और ग्रि मंत्रालय , राष्ट्रीय अजििमन सेवा मिाजवद्यालय नागपुर, अजि और बचाव आपरेटर (समूि ‘ग’ पि) भती जनयम,

2018 को उन बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजतक्मण से पूवि दकया गया िै या करने का लोप दकया गया

िै, गृि मंत्रालय के अिीन राष्ट्रीय अजििमन सेवा मिाजवद्यालय, नागपुर में अजि और बचाव आपरेटर के पि पर भती की

पद्धजत को जवजनयजमत करने वाले जनम् नजलजखत जनयम बनाते िै, अथाित्:

1. संजक्षप् त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप् त नाम गृि मंत्रालय, राष्ट्रीय अजििमन सेवा मिाजवद्यालय,

नागपुर, अजि और बचाव आपरेटर (समूि ‘ग’ पि) भती जनयम, 2024 िै।

(2) उनके/ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि संख्या, वगीकरण और वेतन मैररक् स का स्ट् तर : उि पि की संख् या, उनका वगीकरण और वेतन मैररक् स में उसका

स्ट्तर वि िोगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्ििष् ट िैं।

3. भती की पद्धजत, आयु-सीमा, अििताएं आदि – उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ठ िैं।

4. जनरििता - वि व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै।

उि पि पर जनयुजि का पात्र निीं िोगा :

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को

इस जनयम के प्रवतिन से छूट िे सकेगी ।

5. जिजथल करने की िजि - ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

6. व् यावृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

(क) (i) पुरुषों के जलए.-

ऊंचाई: 165 से.मी से कम निीं (गढ़वाली

, असजमया, गोरखा तथा अनुसूजचत

िनिाजतयों के सिस्ट्यों की ििा में 5 से.मी

द्वारा जिजथल की िा सकती िै );

छाती: 81 से.मी सामान्य, 5 से.मी की

न्यूनतम फुलावट;

भार: 50 दकलोग्राम से कम निीं;

श्रवण िजि: सामान्य;

वाणी : सामान्य;

िृजि: िोनों आंख से 6/6

क्षमता परीक्षा-

(i) एक जमनट में 60 दकलोग्राम विन के

साथ 90 मीटर की िूरी भागने में सक्षम

िोगा।

(ii) िाथ और पैरों का उपयोग करते हुए

भूजम से 2.5 से 3 मीटर ऊँचाई तक रस्ट्सी

पर चढ़ने में सक्षम िो।

(ii) मजिलाओं के जलए-

ऊंचाई: 157 से.मी से कम निीं (गढ़वाली

, असजमया, गोरखा तथा अनुसूजचत

लागू निीं िोता।

के साथ 90 मीटर िूरी भागने में सक्षम

(ii) िाथ पैर का प्रयोग करते हुए भूजम से

2.5 से 3 मीटर ऊंचाई तक रस्ट्सी से चढ़ने

में सक्षम िोगा।

(ख) (i) चालन परीक्षण - भारी वािन

चलाने के जलए परीक्षा बोडि द्वारा

संचाजलत

(ii) जनरििता- िारीररक जवकृजत, पुरानी

बीमारी, रंग अंिता, भैंगापन, सपाट पैर,

िुड़ी टांगे और परािििक त्रुरट को

जनरििता के रूप में माना िाएगा |

उसे अजिमान्यता िी िाएगी|

(i) दकसी मान्यता प्राप्त संस्ट्थान से

प्राथजमक जचदकत्सा प्रजतदक्याकताि या

ििरी खोि या बचाव पाठ्यक्र्म ; या

(ii) पूणिकाजलक अजििमन सेवा संगठन

या राष्ट्रीय अजििमन सेवा मिाजवद्यालय

नागपुर में अजििमन या अध्यापन या

प्रजिक्षण में अनुभव

रटप् पण 1.- अििताएँ अन्यथा सुअर्िित

अभ्यर्थियों की ििा में कारणों के जलए िो

लेखब्ि दकए िाए, कमिचारी चयन आयोग

या सक्षम प्राजिकारी के जववेकानुसार

जिजथल की िा सकती िै |

रटप् पण 2.- अनुभव संबंिी अििताए कारणों

के जलए िो लेखबद्ध दकए िाए कमिचारी

चयन आयोग या सक्षम प्राजिकारी के

जववेकानुसार अनुसूजचत िाजतयों और

अनुसूजचत िनिाजतयों के अभ्यर्थियों की

ििा में तब जिजथल की िा सकती िै। िब

चयन के दकसी प्रक्म पर कमिचारी चयन

आयोग या सक्षम प्राजिकारी की यि राय िै

दक उनके जलए आरजक्षत ररजियों को भरने

के जलए अपेजक्षत अनुभव रखने वाले उन

समुिायों के अभ्यर्थियों के पयािप्त संख्या में

उपलब्ि िोने की संभावना निीं िै |

प्रोन् नजत अथवा प्रजतजनयुजि अथवा आमेलन द्वारा भती के मामले में वे श्रेजणयां जिनसे प्रोन् नजत अथवा प्रजतजनयुजि अथवा

आमेलन दकया िाएगा।

प्रोन् नजत: राष्ट्रीय अजििमन सेवा मिाजवद्यालय, नागपुर के बहुकायि कमिचारीवृंि में से जिन्िोंने वेतन मररक्स में स्ट्तर -1

(18000-56900 रु.) में तीन वषि जनयजमत सेवा की िो तथा स्ट्तंभ (7) के अिीन यथाजवजित िारीररक मानक पास दकए

िों और परीक्षा बोडि द्वारा संचाजलत भारी वािन चलाने का चालन परीक्षण पास दकया िो |

रटप्पण 1: अभ्यथी को उनकी प्रोन् नजत की तारीख से एक वषि की अवजि के भीतर जवजिमान्य भारी वािन चालन अनुज्ञजपत

अजभप्राप्त करना अपेजक्षत िै |

रटप्पण 2 : ििाँ ऐसे कजनष्ठ व्यजियों के संबंि में , जिन्िोने अपनी अििक या पात्रता सेवा पूरी कर ली िै,प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा

दक गई ऐसी अििक या पात्रता सेवा, अपेजक्षत अििक या पात्रता सेवा के आिे से अजिक से या िो वषि से , इनमें से िो भी

कम िो, कम न िो और उन्िोने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अििक या पात्रता सेवा पिले िी पूरी कर

ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूविक पूरी कर ली िो |

यदि जवभागीय प्रोन् नजत सजमजत िै, तो उसकी संरचना।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक

सेवा आयोग से परामिि दकया िाएगा।

G.S.R 159.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the Ministry of Home Affairs, National Fire Service College, Nagpur, Fire and Rescue

Operator (Group ‘C’ post) Recruitment Rules, 2018, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Fire and Rescue Operator in the National Fire Service College, Nagpur under the

Ministry of Home Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs,

National Fire Service College, Nagpur, Fire and Rescue Operator (Group ‘C’ Post) Recruitment

Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4)

of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13)

of the said Schedule.

4. Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other

grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of

these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other

Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the

orders issued by the Central Government from time to time in this regard.

(ii) The candidate shall be capable of climbing a

ground by using hands and feet.

the examination Board to drive heavy vehicle.

Disqualification.-

Physical

deformity,

chronic diseases, colour blindness, squint eyes,

flat foot, bow legs, knock-knee and refractive

error will be considered as disqualification.

Note: The incumbent whether appointed by

direct recruitment or by promotion shall have to

go through a course in fire fighting for a period

not less than six months from National Fire

Service College, Nagpur and successfully

complete the said course within one year from

the date of appointment to the post.

Desirable.-

Candidate possessing any one of following

qualifications

Rescue Course from a Government recognised

institute; or

(ii) Experience in fire-fighting or teaching or

training in a full-time fire service organisation or

National Fire Service College, Nagpur.

discretion of the Staff Selection Commission or

Competent Authority for reasons to be recorded in

writing in the case of candidates otherwise well

qualified.

Note 2: The qualifications regarding experience

are relaxable at the discretion of the competent

authority or Staff Selection Commission, for the

reasons to be recorded in writing, in the case of

candidates belonging to Scheduled Castes or the

Scheduled Tribes, if at any stage of selection, the

competent

authority

Promotion:-

From Multi-Tasking Staff of the National Fire Service

College, Nagpur with three years’ regular service in level-1

in the pay matrix (Rs. 18000-56900) and having passed the

Physical Standard as prescribed under column (7) and the

driving test conducted by the Examination Board to drive

heavy vehicle.

Note 1.- The incumbents shall be required to obtain the valid

heavy vehicle driving license within one year from the date

of their promotion.

Note 2.- Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not

short of the requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or two

years, whichever is less, and have successfully completed

their probation period for promotion to the next higher grade

along with their juniors who have already completed such

qualifying or eligibility service.

If a Departmental Promotion Committee exists, what is its

का जवजनयमन करने के जलए जनम् नजलजखत जनयम बनाते िै, अथाित् :-

1. संजक्षप् त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप् त नाम गृि मंत्रालय, राष्ट्रीय अजििमन सेवा मिाजवद्यालय,

नागपुर, मैकेजनक (समूि ‘ग’ पि) भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. पि संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर : उि पि की संख् या, उसका वगीकरण और वेतन मैररक् स में उसका

6. व् यावृजत्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

G.S.R. 160––- In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the National Fire Service College, Nagpur, Group ‘C’ (Non-Gazetted) Recruitment Rules,

2014, in so far as they relate to the post of Mechanic, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Mechanic in the National Fire Service College, Nagpur under the Ministry of

Home Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs,

National Fire Service College, Nagpur, Mechanic (Group ‘C’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4)

of the Schedule annexed to these rules.

3. Method of recruitment, age- limit, qualifications, etc.- The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13)

of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible

under the personal law applicable to such person and the other party to the marriage and that there

are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may by order and for reason to be recorded in writing, relax any of the provisions of

these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age- limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other

Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the

orders issued by the Central Government from time to time in this regard.

G.S.R. 161.–––In exercise of the powers conferred by the proviso to article 309 of the Constitution

and in supersession of the National Institute of Communicable Diseases (Group ‘D’ Posts) Recruitment

Rules, 1980, in so far as they related to the post of Peon, Chowkidar, Frash, Cleaner, Safaiwala and Daftry,

except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Multi-Tasking Staff, in the National

Centre for Disease Control under the Directorate General of Health Service, Ministry of Health and Family

Welfare, namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family

Welfare, National Centre for Disease Control, Multi-Tasking Staff (Group ‘C’ Post) Recruitment Rules,

2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. Number of posts, classification and level in the pay matrix. - The number of the said posts, their

classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.

4. Method of Recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, other

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

5. Disqualification. No person, -

(a) Who has entered into or contracted a marriage with any person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the

Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

2005, को उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवि दकया गया िै या करने का लोप दकया गया

िै, मत्स्ट्यपालन, पिुपालन और डेयरी मंत्रालय, पिुपालन और डेयरी जवभाग के अिीन दिल्ली िुग्ि योिना में ज्येष्ठ अनुवाि

अजिकारी एवं कजनष्ठ अनुवाि अजिकारी के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते

िैं, अथाित्:-

1. संजक्षप्त नाम और प्रांरभ – (1) इन जनयमों का संजक्षप्त नाम दिल्ली िुग्ि योिना, ज्येष्ठ अनुवाि अजिकारी एवं कजनष्ठ

अनुवाि अजिकारी (समूि- ‘’ख’’ पि) भती जनयम 2024 िै।

(2) ये रािपत्र इनके प्रकािन की तारीख को प्रवृत िोंगे ।

2. पररभाषाएः- ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) में जवजनर्िि पि पर लागू िोंगे ।

3. पि संख्या, वगीकरण और वेतनमान – पि की संख्या इससे संलि उसका वगीकरण और वेतन मैररक्स मे स्ट्तर वि

िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्िि िै।

4. भती की पद्धजत, आयुसीमा, अन्य अििताएँ, आदिः- उि पि पर भती की पद्धजत, आयुसीमा, अििताएँ और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवर्निदिि िै।

5. जनरििता – वि व्यजि, -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै, या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा

की िै, उि पि पर जनयुजि का पात्र निीं िोगाः

परन्तु यदि केन्रीय सरकार का यि सामािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै, और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस

जनयम के प्रवतिन से छूट िे सकेगी।

6. जिजथल करने की िजिः- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके

जलए िो कारण िै उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगि या प्रवगि के व्यजियों के बाबत्, आिेि

द्वारा जिजथल कर सकेगी।

7. व्यावृजतः- इन जनयमों की कोई बात, ऐसे आरक्षण आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केन्रीय सरकार द्वारा इस संबंि में समय-समय पर जनकाले गये आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, भूतपूवि सैजनकों, अन्य जपछडें वगों और अन्य जविेष प्रवगि के व्यजियों के उपबंि करना अपेजक्षत िै।

प्रोन्नजतः-

कजनष्ठ अनुवाि अजिकारी जिसने वेतन मैररक्स (रुपये 35,400-1,12,400) के स्ट्तर- 6 में पाँच वषि की जनयजमत

सेवा की िो और िो से चार सप्ताि का प्रजिक्षण सफलतापूविक पूणि दकया िो।

रटप्पण 1: कजनष्ठ अनुवाि अजिकारी के पि पर प्रोन्नजत के जलए पात्रता सूची उस स्ट्तर या पि में अजिकाररयों द्वारा

जवजित अििक सेवा के पूरा करने के तारीख से तैयार की िाएगी।

रटप्पण 2: ििां ऐसे कजनष्ठ व्यजियों के संबंि में जिन्िोंने अपनी अििक / पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए

जवचार दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा, परन्तु यि तब िब

दक उनके द्वारा की गई ऐसी अििक या पात्रता सेवा अपेजक्षत अििक या पात्रता सेवा के आिे से अजिक या िो

वषि से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अििक

या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि

सफलता पूविक पूरी कर ली िै।

प्रजतजनयुजिः-

केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र के अजिकारी:-

(क) (i) िो मूल काडर / जवभाग में जनयजमत आिार पर सिृि पि िारण दकए िैं; या

(ii) जिन्िोने वेतन मैररक्स (रुपये 35,400-1,12,400) के वेतन स्ट्तर -6 में या समतुल्य में जनयजमत आिार

पर जनयुजि के पश्चात उस श्रेणी में पाँच वषि सेवा कर चुके िैं।

(ख)

जिनके पास जनम्नजलजखत िैजक्षक अििताएं और अनुभव िैं:-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय से विंिी में स्नातकोत्तर के साथ जडग्री स्ट्तर पर अंग्रेिी अजनवायि या वैकजल्पक

जवषय या जडग्री स्ट्तर पर परीक्षा का माध्यम िो; या

(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय से अंग्रेिी में स्नातकोत्तर के साथ जडग्री स्ट्तर पर विंिी अजनवायि या वैकजल्पक

जवषय या जडग्री स्ट्तर पर परीक्षा का माध्यम िो; या

(iii) दकसी मान्यता प्राप्त जवश्वजवद्यालय से विंिी या अंग्रेिी से जभन्न दकसी भी जवषय में विंिी माध्यम से स्नातकोत्तर के

साथ जडग्री स्ट्तर पर अंग्रेिी अजनवायि या वैकजल्पक जवषय या जडग्री स्ट्तर पर परीक्षा का माध्यम िो; या

(iv) दकसी मान्यता प्राप्त जवश्वजवद्यालय से विंिी या अंग्रेिी से जभन्न दकसी भी जवषय में अंग्रेिी माध्यम से स्नातकोत्तर

के साथ जडग्री स्ट्तर पर विंिी अजनवायि या वैकजल्पक या जडग्री स्ट्तर पर परीक्षा का माध्यम िो; या

(v) दकसी मान्यता प्राप्त जवश्वजवद्यालय से विंिी या अंग्रेिी से जभन्न दकसी भी जवषय में स्नातकोत्तर के साथ जडग्री

स्ट्तर पर विंिी और अंग्रेिी अजनवायि या वैकजल्पक जवषय िों या जडग्री स्ट्तर पर िोनों में से एक परीक्षा का

माध्यम िो; और

(vi) विंिी से अंग्रेिी में और अंग्रेिी से विंिी में अनुवाि में जडप्लोमा या प्रमाण-पत्र पाठ्यक्म या केन्रीय सरकार या

राज्य सरकार के कायािलयों में विंिी से अंग्रेिी और अंग्रेिी से विंिी में अनुवाि कायि का तीन वषि का अनुभव

िो।

रटप्पणः- (1) पोषक प्रवगि के ऐसे जवभागीय अजिकारी, िो सीिी प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के

जलए जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजनयुजि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए

जवचार दकए िाने के पात्र निीं िोंगे।

रटप्पणः- (2) प्रजतजनयुजि की अवजि, जिसके अंतगित केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन

वषि से अजिक निीं िोगी।

रटप्पणः- (3) प्रजतजनयुजि पर जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषि से

अजिक निीं िोगी।

यदि जवभागीय प्रोन्नजत सजमजत िै तो उसकी संरचना

भती करने में दकन पररजस्ट्थयों में

संघलोक सेवा आयोग से परामिि

दकया िाएगा

G.S.R.162–––In exercise of the powers conferred by the proviso to article 309 of the Constitution

and in supersession of the Hindi Translator (Group ‘C’) Delhi Milk Scheme Recruitment Rules, 1999; and

the Delhi Milk Scheme, Junior (Hindi) Translator Recruitment Rules, 2005, except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the posts of Senior Translation Officer and Junior Translation Officer, in the

Delhi Milk Scheme under the Department of Animal Husbandry and Dairying in the Ministry of Fisheries,

Animal Husbandry and Dairying, namely: -

1. Short title and commencement. – (1) These rules may be called the Delhi Milk Scheme Senior Translation

Officer and Junior Translation Officer (Group ‘B’ Posts) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to

these rules.

3. Number of posts, classification and level in pay matrix. - The number of the said posts, their

classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

said Schedule.

5. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

6. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of

persons.

7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, the ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

By promotion:

From amongst Junior Translation Officer in level-6 in the pay matrix (35400-112400) with five years regular

service in the grade and have successfully completed the training of two to four weeks as prescribed.

Note 1: Eligibility list for Junior Translation Officer for promotion shall be prepared with respect to the date

of completion by the officers of the prescribed qualifying service in the respective level or post.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less

and have successfully completed their probation period for promotion to the next higher grade along with

their juniors who have already completed such qualifying or eligibility service.

By deputation:

Officers of the Central Government or State Governments or Union territory Administrations,-

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with five years regular service in the grade rendered after appointment thereto on a regular basis in

level-6 in the pay matrix (35400-112400) or equivalent in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience,-

(i) Master Degree of a recognized University in Hindi with English as a compulsory or elective subject

or as the medium of examination at the Degree level; or

(ii) Master Degree of a recognised University in English with Hindi as a compulsory or elective subject

or as the medium of examination at the degree level; or

(iii) Master’s Degree of a recognised University in any subject other than Hindi and English, with Hindi

medium and English as a compulsory or elective subject or as the medium of examination at the

degree level; or

(iv) Master’s degree of a recognised University in any subject other than Hindi or English, with English

medium and Hindi as a compulsory or elective subject or as the medium of a examination at the

degree level; or

(v) Master’s degree of a recognised University in any subject other than Hindi or English, with Hindi

and English as compulsory or elective subjects or either or the two as a medium of examination

and the other as a compulsory or elective subject at the degree level; and

(vi) Recognised Diploma or Certificate Course in translation from Hindi to English and vice versa or

three years experience of translation work from Hindi to English and vice versa in the Central

Government or State Government office.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible

for consideration for appointment by promotion.

Note 2: Period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or Department of the Central

Government shall ordinarily not exceed three years.

Note 3: The Maximum age-limit for appointment by deputation shall be ‘not exceeding fifty-six years’ as on

the closing date of receipt of applications.
