का.जन.आ. 46.—राष् रपजत, संजविान के अनुच् छेि 309 के परन् तुक द्वारा प्रित् त िजियों का प्रयोग करते हुए, रक्षा
मंत्रालय के मुख् यालय सेना प्रजिक्षण कमांड के अिीन इन् फैंरी स्ट् कूल, महू में पुस्ट् तकालय और सूचना अजिकारी (समूि ‘क’
रािपजत्रत), सिायक पुस्ट् तकालय और सूचना अजिकारी (समूि ‘ख’ रािपजत्रत) और पुस्ट् तकालय और सूचना सिायक (समूि
‘ख’ अरािपजत्रत) के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम् नजलजखत जनयम बनाते िैं, अथाात्:-
1.
संजक्षप् त नाम और प्रारंभ.–(1) इन जनयमों का संजक्षप् त नाम इन् फैंरी स्ट् कूल, महू, पुस्ट् तकालय िाखा (समूि ‘क’ और
समूि ‘ख’ पि) भती जनयम, 2024 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त िोंगे।

2.
ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (1) में जवजनर्िाष् ट पिों को लागू िोंगे।
3.
पि-संख् या, वगीकरण और वेतन मैट्ररक् स में स्ट् तर.–उक् त पिों की संख् या, उनका वगीकरण और वेतन मैट्ररक् स में
उनका स्ट् तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िाष् ट िैं।
4.
भती की पद्धजत, आयु-सीमा, अिाताएं आदि.–उक् त पि पर भती की पद्धजत, आयु-सीमा, अिाताएं और उससे
संबंजित अन् य बातें वे िोंगी िो पूवोक् त अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्िाष् ट िैं।
5.
आरंजभक गठन.– इन जनयमों के प्रारंभ पर या से पूवा जनयजमत आिार पर जनयुक् त हुए सभी पििारी, इन जनयमों
के अिीन जनयुक् त हुए समझे िाएंगे तथा ऐसे प्रारंभ से पूवा, सिायक पुस्ट् तकालय और सूचना अजिकारी तथा पुस्ट् तकालय
और सूचना सिायक के पि पर उनके द्वारा िी गई सेवाओं को, सेवा में उनकी ज् येष् ठता, पुजि, प्रोन् नजत तथा पेंिन के जलए
उनकी पात्रता का जवजनश् चय करने के जलए ध् यान में रखा िाएगा।
6.
जनरिाता.–वि व् यजि –
(क) जिसने ऐसे व् यजि से, जिसका पजत या जिसकी पत् नी िीजवत िै, जववाि दकया िै या जववाि की
संजविा की िै; या
(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िै या जववाि
की संजविा की िै
उक् त पि पर जनयुजि का पात्र निीं िोगा :
परन् तु यदि केन् रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व् यजि और जववाि के अन् य पक्षकार
को लागू स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यजि को इस जनयम के
प्रवतान से छूट िे सकेगी।
7.
जिजथल करने की िजि.–ििां केन् रीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं उन् िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी उपबंि को
दकसी वगा या प्रवगा के व् यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
8.
व् यावृजि.–इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन् रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन् य जपछडे वगों, भूतपूवा सैजनकों और अन् य जविेष प्रवगा के व् यजियों के जलए उपबंि करना
अपेजक्षत िै।

प्रोन् नजत: सिायक पुस्ट् तकालय और सूचना अजिकारी, जिन् िोंने वेतन मैट्ररक् स में स्ट् तर-7 (44900-142400 रु.) में ग्रेड में 9 वषा जनयजमत
सेवा की िो, जिनके पास मान् यताप्राप् त जवश् वजवद्यालय या संस्ट् थान से पुस्ट् तकालय जवज्ञान या पुस्ट् तकालय और सूचना जवज्ञान में स्ट् नातक
जडग्री िो तथा जिन् िोंने सक्षम प्राजिकारी द्वारा यथाजवजित पुस्ट् तकालय तथा पुस्ट् तकालय जवज्ञान के क्षेत्र में चार सप् ताि का प्रजिक्षण
सफलतापूवाक पूणा दकया िो।
ट्रटप् पण 1: पििारी, जिन् िोंने इस अजिसूचना की तारीख पर, वेतन मैट्ररक्स के स्ट् तर-7 में ग्रेड में 7 वषा की जनयजमत सेवा के साथ
सिायक पुस्ट् तकालय और सूचना अजिकारी का पि िारण दकया िो, प्रोन् नजत के जलए पात्र िोंगे।
ट्रटप् पण 2: ििां ऐसे कजनष् ठ व् यजियों के संबंि में, जिन् िोंने अपनी अिाक या पात्रता सेवा पूरी कर ली िै, प्रोन् नजत के जलए जवचार दकया
िा रिा िो, विां उनके ज् येष् ठ व् यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिाक या
पात्रता सेवा, अपेजक्षत अिाक या पात्रता सेवा के आिे से अजिक से या िो वषा से, इनमें से भी कम िो, कम न िो और उन् िोंने अपने ऐसे
कजनष् ठ व् यजियों सजित, जिन् िोंने ऐसी अिाक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी
पट्ररवीक्षा की अवजि सफलतापूवाक पूरी कर ली िो।
प्रजतजनयुजि (जिसके अंतगात अल् पकाजलक संजविा भी िै)।
केन् रीय सरकार या राज् य सरकार/संघ राज्य क्षेत्र प्रिासन या स्ट् वायत् त या कानूनी जनकाय या मान् यताप्राप्त जवश् वजवद्यालय या
मान् यताप्राप् त अनुसंिान संस्ट् थानों के अजिकारी :-
(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया िो; या
(ii) जिन् िोंने मूल काडर या जवभाग में वेतन मैट्ररक् स में स्ट् तर-7 या समतुल् य में ग्रेड में जनयजमत आिार पर जनयुजि के पश् चात
नौ वषा सेवा की िो; और
(ख) जिसके पास जनम् नजलजखत िैजक्षक अिाताएं और अनुभव िों:
आवश् यक:-
(i) मान् यताप्राप् त जवश् वजवद्यालय या संस्ट् थान से पुस्ट् तकालय जवज्ञान या पुस्ट् तकालय और सूचना जवज्ञान में मास्ट् टर जडग्री:
(ii) केन् रीय सरकार या राज् य सरकार या संघ राज् यक्षेत्र प्रिासन या स्ट् वायत् त या कानूनी संगठन या पजललक सेक् टर उपक्रम या
मान् यताप्राप् त जवश् वजवद्यालय या मान् यताप्राप् त अनुसंिान संस्ट् थान के अिीन पुस्ट् तकालय में पांच वषा का व् यावसाजयक अनुभव।
वांछनीय:- (i) केंरीय सरकार या राज् य सरकार/संघ राज् य क्षेत्र प्रिासन या स्ट् वायत् त या कानूनी संगठन या पजललक सेक् टर उपक्रम या
मान् यताप्राप् त जवश् वजवद्यालय या मान् यताप्राप् त अनुसंिान संस्ट् थान के अिीन पुस्ट् तकालय दक्रयाकलापों के
कंपयूटरीकरण में एक वषा का अनुभव;
(ii) दकसी सिस्ट् त्र बल स्ट् थापन में एक वषा का व् यावसाजयक अनुभव;
(iii) मान् यताप्राप् त जवश् वजवद्यालय या संस्ट् थान से कंपयूटर एप् लीकेिन में जडप् लोमा।
ट्रटप् पण 1 -पोषक प्रवगा के ऐसे जवभागीय अजिकारी, िो प्रोन् नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुक्त् जााा व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।
ट्रटप् पण 2 –प्रजतजनयुजि (जिसके अंतगात अल् पकाजलक संजविा भी िै) की अवजि, जिसके अंतगात केन् रीय सरकार के उसी या दकसी अन् य

संगठन या जवभाग में इस जनयुजि से ठीक पिले िाट्ररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अंतगात अल् पकाजलक
संजविा भी िै) की अवजि िै सािारणतया 3 वषा से अजिक निीं िोगी।
ट्रटप् पण 3 –प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप् त करने की अंजतम तारीख को 56 वषा से अजिक निीं
िोगी।
यदि जवभागीय प्रोन् नजत सजमजत िै, तो उसकी संरचना।
भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेवा आयोग
से परामिा दकया िाएगा।

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या स्ट् वायत् त या कानूनी जनकायों या मान्यताप्राप्त जवश्वजवद्यालयों या
मान्यताप्राप्त अनुसंिान संस्ट्थानों के अजिकारीिः-
(क) (i)
जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया िो; या
(ii)
जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स स्ट्तर

में या समतुल्य में ग्रेड में जनयजमत आिार पर पि पर
जनयुजि के पश्चात पांच वषा सेवा की िो; और
(ख) जिनके पास जनम्नजलजखत िैजक्षक अिाताएं और अनुभव िो :
आवश्यक:
(i) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में स्नातक जडग्री;
(ii) केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या स्ट्वायत या कानूनी संगठन या पजललक सेक्टर उपक्रम या
मान्यताप्राप्त जवश्वजवद्यालय या मान्यताप्राप्त संस्ट्था के अिीन पुस्ट्तकालय में िो वषा का व्यवसाजयक अनुभव ।
वांछनीयिः
(i) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय और सूचना जवज्ञान में मास्ट्टर जडग्री ;
(ii) मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से कम्प्यूटर एप्लीकेिन में जडप्लोमा ।
सिस्त्र बल कार्माक के जलए :-
प्रजतजनयुजि/पुनिः जनयोिनिः- सिस्त्र बल कार्माक के संबंि में जवचार दकया िाएगा िो एक वषा की अवजि के भीतर सेवाजनवृि
िोने वाले िैं या ट्ररिवा में स्ट्थानांतट्ररत दकए िाने वाले िैं और जिनके पास प्रजतजनयुजि के जलए जवजित अनुभव और अिाताएं िैं । यदि
चयजनत िो िाते िैं तो ऐसे व्यजियों को उस तारीख तक प्रजतजनय़ुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बल से
जनमुाि दकया िाना िै, तत्पश्चात उन्िें पुनिः जनयोिन पर बने रिने दिया िा सकता िै ।
ट्रटप्पण 1 : पोषक प्रवगा के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
िाने के पात्र निीं िोंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे ।
ट्रटप्पण 2: प्रजतजनयुजि (जिसके अन्तगात अल्पकाजलक संजविा भी िै) की अवजि, जिसके अन्तगात केन्रीय सरकार के उसी या दकसी अन्य
संगठन या जवभाग में इस जनयुजि से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अन्तगात अल्पकाजलक
संजविा भी िै) की अवजि िै सािारणतया 3 वषा से अजिक निीं िोगी ।
ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषा से अजिक निीं
िोगी ।

S.R.O. 46 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Library and
Information Officer (Group ‘A’ Gazetted), Assistant Library and Information Officer (Group ‘B’ Gazetted) and

Library and Information Assistant (Group ‘B’ Non Gazetted) in the Infantry School, Mhow under Headquarters Army
Training Command of Ministry of Defence, namely:-
1.
Short title and commencement.–(1) These rules may be called the Infantry School, Mhow Library
Discipline (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Application.–These rules shall apply to the posts specified in column (1) of the Schedule annexed to these
rules.
3.
Number of post, classification and level in the pay matrix.-The number of the said posts, its classification
and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
4.
Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualification
and other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5.
Initial Constitution.–All the incumbents appointed on regular basis on or before the commencement of
these rules shall be deemed to have been appointed under these rules and services rendered by them in the post of
Assistant Library and Information Officer and Library and Information Assistant before such commencement shall be
taken into account for deciding their eligibility for seniority, confirmation, promotion and pension in the service.
6.
Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
7.
Power to relax.-Where the Central government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission
relax any of the provisions of these rules with respect to any class or categories of persons.
8.
Saving.-Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, the Other Backward Classes
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.

Assistant Library and Information Officer in level-7 in the pay matrix (Rs
44900-142400) with 9 years regular service in the grade possessing
Bachelors Degree in Library Science or Library and Information Science
from a recognised University or Institute and having successfully
completed training of four weeks in the field of Library and Library
Science as prescribed by the competent authority.
Note 1: The incumbents holding the post of Assistant Library and
Information Officer in level-7, in the pay matrix with seven years regular
service in the grade, on the date of this notification shall be eligible for
promotion.
Note 2: Where juniors who have completed their qualifying or eligibility
service are being considered for promotion, their seniors would also be
considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility
service, or two years, whichever is less, and have successfully completed
their probation period for promotion to the next higher grade along with
their juniors who have already completed such qualifying or eligibility
service.
Deputation (including short-term contract).
Officers under the Central Government or State Government/Union
territories Administration or autonomous or statutory bodies or
recognised Universities or recognised research institutes:-
(a)
(i) holding analogous post on regular basis in the parent cadre
or department; or
(ii) with nine years service in the grade rendered after appointment
thereto on a regular basis in posts in level-7 in pay matrix or equivalent
in the parent cadre or department; and
(b)
Possessing following educational qualification and experience:
Essential:-
(i) Master’s Degree in Library Science or Library and Information
Science from a recognised University or Institute;
(ii) Five years’ professional experience in a library under Central
Government or State Government or Union territory Administrations or
autonomous or statutory organisation or Public Sector Undertakings or
recognised University or recognised research institute.
Desirable:-
(i) One year experience of computerising library activities in a library
under Central Government or State Government/Union territory
Administration or autonomous or statutory organisation or Public Sector
Undertakings or recognised University or recognised research institute;
(ii) One year professional experience in any Armed Forces establishment;
(iii) Diploma in Computer Application from a recognized University or
Institute.
Note 1: The departmental officers in the feeder category who are in the
direct line of promotion will not be eligible for consideration for
appointment on deputation. Similarly, deputationists shall not be eligible
for consideration for appointment by promotion.
Note 2: The period of deputation (including short-term contract) including
period of deputation (including short-term contract) in another ex-cadre
post held immediately preceding this appointment in the same or some
other organisation or department of the Central Government shall
