसे ऄजधकारी जजनका जचदकत्सा प्रवगग िेृ-1 िो, -

(क) (i) जजन्िोने मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए िो; और

(ii) जजन्िोने मूल काडर या जवभाग में वेतन मैंरक्स के स्ट्तर-5 (रु. 29200-92300) में जनयजमत अधार ृर सिायक ईृ-जनरीक्षक

G.S.R. 54.—In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the

Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal Combatised

Telecommunication Cadre Group ‗B‘ Posts Recruitment Rules, 2010; and the Sashastra Seema Bal, Combatised

Communication Service (Group ‗B‘ and ‗C‘ posts) Recruitment Rules, 2018, in so far as they relate to the post of Sub-

Inspector (Communication), except as respects things done or omitted to be done before such supersession, the Central

Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector

(Communication) and Sub-Inspector (Communication) in the Sashastra Seema Bal, Ministry of Home Affairs, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra

Seema Bal, Combatised, Communication Cadre, Inspector (Communication) and Sub-Inspector (Communication),

Group ‗B‘ Posts, Recruitment Rules, 2024.

They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.- The number of the said posts, their classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification .- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Medical fitness.- Notwithstanding anything contained in these rules, only those persons who are in medical

category SHAPE-1, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purposes of this rule, ―SHAPE-I‖ means medical category specified as follows, namely:-

(a)

Medical classification done by medical officer after assessing fitness of the officer under the given factors

indicated by the code letters SHAPE, which represent the following function, namely: -

Psychological;

Hearing;

Appendages;

Physical Capacity; and

Eye-Sight.

(b)

functional capacity of an officer under each factor shall be denoted by numeral one to five against each code

letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except

where that an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of

writing S1H1A1P1E1 and general evaluation of these numerals are as under, namely:-

(i) fit for all duties anywhere in India;

(ii) fit for all duties but may have limitations as to type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes,

respectively;

(iii) excepting ―S‖ factor, fit for routine or sedentary duties but may have limitations of employability at high

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(iv) temporarily unfit for duties on account of hospitalisation or sick leave; and

(v) permanently unfit for duties.

Ineligibility of Aliens.- No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a citizen of a

subject of Nepal or Bhutan in the Force.

Superannuation.- Every personnel appointed under these rules shall retire from service on the afternoon of

the last day of the month in which he attains the age of sixty years:

Provided that a person whose date of birth is on the first day of the month shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

Liability of service.- Any person appointed to the said posts as specified in column (1) of the Schedule to the

said rules shall be liable to serve anywhere in India or abroad.

10.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

11.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the order issued by the Central Government from time to time in

this regard.

Note.– Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

their probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

By deputation:

Officers of the Central Government or State Governments or Union territory Administrations having medical category

SHAPE-1,-

(a) (i) holding analogous post on a regular basis in the parent cadre or Department; or

(ii) with five years service rendered after appointment to the posts on regular basis in level- 6 in the pay matrix (Rs.

35400-112400) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience,-

(i) Bachelor‘s degree in Electronics or Communication or Science with Physics, Chemistry and Mathematics from a

recognised University or institute; and

(ii) qualified the Senior Refresher Communication Course or equivalent training.

Note 1.– The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central Government shall

ordinarily not exceed three years.

Note 3.– The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the

For Ex-servicemen deputation or re-employment:

ऄन्यदेिीय ऄृात्रता.– कोइ व्यजि, जो भारत का नागंरक निीं िै, जलजखत में केन्रीय सरकार की ृूवग ऄनुमजत के

जसवाय, आन जनयमों के ऄधीन जनयुि निीं दकया जाएगा ।

ृरन्तु ऐसा व्यजि जजसकी जन्म की तारीख दकसी मास की ृिली तारीख िोगी, सा विग की अयु प्राप्त करने के

ृूवगवती मास के ऄंजतम तारीख के ऄृराह्न में सेवाजनवृत िोगा ।

(2) दकसी व्यजि को ईृजनयम (1) में जवजनर्ददष्ट सेवाजनवृजत की अयु से ृरे सेवा में जवस्ट्तार मंजूर निीं दकया

जाएगा।

सेवा का दाजयत्व.- ईि जनयमों की ऄनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट ृद ृर जनयुि व्यजि भारत में किीं भी या

जवदेि में सेवा करने का दायी िोगा ।

10.

जिजथल करने की िजि.– जिां केन्रीय सरकार की यि राय िै दक ऐसा करना अवश्यक या समीचीन िै, विां वि

ईसके जलए जो कारण िैं, ईन्िें लेखबद्ध करके, आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के व्यजियों की बाबत,

अदेि ्ारा जिजथल कर सकेगी ।

11.

व्यावृजत.– आन जनयमों की कोइ, बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव निीं डालेगी,

जजनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर जनकाले गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछडें वगों, भूतृूवग सैजनकों और ऄन्य जविेि प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत िै ।

ंटप्ृण 1.– जिां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्िोंने ऄृनी ऄिगक या ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया जा रिा िो विां ईनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यि तब जबदक ईनके ्ारा

की गइ ऐसी ऄिगक या ृात्रता सेवा, ऄृेजक्षत ऄिगक या ृात्रता सेवा के अधे से ऄजधक से या दो विग से, आनमें से जो भी कम

िो, कम न िो और ईन्िोंने ऄृने ऐसे कजनष्ठ व्यजियों सजित, जजन्िोंने ऐसी ऄिगक या ृात्रता सेवा ृिले िी ृूरी कर ली िै,

ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृंरवीक्षा की ऄवजध सफलताृूवगक ृूरी कर ली िो।

प्रजतजनयुजि/अमेलन ्ारा :

केंरीय सरकार या रा य सरकार या संघ रा य क्षेत्र प्रिासन के ऐसे ऄजधकारी,–

(क) जो मूल काडर या जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए िै; और

(ख) जजनके ृास जनम्नजलजखत िैक्षजणक ऄिगताएं और ऄनुभव िों, ऄथागत्:–

(i) दकसी मान्यता प्राप्त बोडग से 10वीं कक्षा ईत्तीणग;

(ii) दकसी मान्यता प्राप्त औद्योजगक प्रजिक्षण संस्ट्थान या समतुल्य मान्यता प्राप्त संस्ट्था से ड्राट्समैनजिृ (जसजवल) में दो

विीय जडप्लोमा या प्रमाण ृत्र;

(iii) दकसी सरकारी संस्ट्था या मान्यताप्राप्त संस्ट्था से एक विीय प्रमाणृत्र ृाठ्यक्रम या अटोकैड में ऄनुभव या ए-प्रवगग की

मान्यताप्राप्त वास्ट्तुजवद ृरामिग फमग से अटोकैड ने कम से कम एक विग का ऄनुभव या वास्ट्तुजवद ृंरिद् से रजजस्ट्रीकरण

रखने वाले रजजस्ट्रीकृत वास्ट्तुजवद के साथ काम दकया िो।

(iv) ऄभ्यथी जचदकत्सा प्रवगग िेृ-1 में िोगा।

ंटप्ृण 1.– ृोिक वगग के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में िैं, प्रजतजनयुजि ृर जनयुजि के जलए

जवचार दकए जाने के ृात्र निीं िोंगे। आसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जवचार दकए जाने के

ृात्र निीं िोंगे ।

G.S.R. 55.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section

(2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal

Group ‗B‘ Combatised (Non-Gazetted) Pioneer Cadre, posts Recruitment Rules, 2011; and the Ministry of Home

Affairs, Sashastra Seema Bal, Combatised Draughtsman Cadre (Group ‗B‘ posts) Recruitment Rules, 2013, except as

respects things done or omitted to be done before such supersession, the Central Government hereby makes the

following rules regulating the method of recruitment to the posts of Inspector (Draughtsman), Inspector (Pioneer), Sub-

Inspector (Draughtsman) and Sub-Inspector (Pioneer) in the Sashastra Seema Bal, Ministry of Home Affairs, namely:-

Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Sashastra

Seema Bal, Combatised Engineering Cadre, Inspector (Draughtsman), Inspector (Pioneer), Sub-Inspector

(Draughtsman) and Sub-Inspector (Pioneer), Group ‗B‘ Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and level in pay matrix.-The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Medical fitness.– Notwithstanding anything contained in these rules, only those persons who are in medical

category SHAPE-1, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purposes of this rule, ‗SHAPE-1‘ means medical category specified as following,

namely:-

(i) medical classification made by medical officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following functions, namely:-

S – Psychological;

H – Hearing;

A – Appendages;

P– Physical Capacity; and

E – Eyesight.

(ii) functional capacity of an officer under each factor shall be denoted by numerals 1 to 5 against each code letter,

indicating declining functional efficiency and the numerals will be written next to the code letter, except where an

officer is in Grade-1 in all factors, his category may be denoted by writing SHAPE-I, instead of writing S1H1A1P1E1

and general evaluation of these numerals is given as under:-

(A) Fit for all duties anywhere in India;

(B) Fit for all duties but may have limitations as to the type of duties and the area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes, respectively;

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(D) Temporarily unfit for duties on account of hospitalisation or sick leave; and

(E) Permanently unfit for duties.

7. Ineligibility of Aliens.- No person, who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed or employed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.

8. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the

last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from

time to time:

Provided that a person whose date of birth is on the first day of a month, shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

(2) No person shall be granted extension in service beyond the age of retirement on superannuation

as specified in sub-rule (1).

9. Liability of service.- Any person appointed to the said post as specified in column (1) of the Schedule to the

said rules shall be liable to serve anywhere in India or abroad.

10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

11. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

तीक्ष्णता की मांग ऄंतवगजलव िै या निीं, ृर जनभगर करते हुए कतगव्यों के प्रकार और जनयोजन योग्यता क्षेत्रों ऄनुसार

ृंरसीमाएं िो सकती िै;

(ग) “एस” घटक के जसवाय, नेमी या जनज्‍क्रय कतगव्यों के जलए योग्य दकन्तु ईच् च स्ट्थान (2700 मीटर से ऄजधक) ऄत्यजधक

ंड़े क्षेत्रो या ृिाड़ी भूखण्डो ृर दीघग कतगव्यों भारो के जलए जनयोजन योग्यता की ृंरसीमाएं िो सकती िै ;

(घ) ऄस्ट्ृताल में भती या बीमारी की छुट्टी के कारण कतगव्यों के जलए ऄस्ट्थायी रूृ से ऄयोग्य ;

(ड.) कतगव्यों के जलए स्ट्थायी रूृ से ऄयोग्य ।

(ग) जसदिम, नागालैंड, ऄरूणाचल प्रदेि, मजणृुर, जत्रृुरा, जमजोरम, मेघालय रा यों से संबंजधत सभी ऄनुसूजचत

जनजाजतयों और वामृंथी ऄजतवाद से प्रभाजवत जजलों के ऄभ्यर्वथयों की न्यूनतम उाँचाइ 160 सेंटीमीटर िोगी।

(घ) िेि क्षेत्रों से संबंजधत ऄनुसूजचत जनजाजतयों के सभी ऄभ्यर्वथयों के जलए न्यूनमत उंचाइ 162.5 सेंटीमीटर िोगी।

(2) छाती :

जममू-कश्मीर और लद्दाख संघ रा यक्षेत्रों से समबंजधत ऄभ्यर्वथयों के जलए न्यूनतम छाती 78 सेंटीमीटर (न्यूनतम ृांच

सेंटीमीटर फुलाने ृर) िोगी ।

(ख) जसदिम, नागालैंड, ऄरूणाचल प्रदेि, मजणृुर, जत्रृुरा, जमजोरम, मेघालय रा यों से संबंजधत सभी ऄभ्यर्वथयों के जलए

न्यूनतम छाती 77 सेंटीमीटर (न्यूनतम ृांच सेंटीमीटर फुलाने ृर) िोगी ।

(ग) ऄनुसूजचत जनजाजत से संबंजधत सभी ऄभ्यर्वथयों के जलए न्यूनतम छाती 76 सेंटीमीटर (न्यूनतम ृांच सेंटीमीटर फुलाने

ृर) िोगी ।

(ii) जचदकत्सा मानक:

(क) दृजष्टः जबना सुधार के ऄथागत जबना चश्मा या लैंस लगाए जबना दोनों अंखों की न्यूनतम दृजष्ट 6/6 और 6/9 िोनी चाजिए।

(ख) ऄभ्यर्वथयो को ऄन्तजागनू, सृाट ृैर, स्ट्फीत (जिरा) या अंखो में भेंगाृन निीं िोना चाजिए और ईनकी ईच् च रंग दृजष्ट

िोनी चाजिए। ऄभ्यर्वथयों की रंग दृजष्ट के जलए इिीिारा ृंरक्षण के साथ साथ एडंरच-ग्रीन लेंटनग ृंरक्षण ्ारा ृरीजक्षत

दकया जाएगा । ईन्िें मानजसक और िारींरक रुृ से ऄच्छे स्ट्वास्ट्थ का िोना चाजिए और ऐसी दकसी िारींरक त्रुंट से मुि

2 of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal,

Combatised Constable (Driver) Group 'C' Posts Recruitment Rules, 2012, except as respects things done or omitted to

be done before such supersession, the Central Government hereby makes the following rules regulating the method of

recruitment to the post of Constable (Driver) in the Sashastra Seema Bal in the Ministry of Home Affairs, namely:-

Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Sashastra

Seema Bal, Combatised, Constable (Driver), Group 'C' Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.–The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.–No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under

exempt any person from the operation of this rule.

Medical fitness.– Notwithstanding any thing contained in these rules, only those persons who are in medical

category SHAPE-1, shall be eligible for appointment under the provisions of these rules.

Explanation.– For the purposes of this rule, ‗SHAPE-1‘ means medical category specified as following,

namely:-

(a)

Medical classification done by Medical Officer after assessing fitness of the officer under the given factors

indicated by the code letters SHAPE, which represent the following functions, namely:-

S– Psychological ;

H – Hearing ;

A – Appendages ;

P– Physical Capacity ; and

E – Eyesight.

(b)

functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter,

indicating the declining functional efficiency and the numerals will be written next to the code letter, except that where

an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing S1H1A1P1E1

and general evaluation of these numerals are as following, namely:-

(i)

fit for all duties any where in India;

(ii)

fit for all duties but may have limitations as to the type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes, respectively;

(iii)

excepting ‗S‘ factor, fit for routine or sedentary duties but may have limitations of employability at high

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(iv)

temporarily unfit for duties on account of hospitalisation or sick leave; and

(v)

permanently unfit for duties.

Superannuation.– Every person appointed under these rules shall retire from service on the afternoon of the

last day of the month in which he attains the age of sixty years:

Provided that a person whose date of birth is on the first day of the month shall retire from the service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

Liability of service.–Any person, appointed to the said post under these rules shall be liable to serve

anywhere in India or abroad.

Ineligibility of aliens.– No person, who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.

Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

10.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

G.S.R. 59.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Safdarjung Hospital, New Delhi (Senior P. A.) Recruitment Rules, 1990, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Private Secretary in the Safdarjung Hospital, New Delhi, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,

Safdarjung Hospital, New Delhi, Private Secretary (Group ‗B‘ Post), Recruitment Rules, 2024.

(2). They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

3. Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

and having successfully completed training of two to four

weeks in the relevant field as prescribed by the competent

eligibility service are being considered for promotion, their

seniors would also be considered provided they are not short

half of such qualifying or eligibility service or two years,

Note 2.- The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization or department of the Central Government shall

ordinarily not exceed three years.

Note 3.- The Maximum age-limit for appointment by

deputation shall be not exceeding fifty-six years as on the

last date of receipt of applications.

G.S.R. 60.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Drugs Laboratory, Calcutta (Class III and Class IV Posts) Recruitment Rules,1972, in so far

as they relate to the post of Upper Division Clerks, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper

Division Clerk, in the Central Drugs Laboratory, Kolkata, under the Central Drugs Standard Control Organisation,

Ministry of Health and Family Welfare, namely: -

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare,

Directorate General of Health Services, Central Drugs Standard Control Organisation, Central Drugs Laboratory,

Kolkata, Upper Division Clerk (Group 'C' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.
