सा.का.जन. 121.—राष् रपजत, एति् द्वारा संजविान के अनुच् छेि 309 के परंतुक द्वारा प्रित् त िज‍ तयों का प्रयोग करते

हुए और जवपणन एवं जनरीक्षण जनिेिालय, प्रवर श्रेणी जलजपक (समूि ‘ग’ अरािपजत्रत पि) भती जनयम, 2012 को उन बातों

को छोडकर, जिन् िें ऐसे अजिक्रमण से पिले दकया गया िै या करने के जलए छोडा गया िै, को अजिक्रांत करते हुए कृजि एवं

दकसान कल् याण मंत्रालय, कृजि एवं दकसान कल् याण जवभाग के अिीन जवपणन एवं जनरीक्षण जनिेिालय में प्रवर श्रेणी

जलजपक के पि पर भती की पद्धजत को जवजनयजमत करने वाले जनजम् न लजखत जनयम बनाते िैं, अथागत:-

1. संजक्षप् त नाम और प्रारंभ-(1) इन जनयमों का नाम जवपणन एवं जनरीक्षण जनिेिालय, प्रवर श्रेणी जलजपक,(समूि ‘ग’पि)

भती जनयम, 2024 िोगा ।

(2) ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि संख् या, वगीकरण और पे मैरर‍ स में लेवल-उ‍ त पिों की संख् या, उनका वगीकरण पे मैरर‍ स लेवल वि िोगा िो इन

जनयमों के साथ संलग् न अनुसूची के स्ट् तंभ (2) से (4) में जवजनर्िगष् ट िैं ।

3. भती की पद्धजत, आयु सीमा, अिगताएं आदि:-उ‍ त पि पर भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन् य

बातें उ‍ त अनुसूची के स्ट् तंभ (5) से (13) में जवजनर्िगष् ट दकए अनुसार िोंगी ।

4. जनरिगता - वि व् यज‍ त, -

(क) जिसने ऐसे व् यज‍ त से, जिसका पजत या पत् नी िीजवत िै, जववाि दकया िै; या

(ख) जिसने अपने पजत या पत् नी के िीजवत रिते हुए दकसी व् यज‍ त से जववाि दकया िै,

उ‍ त पि पर जनयुज‍ त का पात्र निीं िोगा।

परंतु यदि केन् द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व् यज‍ त और जववाि के अन् य पक्षकार को लागू

स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यज‍ त को इस जनयम के प्रवतगन से छूट

िे सकेगी ।

5. जिजथल करने की िज‍ त:- ििां केन् द्रीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीचीन िै, विां वि, उसके

जलए िो कारण िैं उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व् यज‍ तयों या पिों के बाबत,

आिेि द्वारा जिजथल कर सकेगी।

6. व् यावृजत्त:- इन जनयमों की कोई बात, ऐसे आरक्षणों तथा अन् य छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केन् द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन् य जपछडे़ वगों, आर्थगक रूप से कमिोर वगग, भूतपूवग सैजनकों, और अन् य जविेि प्रवगग के व् यज‍ तयों के जलए

उपबंि करना अपेजक्षत िै।

प्रोन् नजत, प्रजतजनयुज‍ त/आमेलन द्वारा भती की ििा में वे श्रेजणयां

नोट.-ििां ऐसे कजनष्ठ व्यजियों के बारे में पिोन्नजत के जलए

जवचार दकया िा रिा िै, जिन्िोंने अपनी अिगक या पात्रता सेवा

पूरी कर ली िै, विां उनके वररष्ठ व्यजियों के बारे में भी जवचार

दकया िाएगा, बिते दक वे अपेजक्षत अिगक या पात्रता सेवा से िो

विग की ऐसी अिगक या पात्रता सेवा के आिे से अजिक, िो भी

कम िो, कम न िों और उन्िोंने अपने उन कजनष्ठ व्यजियों के

साथ, जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली

िै, अगले उच्चतर ग्रेड में पिोन्नजत के जलए अपनी पररवीक्षा अवजि

सफलतापूवगक पूरी कर ली िो।

यदि जवभागीय प्रोन् नजत सजमजत िै, तो उसकी संरचना

भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा आयोग से

G.S.R. 121.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Marketing and Inspection (Group ‘C’ Non-gazetted posts), Upper Division Clerk

Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the

Directorate of Marketing and Inspection in the Ministry of Agriculture and Farmers Welfare, Department of

Agriculture and Farmers Welfare, namely:-

1. Short title and commencement.-(1) These rules may be called the Directorate of Marketing and Inspection,

Upper Division Clerk (Group ‘C’ post ) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette

2. Number of posts, classification and level in pay matrix--The number of the said posts, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.-No Person,-

(a) who has entered into or contracted a marriage with the person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power of Relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.--Nothing in these rules shall effect reservations and other concessions required to be provided for the

Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Economically Weaker Section, Ex-

serviceman and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

qualifying or eligibility service by more than half of such qualifying or

eligibility service of two years, whichever is less and have successfully

completed their probation period for promotion to the next higher

grade along with their juniors who have already completed such

qualifying or eligibility service.

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Multi Tasking Staff (Group ‘C’) in Press Information Bureau

(Headquarters), Ministry of Information and Broadcasting, namely :-

1. Short title and commencement.- (1) These rules may be called the Press Information Bureau (Headquarters), Multi

Tasking Staff (Group ‘C’ post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix.- The number of the said post, its classification and

level in the pay matrix level attached thereto shall be as specified in Columns (2) to (4) of the said schedule.

4. Methods of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in Columns (5) to (13) of the said Schedule.

5. Disqualification.- No person, -

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order, for reason to be recorded in writing, relax any of the provision of these rules with respect to any class or

category of persons.

7. Saving.- Nothing in these rules shall affects reservations, relaxation of age-limit, and other concessions required to

be provided for the Scheduled Castes, Schedule Tribes, Other Backward Classes, Ex-servicemen and other special

category of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

2. पि-संख्या, वगीकरण और वेतन मैरर‍स में स्ट्तर : उि पि की संख्या, उसका वगीकरण और वेतन मैरर‍स में उसका स्ट्तर

वि िोगा िो इन जनयमों के उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

3. भती की पद्धजत, आयु सीमा, अितागएं आदि : उि पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे संबंजित अन्य

बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

4. जनरिगता : वि व्यजि, -

(क) जिसने ऐसे व्यजि से, जिसका पजत या या पत् नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या पत् नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा :

परंतु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी।

5. जिजथल करने की िजि : ििां केंद्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को दकसी

वगग या प्रवगग के व्यजियों की बाबत आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों, पर प्रभाव निी निी डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, भूतपूवग सैजनकों और अन्य जविेि प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

जवजभन्न पद्धजतयों द्वारा भरी िाने वाली

ररजियों की प्रजतितता।

पिोन्नजत/प्रजतजनयुजि/आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे

प्रोन्नजत/प्रजतजनयुजि/आमेलन दकया िाएगा।

(i) 50% प्रोन्नजत द्वारा जिसके न िो सकने पर

प्रजतजनयुजि द्वारा।

(ii) 50% प्रजतजनयुजि/आमेलन द्वारा जिसके न

िो सकने पर सीिी भती द्वारा।

प्रोन्नजतः भंडारी ग्रेड-।, जिन्िोंने वेतन मैरर‍स के स्ट्तर-4 (25500-81100 रु.) में ग्रेड

में 10 विग जनयजमत सेवा की िो तथा सीडब्ल्यूपीआरएस से ताजलका या माल प्रबंिन

के क्षेत्र में पांच सप्ताि का प्रजिक्षण सफलतापूवगक पूणग दकया िो।

रटप्पणः ििां ऐसे कजनष्ठ व्यजियों से संबंि में, जिन्िोंने अपनी अिगक या पात्रता सेवा

पूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के

संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी

अिगक या पात्रता सेवा, अपेजक्षत अिगक या पात्रता सेवा के आिे से अजिक से या िो विग

से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित,

जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में

प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूवगक पूरी कर ली िो।

प्रजतजनयुजि / आमेलनः केंद्रीय सरकार के अिीन अजिकारी-

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया

िै; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैरर‍स के स्ट्तर-5 (29200-92300 रु.)

में या समतुल्य में पिों पर जनयजमत आिार पर जनयुजि के पश्चात् दिए गए ग्रेड में 6

विग सेवा की िो; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैरर‍स के स्ट्तर-4 (25500-81100 रु.)

में या समतुल्य में पिों पर जनयजमत आिार पर जनयुजि के पश्चात् दिए गए ग्रेड में 10

विग सेवा की िो; और

(ख) जिसके पास स्ट्तंभ (ए) के अिीन सीिे भती के िाने वाले व्यजियों के जलए जवजित

िैजक्षक अिगताएं और अनुभव िो।

रटप्पण 1:- प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्द्रीय सरकार के उसी या दकसी

अन्य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य

पि पर प्रजतजनयुजि की अवजि िै सािारणतया 3 विग से अजिक निीं िोगी।

रटप्पण 2:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त

करने की अंजतम तारीख को 56 विग से अजिक निीं िोगी।

रटप्पण 3:- पोिक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै,

प्रजतजनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुजि

व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेवा

आयोग से परामिग दकया िाएगा

Promotion:

Store Keeper Grade-I in level -4 (Rs. 25500-81100/-) in the pay matrix with 10 years regular service in the grade and

having successfully completed 5 weeks of training in the field of Inventory or materials management from CWPRS.

Note.-Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying /eligibility service or 2 years, whichever is less and have successfully completed their

probation period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.

Deputation/ Absorption:

Officers under the Central Government-

(a) (i) holding analogous posts on regular basis in the parent cadre/ Department; or

(ii) with 6 years’ service in the grade rendered after appointment thereto on a regular basis in posts in level 5

(Rs. 29200-92300/-) in the pay marix or equivalent in the parent cadre or department; or

(iii) with 10 years’ service in the grade rendered after appointment thereto on a regular basis in posts in level 4 (Rs.

25500-81100/-) in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1. The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or department of the Central Government shall

ordinarily not exceed three years.

Note 2. The Maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the last date

of receipt of applications.

Note 3. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for

appointment by promotion.
