1.

संजक्षप्त नाम और प्रारंभ:-(1) इन जनयमों का संजक्षप्त नाम केन्रीय अन्वेषण ब्यूरो (ज्येष्ठ ृुजलस ृि), ृुजलस

उृमिाजनरीक्षक या उृ-जनिेिक, भती जनयम, 2024 िै।

(2) ये रािृत्र में उनके प्रकािन की तारीख को प्रवषत्त िोंगे।

ृि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर:- उि ृि की संख्या, उसका वगीकरण और वेतन मैररक्स में

उसका स्ट्तर वि िोगा, िो इन जनयमों से उृाबद्ध उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं।

3.

भती की ृद्धजत, आयु-सीमा, अििताएं आदि :- उि ृि ृर भती की ृद्धजत, आयु-सीमा, अििताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ििष्ट िैं।

4.

जनरििता :- वि व्यजि -

(क) जिसने ऐसे व्यजि से, जिसका ृजत या जिसकी ृत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै;

या

(ख) जिसने अृने ृजत या अृनी ृत्नी के िीजवत रिते ुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा

की िै उि ृि ृर जनयुजि का ृात्र निीं िोगा:

ृरंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य ृक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतिन से छूट िे सकेगी।

5.

जिजथल करने की िजि :- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से ृरामिि करके इन जनयमों के दकसी

उृबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि ्ारा जिजथल कर सकेगी।

6.

व्यावषजत्त :- इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जृछड़े वगों, भूतृूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियों के जलए उृबंि करना

अृेजक्षत िै।

प्रोन्नजत – ज्येष्ठ ृुजलस अिीक्षक, जिन्िोंने वेतन मैररक्स के स्ट्तर-13

(123100-215900 रू.) में ग्रेड में िो वषि जनयजमत सेवा की िै।

रटप्ृण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अृनी अििक या

ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार दकया िा रिा िो,

विां उनके ज्येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा ृरंतु यि

तब िब दक उसके ्ारा की गई ऐसी अििक या ृात्रता सेवा, अृेजक्षत

अििक या ृात्रता सेवा के आिे से अजिक से या िो वषि से, इनमें से िो

भी कम िो, कम न िो और उन्िोंने अृने ऐसे कजनष्ठ व्यजियों सजित,

जिन्िोंने ऐसी अििक या ृात्रता सेवा ृिले िी ृूरी कर ली िै, अगली

उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृररवीक्षा की अवजि

सफलताृूविक ृूरी कर ली िो।

प्रजतजनयुजि : क. भारतीय ृुजलस सेवा के अजिकारी िो केन्र में ृुजलस

उृमिाजनरीक्षक का ृि िारण करने के ृात्र िोंगे;

ख: (क) अजखल भारतीय सेवा के अजिकारी; या

(ख) केन्रीय सरकार संगर त समूि ‘क’ सेवा के अजिकारी जिसके

अंतगित जनम्नजलजखत सेवाओं के अजिकारी भी िैं, अथाित्:-

(i) भारतीय आर्थिक सेवाएं ;

(ii) प्रवतिन जनिेिालय;

(iii) गंभीर िोखािड़ी िांच कायािलय ;

(iv) स्ट्वाृक ृिाथि जनयंत्रण ब्यूरो;

(v) भारतीय रािस्ट्व सेवा;

(vi) भारतीय सीमा िुल्क एवं केंरीय उत्ृाि िुल्क सेवा;

(vii) भारतीय लेखा एवं लेखा ृरीक्षा सेवा,

(l)

जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि

िारण दकया िो; या

(ll)

जिन्िोंने मूल काडर या जवभाग में वेतन मैररक्स के स्ट्तर-13

(123100-215900 रू.) में या समतुल्य में ृि ृर जनयजमत

आिार ृर जनयुजि के ृश्चात् िो वषि जनयजमत सेवा की िो।

रटप्ृण-1:- भारतीय ृुजलस सेवा से जभन्न सेवाओं से आने वाले

अजिकारी, दकसी भी समय ृर, प्रजतजनयुजि ृर िस प्रजतित से अजिक

निीं िोंगे।

रटप्ृण-2:- भारतीय ृुजलस सेवा के अजिकारी, भारतीय ृुजलस सेवा

(वेतन) जनयम, 1954 के अनुसार वेतन और भत्ते प्राप्त करेंगे। उसी

समूि 'क' जवभागीय प्रोन्नजत

सजमजत (प्रोन्नजत के संबंि में

जवचार करने के जलए) जिसमें

जनम्नजलजखत िोंगे :-

1. अध्यक्ष या सिस्ट्य, संघ लोक

सेवा आयोग - अध्यक्ष;

2 जनिेिक या जविेष जनिेिक या

प्रकार, अजखल भारतीय सेवा और केंरीय सरकार समूि 'क' के अजिकारी

भी उन ृर लागू वेतन जनयमों के अनुसार वेतन और भत्ते प्राप्त करेंगे।

रटप्ृण-3:- भारतीय ृुजलस सेवा के अजिकाररयों की प्रजतजनयुजि समय-

समय ृर यथासंिोजित गषि मंत्रालय के तारीख 30 माचि, 2010 के

कायािलय ज्ञाृन सं. I-21023/29/2007 – आई ृी एस lll में अंतर्विष्ट

प्रजतजनयुजि संबंिी अनुिेिों या आिेिों के जनबंिनों के अनुसार

जवजनयजमत की िाएगी।

रटप्ृण-4:- ृोषक प्रवगि के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की

सीिी ृंजि में िै, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए िाने के

ृात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत ्ारा जनयुजि के

जलए जवचार दकए िाने के ृात्र निीं िोंगे।

रटप्ृण -5:- प्रजतजनयुजि की अवजि, जिसके अंतगित केन्रीय सरकार के

उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक ृिले

िाररत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजि की अवजि िै

सािारणतया 5 वषि से अजिक निीं िोगी ।

रटप्ृण 6:- प्रजतजनयुजि ्ारा जनयुजि के जलए अजिकतम आयु सीमा

आवेिन प्राप्त करने की अंजतम तारीख को 56 वषि से अजिक निीं िोगी ।

G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Bureau of Investigation (Senior Police Posts) Recruitment Rules, 2013, in so far as it relates

to the post of Deputy Inspector General of Police or Deputy Director, except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to

the post of Deputy Inspector General of Police or Deputy Director, in the Central Bureau of Investigation under the

Ministry of Personnel, Public Grievances and Pensions, namely:-

1.

Short title and commencement.- (1) These rules may be called the Central Bureau of Investigation (Senior

Police Post), Deputy Inspector General of Police or Deputy Director, Recruitment Rules 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number, classification and level in pay matrix.-The number of the said post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age - limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5.

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time

to time in this regard.

(iv) Narcotics Control Bureau;

(v) Indian Revenue Service;

(vi) Indian Customs and Central Excise Services;

(vii) Indian Audit and Accounts Services,

(I) holding analogous posts on regular basis in the

parent cadre or department; or

(II) with two years regular service rendered after

appointment to the post on a regular basis in post in

level 13 (Rs. 123100 – 215900) in the pay matrix or

equivalent in the parent cadre or department.

Note 1:- The number of officers from services other

than Indian Police Service shall not exceed ten per

cent. of deputation posts at any time.

Note 2:- Indian Police Service officers shall draw pay

and entitlements as per the Indian Police Service (Pay)

Rules, 1954. Similarly, officers of All India Services

and officers of Central Government Group ‘A’

organised services shall also draw their pay and

entitlements as per the pay rules applicable to them.

Note 3:-Deputation of Indian Police Service officers

shall be regulated in terms of the instructions or orders

relating to the deputation as contained in the Ministry

of Home Affairs Office Memorandum No.I-21023/29/

2007-IPS III, dated the 30th March, 2010 as amended

from time to time.

Note 4:-The departmental officers in the feeder

category who are in the direct line of promotion shall

not be eligible for consideration for appointment on

deputation. Similarly, deputationists shall not be

eligible

for

consideration

for

appointment

by

promotion.

Note 5:-Period of deputation including period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization or department of the Central Government

shall not exceed five years.

Note 6:-The maximum age - limit for appointment by

deputation shall be not exceeding fifty-six years as on

the closing date of receipt of application.

to the post of Additional Superintendent of Police, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Additional Superintendent of Police, in the Central Bureau of Investigation under the Ministry of Personnel, Public

Grievances and Pensions, namely:-

Short title and commencement.-(1) These rules may be called the Central Bureau of Investigation (Senior

Police Post), Additional Superintendent of Police, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number, classification and level in pay matrix.-The number of the said post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age - limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification-No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5.

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving .-Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

ृरंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य

ृक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को

इस जनयम के प्रवतिन से छूट िे सकेगी ।

suppression of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts)

Recruitment Rules, 1968, in so far as it relates to the post of Lower Division Clerks/Stores Clerk/Telephone

Operator/Steno-typists, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the All

India Institute of Physical Medicine and Rehabilitation, Mumbai, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement.–(1) These rules may be called the Ministry of Health and Family Welfare,

2. Number of post, classification and level in pay matrix. –The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification.–No person,-

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of person in accordance with the orders issued by the Central

Government from time to time in this regard.

G.S.R. 167.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts)

Recruitment Rules, 1968, in so far as they relate to the post of Junior Job Worker(Shoe, Leather, Wood and Metal),

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Junior Technician (Orthotic) in the Ministry of

Health and Family Welfare, All India Institute Physical Medicine and Rehabilitation, Mumbai, namely:-

1. Short title and commencement. –(1) These rules may be called the All India Institute of Physical Medicine

and Rehabilitation, Mumbai, Junior Technician (Orthotic), Group ‘C’ post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.–The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit and qualification, etc. –The method of recruitment to said post, age limit,

qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification. –No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving .-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard

कारणों को लेखबद्ध करके, इन जनयमों के दकसी उृबंि को दकसी वगि या प्रवगि के व्यजियों की बाबत, आिेि ्ारा जिजथल

कर सकेगी ।

6. व्यावषजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव निीं डालेगी, जिनका

केन्रीय सरकार ्ारा इस संबंि में समय–समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत
