सा.का.जन. 67.—राष् रपजत, संजविान के अनुच् छेि 309 के परन् तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए गृि

मंत्रालय, पुस्ट्तकालय जलजपक (समूि “ग” पि) भती जनयम, 1994 को, उन बातों के जसवाय, अजिक्ांत करते हुए, जिन्िें ऐसे

अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय में पुस्ट्तकालय जलजपक के पि पर भती की

पद्धजत का जवजनयमन करने के जलए जनम नजलजखत जनयम बनाते िैं, अथागत्:-

1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, पुस्ट्तकालय जलजपक (समूि “ग” पि), भती

जनयम, 2024 िै ।

(2) ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे ।

िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष् ट िै ।

3.

भती की पद्धजत, आयु-सीमा, अिगताएं आदि- उक् त पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे संबंजित

अन् य बातें वे िोंगी िो उक् त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष् ट िैं ।

4.

जनरिगता – वि व्यजि, -

(क) जिसने ऐसे व् यजि से जिसका पजत या जिसकी पत् नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै, या

(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िै या जववाि की संजविा की

िै,

उक् त पि पर जनयुजि का पात्र निीं िोगा:

परन् तु यदि केन् रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व् यजि और जववाि के अन् य पक्षकार

को लागू स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी ।

5.

जिजथल करने की िजि– ििां केन् रीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व् यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी ।

6.

व् यावृजत्त– इन जनयमों की कोई बात ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै ।

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या पजललक सेक्टर उपक्म या मान्यता प्राप्त अनुसंिान संस्ट्थाओं या जवश्वजवद्यालयों

या अिग सरकार या कानूनी या स्ट्विासी संगठनों के अिीन ऐसे अजिकारी,-

(क) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं; तथा

(ख) जिनके पास सीिे भती दकए िाने वाले व्यजियों के जलए स्ट्तंभ (7) के अिीन जवजित िैजक्षक अिगताएं और अनुभव िै ।

रटप् पणी 1: ऐसे जवभागीय ज्येष्ठ पुस्ट्तकालय पररचर, जिन्िोंने जनयुजि के पश्चात् उस श्रेणी में पांच वषग की जनयजमत सेवा की िै, पर

बािरी व्यजियों के साथ जवचार दकया िाएगा और यदि ऐसे व्यजि का चयन दकया िाता िै, तो पि को प्रोन्नजत द्वारा भरा गया समझा

िाएगा, अन्यथा, इसे प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) द्वारा भरा गया समझा िाएगा ।

रटप् पणी 2: प्रजतजनयुजि की अवजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) जिसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य

संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर-बाह्य पि पर प्रजतजनयुजि की अवजि (जिसके अंतगगत

अल्पकाजलक संजविा भी िै), सािारणतया तीन वषग से अजिक निीं िोगी ।

रटप् पणी 3: प्रजतजनयुजि (जिसके अंतगगत अल्पकाजलक संजविा भी िै) द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त िोने की

अंजतम तारीख को छप्पन वषग से अजिक निीं िोगी ।

यदि जवभागीय प्रोन् नजत सजमजत िै, तो उसकी संरचना ।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक

सेवा आयोग से परामिग दकया िाएगा ।

G.S.R. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, Library Clerk (Group ‘C’ post) Recruitment Rules, 1994, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Library Clerk in the Ministry of Home Affairs, namely:-

1.

Short title and commencement.– (1)

These rules may be called the Ministry of Home Affairs,

Library Clerk (Group ‘C’) Recruitment Rules, 2024.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and level in the pay matrix.– The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age–limit, qualifications, etc.– The method of recruitment, age–limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.– No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6.

Saving.– Nothing in these rules shall affect reservation, relaxation of age–limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-

fifty-six years as on the closing date of receipt of applications.

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, Bureau of Police Research and Development, Departmental Canteen,

Halwai-cum-Cook (Group 'C' Post) Recruitment Rules, 2014, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Halwai-cum-Cook in the Bureau of Police Research and Development, Ministry of Home Affairs, namely: -

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Bureau of Police

Research and Development, Halwai-cum-Cook (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

Officers of the Central Government or State Governments or Union territory

Administrations.-

(a) (i) holding analogous post on a regular basis in the parent cadre or

department; or

(ii) Assistant Halwai-cum-Cook with three years service rendered after

appointment to the posts on a regular basis in level-2 in the pay matrix

(19900-63200) or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for

direct recruits under column (7).

Note 1.- The departmental officers in the feeder category who are in the

direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, the deputationists shall not be eligible

for consideration for appointment by promotion.

Note 2.- The period of deputation including the period of deputation in

another ex-cadre post held immediately preceding this appointment in the

same or some other organisation or department of the Central Government

shall ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by deputation shall be not

6. व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गये आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलये उपबंि करना अपेजक्षत िै ।

G.S.R. 69.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Atlas and Thematic Mapping Organisation (Stenographer Grade I) Recruitment Rules,

1989; and the National Atlas and Thematic Mapping Organisation (Group “C” and Group “D” posts) Recruitment

Rules, 2004, in so far as they relate to the post of Stenographer Grade II, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Stenographer Grade I in the National Atlas and Thematic Mapping Organisation, Department of Science

and Technology, Ministry of Science and Technology, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Science and Technology, National

Atlas and Thematic Mapping Organisation, Stenographer Grade I (Group ‘B’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. —The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप्त नाम जवज्ञान और प्रौद्योजगकी मंत्रालय, भारतीय सवेक्षण जवभाग,

ज्येष्ठ भंडारी तथा भंडारी (समूि 'ग' पि) भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर. - उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में उनका

5. आरंजभक गठन. - सेवा जनयमों में वर्णगत भंडारी ग्रेड-2 तथा भंडारी ग्रेड-3 के पिों के पििारी, क्मि: ज्येष्ठ भंडारी तथा

भंडारी के रूप में पुनः पिाजभजित हुए िैं और इन जनयमों के प्रारंभ से पूवग पि में ऐसे व्यजियों द्वारा िी गई सेवाएं, वररष्ठता

तथा प्रोन्नजत आदि के प्रयोिन के जलए जनयजमत सेवा के रूप में ली िाएगी। ऐसे अजिकारीयों की वररष्ठता का रखरखाव

भारतीय सवेक्षण जवभाग द्वारा दकया िाएगा तथा इस संबंि में समय-समय पर केंरीय सरकार द्वारा वररष्ठता पर िारी

आिेिों या अनुिेिों के अनुसार जनयत की िाएगी।

6. जिजथल करने की िजि. - ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त. - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

G.S.R. 70.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the posts of Senior Store Keeper and Store

Keeper in the Survey of India under Department of Science and Technology, Ministry of Science and Technology,

namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Science and Technology, Survey of

India, Senior Store Keeper and Store Keeper (Group ‘C’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix. – The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Initial constitution.- The incumbents to the posts of Store Keeper Grade II and Store Keeper Grade III, mentioned

in the service rules, are hereby re-designated as Senior Store Keeper and Store Keeper, respectively and the services

rendered by such persons in the post before commencement of these rules shall be taken into account as regular service

for the purpose of seniority and promotion, etc. The seniority of such officers shall be maintained by Survey of India

and shall be fixed as per the orders or instructions on seniority issued by the Central Government from time to time in

this regard.

6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
