सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के वलए यह घोवित दकया जाता है दक ििि 2024-2025 के िौरान सामान्य भविष्य

वनवि तथा उसी प्रकार की अन्य वनवियों के अवभिाताओं की कुल जमा रकमों पर िी जाने िाली ब्याज िर 1 अप्रैल, 2024 से 30 जून, 2024

तक 7.1% (सात िशमलि एक प्रवतशत) होगी। यह िर 1 अप्रैल, 2024 से लागू होगी। संबंवित वनवियां वनम्नवलवित हैं:—

सं. 10/27/2018-यू3(ए)—जबदक, केन्द्र सरकार को विश्वविद्यालय अनुिान आयोग (यूजीसी) अविवनयम, 1956 की िारा 3 के तहत

विश्वविद्यालय अनुिान आयोग की सलाह पर उच्च वशक्षण संस्थान को सम विश्वविद्यालय संस्थान घोवित करने का अविकार है।

2. और जबदक, यूजीसी अविवनयम, 1956 की िारा 3 द्वारा प्रित्त शवियों का प्रयोग करते हुए, केंद्र सरकार ने यूजीसी की सलाह पर

अविसूिना संख्या 9-2/2002-यू.3 दिनांक 20.10.2006 के तहत, कलासललंगम एकेडमी ऑफ ररसिि एंड एजुकेशन (केएआरई), कृष्णनकोइल,

तवमलनाडु को एक वनवित अिवि के वलए एक सम विश्वविद्यालय संस्थान के रूप में घोवित दकया था। इसके अवतररि, इस मंत्रालय की

अविसूिना संख्या 12-25/2023-यू.3(ए) दिनांक 24.11.2023 के माध्यम से इसके सम विश्वविद्यालय का िजाि हमेशा के वलए बढा दिया गया

था।

3. और इसके अवतररि जबदक, कुल सविि, केएआरई, तवमलनाडु ने अपने पत्र संख्या केएआरई/एमएिआरडी/अनुमोिन/2018 दिनांक

13 निम् बर, 2018 के माध्यम से िेन्नई में एक ऑफ-कैंपस केंद्र शुरू करने के वलए आिेिन प्रस्तुत दकया था। इसे यूजीसी (सम-विश्वविद्यालय

संस्थान) विवनयम, 2016 के अनुसार जांि और सलाह के वलए यूजीसी को भेजा गया था।

4. और जबदक, यूजीसी ने सूवित दकया दक एक विशेिज्ञ सवमवत द्वारा आिेिन की जांि की गई। सवमवत ने संस्थान का िौरा करने और

िस्तािेजों का आकलन करने के बाि, सििसम्मवत से कलासललंगम एकेडमी ऑफ ररसिि एंड एजुकेशन (केएआरई), कृष्णनकोइल, तवमलनाडु के

कलासललंगम नगर, काजीपत्तूर गांि, वतरुपोरुर तालुक, िेन्नई में एक ऑफ-कैंपस केंद्र के अनुमोिन हेतु वसफाररश की। आयोग ने दिनांक

16.10.2019 को आयोवजत अपनी 544िीं बैठक (मि संख्या 2.09) में यूजीसी विशेिज्ञ सवमवत की वसफाररशों पर वििार दकया और उन्हें

अनुमोदित दकया।

5. और जबदक, आयोग की सलाह की मंत्रालय में जांि की गई। जांि के बाि संस्थान को कुछेक लबंिुओं पर अनुपालन ररपोर्ि प्रस्तुत

करने हेतु कहा गया था। संस्थान द्वारा प्रस्तुत अनुपालन ररपोर्ि का यूजीसी द्वारा सत्यापन तथा अनुमोिन दकया गया था।

6. और इसके अवतररि जबदक, जब मामला वििारािीन था, तब यूजीसी ने यूजीसी (सम विश्वविद्यालय संस्थान) विवनयम, 2023 को

अविसूवित दकया। इन विवनयमों के िंड 30 के अनुसार, केएआरई, तवमलनाडु ने एक ििनपत्र प्रस्तुत दकया, वजसमें उनके आिेिन प्रस्तुत करने

की तारीि की प्रिवलत विवनयमों के अनुसार उनके आिेिन पर कारिाई करने का अनुरोि दकया गया।

7. अत:, अब, यूजीसी अविवनयम, 1956 की िारा 3 के तहत प्रित्त शवियों का प्रयोग करते हुए, वशक्षा मंत्रालय द्वारा, यूजीसी की

सलाह पर, कलासललंगम एकेडमी ऑफ ररसिि एंड एजुकेशन (केएआरई), कृष्णनकोइल, तवमलनाडु को शैक्षवणक ििि 2024-25 से कलासललंगम

नगर, काजीपत्तूर ग्राम, वथरुपोरूर तालुक, िेन्नई में एक ऑफ-कैंपस केंद्र शुरू करने की मंजूरी प्रिान की जाती है।

8. िेन्नई ऑफ-कैंपस के समग्र प्रिशिन की वनगरानी आयोग द्वारा वद्विार्ििक रूप से छह ििि तक तथा उसके बाि पांि साल तक की

जाएगी तथा प्रबंिन, शैवक्षक विकास और सुिार संबंिी आयोग के वनिेश कैंपस पर बाध्यकारी होंगे। यह अनुमवत केंद्र सरकार, यूजीसी और अन्य

सांविविक पररििों द्वारा समय-समय पर जारी प्रासंवगक मानिंडों/वनयमों/ विवनयमों/ वनिेशों की अनुपालना के अध्यिीन है।

No. 5(3)-B(PD)/2023—It is announced for general information that during the year 2024-2025, accumulations at the

credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point

one percent) w.e.f. 1st April, 2024 to 30th June, 2024. This rate will be in force w.e.f. 1 April, 2024. The funds concerned

are:—

The Contributory Provident Fund (India).

The All India Services Provident Fund.

The State Railway Provident Fund.

No. 10/27/2018-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution deemed

to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No. 9-2 /2002-U.3 dated 20.10.2006, on the advice of UGC, had declared Kalasalingam Academy of Research

& Education (KARE), Krishnankoil, Tamil Nadu as an Institution deemed to be University for a certain period. Further, its

deemed to be University status was extended in perpetuity vide this Ministry’s Notification No.12-25/2023-U.3(A) dated

24.11.2023.

3. And further whereas, the Registrar, KARE, Tamil Nadu, vide letter No. KARE/MHRD/APPROVAL/2018 dated

13th November, 2018, submitted an application for starting an Off-Campus Centre at Chennai. The same was forwarded to

UGC for examination and advice as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.

4. And whereas, UGC informed the application was examined through an Expert Committee. The Committee, after

visiting the Institution & assessing the documents, unanimously recommended for approval of an Off-Campus Centre of

Kalasalingam Academy of Research & Education (KARE), Krishnankoil, Tamil Nadu at Kalasalingam Nagar, Kazhipattur

Village, Thiruporur Taluk, Chennai. The Commission considered and approved the recommendations of the UGC Expert

Committee in its 544th meeting (Item No. 2.09) held on 16.10.2019.

5. And whereas, the advice of the Commission was examined in the Ministry. After examination, the Institution was

asked to submit compliance report on certain points. The compliance report submitted by the Institution was verified and

approved by UGC.

6. And further whereas, while the matter was under consideration, UGC notified the UGC (Institutions deemed to be

Universities) Regulations, 2023. As per Clause 30 of these Regulations, KARE, Tamil Nadu submitted an undertaking

requesting to process its application in terms of the prevailing regulations on the date of submission of their application.

7. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Ministry of Education,

on the advice of the UGC, do hereby permits Kalasalingam Academy of Research & Education (KARE), Krishnankoil,

Tamil Nadu to start an off-campus centre at Kalasalingam Nagar, Kazhipattur Village, Thiruporur Taluk, Chennai from the

academic year 2024-25.

8. The overall performance of the Chennai off-campus shall be monitored by the Commission biennially for six years

and subsequently after five years and whose directions on management, academic development and improvement shall be

binding on the Campus. This permission is further subject to the compliance of the relevant Norms/Rules/Regulations/

Directions issued by the Central Government, UGC and other Statutory Councils, from time to time.
