सा.का.जन. 119.—संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए तथा जविेि
मंत्रालय, जवजि एवं संजि प्रभाग, समूि 'क' पि भती जनयम, 2013 का अजिक्रमण, ऐसे अजिक्रमण से पिले जनष्पादित अथवा
जनष्पािन से छूट प्राप्त बातों के जसवाय, करते हुए, राष्ट्रपजत, जविेि मंत्रालय के जवजि एवं संजि प्रभाग में अपर सजिव (जवजि
एवं संजि), संयुि सजिव (जवजि एवं संजि), जनिेिक (जवजि एवं संजि), जवजि अजिकारी (ग्रेड-I) तथा जवजि अजिकारी
(ग्रेड-II) के पिों पर भती की पद्धजत को जवजनयजमत करने के जलए एतद्द्वारा जनम्नजलजखत जनयम बनाती िैं, अथागत:-

1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों को जविेि मंत्रालय, जवजि एवं संजि प्रभाग (समूि 'क' पि) भती
जनयम, 2024 किा िाएगा।
(2) ये िासकीय रािपत्र में इनके प्रकािन की जतजथ से लागू िोंगे।
2. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर- उि पिों की संख्या, उनका वगीकरण और उनके साथ समबद्ध वेतन
मैररक्स के स्ट्तर वे िोंगे िो उि अनुसूिी के कॉलम (2) से (4) में जवजनर्िगष्ट दकए गए िैं।
3. भती की पद्धजत, आयु-सीमा, अन्य योग्यताएं, आदि- उि पि पर भती की पद्धजत, आयु-सीमा, योग्यताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूिी के कॉलम (5) से (13) में जवजनर्िगष्ट की गई िैं।
4. अयोग्यता-कोई भी व्यजि,-
(क) जिसने ऐसे व्यजि से जववाि अथवा जववाि का अनुबंि दकया िै जिसका पजत या पत्नी िीजवत िै; अथवा
(ख) जिसने अपने पजत या पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि अथवा जववाि का अनुबंि दकया िै,
उि पिों पर जनयुजि िेतु पात्र निीं िोंगे:
बिते केन्द्रीय सरकार का यि समािान िो िाए दक ऐसा जववाि ऐसे व्यजि और जववाि के िूसरे पक्षकार पर लागू
पसगनल लॉ के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार मौिूि िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन
से छूट िे सकेगी।
5. जिजथल करने की िजि-ििााँ केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक अथवा समीिीन िै, विााँ वि आिेि
द्वारा और उससे संबंजित कारणों को जलजखत में ििग करके तथा संघ लोक सेवा आयोग के परामिग से, इन जनयमों के दकसी
उपबंि को दकसी वगग अथवा श्रेणी के व्यजियों के संबंि में जिजथल कर सकेगी।
6. अपवाि-इन जनयमों में जनजित कोई बात, इस संबंि में समय-समय पर केन्द्रीय सरकार द्वारा िारी दकए गए आिेिों के
अनुसार अनुसूजित िाजतयों, अनुसूजित िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष श्रेणी के व्यजियों
को दिए िाने वाले आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी।

पिोन्नजत :
वेतन मैररक्स के लेवल-14(रु. 144200-218200) में संयुि सजिव (जवजि
एवं संजि), और इस ग्रेड में तीन वषग की जनयजमत सेवा की िो
रटप्पण-यदि अिगक या पात्रता सेवा पूरी करने वाले कजनष्ठ कमगिाररयों की
पिोन्नजत पर जविार दकया िा रिा िै तो उनसे वररष्ठ कमगिाररयों पर भी
जविार दकया िाएगा बिते दक उनकी अिगक या पात्रता सेवा अपेजक्षत अिगक
या पात्रता सेवावजि के आिे से अजिक या िो वषग से कम न िो और उन्िोंने
अपने से कजनष्ठ कमगिाररयों, जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी
पूरी कर ली िै, के साथ अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी
पररवीक्षा की अवजि सफलतापूवगक पूरी कर ली िो ।
प्रजतजनयुजि:
केन्द्रीय सरकार या राज्य सरकार या संघ िाजसत क्षेत्र प्रिासन के
अजिकारी—
(क) मूल संवगग या जवभाग में जनयजमत आिार पर िाररत सिृि पि पर िों;
और
(ख) जनम्नजलजखत िैजक्षक योग्यताएं और अनुभव रखते िों,—
अजनवायग योग्यताएं:—
(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से अंतरराष्ट्रीय जवजि अथवा
अंतरराष्ट्रीय संबंि या अंतरराष्ट्रीय संगठन के क्षेत्र में जविेषज्ञता के साथ जवजि
में मास्ट्टर जडग्री या अंतरराष्ट्रीय जवजि में मास्ट्टर ऑफ दफलॉसफी अथवा
डॉक्टर ऑफ दफलॉसफी।
अनुभव :
न्यूनतम िैक्षजणक योग्यता प्राप्त करने के बाि जनम्नजलजखत क्षेत्र में बीस वषग का
अनुभव -
(i) वकालतरत अजिविा; या
(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से जवजि के क्षेत्र में िोि
अध्यापन, संिालन या मागगििगन, जिसमें कम से कम िस वषग का अनुभव,
अंतरराष्ट्रीय जवजि या अंतरराष्ट्रीय संबंिों के क्षेत्र में िोना िाजिए।
वांछनीय योग्यता:
अंतरराष्ट्रीय जवजि, जविेषाजिकार एवं प्रजतरक्षा, अंतरराष्ट्रीय व्यापार कानून,
अंतरराष्ट्रीय नदियों से संबंजित कानून और समुद्री कानून मामलों पर कायग
करने में पांि वषग का अनुभव।
रटप्पणी 1.-प्रिायक कोरट के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी
पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जविार दकए िाने के पात्र निीं
िोंगे और इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जविार

संजि) के पि के जलए कतगव्यों एवं जनवगिन से संबंजित अंतरराष्ट्रीय
कानून की दकसी भी िाखा में एक सप्ताि का प्रजिक्षण सफलतापूवगक
पूरा दकया िो।
रटप्पण: ििााँ ऐसे कजनष्ठ पिाजिकारी, जिन्िोंने अपनी अिगक या
पात्रता सेवा पूरी कर ली िै, के संबंि में प्रोन्नजत के जलए जविार
दकया िा रिा िै विां उनके वररष्ठ पिाजिकारी के बारे में भी जविार
दकया िाएगा बिते दक उनकी अपेजक्षत अिगक या पात्रता सेवा का
आिे से अजिक या िो वषग से, इनमें से िो भी कम िो, कम न िो
और उन्िोंने अपने ऐसे कजनष्ठ पिाजिकाररयों के साथ, जिन्िोंने ऐसी
अिगक या पात्रता सेवा पिले िी पूरी कर ली िै, अगले उच्चतर ग्रेड में
प्रोन्नजत के जलए अपनी पररवीक्षा अवजि सफलतापूवगक पूरी कर ली
िो।
प्रजतजनयुजि :
केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन के

साथ जवजि में स्नातकोत्तर जडग्री या अंतरराष्ट्रीय कानून में मास्ट्टर
ऑफ दफलॉसफी या डॉक्टर ऑफ दफलॉसफी प्राप्त की िो ।
अनुभव :
न्यूनतम िैक्षजणक योग्यता प्राप्त करने के बाि जनम्नजलजखत क्षेत्र में
पंद्रि वषग का अनुभव -
( i ) अजिविा; अथवा
(ii) जवजि का प्रोफेसर या जवजि में अनुसंिान का संिालन या
मागगििगन के पंद्रि वषों में से कम से कम िस वषग अंतरराष्ट्रीय
कानून/अंतरराष्ट्रीय संबंिों के क्षेत्र में अनुभव िोना िाजिए ।
वांछनीय योग्यता:
अंतरराष्ट्रीय कानून, जविेषाजिकार और प्रजतरक्षा, अंतरराष्ट्रीय
व्यापार कानून और अंतरराष्ट्रीय नदियों और समुद्री कानून से
संबंजित कानूनों से जनपटने में पांि वषग का अनुभव।
रटप्पणी 1.-फीडर श्रेणी के ऐसे जवभागीय अजिकारी िो पिोन्नजत
की सीिी श्रेणी में िैं, प्रजतजनयुजि पर जनयुजि के जलए जविार दकए
िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुजि जनयुि व्यजि
पिोन्नजत द्वारा जनयुजि के जविार दकए िाने के पात्र निीं िोंगे।
रटप्पणी 2.- प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्द्रीय सरकार

दकसी मान्यता प्राप्त जवश्वजवद्यालय से अंतरराष्ट्रीय जवजि या
अंतरराष्ट्रीय संबंि या अंतरराष्ट्रीय संगठन के क्षेत्र में
जविेषज्ञता के साथ जवजि में स्नातकोत्तर जडग्री।
रटप्पणी 1.—अंतरराष्ट्रीय जवजि में मास्ट्टर ऑफ दफलॉसफी
या डॉक्टर ऑफ दफलॉसफी स्ट्तर पर, ककंतु स्नातकोत्तर स्ट्तर
पर निीं, जविेषज्ञता रखने वाले अभ्यथी भी पात्र िोंगे।
रटप्पणी 2.—अंतरराष्ट्रीय जवजि में, अन्य बातों के साथ-
साथ, अंतरराष्ट्रीय जवजि के प्रमुख क्षेत्र िैसे समुद्री जवजि,
मानवाजिकार जवजि, अंतरराष्ट्रीय पयागवरण जवजि,
अंतरराष्ट्रीय आपराजिक जवजि और अंतरराष्ट्रीय व्यापार
जवजि िाजमल िोंगे।
अनुभव:
न्यूनतम िैजक्षक योग्यता प्राप्त करने के बाि भारत में दकसी
न्यायालय में अजिविा के रूप में पंद्रि वषग का अनुभव या
सरकार के जवजि जवभाग में कानूनी मामलों से जनपटने या
मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से जवजि के क्षेत्र में
जिक्षण या अनुसंिान का संिालन या मागगििगन करने का
अनुभव, जिसमें से कम से कम आठ वषग अंतरराष्ट्रीय जवजि
या अंतरराष्ट्रीय संबंिों के क्षेत्र में िोने िाजिए।
वांछनीय योग्यता:
मान्यता प्राप्त संस्ट्थान या जवश्वजवद्यालय से अंतरराष्ट्रीय
जवजि में डॉक्टरेट।
रटप्पण 1.-अन्यथा सुयोग्य अभ्यर्थगयों की ििा में, कारणों
को जलजखत रूप में अजभजलजखत करके, संघ लोक सेवा
आयोग के जनणगयनुसार अिगताओं में छूट िी िा सकेगी।
रटप्पणी 2.-अनुसूजित िाजतयों या अनुसूजित िनिाजतयों
के अभ्यर्थगयों के मामले में अनुभव संबंिी अिगताएं संघ लोक
सेवा आयोग के जनणगय पर जलजखत रूप में ििग दकए िाने
वाले कारणों से छूट िी िा सकती िैं, यदि ियन के दकसी
भी स्ट्तर पर संघ लोक सेवा आयोग का यि मत िो दक इन
समुिायों से अपेजक्षत अनुभव रखने वाले पयागप्त संख्या में
उममीिवार उनके जलए आरजक्षत ररजियों को भरने के जलए
उपलब्ि िोने की संभावना निीं िै।

जनयजमत सेवा की िो तथा जविेि मंत्रालय द्वारा जनर्िगष्ट
अजनवायग प्रजिक्षण कायगक्रमों को सफलतापूवगक पूरा दकया िो।
रटप्पणी-ििााँ कजनष्ठ व्यजियों, जिन्िोंने अपनी अिगक या पात्रता
ग्रुप ‘क’ जवभागीय पिोन्नजत सजमजत

अिगक या पात्रता सेवा या िो वषग से कम न िों, िो भी कम िो,
और अपने उन कजनष्ठों के साथ, जिन्िोंने ऐसी अिगक या पात्रता
सेवा पिले िी पूरी कर ली िै, अगले उच्चतर ग्रेड में पिोन्नजत के
जलए अपनी पररवीक्षा अवजि सफलतापूवगक पूरी कर ली िै।
प्रजतजनयुजि (अल्पकाजलक संजविा सजित): केन्द्रीय सरकार या
राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या स्ट्वायत्त जनकाय या

प्राप्त जवश्वजवद्यालय या संस्ट्थान के अजिकारी,—
(क) (i) मूल संवगग या जवभाग में जनयजमत आिार पर अनुरूप
पि िारण दकए हुए िों; या
(ii) मूल कैडर या जवभाग में वेतन मैररक्स (78800-175200
रुपये) या समकक्ष में लेवल-12 पर जनयजमत आिार पर पि पर
जनयुजि के बाि पांि वषग की जनयजमत सेवा की िो; तथा
(ख) िो स्ट्तंभ (7) के अिीन सीिी भती दकए िाने वाले
व्यजियों के जलए जवजनर्िगष्ट योग्यताएं रखते िों।
रटप्पणी 1.- फीडर श्रेणी के जवभागीय अजिकारी िो पिोन्नजत
की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जविार
दकए िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुजि पर आए
व्यजि पिोन्नजत द्वारा जनयुजि के जलए जविार दकए िाने के पात्र
निीं िोंगे।
रटप्पणी 2.- प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्द्रीय
सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर
प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषग से अजिक निीं
िोगी।
रटप्पणी 3.- आवेिन प्राप्त िोने की अंजतम जतजथ पर प्रजतजनयुजि
द्वारा जनयुजि के जलए अजिकतम आयु-सीमा छप्पन वषग से
अजिक निीं िोगी।
सिस्त्र बल कार्मगकों के जलए:
नौसेना और वायु सेना में जिगेजडयर तथा समकक्ष रैंक के सिस्त्र
बल कार्मगक, पे मैररक्स में लेवल-13ए में, िो एक वषग की
अवजि के भीतर सेवाजनवृत्त िोने वाले िैं या जिन्िें ररिवग में
स्ट्थानांतररत दकया िाना िै और जिनके पास प्रजतजनयुजि के
जलए जनिागररत अपेजक्षत अनुभव एवं योग्यताएं िैं, पर भी
जविार दकया िाएगा। ऐसे व्यजियों को उस जतजथ तक
प्रजतजनयुजि की अवजि िी िाएगी, जिस जतजथ को वे सिस्त्र
बलों से कायगमुि िोने वाले िैं, उसके बाि उन्िें पुनःजनयोिन पर
रखा िा सकता िै।

अिगक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जविार दकया
िा रिा िै ,विां उनके वररष्ठ व्यजियों के बारे में भी जविार दकया
िाएगा, बिते उन्िोंने अपेजक्षत अिगक या पात्रता सेवा के आिे से

G.S.R. 119.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of External Affairs, Legal and Treaties Division, Group ‘A’ Posts Recruitment Rules,
2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Additional Secretary (Legal and Treaties), Joint
Secretary (Legal and Treaties), Director (Legal and Treaties), Legal Officer (Grade-I) and Legal Officer (Grade-II) in
the Legal and Treaties Division in the Ministry of External Affairs, namely :—
1. Short title and commencement.—(1) These rules may be called the Ministry of External Affairs, Legal and
Treaties Division (Group ‘A’ Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, other qualifications, etc.–The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living or
(b)
who,
having
a
spouse
living,
has
entered
into
or
contracted
a marriage
with
any
person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.
