सा.का.जन. 72.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, गृि

मंत्रालय के अिीन सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी, िैिराबाि में वेब प्रिासक के पि पर भती की पद्धजत

का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-

संजक्षप्त नाम और प्रारंभ:

(i) संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस

अकािमी, वेब प्रिासक (समूि 'ख' पि), भती जनयम, 2024 िै।

(ii) ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.—उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर वि

िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

3. भती की पद्धजत, आयु सीमा, अिगताएं आदि.—उि पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे संबंजित

अन्य बातें वे िोंगी, िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

4. जनरिगता.— वि व्यजि -

(क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजवत िैं, जववाि दकया िै, या जववाि की संजविा की िै, या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार को यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी ।

5. जिजथल करने की िजि.—ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके, इन जनयमों के दकसी उपबंि को दकसी

वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य

जपछड़ा वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

की जनयजमत सेवा वाला प्रोग्रामर और िाइपरटेक्स्ट्ट माकगअप

लैंग्वेि या िाइपरटेक्स्ट्ट प्रीप्रोसेसर या जसस्ट्को प्रमाजणत नेटवकग

एसोजसएट सर्टगदिकेट में िो से चार सप्ताि का प्रजिक्षण

सिलतापूवगक पूरा कर जलया िो।

रटप्पण 1: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने

अपनी अिगक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि

में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा

की गई ऐसी अिगक या पात्रता सेवा, अपेजक्षत अिगक या पात्रता

सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम

िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित,

जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िै,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की

अवजि सिलतापूवगक पूरी कर ली िो ।

प्रजतजनयुजि :

केन्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों

के ऐसे अजिकारी, -

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर

सट्टि पि िारण दकए हुए िै ; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 8

(47600-151100/ रु.) या समतुल्य में जनयजमत आिार पर

उस पि पर जनयुजि के पश्चात् उस श्रेणी मे िो वषग की सेवा की

िै ; और

(ख) िो जनम्नजलजखत िैजक्षक अिगताएं और अनुभव रखते िों, -

(i) आवश्यक अिगता :

(अ) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से कंप्यूटर

अनुप्रयोग या कंप्यूटर जवज्ञान में स्नातकोत्तर जडग्री या कंप्यूटर

इंिीजनयररंग या कंप्यूटर जवज्ञान इंिीजनयररंग या कंप्यूटर

प्रौद्योजगकी या इलेक्रॉजनक्स और संचार इंिीजनयररंग या

इलेक्रॉजनक्स इंिीजनयररंग में स्नातक जडग्री; या

(आ) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से

सांजख्यकी या गजणत के साथ जवज्ञान में स्नातक की जडग्री के

साथ कंप्यूटर अनुप्रयोगों में जडप्लोमा या इलेक्रॉजनक्स जवभाग

के अिीन 'ए' स्ट्तर का जडप्लोमा और कंप्यूटर पाठ्यक्रम की

मान्यता या दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से

कंप्यूटर अनुप्रयोग में स्नातकोत्तर जडप्लोमा या कंप्यूटर

अनुप्रयोगों में पश्चबहुजिल्प जडप्लोमा और

(ii) अनुभव :

वेबसाइटों के जडिाइन, जवकास और अनुरक्षण में तीन वषग का

अनुभव, डॉट नेट और िावा प्रौद्योजगकी में या नवीनतम

प्रौद्योजगकी के साथ सॉफ्टवेयर पैकेिों के जलए कोडडंग प्रोग्राम,

समूि 'ख' जवभागीय प्रोन्नजत सजमजत

(प्रोन्नजत के संबंि में जवचार करने के

जलए) जनम्नजलजखत से जमलकर बनेगी -

1. संयुि जनिेिक, सरिार वल्लभभाई

पटेल राष्ट्रीय पुजलस अकािमी - अध्यक्ष ;

2. उप जनिेिक, सरिार वल्लभभाई

आ. भेद्यता परीक्षण और अनुप्रयोग सुरक्षा लेखापरीक्षण में एक

वषग का अनुभव।

रटप्पण 1 .- पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो

प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए

जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि

व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र

निीं िोंगे।

रटप्पण 2 .- प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय

सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बािय पि पर

प्रजतजनयुजि की अवजि िै सािारणतया 3 वषग से अजिक निीं

िोगी ।

रटप्पण 3 .- प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु

सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषग से

अजिक निीं िोगी।

G.S.R. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Web Administrator in the Sardar

Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely: -

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sardar

Vallabhbhai Patel National Police Academy, Web Administrator (Group ‘B’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Desirable:

A. Valid Certificate of Certified Web Administrator

B. One year experience in vulnerability testing and

application security auditing.

Note 1.- The departmental officers in the feeder

category who are in the direct line of promotion shall

not be eligible for consideration for appointment on

deputation. Similarly, the deputationists shall not be

eligible

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सट्टि पि

िारण दकया िो:

(ii) जिन्िोंने मूल काडर या जवभाग में, वेतन मैररक्स के स्ट्तर – 8 (रु

47600-151100) या समतुल्य में उि पि पर जनयजमत आिार पर

(अ) दकसी मान्यता प्राप्त जवश्वजवद्यालय से स्नातक की जडग्री; और

(आ) लाइन्स या क्वाटगर मास्ट्टर में िो वषग का अनुभव।

G.S.R. 73.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Deputy Superintendent of Police

(Lines and Quarter Master) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of

Home Affairs, namely: -

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Sardar

Vallabhbhai Patel National Police Academy, Deputy Superintendent of Police (Lines and Quarter Master), Group ‘B’

Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard

उपिारा (2) के खंड (क) और खंड (ग) के साथ परठत उपिारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए और सिस्त्र

सीमा बल, योिक जनरीक्षक, कजनष्ठ जिन्िी अनुवािक, अनुसजचवीय (अरािपजत्रत) समूि ‘ख’ पि भती जनयम, 2011 को,

उन बातों के जसवाय अजिक्रांत करते हुए जिन्िें ऐसे अजिक्रमण से पूवग दकया गया िै या करने का लोप दकया गया िै, गृि

मंत्रालय के अिीन सिस्त्र सीमा बल में जनरीक्षक (कजनष्ठ जिन्िी अनुवािक) के पि पर भती की पद्धजत्त का जवजनयमन करने

के जलए जनम्नजलजखत जनयम बनाती िै अथागतः-

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, योिक, जनरीक्षक (कजनष्ठ

जिन्िी अनुवािक) समूि ‘ख’ पि भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.—उि पिों की संख्या, उनका वगीकरण और उससे संलग्न वेतन

मैररक्स में स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, अिगताएं आदि.—उि पि पर भती की पद्धजत, आयु-सीमा, अिगताएं और उनसे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

4. सेवा का िाजयत्व.—इन जनयमों के अिीन उि पिों पर जनयुि कोई व्यजि भारत या जविेि में किीं भी सेवा करने का

िायी िोगा ।

5. जनरिगता.— वि व्यजि,-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै या,

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की

िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

प्रवतगन से छूट िे सकेगी।

6. जचदकत्सक िृष्टया योग्यता.— इन जनयमों में अन्तर्वगष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि, िो जचदकत्सा प्रवगग

िेप-1 में िैं, इन जनयमों के अिीन प्रजतजनयुजि पर जनयुजि के जलए पात्र िोंगे।

स्ट्पष्टीकरण:—इस जनयम के प्रयोिन के जलए, “िेप-1” से जनम्नानुसार पररभाजषत जचदकत्सा प्रवगग अजभप्रेत िैं:—

(i)

कोड अक्षर िेप एस एच ए पी ई, िो जनम्नजलजखत कृत्य का प्रजतजनजित्व करते िैं, द्वारा उपिर्िगत दिए गए कारकों

के अिीन अजिकारी की उपयुक्त्ता जनिागररत करने के पश्चात् जचदकत्सा अजिकारी द्वारा दकया गया जचदकत्सीय

(ii) प्रत्येक कारक के अिीन, दकसी अजिकारी की कायागत्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 की

कायगक्षमता उपिर्िगत करते हुए ििागई िायगी और कोड अक्षर के पश्चात् अंक जलखे िाएंगे, जसवाय उसके ििां

कोई अजिकारी सभी कारको में श्रेणी-1 में िै, विां उसका प्रवगग एस1, एच1, ए1, पी1, ई1 जलखने के बिाय

िेप-1, जलखकर ििागया िा सकेगा और इन अंको का सािारण मूल्यांकन जनम्नानुसार िै:-—

(क) किीं भी सभी कतगव्यों के जलए योग्य ।;

(ख) सभी कतगव्यों के जलए योग्य दकन्तु क्या कतगव्यों में तीव्र करठनाई या िोनों कानों और आंखों की श्रवण

िजि/िृजष्ट की तीक्ष्णता की मांग अन्तग्रगस्ट्त िै या निीं, पर जनभगर करते हुए कतगव्यों के प्रकार और जनयोिन

योग्यता क्षेत्रों के अनुसार पररसीमाएं िो सकती िै ।;

(ग) “एस” कारक को छोडकर, नेमी या जनजष्क्रय कतगव्यों के जलए योग्य दकन्तु उच्च स्ट्थान (2700 मीटर से

अजिक) अत्यजिक ठंड़े क्षेत्रों या पिाड़ी भूखडों पर और िीघग कतगव्य भारों के जलए जनयोिन योग्यता की

पररसीमाएं िो सकती िै ।;

(घ) अस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतगव्यों के जलए अस्ट्थायी रूप से अयोग्य; और

(ड.) कतगव्यों के जलए स्ट्थायी रूप से अयोग्य ।

7. अन्यिेिीय अपात्रता.—कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवग अनुमजत के

जसवाय, इन जनयमों के अिीन जनयुि निीं दकया िाएगा।

परन्तु इस जनयम में अंतर्वगष्ट दकसी बात के िोते हुए भी उस बल में नेपाल या भूटान के नागररक की जनयुजि या

जनयोिन पर वर्िगत निीं की िायेगी।

8. जिजथल करने की िजि.—ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी ।

9. व्यावृजत.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछडें वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै ।

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-6 (35400-112400 रु.) में पांच वषग की जनयजमत सेवा की िो; और

(iii) जचदकत्सा प्रवगग िेप-1 में िोना चाजिए।

(ख) जिसके पास जनम्नजलजखत अिगताएं और अनुभव िो, अथागत्:–

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर पर अजनवायग या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में अंग्रेिी के साथ

डिंिी में मास्ट्टर जडग्री;

या

(ii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर पर अजनवायग या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में डिंिी के साथ

अंग्रेिी में मास्ट्टर जडग्री;

या

(iii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर पर अजनवायग या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में अंग्रेिी के साथ

डिंिी या अंग्रेिी से जभन्न दकसी जवषय में डिंिी माध्यम के साथ मास्ट्टर जडग्री ;

या

(iv) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर पर अजनवायग या वैकजल्पक जवषय या परीक्षा के माध्यम के रूप में डिंिी के साथ

डिंिी या अंग्रेिी से जभन्न दकसी जवषय में अंग्रेिी माध्यम के साथ मास्ट्टर जडग्री ;

या

(v) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर पर अजनवायग या वैकजल्पक जवषय के रूप में डिंिी और अंग्रेिी या इन िोनों में से

कोई एक परीक्षा के माध्यम और िूसरा अजनवायग या वैकजल्पक जवषय के रूप में िो, के साथ डिंिी या अंग्रेिी से जभन्न दकसी जवषय में

मास्ट्टर जडग्री ;

और

(vi) जिन्िी से अंग्रेिी या उसके जवपयेण अनुवाि में मान्यताप्राप्त जडप्लोमा या प्रमाणपत्र पाठ्यक्रम या केंिीय सरकार या राज्य सरकार

के कायागलय जिसके अन्तगगत भारत सरकार के उपक्रम भी िै, जिन्िीं से अंग्रेिी या उसके जवपयेण अनुवाि कायग का िो वषग का अनुभव ।

रटप्पण 1 .—प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया पााँच वषग से अजिक निीं िोगी ।

जचदकत्सा प्रवगग िेप-1 वाले सिस्त्र बलों में समान या समतुल्य पि रखने वाले भूतपूवग सैजनकों का पुनर्नगयोिन ।

रटप्पण: सिस्त्र बल के ऐसे कार्मगकों के संबंि में भी जवचार दकया िाएगा, िो एक वषग की अवजि के भीतर सेवाजनवृत िोने वाले िैं या

ररिवग में स्ट्थानांररत दकए िाने वाले िैं और जिनके पास अपेजक्षत अनुभव और जवजित अिगताएं िै। ऐसे व्यजियों में उस तारीख तक

प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से जनमुगि दकया िाना िै, तत्पश्चात् उन्िें पुनर्नगयोिन पर बने

रिने दिया िा सकता िै।

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

(i)

Medical classification done by Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following function: —

- Psychological

- Hearing

- Appendages

- Physical Capacity

- Eye-Sight

(ii)

Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter,

indicating declining functional efficiency and the numerals will be written next to the code letter, except that

where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of

writing S1H1A1P1E1 and the general evaluation of these numerals are as under:—

(a)

Fit for all duties anywhere;

(b)

Fit for all duties but may have limitations as to type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;

(c)

Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at

high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(d)

Temporarily unfit for duties on account of hospitalisation or sick leave;

(e)

Permanently unfit for duties.

7. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or

Bhutan in the Force.

8. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or

category of persons.

9. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

Deputation:

Officer of the Central Government or the State Government or Union territory including Sashastra Seema Bal:-

(a)(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years regular service in the pay level-6 in the pay matrix (Rs.35400-112400) in the parent cadre or department; and

(iii) should be in Medical Category SHAPE-I.

(b) possessing the following qualifications and experience, namely:–

(i) Master’s degree of a recognised university in Hindi with English as a compulsory or elective subject or as the medium of

(iii) Master’s degree of a recognised university in any subject other than Hindi or English, with Hindi medium and English as a

compulsory or elective subject or as the medium of a examination at the degree level;

(iv) Master’s degree of a recognised university in any subject other than Hindi or English, with English medium and Hindi as a

compulsory or elective subject or as the medium of a examination at the degree level;

(v) Master’s degree of a recognised university in any subject other than Hindi or English, with Hindi and English as compulsory or

elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at degree level;

and

(vi) recognised diploma or Certificate course in translation from Hindi to English and vice-versa or two years experience of

translation work from Hindi to English and vice-versa in the Central Government or State Government office, including the

Government of India Undertaking.

Note.–1 The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five

years.

Note.–2 The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of

receipt of application.

सा.का.जन. 75.—केन्रीय सरकार, सिस्त्र सीमा बल अजिजनयम, 2007 (2007 का 53) की िारा 155 की उपिारा 2 के

खंड (क) और खंड (ग) द्वारा प्रित्त िजियों का प्रयोग करते हुए और सिस्त्र सीमा बल, योिक, अनुसजचवीय और आिुजलजपक

(अरािपजत्रत) समूि ‘ख’ और ‘ग’ पि भती जनयम, 2011 को, ििां तक उनका समबंि सिायक उप-जनरीक्षक (अनुसजचवीय) के पि से िै

और सिस्त्र सीमा बल, सिायक उप-जनरीक्षक (आिुजलजपक) और िेड कांस्ट्टेबल (अनुसजचवीय) भती जनयम, 2013 को, उन बातों के

जसवाय अजिक्रांत करते हुए जिन्िें ऐसे अजिक्रमण से पिले दकया गया िै या करने का लोप दकया गया िै, गृि मंत्रालय में सिस्त्र सीमा

बल, सिायक उप-जनरीक्षक (आिुजलजपक), सिायक उप-जनरीक्षक (अनुसजचवीय) और िेड कांस्ट्टेबल (अनुसजचवीय) के पिों पर भती की

पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथागतः-

1. संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, योिक, अनुसजचवीय और आिुजलजपक

काडर, सिायक उप-जनरीक्षक (आिुजलजपक), सिायक उप-जनरीक्षक (अनुसजचवीय) और िेड कांस्ट्टेबल (अनुसजचवीय), समूि ‘ग’ पि

भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना.– ये जनयम, इससे उपाबद्ध अनुसूची के स्ट्तंभ (1) में यथा जवजनर्िगष्ट पिों को लागू िोंगे।

3. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में उसका स्ट्तर वि

िोगा, िो इन जनयमों से उपाबद्ध उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।. भती की पद्धजत, आयु-सीमा, अिगताएं आदि.–

उि पिों पर भती की पद्धजत, आयु-सीमा, अिगताएं और उनसे संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में

जवजनर्िगष्ट िैं।

5. जनरिगता.– वि व्यजि,-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै या,

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को लागू स्ट्वीय

जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन से छूट िे सकेगी।

6. जचदकत्सक िृष्टया योग्यता.- इन जनयमों में अंतर्वगष्ट दकसी बात के िोते हुए भी, वे व्यजि िो जचदकत्सा प्रवगग िेप-1 में िैं, इन जनयमों

के उपबंिों के अिीन जनयुजि के जलए पात्र िोंगे।

स्ट्पष्टीकरण:- इस जनयम के प्रयोिन के जलए, “िेप-1” से जनम्नानुसार जवजनर्िगष्ट जचदकत्सा प्रवगग अजभप्रेत िै:-

(i) कोड अक्षर िेप एस एच ए पी ई, िो जनम्नजलजखत कृत्य का प्रजतजनजित्व करते िैं, द्वारा उपिर्िगत जनम्नजलजखत कारक के अिीन

अजिकारी की उपयुक्त्ता जनिागररत करने के पश्चात् जचदकत्सा अजिकारी द्वारा दकया गया जचदकत्सीय वगीकरण:-

िारीररक क्षमता; और

ई

िृजष्ट िजि

(ii) प्रत्येक कारक के अिीन दकसी अजिकारी की कायागत्मक क्षमता प्रत्येक कोड अक्षर के समाने अंक 1 से 5 की घटती हुई कायग क्षमता

उपिर्िगत करते हुए ििागई िायगी और कोड अक्षर के पश्चात् अंक जलखा िाएगा जसवाय इसके ििां कोई अजिकारी सभी कारकों में ग्रेड-

1 में िै विां उसका प्रवगग एस1, एच1, ए1, पी1, ई1 जलखने के बिाय, िेप-1 जलखकर ििागया िा सकेगा और इन अंको का सािारण

मुल्यांकन जनम्नानुसार िै, अथागत्:—

(क)

भारत में किीं भी सभी कतगव्यों के जलए उपयुि ;

(ख)

सभी कतगव्यों के जलए योग्य दकन्तु क्या कतगव्यों में तीव्र करठनाई या िोनों कानों और ऑखों की श्रवण िजि/िृजष्ट की

तीक्ष्णता की मांग अंतवगजलत िै या निीं, पर जनभगर करते हुए कतगव्यों के प्रकार और जनयोिन योग्यता क्षेत्रों अनुसार पररसीमाएं

िो सकती िैं;

(ग)

“एस” कारक को छोडकर, नेमी या जनजष्क्रय कतगव्यों के जलए योग्य दकन्तु उच्च स्ट्थान (2700 मीटर से अजिक)

अत्यजिक ठंड़े क्षेत्रो या पिाड़ी भूखण्डो पर िीघग कतगव्यों भारों के जलए जनयोिन योग्यता की पररसीमाएं िो सकती िै ;

(घ)

अस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतगव्यों के जलए अस्ट्थायी रूप से अयोग्य; और

(ड.)

कतगव्यों के जलए स्ट्थायी रूप से अयोग्य ।

7. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवग अनुमजत के जसवाय, इन जनयमों

के अिीन जनयुि निीं दकया िाएगाः

परन्तु इस जनयम में अंतर्वगष्ट कोई भी बात, में नेपाल या भूटान की प्रिा की जनयुजि या जनयोिन को वर्िगत निीं करेगी ।

8. अजिवर्षगता.– इन जनयमों के अिीन जनयुि दकया गया प्रत्येक व्यजि उस मास के जिसमें वि साठ वषग की आयु प्राप्त करता िै या

करती िै या केंरीय सरकार द्वारा यथा जवजित अंजतम दिन के अपराह्न सेवाजनवृत िोगा ।

परन्तु ऐसा व्यजि जिसकी िन्म की तारीख दकसी मास का पिली तारीख िै, तो उस माि के, जिसमे वि अजिवर्षगता की आयु

प्राप्त करता िै, पूवगवती मास के अंजतम तारीख के अपराह्न में सेवाजनवृत िोगा।

9. जिजथल करने की िजि.– ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके जलए िो

कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

10. सेवा का िाजयत्व.– उि जनयमों की अनुसूची के स्ट्तंभ (1) में यथाजवजनर्िगष्ट पिों पर जनयुि कोई व्यजि, भारत या जविेि में किीं भी

सेवा करने का िायी िोगा ।

11. व्यावृजत.– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका केन्रीय

सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडें

वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै ।

चाजिए। उन्िे अच्छे मानजसक और िारीररक स्ट्वास्ट््य का िोना चाजिए और दकसी भी िारीररक िोष से मुि िोना चाजिए जिससे उनके

कतगव्य के िक्षतापूणग पालन में बािा आने की संभावना िो।

(ग) केंरीय सिस्त्र पुजलस बल में सिायक उप-जनरीक्षक (आिुजलजपक) के पि के जलए केंरीय सरकार द्वारा समय-समय पर जवजित स्ट्कीम

के अनुसार िारीररक एवं जचदकत्सा मानक।

सीिे भती दकए िाने वाले व्यजियों के

G.S.R 75.—In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the

Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal, Combatised, Ministerial

and Stenographers (Non-Gazetted) Group ‘B’ and ‘C’ Posts Recruitment Rules,2011, in so far as they relate to the post

of Assistant Sub-Inspector (Ministerial); and the Sashastra Seema Bal, Assistant Sub-Inspector (Stenographer) and

Head Constable (Ministerial) Recruitment Rules, 2013, except as respects things done or omitted to be done before

such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to

the posts of Assistant Sub-Inspector (Stenographer), Assistant Sub-Inspector (Ministerial) and Head Constable

(Ministerial) in the Sashastra Seema Bal, in the Ministry of Home Affairs, namely: —

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Sashastra Seema

Bal, Combatised, Ministerial and Stenographer Cadre, Assistant Sub-Inspector (Stenographer), Assistant Sub-Inspector

(Ministerial) and Head Constable (Ministerial), Group ‘C’ Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.— No person, -

(a)who has entered into or contracted a marriage with a person having a spouse living;or

(b)who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Medical fitness.- Notwithstanding anything contained in these rules, the persons who are in medical category

SHAPE-I, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purposes of this rule, "SHAPE-I" means medical category specified as follows, namely:-

(i)

Medical classification done by Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following function, namely :-

Psychological;

Hearing;

Appendages;

Physical Capacity; and

Eye-sight.

(ii)

Functional capacity of an officer under each factor shall be denoted by numerals 1 to 5 against each code

letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except where

an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing

S1H1A1P1E1 and general evaluation of these numerals is as under, namely:-

(A) Fit for all duties anywhere in India;

(B) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether

the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes, respectively;

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(D) Temporarily unfit for duties on account of hospitalisation or sick leave; and

(E) Permanently unfit for duties.

7. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal

or Bhutan in the Force.

8. Superannuation.—Every person appointed under these rules shall retire from service on the afternoon of the last

day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government:

Provided that a person whose date of birth is on the first day of a month shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

10. Liability of service.—Any person appointed to the posts as specified in column (1) of the Schedule to the said rules

shall be liable to serve anywhere in India or abroad.

11. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the order issued by the Central Government from time to time in this

regard.

G.S.R. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Drugs Testing Laboratory, Guwahati (Group ‘C’ and Group ‘D’ posts) Recruitment Rules,

2000, in so far as they relate to the post of Junior Scientific Assistant and the Regional Drugs Testing Laboratory,

Guwahati (Office Superintendent), Recruitment Rules, 2001, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

posts of Junior Scientific Assistant and Office Superintendent in Regional Drugs Testing Laboratory, Guwahati,

Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health and Family

Welfare, namely:-

1. Short title and commencement.— (1) These rules may be called the Regional Drugs Testing Laboratory,

Guwahati (Junior Scientific Assistant and Office Superintendent) Group ‘B’ Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classifications and level in pay matrix.—The number of the said posts, their classifications

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the afore said Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex- servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

basis is considered along with outsiders. If the departmental candidate is selected for

appointment to the post; it shall be treated as having been filled by promotion.

Note 2: The period of deputation including the period of deputation in another ex-

cadre post held immediately preceding this appointment in the same or some other

organisation/department of the Central Government shall ordinarily not exceed three

years.

Note 3: The Maximum age limit for appointment by deputation shall be not exceeding

56 years as on the last date of receipt of applications.

G.S.R. 77.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Drugs Laboratory, Bombay (Group ‘C’ and Group ‘D’ posts) Recruitment Rules, 1992, in

so far as they relate to the posts of Animal House Technician, Upper Division Clerk and Lower Division Clerk, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Animal House Technician, Upper Division Clerk and Lower

Division Clerk in the Central Drugs Testing Laboratory Mumbai, Directorate General of Health Services, Ministry of

Health and Family Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Directorate General of Health Services, Central Drugs Standard Control Organisation, Central Drugs Testing

Laboratory, Mumbai, Animal House Technician, Upper Division Clerk and Lower Division Clerk (Group ‘C’

Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and level in pay matrix.— The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

मिाजनिेिालय के अिीन अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के जलए दकसी भी नेिनल कैररयर सर्वगस सेंटर या भारत सरकार

द्वारा मान्यता प्राप्त दकसी अन्य संस्ट्थान से, प्रोन्नत संबंिी पि के कतगव्यों तथा उत्तरिाजयत्वों के क्षेत्र में िो सप्ताि का प्रजिक्षण

सिलतापूवगक पूणग दकया िो।

रटप्पणः ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिगक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिगक या पात्रता

सेवा, अपेजक्षत अिगक या पात्रता सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ

व्यजियों सजित, जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा

की अवजि सिलतापूवगक पूरी कर ली िो।

प्रजतजनयुजि जिसके अंतगगत अल्पकाजलक संजविा भी िै / आममेलन :

केंरीय सरकार, राज्य सरकारों, संघ राज्य क्षेत्रों, स्ट्वायत्त जनकायों या कानूनी संगठनों, पजब्लक सेक्टर उपक्रमों, सरकारी जवश्वजवद्यालयों

मान्यता प्राप्त अनुसंिान संस्ट्थाओं के अजिकारीः-

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स स्ट्तर-6 (35400-112400 रु.) या समुतल्य में जनयजमत आिार पर पांच वषग

की सेवा की िो; और

(ख) जिनके पास स्ट्तंभ (7) के अिीन सीिी भती दकए िाने वाले व्यजियों के जलए जवजित िैजक्षक अिगताएं और अनुभव िो।

रटप्पण 1: - केंरीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के अजिकाररयों पर केवल आमेलन के जलए जवचार दकया िाएगा।

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Directorate General of Employment, National Career Service Centres for Scheduled

Castes/Scheduled Tribes (Group ‘B’ Posts) Recruitment Rules, 2020, in so far as they relate to the posts of Sub

Regional Employment Officer and Assistant Employment Officer, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

posts of Sub Regional Employment Officer and Assistant Employment Officer in the Directorate General of

Employment, Ministry of Labour and Employment, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Labour and Employment,

Directorate General of Employment, Sub Regional Employment Officer and Assistant Employment Officer (Group B

Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.— The number of the said posts, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving clause.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

Promotion: Assistant Employment Officers in Level 6 (Rs.35400 – 112400) with five years’ regular service in the grade and having

successfully completed two weeks of training in the field of duties and responsibilities of the promotional post, as decided by

Ministry of Labour and Employment, from the National Institute for Career Services, Noida or at any of the National Career Service

Centres for Scheduled Castes or Scheduled Tribes under the Directorate General of Employment or any other Institute recognised by

the Government of India.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors

would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such

qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion

to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Deputation Including Short Term Contracts/Absorption:

Officers of the Central Government, State Governments, Union territories, Autonomous Bodies or Statutory Organisations, Public

Sector Undertakings, Government Universities or Recognised Research Institutions:

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years’ regular service in Level 6 (Rs.35400 – 112400) of the pay matrix or equivalent in the parent cadre or

department;

and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1: The Central Government or State Governments or Union territories officers shall only be considered for absorption.

Note 2: The Departmental Officers in the feeder category who are in direct line of promotion shall not be eligible for consideration

for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 3: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three

years.
