सा.का.जन. 91.— राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, गृि
मंत्रालय, पुजलस अनुसंिान एवं जवकास ब्यूरो में प्रिान वैज्ञाजनक अजिकारी (इलेक्ट्रॉजनक) के पि पर भती की पद्धजत को
जवजनयजमत करने के जलए जनम नजलजखत जनयम बनाते िैं, अथागतः -
1. संजक्षप्त नाम और प्रारंभः- (i) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, पुजलस अनुसंिान एवं जवकास ब्यूरो, प्रिान
वैज्ञाजनक अजिकारी (इलेक्ट्रॉजनक) भती जनयम, 2024 िै।

भती की पद्धजत, आयु-सीमा और अिगताएं, आदिः- उि पि पर भती की पद्धजत, आयु-सीमा, अिगताएं और उनसे
संबंजित अन्य बातें वे िोंगी िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

जनरिगता- वि व्यजि -
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की
िै,
उि पि पर जनयुजि का पात्र निीं िोगाः
परंतु यदि केंरीय सरकार यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन से
छूट िे सकेगी।
5. जिजथल करने की िजि – ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै विां वि उसके
जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके, इन जनयमों के दकसी भी उपबंि को
दकसी वगग या प्रवगग के व् यजियों की बाबत आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत – इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत
िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

वांछनीयः-
दकसी मान्यता प्राप्त जवश्वजवद्यालय से इलेक्ट्रॉजनक्ट्स और संचार या इलेक्ट्रॉजनक्ट्स
इंिीजनयरी या संचार इंिीजनयरी में पीएचडी।
प्रोन्नजत:
रटप्पणी 1.- जवभागीय वररष्ठ वैज्ञाजनक अजिकारी (इलेक्ट्रॉजनक्) जिन्िोंने स्ट्तर - 11
(रु.67700-208700) ग्रेड में िस वषग की जनयजमत सेवा की िै और प्रजतजनयुजि के
आिार पर जनयुजि पर जवचार करने के जलए जवजित िैक्षजणक योग्यता और अनुभव
रखते िैं, को बािरी आवेिकों के साथ जवचार दकया िाएगा। यदि जवभागीय अभ्यथी
पि पर जनयुजि िेतु चयजनत िोता िै; इसे प्रोन्नजत द्वारा भरा गया माना िाएगा।

संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य बाह्य पि पर प्रजतजनयुक्ट् त
की अवजि िै, सािारणतया पााँच वषग से अजिक निीं िोगी।
रटप् प् णी 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप् त करने की
अंजतम तारीख को 56 वषग से अजिक निीं िोगी।

G.S.R. 91.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Principal Scientific
Officer (Electronics) in the Bureau of Police Research and Development, Ministry of Home Affairs, namely :-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Bureau of Police
Research and Development, Principal Scientific Officer (Electronics), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of said post, its classification and the
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt
any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax
any of the provisions of these rules, with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in this
regard.

appointment to the post; it shall be treated as having been filled
by promotion.
Note 2.- The period of deputation including the period of
deputation in another ex-cadre post held immediately preceding
this appointment in the same or some other organisation or
department of the Central Government shall ordinarily not
exceed five years.
Note 3.- The maximum age-limit for appointment by deputation
shall be not exceeding fifty-six years as on the last date of
receipt of applications.

G.S.R. 92.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Lal Bahadur Shastri National Academy of Administration, Senior Technician Recruitment Rules,
1987, except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Senior Technician in the Lal Bahadur Shastri
National Academy of Administration, Mussoorie, under the Ministry of Personnel, Public Grievances and Pensions,
Department of Personnel and Training, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and
Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration,
Mussoorie, Senior Technician, Group 'B' post Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the post, its classification and level in
pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc.- The method of recruitment, age-limit, qualification and
other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible
for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of
the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard

5. प्रारंजभक गठन:- राष् रीय अनुसूजचत िाजत आयोग, सामाजिक न् याय और अजिकाररता मंत्रालय में बहुकायग कमगचाररवृंि,
इन जनयमों के अिीन बहुकायग कमगचाररवृंि का पि िारण करने वाले व् यजि को वररष् ठता तथा पिोन् नजत आदि के प्रयोिनाथग
जनयजमत सेवा के रूप में माना िाएगा तथा ऐसे कमगचाररयों की वररष् ठता को अजखल भारतीय आिार पर बनाए रखा
िाएगा और इस संबंि में, समय-समय पर, केन् रीय सरकार द्वारा िारी वररष् ठता संबंिी आिेिों अथवा अनुिेिों के अनुसार
उनकी वररष् ठता का जनिागरण दकया िाएगा।
6. जिजथल करने की िजि: ििां केन् रीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै, विां वि उसके
जलए िो कारण िैं उन् िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को दकसी

maintained on all India basis and shall be fixed as per orders or instructions on seniority issued by the Central
Government from time to time in this regard.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or
category of persons.

5. जिजथल करने की िजि– ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िै, उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को दकसी
वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त –इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका
केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

(ii) केन्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्ट्था मत्स्ट्य िलयान में उपरोि उपिर्िगत दकसी भी जवषय या क्षेत्र में
पांच साल का जिक्षण और प्रजिक्षण का अनुभव प्राप्त िो, साथ िी तट अजिकारी या प्रििगक के रूप में मत्स्ट्य प्रजिक्षण िलयान
पर व्याविाररक प्रजिक्षण िेने में कम से कम िो साल का अनुभव िो ।
वांछनीयः
माजत्स्ट्यकी प्रजिक्षण संस्ट्थान में प्रिासन या लेखा या भंडार का िो वषग का अनुभव।
रटप्पण 1: पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार
दकए िाने के पात्र निीं िोंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं
िोंगे।

G.S.R. 94.— In exercise of the powers conferred by the proviso to article 309 of the
Constitution and in supersession of the Central Institute of Fisheries, Nautical and Engineering
Training, Cochin, Deputy Director Recruitment Rules, 2010, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Deputy Director in the Central Institute of
Fisheries, Nautical and Engineering Training, Kochi under the Ministry of Fisheries, Animal
Husbandry and Dairying, Department of Fisheries, namely: -
1. Short title and commencement. - (1) These rules may be called the Central Institute of Fisheries,
Nautical and Engineering Training, Deputy Director (Group ‘A’ Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of said post, its
classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to
(4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. - The method of recruitment, age-limit,
qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualifications. - No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and other party to the marriage and that there are
other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or
expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Schedules Tribes, other
Backward Classes, the ex-servicemen and other special categories of persons in accordance with
the orders issued by the Central Government from time to time in this regard.

Certificate of Competency as Master of a Foreign going ship or First Class Engineer of motorship issued by
the Department of Shipping under the Merchant Shipping (Certificate of Competency) Rules,1987; or
Certificate of Competency as Skipper Grade- I of Fishing Vessel issued by the Mercantile Marine
Department, with graduation; and
(ii) possessing five years teaching and training experience in any of the subjects or fields indicated above in an
institution recognized by the Central or State Government with at least two years experience in imparting
practical training on board fishery training vessel as Shore officer or Demonstrator.

Two years experience in Administration or Accounts or Stores in the Fisheries training Institute.
Note 1: The departmental officers in the feeder category who are on the direct line of promotion shall not be
eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for
consideration for appointment by promotion.
Note 2: The Period of deputation including period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organization or Department of the Central Government shall
ordinarily not exceed four years.
Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the

G.S.R 95.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Department of Animal Husbandry and Dairying, Deputy Commissioner (Feed and Fodder)
Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Deputy Commissioner (Feed and
Fodder), Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying,
namely: -
1. Short title and commencement. - (1) These rules may be called the Ministry of Fisheries, Animal Husbandry and
Dairying, Department of Animal Husbandry and Dairying, Deputy Commissioner (Feed and Fodder) Group ‘A’ Post,
Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
6. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.
