का.जन.आ. 33.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

सड़क पररविन एवं रािमागच मंत्रालय, सीमा सड़क जवकास मंड़ल, सामान्य ररिवच इंिीजनयर बल (सीमा सड़क संगठन),

समूि 'ग' पि भती जनयम 2012 को, ििां तक उनका संबंि पयचवेक्षक भंडार के पि से िै, उन बातों के जसवाय अजिक्ांत

करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय, सामान्य ररिवच

इंिीजनयर बल, सीमा सड़क संगठन में पयचवेक्षक भंडार के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत

जनयम बनाते िैं, अथाचत्:-

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप् त नाम रक्षा मंत्रालय, सीमा सड़क संगठन, सामान्य ररिवच

इंिीजनयर बल, पयचवेक्षक भंडार (समूि 'ग' पि) भती जनयम, 2024 िै।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.—उि पि की संख्या, उसका वगीकरण और उससे संबंद्ध वेतन

मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िचष्ट िै।

3. भती की पद्धजत, आयु-सीमा, अिचताएं, आदि .— उक् त पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उक् त अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्िचष्ट िैं।

4. जनरिचता.— वि व्यजि,

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत् नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै, या,

(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै,

उक् त पि पर जनयुजि के जलए पात्र निीं िोगा, परन् तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा

जववाि ऐसे व्यजि और जववाि के अन् य पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए

अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतचन से छूट िे सकेगी।

5. जिजथल करने की िजि.—ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व् यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

6. व् यावृजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछडे़ वगों, भूतपूवच सैजनको, और अन् य जविेष प्रवगच के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

सड़क संगठन के दििाजनिेिों के अनुसार

िारीररक िक्षता परीक्षण अर्िचत करना

िोगा; और इस संबंि में सीमा सड़क

संगठन के दििाजनिेिों के अनुसार िारी

िारीररक और जचदकत्सा मानकों को पूरा

करना िोगा।

63200) ऐसे भंडारी तकनीकी जिन् िोंने उस श्रेणी में

आठ वषच जनयजमत सेवा की िो।

रटप् पण: ििां ऐसे कजनष् ठ व् यजियों के संबंि में

जिन् िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै,

प्रोन् नजत के जलए जवचार दकया िा रिा िो, विां उनके

ज् येष् ठ व् यजियों के संबंि में भी जवचार दकया िाएगा

परंतु यि तब िब दक उनके द्वारा की गई ऐसी अिचक

या पात्रता सेवा व अपेजक्षत अिचक या पात्रता सेवा के

आिे से अजिक से या िो वषच से, इनमें से िो भी कम

िो, कम न िो और उन् िोंने अपने ऐसे कजनष् ठ

S.R.O. 33.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Road Transport and Highways, Border Roads Development Board, General Reserve

Engineer Force (Border Roads Organisation), Group ‘C’ Posts Recruitment Rules, 2012, in so far as they related to

the post of Supervisor Stores, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Supervisor Stores, in

the Border Roads Organisation, General Reserve Engineer Force, Ministry of Defence, namely :-

1. Short title and commencement.^___(1) These rules may be called the Ministry of Defence, Border Roads

Organisation, General Reserve Engineer Force, Supervisor Stores (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.^___The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.^___The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5 ) to (13) of the said Schedule.

4. Disqualification.^___ No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living ;or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.^___Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.^___ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

5. स्ट्थानांतरण के जलए िाजयत्व .^___ ज्येष्ठ लेखा अजिकारी भारत में किीं भी स्ट्थानांतरण के जलए उत्तरिायी िोगा।

6. जनरिचताएं :- कोई व्यजि,-

(क ) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख ) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै

सिायक लेखा अजिकारी जिन्िोंने वेतन मैररक्स

के स्ट्तर - 8 (47600-151100रु.) में छि वषच

की जनयजमत सेवा की िो, जिसके अंतगचत वेतन

मैररक्स के स्ट्तर - 9 (53100-167800रु.) के

गैर-कायाचत्मक ग्रेड में प्रिान की गई सेवा भी िै

और जवभाग द्वारा यथाजवजित क्षेत्रीय प्रजिक्षण

केंद्रों या दकसी अन्य मान्यता प्राप्त संस्ट्थान िैसे

सजचवालय प्रजिक्षण और प्रबंिन संस्ट्थान,

राष्ट्रीय जवत्तीय प्रबंिन संस्ट्थान आदि में िो

सप्ताि का अजनवायच प्रजिक्षण सफलतापूवचक पूरा

दकया िो।

नोट 1.- रक्षा लेखा जवभाग में ज्येष्ठ लेखा

अजिकारी के ग्रेड पर प्रोन्नजत इन जनयमों के

प्रकािन की तारीख पर केवल जवभाग में सेवारत

जवद्यमान सिायक लेखा अजिकाररयों में से िी

की िाएगी, िब तक दक सिायक लेखा

अजिकारी (स्ट्तर-08) के जलए भती जनयम

िोबारा रािपत्र में अजिसूजचत निीं दकए िाते ।

नोट 2.- ििां ऐसे कजनष्ठ व्यजियों के संबंि में,

जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर

ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो,

विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार

दकया िाएगा, परन्तु यि तब िब दक उसमें द्वारा

की गई ऐसी अिचक या पात्रता सेवा, अपेजक्षत

अिचक या पात्रता सेवा के आिे से आजिक से या

िो वषच से, इनमें से िो भी कम िो, कम न िो

और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों, सजित,

जिन्िोंने ऐसी अिचक या पात्रता सेवा पिले िी

पूरी कर ली िै, अगली उच्चतर क्षेणी में प्रोन्नजत के

जलए अपनी पररवीक्षा की अवजि सफलतापूवचक

पूरी कर ली िो ।

रटप्पण 2.- प्रजतजनयुजि की अवजि, जिसके

अन्तगचत केंद्रीय सरकार के उसी या दकसी अन्य

संगठन या जवभाग में इस जनयुजि से ठीक पिले

िाररत दकसी अन्य काडर बाह्य पि पर

प्रजतजनयुजि की अवजि िै, सािारणतया तीन

वषच से अजिक निीं िोगी।

रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए

अजिकतम आयु सीमा आवेिन प्राप्त करने की

S.R.O. 34.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Defence Accounts Department (Senior Accounts Officer) Recruitment Rules, 2022 and Defence

Accounts Department (Accounts Officer) Recruitment Rules, 2008 , except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Senior Accounts Officer in the Defence Accounts Department, namely:-

1. Short title and commencement.— (1) These rules may be called the Defence Accounts Department, Senior

Accounts Officer Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of post, its classification and level in the

pay matrix thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Controlling Authority.—The post shall be administratively controlled by the Controller General of Defence

Accounts under the Ministry of Defence (Finance).

4. Method of recruitment, age limit, qualification etc.— The method of recruitment to the said post, age limit,

qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.

5. Liability for transfer.—The Senior Accounts Officer shall be liable to transfer anywhere in India.

6. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living;or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

7. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission

relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Schedules Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-serviceman and any

other special categories of persons in accordance with orders issued by the Government from time to time in this

regard

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त िोंगे।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.— उि पि की संख्या, उसका वगीकरण और उससे संलग् न वेतन

मैररक्स में स्ट्तर विी िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िचष्ट िै।

3. भती की पद्धजत, आयु-सीमा, अिचताएं, आदि .— उक् त पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित

अन्य बातें विी िोंगी िो उि अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्िचष्ट िैं।

द्वारा जिजथल कर सकेगी।

6. व् यावृजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयुसीमा मे छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, भूतपूवच सैजनकों, अन्य जपछडे़ वगों और अन् य जविेष प्रवगच के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

S.R.O. 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Road Transport and Highways, Border Roads Development Board, General Reserve

Engineer Force (Border Roads Organisation), Group ‘C’ Posts Recruitment Rules, 2012, in so far as they relate to

the post of Stenographer Grade B, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade B,

in the Border Roads Organisation, General Reserve Engineer Force, Ministry of Defence, namely :-

1. Short title and commencement.^___ (1) These rules may be called the Ministry of Defence, Border Roads

Organisation, General Reserve Engineer Force, Stenographer Grade B (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.^___ The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.^___ The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5 ) to (13) of the said Schedule.

4. Disqualification.^___ No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.^___ Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.^___ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

करने का लोप दकया गया िै, सेना आर्डचनेंस कोर में टेलीफोन पयचवेक्षक के पि पर पर भती की पद्धजत का जवजनयमन करने

के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत् :-

1. संजक्षप्त नाम और प्रारंभ .—(1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सेना आर्डचनेंस कोर, टेलीफोन पयचवेक्षक

(समूि ‘ख’ पि) भती जनयम, 2024 िै।

(2)

ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.—उि पि की संख्या, उनका वगीकरण और उनका वेतन मैररक्स में

स्ट्तर वे िोंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, अिचताएं, आदि.—उि पि पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

4. जनरिचता .— वि व्यजि -

(क)

जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै.; या जववाि की

संजविा की िै; या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि

की संजविा की िै

उि पिों पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

5. जिजथल करने की िजि.—ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों अन्य जपछडें वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना अपेजक्षत

िै।

जनयुजि के पश्चात उस श्रेणी में िस वषच की सेवा की िो और जवभाग द्वारा यथाजवजनर्िचष्ट सुसंगत क्षेत्र में िों से चार

सप्ताि का प्रजिक्षण सफलतापूवचक पूरा दकया िो।

रटप्पण :- ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके

द्वारा की गई ऐसी अिचक या पात्रता सेवा, अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो वषच से, इनमें से

िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिचक या पात्रता सेवा पिले िी

पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो ।
