का.जन.आ. 32.—राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरन्तुक द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, और

भारतीय वायुसेना, नक्ट्िानवीस श्रेणी II और नक्ट्िानवीस श्रेणी III, भती जनयम, 2004 को, ििां तक उनका संबंि

नक्ट्िानवीस श्रेणी II के ृि से िो और भारतीय वायुसेना (मु्‍य नक्ट्िानवीस और नक्ट्िानवीस श्रेणी I) समूि ‘ ’ अरािृजत्रत

ृि भती जनयम, 2004 को, ििां तक उसका संबंि नक्ट्िानवीस श्रेणी I के ृि से िज, उन बातों के जसवाय अजिक्रांत करते हुए,

जिन्िें ऐसे अजिक्रमण से ृूवग दकया गया िज या करने का लोृ दकया गया िज, रक्षा मंत्रालय, भारतीय वायु सेना, में मु्‍य

नक्ट्िानवीस और वररष्ठ नक्ट्िानवीस के ृि ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलज त जनयम बनाते िैं,

1. संजक्षप्त नाम और प्रारम्भ.–(1)इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय वायुसेना, मु्‍य नक्ट्िानवीस और

वररष्ठ नक्ट्िानवीस, (समूि ‘ ’ ृि), भती जनयम, 2024 िज।

(2) ये रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2. लागू िोना.–ये जनयम इन जनयमों से उृाबद्ध अनुसूची के स्ट्तम्भ (1) में य ा जवजनर्िगष्ट ृिों को लागू िोंगे।

3. ृि सं्‍या, वगीकरण और वेतन मजररक्ट्स में स्ट्तर.–उक्त ृिों की सं्‍या, उनका वगीकरण और वेतन मजररक्ट्स में उनका स्ट्तर

वि िोगा, िो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

4. भती की ृद्धजत, आयु-सीमा, अिगताएं आदि.–उक्त ृिों ृर भती की ृद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य

बातें वे िोंगी िो उक्त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

5. जनरिगता.–वि व्यजक्त,–

(क) जिसने ऐसे व्यजक्त से, जिसका ृजत या जिसकी ृत्नी िीजवत िज, जववाि दकया िज या जववाि की

संजविा की िज, या

( ) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते हुए, दकसी व्यजक्त से जववाि दकया िज, या जववाि की संजविा की

िज,

उक्त ृिों ृर जनयुजक्त का ृात्र निीं िोगा:

ृरन्तु यदि केन्रीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि ऐसे व्यजक्त और जववाि के अन्य ृक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजक्त को इस जनयम के

प्रवतगन से छूट िे सकेगी।

6. जिज ल करने की िजक्त.–ििां केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विां वि उसके

जलए िो कारण िैं, उन्िें ले बद्ध करके, त ा संघ लोक सेवा आयोग से ृरामिग करके, इन जनयमों के दकसी उृबंि को

दकसी वगग या प्रवगग के व्यजक्तयों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

7. व्यावषजत्त.–इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जृछडे वगों, भूतृूवग सजनकों और अन्य जविेष प्रवगग के व्यजक्तयों के जलए उृबंि करना

अृेजक्षत िज।

अंतगगत अल्ृकाजलक संजविा भी िज)।

प्रोन्नजत या प्रजतजनयुजक्त/आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजक्त/आमेलन दकया िाएगा।

प्रोन्नजत : वेतन मजररक्ट्स के स्ट्तर-6 (35400-112400 `) में ऐसे वररष्ठ नक्ट्िानवीस, जिन्िोंने उस श्रेणी में ृााँच वषग की जनयजमत सेवा

की िो और मान्यताप्राप्त प्रजिक्षण संस्ट् ान से नक्ट्िानवीसी में िो से चार सप्ताि का प्रजिक्षण सफलताृूवगक ृूरा दकया िो।

रटप्ृण : ििां ऐसे कजनष्ठ व्यजक्तयों के संबंि में, जिन्िोंने अृनी अिगक या ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनके ज्येष्ठ व्यजक्तयों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िब दक उसके द्वारा की गई ऐसी अिगक या ृात्रता

सेवा, अृेजक्षत अिगक या ृात्रता सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अृने ऐसे

कजनष्ठ व्यजक्तयों सजित, जिन्िोंने ऐसी अिगक या ृात्रता सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी

ृररवीक्षा की अवजि सफलताृूवगक ृूरी कर ली िो।

प्रजतजनयुजक्त (जिसके अंतगगत अल्ृकाजलक संजविा भी िज):

केंरीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों या कानूनी या स्ट्वायत संगठनों या ृजब्ललक सेक्ट्टर उृक्रमों या

जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंिान संस्ट् ानों में नक्ट्िानवीस काडर के ऐसे अजिकाररयों में से,-

(i)

जिन्िोनें मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकए हुए िैं; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मजररक्ट्स में स्ट्तर-6 (35400-112400 `) में ृि ृर या उसके समतुल्य में ृााँच वषग

की जनयजमत सेवा की िो; और

जिनके ृास जनम्न िजक्षक अिगताएं और अनुभव िो.-

(i)

मान्यता प्राप्त जवश्वजवद्यालय या संस्ट् ान से यांजत्रकी जचत्रकला या जसजवल इंिीजनयरी या यांजत्रकी इंिीजनयरी या जवद्युत

इंिीजनयरी या नक्ट्िानवीसी (यांजत्रकी या जसजवल) में जडप्लोमा; और

(ii)

जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंिान संस्ट् ानों से नक्ट्िानवीसी में तीन वषग का अनुभव।

वांछनीय: ऑटोमेटेड कंप्यूटर एडेड जडिाइन से संबंजित सोफ़्ट्वेयर ृर छि मास का अनुभव।

रटप्ृण 1: ृोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी ृंजक्त में िैं, प्रजतजनयुजक्त ृर जनयुजक्त के जलए जवचार दकए

िाने के ृात्र निीं िोंगे। इसी प्रकार प्रजतजनयुक्त व्यजक्त प्रोन्नजत द्वारा जनयुजक्त के जलए जवचार दकए िाने के ृात्र निीं िोंगे।

रटप्ृण 2: प्रजतजनयुजक्त की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजक्त से ठीक

ृिले िाररत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजक्त की अवजि िज, सािारणतया तीन वषग से अजिक निीं िोगी।

S.R.O. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Indian Air Force Draughtsman Grade II and Draughtsman Grade III, Recruitment Rules, 2004, in

so far as they relate to the post of Draughtsman Grade II, and the Indian Air Force (Chief Draughtsman and

Draughtsman Grade I) Group ‘B’ Non- Gazetted posts Recruitment Rules, 2004, in so far as they relate to the post of

Draughtsman Grade I, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Chief Draughtsman and

Senior Draughtsman in the Indian Air Force, Ministry of Defence, namely:-

1. Short title and commencement.–(1)These rules may be called the Ministry of Defence, Indian Air Force, Chief

Draughtsman and Senior Draughtsman (Group ‘B’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.–The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.-No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Officers of Draughtsman cadre of the Central Government or State

Governments or Union territory Administrations or statutory or

autonomous organisation or public sector undertakings or

Universities or recognised research institutes,-

(i) holding analogous posts on a regular basis in the parent cadre or

department; or

(ii) with five years of regular service in the post in level-6 in the

pay matrix (Rs. 35400-112400) or equivalent in the parent cadre or

department; and

(b) possessing the following educational qualifications and

experience.-

(i)

Note 1: The departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for consideration

for appointment on deputation. Similarly, deputationist shall not be

eligible for consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department

of the Central Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation

shall be not exceeding fifty-six years as on the closing date of

receipt of applications.
