1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप्त नाम कार्मगक, लोक जिकायत और पेंिन मंत्रालय, कार्मगक एवं

प्रजिक्षण जवभाग के अिीन, केन्द्रीय अन्वेषण ब्यूरो, प्रिासजनक अजिकारी (समूि ‘क’ पि) भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. लागू िोना. - ये जनयम इससे उपाबि अनुसूची के स्ट्तंभ (1) में जवजनर्िगष्ट पिों के जलए लागू िोंगे।

3. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर विी

िोगा, िो इन जनयमों के साथ संलग्न अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

4. भती की पद्धजत, आयु-सीमा और अिगताएं आदि. - उि पि पर भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित

अन्य बातें विी िोंगी िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

5. जनरिगता: वि व्यजि -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै।

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्द्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस

जनयम के प्रवतगन से छूट िे सकेगी।

6. जिजथल करने की िजि : ििां केन्द्र सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके, संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को दकसी

वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्द्र सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

केन्द्रीय अन्वेषण ब्यूरो में वेतन मैररक्स में गैर-

कायागत्मक ग्रेड स्ट्तर-10 (56,100-1,77,500/-रुपये)

सजित वेतन मैररक्स में स्ट्तर-8 (47,600-1,51,100

रुपये) में कायागलय अिीक्षक के पि पर 8 वषग की

जनयजमत सेवा के साथ प्रिासन, स्ट्थापना और लेखा के

क्षेत्र में िो से चार सप्ताि का प्रजिक्षण सफलतापूवगक

पूरा कर जलया िो।

रटप्पण: ििााँ ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने

अपनी अिगक/पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के

जलए जवचार दकया िा रिा िो, विााँ उनसे ज्येष्ठ

व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु

यि तब िब दक उसके द्वारा की गई ऐसी अिगक/पात्रता

सेवा, अपेजक्षत अिगक/पात्रता सेवा के आिे से अजिक से

MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS

(Department of Personnel and Training)

New Delhi, the 9th September, 2024

G.S.R. 124.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President, hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer

in the Central Bureau of Investigation, under the Ministry of Personnel, Public Grievances and Pensions, Department of

Personnel and Training, namely:-

1.

Short title and commencement. - (1) These rules may be called the Ministry of Personnel, Public, Grievances

and Pensions, Department of Personnel and Training, Central Bureau of Investigation, Administrative

Officer (Group-‘A’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Application. - These rules shall apply to the posts specified in column(1) of the Schedule annexed to these rules.

3.

Number of posts, Classification and level in pay matrix. - The number of said posts, its classification and pay

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4.

Methods of recruitment, age-limit and qualifications, etc. - The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

5.

Disqualifications. - No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

6.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and

other special category of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

वैज्ञाजनक सिायक, केंद्रीय औषजि परीक्षण प्रयोगिाला, चेन्नई (समूि “क” और “ख” पि) भती जनयम 2024 िैं।

ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

लागू िोना – ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में यथा जवजनर्िगष्ट पिों को लागू िोंगे ।

3.

पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में

उनके स्ट्तर वे िोंगे िो उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं ।

4.

भती की पद्धजत, आयु-सीमा, अिगताएं आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अिगताएं और उनसे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।

5.

जनरिगता.- वि व्यजि –

(क)

जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की

िै; या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दकया िै या जववाि की

संजविा की िै;

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्द्रीय सरकार का यि समािान िो िाता िै की ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै, तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी ।

6.

जिजथल करने की िजि.- ििां केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिग करके, इन जनयमों के दकसी उपबन्ि को

व्यावृजत्त.- इन जनयमों की कोई बात ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ि में समय – समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना अपेजक्षत

िै ।

केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या जवश्वजवद्यालय या मान्यता प्राप्त अनुसंिान संस्ट्था स्ट्वायत्त जनकाय

या क़ानूनी संगठन या पजब्लक सेक्टर उपक्म के अजिकारी, -

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकया िो; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर 12 (78800-209200 रु) या समतुल्य में जनयजमत आिार पर

जनयुजि के पश्चात् ग्रेड में पांच वषग की सेवा प्रिान की गई िो; और

(ख) जिसके पास जनम्नजलजखत यथाजवजित आवश्यक या वांछनीय िैक्षजणक अिगताएं और अनुभव िों,-

आवश्यक:

2001, (ii) the Central Drugs Testing Laboratory, Chennai, Senior Scientific Assistant, Recruitment Rules, 2004, (iii) the

Ministry of Health and Family Welfare, Central Drugs Testing Laboratory, Chennai (Group ‘A’ Posts) Recruitment

Rules, 2004, and (iv) the Ministry of Health and Family Welfare, Directorate General of Health Services, (Director,

Central Drugs Testing Laboratory, Chennai) Recruitment Rules, 2013, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the posts of Director, Senior Scientific Officer, Scientific Officer, Senior Scientific Assistant and Junior Scientific

Assistant in the Central Drugs Testing Laboratory, Chennai, Central Drugs Standard Control Organisation, Directorate

General of Health Services, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

Central Drugs Standard Control Organisation, Director, Senior Scientific Officer, Scientific Officer, Senior Scientific

Assistant and Junior Scientific Assistant, Central Drugs Testing Laboratory, Chennai, (Group ‘A’ and ‘B’ posts)

Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

5. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for

appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such persons and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and
