का.जन.आ. 23.—राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

भारतीय ऑडडनेंस फजक्टरी समूि ‘ग’, ृयडवेक्षीय त ा अरािृजत्रत काडर (भती और सेवा ितड ) जनयम, 1989 को, ििां तक

उनका संबंि चािडमजन श्रेणी-I (तकनीकी) त ा चािडमजन श्रेणी- II (तकनीकी) के ृिों से िज, उन बातों के जसवाय अजिक्ांत

करते हुए, जिन्िें ऐसे अजिक्मण से ृूवड दकया गया िज या करने का लोृ दकया गया िज, रक्षा मंत्रालय, भारतीय ऑडडनेंस

फजक्टरी संगठन में चािडमजन (तकनीकी) के ृि ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलज त जनयम बनाते

िैं, अ ाडत्:-

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय ऑडडनेंस फजक्टरी संगठन, चािडमजन

(तकनीकी), समूि ‘ ’ ृि भती जनयम, 2024 िज ।

(2) ये रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2. ृि - सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर—उि ृि की सं्‍या, उसका वगीकरण और वेतन मजट्ररक्स में उसका

स्ट्तर वि िोगा िो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िडष्ट िैं।

3. भती की ृद्धजत, आयु-सीमा, अिडताएं आदि.—उि ृि ृर भती की ृद्धजत, आयु-सीमा, अिडताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िडष्ट िैं।

4 जनरिडता.—वि व्यजि -

(क) जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत िज, जववाि दकया िज या जववाि की संजविा की िज; या

( ) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िज या जववाि की संजविा की

िज,

उि ृि ृर जनयुजि का ृात्र निीं िोगा :

ृरंतु यदि केन्रीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य ृक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतडन से छूट िे सकेगी ।

5. जिज ल करने की िजि.—ििां केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विां वि उसके

जलए िो कारण िैं उन्िें ले बद्ध करके त ा संघ लोक सेवा आयोग से ृरामिड करके इन जनयमों के दकसी उृबंि को दकसी

वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिज ल कर सकेगी ।

6. व्यावषजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जृछडे वगों, भूतृूवड सजनकों और अन्य जविेष प्रवगड के व्यजियों के जलए उृबंि करना

अृेजक्षत िज ।

ट्रटप्ृण 1: - चािडमजन (वजद्युत) के ृि ृर प्रोन्नजत के जलए, वजद्युत ृयडवेक्षीय सक्षमता ृरीक्षा उत्तीणड करना अजनवायड िोगी और िो दक

ऑडडनेंस जनिेिालय ( समन्वयन और सेवाएं) द्वारा जवजित की िाएगी ।

ट्रटप्ृण 2:-प्रोन्नजत िा ा के क्मवार में की िाएगी ।

ट्रटप्ृण 3:-ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अृनी अिडक या ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दकया

िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िब दक उसके द्वारा की गई ऐसी अिडक या

ृात्रता सेवा, अृेजक्षत अिडक या ृात्रता सेवा के आिे से अजिक से या िो वषड से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अृने

ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिडक या ृात्रता सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी

ृट्ररवीक्षा की अवजि सफलताृूवडक ृूरा कर ली िो।

प्रजतजनयुजि (अल्ृकाजलक संजविा सजित) :

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या स्ट्वायत्त जनकाय या कानूनी संगठन या ृजललक सेक्टर उृक्म या

मान्यताप्राप्त जवश्वजवद्यालय या मान्यताप्राप्त अनुसंिान संस्ट् ाओं के अजिकारी,-

क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकया िो ; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर- 5 (29200-92300 रु.) में या समतुल्य में जनयजमत आिार ृर ृि ृर

जनयुजि के ृश्चात छि वषड सेवा की िो; और

( ) जिनके ृास जनम्नजलज त िजक्षक अिडताएं और अनुभव िो, अ ाडत् :-

(क) आवश्यक:

i) यांजत्रक के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से यांजत्रक इंिीजनयरी में जडप्लोमा ;

ii) वजद्युत के जलए ( जिसके अंतगडत इलजक्रोजनक्स भी िज) :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से वजद्युत या इलजक्रॉजनक में जडप्लोमा;

iii) जसजवल के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से जसजवल इंिीजनयरी में जडप्लोमा ;

iv) िातुकमड के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से िातुकमड इंिीजनयरी में जडप्लोमा या रसायन जवज्ञान में स्नातक जडग्री;

v) रासायजनक के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से रासायजनक इंिीजनयरी में जडप्लोमा या रसायन जवज्ञान में स्नातक जडग्री ;

vi) वस्त्र प्रौद्योजगकी के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से वस्त्र प्रौद्योजगकी में जडप्लोमा या रसायन जवज्ञान में स्नातक जडग्री ;

vii) चमडा प्रौद्योजगकी के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से चमडा प्रौद्योजगकी में जडप्लोमा या रसायन जवज्ञान में स्नातक जडग्री ;

viii) ऑजप्टकल के जलए :

ix) सूचना प्रौद्योजगकी के जलए :

मान्यताप्राप्त जवश्वजवद्यालय या संस्ट् ा से कंप्यूटर जवज्ञान या कंप्यूटर एजप्लकेिन या सूचना प्रौद्योजगकी में जडप्लोमा ।

सुसंगत क्षेत्र में उत्ृािन यूजनट के िॉृ फ्लोर दक्याकलाृों में एक वषड का अनुभव या सुसंगत इंिीजनयरी िा ा में एक वषड का

अनुभव ।

ट्रटप्ृण 1:-िा ा की सटीक आवश्यकता, प्रजतजनयुजि (अल्ृकाजलक संजविा सजित) के जलए जवज्ञाृन या नोट्रटस के समय जवजनर्िडष्ट की

िाएगी।

ट्रटप्ृण 2 :- ृोषक प्रवगड के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी ृंजि में िज, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

िाने के ृात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के ृात्र निीं िोंगे।

ट्रटप्ृण 3:-प्रजतजनयुजि (अल्ृकाजलक संजविा सजित) की अवजि, जिसके अंतगडत केंरीय सरकार के उसी या दकसी अन्य संगठन या

जवभाग में इस जनयुजि से ठीक ृिले िाट्ररत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजि (अल्ृकाजलक संजविा सजित) की अवजि िज

सािारणतया 3 वषड से अजिक निीं िोगी।

ट्रटप्ृण 4-प्रजतजनयुजि (अल्ृकाजलक संजविा सजित) द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारी

को 56 वषड से अजिक निीं िोगी।

S.R.O. 23.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the INDIAN ORDNANCE FACTORIES GROUP C, SUPERVISORY AND NON-GAZETTED

CADRE (RECRUITMENT AND CONDITIONS OF SERVICE) RULES, 1989, in so far as they relate to the

posts of Chargeman Grade I (Tech) and Chargeman Grade-II (Tech), except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Chargeman(Technical) in the Indian Ordnance Factories Organisation, Ministry of Defence, namely: -

1. Short title and commencement.–(1) These rules may be called the Ministry of Defence, Indian Ordnance

Factories Organisation, Chargeman (Technical), Group B Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.-The number of the said post, its classification

and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.–No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time

to time in this regard.

Note 1.-For promotion to the post of Chargeman (Electrical), passing of Electrical Supervisory Competency test shall

be mandatory and shall be prescribed by the Directorate of Ordnance (Coordination and Services).

Note 2.-Promotion will be made discipline wise.

Note 3.-Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation (including short- term contract):

Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or

statutory organisation or public sector undertakings or recognised University or recognised research institutions,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or

(ii) with six years service rendered after appointment to the post on a regular basis in level-5 in the pay matrix (Rs.

29200-92300) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience, namely :-

(a) Essential :

(i) For Mechanical :

Diploma in Mechanical Engineering from a recognised University or institution;

(ii)For Electrical (including Electronics) :

Diploma in Electrical or Electronic Engineering from a recognised University or institution;

(iii)For Civil :

Diploma in Civil Engineering from a recognised University or institution;

(iv) For Metallurgical :

Diploma in Metallurgical Engineering or Bachelors Degree in Chemistry from a recognised University or institution;

(v) For Chemical :

Diploma in Chemical Engineering or Bachelors Degree in Chemistry from a recognised University or institution;

(vi)For Clothing Technology :

Diploma in Clothing Technology or Bechelors Degree in Chemistry from a recognised University or institution;

(vii) For Leather Technology :

Diploma in Leather Technology or Bechelors Degree in Chemistry from a recognised University or institution;

(viii) For Optical :

Bachelors Degree in Physics from a recognised University or institution;

(ix) For Information Technology :

Diploma in Computer Science or Computer Applications or Information Technology from a recognised University

or institution;

(b) Desirable :

One year experience in shop floor activities of a production unit in the relevant field or one year experience in the

relevant engineering discipline.

Note 1.-Exact requirement of discipline will be specified at the time of advertisement or notice for deputation

(including short- term contract).

Note 2.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for

appointment by promotion.

Note 3.-The period of deputation (including short- term contract) including the period of deputation(including short-

term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not exceed three years.

Note 4.-The maximum age-limit for appointment by deputation (including short- term contract) shall be not

exceeding fifty-six years as on the last date of receipt of applications.

उन बातों के जसवाय अजिक्ान्त करते हुए जिन्िें ऐसे अजिक्मण से ृूवड दकया गया िज या करने का लोृ दकया गया िज, रक्षा

मंत्रालय, रक्षा अनुसंिान और जवकास संगठन में वट्ररष्ठ प्रिासजनक अजिकारी ग्रेड-II के ृि ृर भती की ृद्धजत का

जवजनयमन करने के जलए जनम्नजलज त जनयम बनाते िैं, अ ाडत्:-

संजक्षप्त नाम और प्रारम्भ.—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय,रक्षा अनुसंिान त ा जवकास संगठन,

वट्ररष्ठ प्रिासजनक अजिकारी ग्रेड-II, (समूि ‘क’ृि)भती जनयम, 2024िज।

(2) ये रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2.

ृि की सं्‍या, वगीकरण और वेतन मजट्ररक्स स्ट्तर.—उि ृि की सं्‍या, उसका वगीकरण और वेतन मजट्ररक्स में

उसका स्ट्तर वि िोगा, िो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तंभ (4) में जवजनर्िडष्ट िोंगे।

3.

भती की ृद्धजत, आयु-सीमा, अिडताएं आदि.—उि ृि ृर भती की ृद्धजत, आयु-सीमा, अिडताएं और अन्य बातें वे

िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िडष्ट िैं।

4.

जनरिडता.—वि व्यजि,-

(क)

जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत िज, जववाि दकया िज या जववाि की संजविा की

िज; या

( )

जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िजया जववाि की

संजविा की िज, उि ृि ृर जनयुजि का ृात्र निीं िोगा:

से छूट िे सकेगी।

5.

जिज ल करने की िजि.—ििां केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विां वि

उसके जलए िो कारण िैं, उन्िें ले बद्ध करके त ा संघ लोक सेवा आयोग से ृरामिड करके,इन जनयमों के दकसी उृबंि को

दकसी वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

6.

व्यावषजत्त.—इन जनयमों की कोई बात,ऐसे आरक्षण,आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत

िाजतयों,अनुसूजचतिनिाजतयों,अन्य जृछडा वगों, भूतृूवड सजनकों और अन्य जविेष प्रवगड के व्यजियों के जलए उृबंि करना

अृेजक्षत िज।

प्रिासजनक अजिकारी जिन्िोंने वेतन मजट्ररक्स (44900-142400 प .) में स्ट्तर-7 में ग्रेड में ृांच वषड सेवा जनयजमत की िो और जिन्िोंने

प्रिासन स्ट् ाृना और ले ा के क्षेत्र में िो या चार सप्ताि का अजनवायड प्रजिक्षण सफलताृूवडक ृूरा दकया िो।

ट्रटप्ृण 1 ृुनरीजक्षत जनयमों की अजिसूचना की जतज ृर जनयजमत आिार ृर ृोषक ृि को िारण करने वाले व्यजियों के जलए अिडता

सेवा 3 वषड बनी रिेगी।

ट्रटप्ृण 2 ििां ऐसे कजनष्ठ व्यजियों के संबंि में जिन्िोंने अृनी अिडक या ृजत्रका सेवा ृूरी कर ली िो, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा ृरन्तु यि तब िबदक उनके द्वारा की गई ऐसी अिडक या ृात्रता

सेवा, अृेजक्षत अिडक या ृात्रता सेवा के आिे से अजिक या िो वषड, इनमें से िो भी कम िो और उन्िोंने अृने ऐसे कजनष्ठ व्यजियों

सजित, जिन्िोंने ऐसी अिडक या ृात्रता सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृट्ररवीक्षा की अवजि

सफलताृूवडक ृूरी कर ली िो।

प्रजतजनयुजि (जिसके अंतगडत अल्ृकाजलक संजविा भी िज):

केन्रीय या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या स्ट्वायत्त या कानूनी संगठन या ृजललक सेक्टर उृक्म या जवश्वजवद्यालय या

मान्यता प्राप्त अनुसंिान संस्ट् ा के अजिकारीः

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकए हुए िैं; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स में स्ट्तर-9(53100-167800 प .) या समतुल्य में ृिों ृर जनयजमत आिार ृर

जनयुजि के ृश्चात िी गई श्रेणी में िो वषड सेवा की िो;या

(iii)जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स में स्ट्तर-8(47600-151100 प .) या समतुल्य में ृिों ृर जनयजमत आिार ृर

जनयुजि के ृश्चात िी गई श्रेणी में चार वषड सेवा की िो;या

(iv) जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स में स्ट्तर-7(44900-142400 प .) या समतुल्य में ृिों ृर जनयजमत आिार ृर

जनयुजि के ृश्चात िी गई श्रेणी में ृांच वषड सेवा की िो;और

( ) जिनके ृास स्ट्तंभ (7) के अिीन सीिे भती दकए िाने वाले व्यजियों के जलए जवजित िजक्षक अिडताएं और अनुभव िों।

ट्रटप्ृण 1 - ृोषक प्रवगड के ऐसे जवभागीय अजिकारी िो प्रोन्नजत की सीिी ृंजि में िैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

िाने के ृात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के ृात्र निीं िोंगे।

ट्रटप्ृण 2-प्रजतजनयुजि की अवजि (अल्ृकाजलक संजविा सजित) जिसके अंतगडत केन्रीय सरकार के उसी या दकसी अन्य संगठन या

जवभाग में इस जनयुजि में ठीक ृिले िाट्ररत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजि की अवजि सािारणतया तीन वषड से अजिक

निीं िोगी।

ट्रटप्ृण 3- प्रजतजनयुजि द्वारा जनयुजि (अल्ृकाजलक संजविा सजित) के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारी

को 56 वषड से अजिक निीं िोगी।

यदि जवभागीय प्रोन्नजत सजमजत िज, तो उसकी संरचना।

भती करने में दकन ृट्ररजस्ट् जतयों में संघ लोक

सेवा आयोग से ृरामिड दकया िाएगा।

S.R.O. 24.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Defence, Defence Research and Development Organisation,Senior Administrative

Officer Grade-II (Group ‘A’ Post) Recruitment Rules, 2022, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Senior Administrative Officer Grade-II in the Defence Research and Development Organisation, Ministry of

Defence, namely:-

1.

Short title and commencement.-(1) These rules may be called the Ministry of Defence, Defence

Research and Development Organisation, Senior Administrative Officer Grade-II (Group ‘A’ Post) Recruitment

Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.-The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. -No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

Note 2.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation (including short-term contract):

Officers of the Central Government or State Governments or Union territory Administrations or autonomous or

statutory organisation or public sector undertakings or University or recognised research institution,-

(a)(i) holding analogous posts on regular basis in the parent cadre or Department;or

(ii) with two years service in the grade rendered after appointment thereto on a regular basis in posts in level-9in the

pay matrix (Rs.53100-167800) or equivalent in the parent cadre or Department; or

(iii) with four years service in the grade rendered after appointment thereto on a regular basis in posts in level-8 in the

pay matrix (Rs.47600-151100) or equivalent in the parent cadre or Department; or

(iv) with five years service in the grade rendered after appointment thereto on a regular basis in posts in Level-7 in the

pay matrix (Rs.44900-142400) or equivalent in the parent cadre or Department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under

column(7).

Note 1.-The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 2.- The period of deputation (including short-term contract) including the period of deputation (including short-

term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not exceed three years.

रक्षा मंत्रालय, रक्षा अनुसंिान और जवकास संगठन, प्रिान जनिी सजचव भती जनयम, 2022, में अनुसूची के

स्ट्तंभ (11) में वतडमान प्रजवजष्टयों के स्ट् ान ृर, जनम्नजलज त प्रजवजष्टयां र ी िाएंगी, अ ाडत्:-

“प्रोन्नजत:

ज्येष्ठ जनिी सजचव जिन्िोंने वेतन मजट्ररक्स के स्ट्तर-8 (47600-151100 रु.) में उस श्रेणी में आठ वषड जनयजमत सेवा की

िो और जिन्िोंने कार्मडक प्रजतभा त ा प्रबंि केंर या दकसी अन्य मान्यताप्राप्त प्रजिक्षण संस्ट् ान से सुसंगत क्षेत्र में िो से

चार सप्ताि का अजनवायड प्रजिक्षण सफलताृूवडक ृूरा दकया िज।

ट्रटप्ृण 1.- इस जनयम की अजिसूचना की तारी ृर ज्येष्ठ जनिी सजचव का ृि िारण करने वाले जवषमान ृििारी के

जलए प्रोन्नजत ृर जवचार िेतु ृात्रता सेवा 6 वषड िोगी।

ट्रटप्ृण 2.- ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अृनी अिडक या ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के

जलए जवचार दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा, ृरंतु यि तब िबदक

उनके द्वारा की गई ऐसी अिडक या ृात्रता सेवा, अृेजक्षत अिडक या ृात्रता सेवा के आिे से अजिक से, या िो वषड से,

इनमें से िो भी कम िो,कम न िोऔर उन्िोंने अृने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिडक या ृात्रता सेवा

ृिले िीृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृट्ररवीक्षा की अवजि सफलताृूवडक ृूरी कर ली

िो।

प्रजतजनयुजि:

केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन के अिीन आिुजलजृक काडर में ृििारण करने वाले ऐसे

अजिकारी,-

क (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकया हुआ िो; या

(ii)

जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स स्ट्तर-10 (56100-177500 रु.) या समतुल्य में

जनयजमत आिार ृर जनयुजि के ृश्चात दिए गए ज्येष्ठ जनिी सजचव या जनिी सजचव की श्रेणी में ृांच वषड की

सेवा की िो; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर-8 (47600-151100 रु.) या समतुल्य में

जनयजमत आिार ृर जनयुजि के ृश्चात दिए गए ज्येष्ठ जनिी सजचव या जनिी सजचव की श्रेणी में आठ वषड की

सेवा की िो; और

( )

जिसके ृास समुजचत अिडताएं और अनुभव िों

ट्रटप्ृण 1: ृोषक प्रवगड के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी ृंजि में िज, प्रजतजनयुजि ृर जनयुजि के जलए

जवचार दकए िाने के ृात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के ृात्र

S.R.O. 25.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Defence, Defence Research and Development

Organisation, Principal Private Secretary Recruitment Rules, 2022, namely:-

1.

(1) These rules may be called the Ministry of Defence, Defence Research and Development Organisation,

Principal Private Secretary Recruitment (Amendment) Rules, 2024.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

In the Ministry of Defence, Defence Research and Development Organisation, Principal Private Secretary

Recruitment Rules, 2022, in the Schedule, in column (11), for the existing entries, the following entries shall be

substituted, namely:-

“Promotion:

Senior Private Secretary in the level-8 in the pay matrix (Rs.47600-151100) with eight years regular service

in the grade and having successfully completed two to four weeks mandatory training in the relevant area from Centre

for Personnel Talent and Management or any other recognised training institute.

Note 1.-The eligibility service for consideration for promotion for the existing incumbent hold the post of Senior

Private Secretary on the date of notification of this rule shall be six years.

Note 2.- Where juniors, who have completed their qualifying or eligibility service are

being

considered

for

promotion, their seniors shall also be considered provided they are

not short of the requisite qualifying or

eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have

successfully completed their probation periodfor promotion to the next higher grade alongwith their juniors who have

already completed such qualifying or eligibility service.

Deputation:

Officers holding the post in Stenographer Cadre under the Central Government or State Governments or Union

territory Administrations,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or

(ii) with five years service in the Senior Private Secretary or Private Secretary grade rendered after

appointment thereto on a regular basis in level-10 in the pay matrix (Rs.56100-177500) or

equivalent in the parent cadre or department; or

(iii) with eight years service in the Senior Private Secretary or Private Secretary grade rendered

after appointment thereto on a regular basis in level-8 in the pay matrix (Rs.47600-15100) or

equivalent in the parent cadre or department; and

(b) possessing appropriate qualifications and experience.

Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation.Similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately

अजिक्मण से ृिले दकया गया िज या करने का लोृ दकया गया िज, रक्षा मंत्रालय के अिीन तटरक्षक संगठन में उच्च श्रेणी

जलजृक और जनम्न श्रेणी जलजृक के ृि ृर भती की ृद्धजत का जवजनयजमत करने वाले जनम्नजलज त जनयम बनाती िैं,

अ ाडत् :-

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, तटरक्षक उच्च श्रेणी जलजृक और जनम्न श्रेणी

जलजृक (समूि ‘ग’ ृि) भती जनयम, 2024 िज।

(2) ये रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2. लागू िोना ये जनयम इससे उृाबि अनुसूची के स्ट्तंभ (1) में जवजनर्िडष्ट ृिों को लागू िोंगे।

3. ृि-सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.—उि ृिों की सं्‍या, उनका वगीकरण और उनका वेतन मजट्ररक्स में

स्ट्तर वि िोगा, िो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िडष्ट िैं।

4. भती की ृद्धजत, आयु-सीमा, अिडताएं आदि.—भती की ृद्धजत, आयु-सीमा, अिडताएं और उससे संबंजित अन्य बातें वे

िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िडष्ट िैं।

5. जनरिडता.—वि व्यजि –

(क) जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत िैं, जववाि दकया िज या जववाि की संजविा की िज;

( ) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िज या जववाि की संजविा की िज

उि ृि ृर जनयुजि का ृात्र निीं िोगाः

ृरंतु यदि केंरीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि उस व्यजि और जववाि के अन्य ृक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतडन से छूट िे सकेगी।

5. जिज ल करने की िजि.—ििां केंरीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विां वि उसके

जलए िो कारण िैं, उन्िें ले बद्ध करके, त ा संघ लोक सेवा आयोग से ृरामिड करके इन जनयमों के दकसी उृबंि को दकसी

वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

6. व्यावषजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

संस्ट् ान या दकसी अन्य सरकारी प्रजिक्षण संस्ट् ान से तीन सप्ताि का ‘प्रवेि ृाठ्यक्म’ सफलताृूवडक ृूणड दकया िो।

ट्रटप्ृण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में जिन्िोंने अृनी अिडक/ ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दकया िा

रिा िो ििां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िब दक उसके द्वारा की गई ऐसी अिडक/ ृात्रता

तटरक्षक संगठन के स्ट् ाृन में वेतन मजट्ररक्स (18000-56900 रुृए) के स्ट्तर 1, में के समूि ‘ग’ कमडचाट्ररयों में से, जनम्नजलज त ितों

के अिीन रिते हुए, अ ाडत् :-

(क) चयन ऐसी जवभागीय ृरीक्षा द्वारा दकया िाएगा िो ऐसे वेतन मजट्ररक्स (18000-56900 रुृए) के स्ट्तर-1, समूि ‘ग’ के

कमडचाट्ररयों तक सीजमत की िाएगी िो बारिवीं कक्षा अ वा समतुल्य उत्तीणड करने की न्यूनतम िजक्षक अिडता ृूरी करते िो;

( ) इस ृरीक्षा के जलए अजिकतम आयु-सीमा 45 वषड िोगी (अनुसूजचत िाजत और अनुसूजचत िनिाजत के अभ्यर् डयों के जलए 50

वषड);

(ग) वेतन मजट्ररक्स (18000-56900 रुृए) के स्ट्तर-1 में समूि ‘ग’ ृि में कम से कम तीन वषड जनयजमत सेवा आवश्यक िोगी;

(घ) इस ृद्धजत द्वारा भती दकए िाने वाले व्यजियों की अजिकतम सं्‍या, वषड के िौरान िोने वाली अवर श्रेणी जलजृकों के काडरों में

ट्ररजियों का 10 प्रजतित िोगी और भरी न गई ट्ररजियां अग्रनीत निीं की िाएगी

प्रोन्नजत : तटरक्षक संगठन के जनयजमत स्ट् ाृन में ऐसे समूि ‘ग’ कमडचारयों में से जिन्िोंने वेतन मजट्ररक्स (18000-56900 रुृए) के

स्ट्तर 1, में उस श्रेणी में तीन वषड की जनयजमत सेवा दकया िज,

प्रजतजनयुजि:

केन्रीय सरकार के ऐसे अजिकारी:-

(i) जनयजमत आिार ृर अनुरुृ ृि िारण करना; या

(ii) वेतन मजट्ररक्स (18000-56900 रुृए) के स्ट्तर-1 ृर जनयजमत आिार ृर तीन वषड की सेवा; और

S.R.O. 26.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Coast Guard Upper Division Clerk and Lower Division Clerk (Group 'C' Posts) Recruitment

Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the posts of Upper Division Clerk and Lower

Division Clerk in the Coast Guard Organisation under Ministry of Defence, namely:-

1. Short title and commencement. -(1)These rules may be called the Ministry of Defence, Coast Guard Upper

Division Clerk and Lower Division Clerk (Group 'C' Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts as specified in the column (1) of the Schedule annexed to these

rules.

3.

Number of posts, classification and level in pay matrix.- The number of the said posts, their classifications

and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.-No person –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
