का.जन.आ. 40.— राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और

िन सम्पकक जनिेिालय के प्रािेजिक िन सम्पकक कायाकलय युजनट (समूि ‘ग’ और समूि ‘घ’ पि) भती जनयम, 1988 को, ििां

तक उनका संबंि चपरासी, सफाईवाला और चौकीिार सि सफाईवाला के पिों से िै, उन बातों के जसवाय अजिक्ांत करते

हुए, जिन्िें ऐसे अजिक्मण से पूवक दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय, िन सम्पकक जनिेिालय में

बहु कायक कमकचारी के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाकतः-

1. संजक्षप्त नाम और प्रारम्भ .- (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, िन सम्पकक जनिेिालय, बहु कायक कमकचारी

(समूि ‘ग’ पि) भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर .- उि पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में उसका

स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िकष्ट िैं।

3. भती की पद्धजत, आयु – सीमा, अिकताएं, आदि .- उि पि पर भती की पद्धजत, आयु-सीमा, अिकताएं और उनसे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िकष्ट िैं।

4. जनरिकता .- वि व्यजि-

(क)

जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि

की संजविा

की िै ; या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की

संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतकन से छूट िे सकेगी।

5. जिजथल करने की िजि .- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगक या प्रवगक के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवक सैजनकों और अन्य जविेष प्रवगक के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

अभ्यार्थकयों से आवेिन प्राप्त करने के जलए जनयत की गई अंजतम

तारीख िोगी न दक वि अंजतम तारीख िो असम, मेघालय, अरुणाचल

प्रिेि, जमिोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जिमाचल प्रिेि

के लािौल और स्ट्पीजत जिले तथा चम्बा जिले के पांगी उपखंड तथा

लद्दाख, अंिमान और जनकोबार द्वीप समूि तथा लक्षद्वीप संघ राज्य

क्षेत्र के अभ्यार्थकयों के जलए जवजित की गई िै।

सीिे भती दकए िाने वाले

NOTIFICATION

New Delhi, the 5th July, 2024

S.R.O. 40—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Public Relatons Offices/Units of Directorate of Public Relations (Group ‘C’ and Group

‘D’ posts) Recruitment Rules, 1988, in so far as they relate to the posts of Peon, Sweeper (Safai wala) and Chowkidar

cum - Safaiwala, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Directorate of

Public Relations, Ministry of Defence, namely :-

1. Short title and commencement .- (1) These rules may be called the Ministry of Defence, Directorate of Public

Relations, Multi-Tasking Staff (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .– The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification .- No person ,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Powers to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Himachal Pradesh and the Union territories of Ladhakh, Andaman

and Nicobar Islands and Lakshadweep.
