राष्ट्रीय संचारी रोग संस्ट्थान, राष्ट्रीय फाइलेररया जनयंत्रण कायिक्रम और राष्ट्रीय मलेररया उन्मूलन कायिक्रम (श्रेणी I और
श्रेणी II, गैर-जचदकत्सा रािपजत्रत पि) भती जनयम, 1976 को, ििां तक वे उप सिायक जनिेिक (कीटजवज्ञान) के पि से
संबंजित िैं, उन बातों के जसवाय अजिक्रमण करते हुए जिन्िें ऐसे अजिक्रमण से पिले दकया गया िै या करने का लोप दकया

1. संजक्षप्त नाम और प्रांरभ – (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, स्ट्वास्ट््य सेवा
मिाजनिेिालय, राष्ट्रीय वैक्टर िजनत रोग जनयंत्रण केंर, दिल्ली, उप सिायक जनिेिक (कीटजवज्ञान) समूि ‘क’ पि,
भती जनयम, 2024 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रवृत्त िोंगे।
2. पि की संख्या, वगीकरण, वेतन मेररक्स में स्ट्तर- उि पि की संख्या, उसका वगीकरण और उससे संबद्ध वेतन मैररक्स में
स्ट्तर वे िोंगे िो इन जनयमों के साथ से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट् तंभ (4) में जवजनर्ििष्ट िैं ।
3. भती की पद्धजत, आयु-सीमा, अििताएं आदि- उि पि पर भती की पद्धजत, आयु-सीमा, अििताएं और उससे संबंजित अन्य
बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ििष्ट िैं ।
4. जनरििता: कोई भी ऐसा व्यजि-
क) जिसने दकसी ऐसे व्यजि से जववाि दकया िै या जववाि का अनुबंि दकया िै जिसका पजत या जिसकी पत्नी
िीजवत िै; या
ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि का
अनुबंि दकया िै;
उि पि पर जनयुजि का पात्र निीं िोगा/िोगी।
परन्तु यि दक यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार पर
लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि ऐसे दकसी व्यजि को इस जनयम के
प्रवतिन से छूट िे सकेगी ।
5. जिजथल करने की िजि. - ििां केंरीय सरकार का यि मत िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके
जलए िो कारण िै, उन्िें लेखबद्घ करके, तथा संघ लोक सेवा आयोग से परामिि करके इन जनयमो के दकसी उपबंि को दकसी
वगि या प्रवगि के व्यजियो की बाबत, आिेि द्वारा जिजथल कर सकेगी I
6. व्यावृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु -सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार िवारा इस सम्बन्ि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवि सैजनकों और अन्य जविेष प्रवगि के व्यजियो के जलए उपबंि करना

(ii) केन्रीय या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या
स्ट्वायत्त या वैिाजनक संगठनों या साविजनक क्षेत्र के
उपक्रमों या जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंिान
संस्ट्थानों के अिीन जचदकत्सा कीटजवज्ञान या िन स्ट्वास्ट््य
कीटजवज्ञान या वेक्टर िजनत रोगों के क्षेत्र में जिक्षण या
अनुसंिान या इसके जनयंत्रण में तीन वषि का अनुभव।
वांछनीय
केन्रीय सरकार या राज्य सरकार की दकसी भी योिना के
अिीन उन्नत जचदकत्सा कीटजवज्ञान या वेक्टर िीव जवज्ञान
जनयंत्रण या िन स्ट्वास्ट््यकीटजवज्ञान या वेक्टर िजनत रोगों
के संबंि में प्रजिक्षण।
रटप्पण 1: अन्यथा सुयोग्य अभ्यर्थियों के मामले में, कारणों
को लेखबद्ध करते हुए, संघ लोक सेवा आयोग के
जववेकानुसार अििता में छूट िी िा सकती िै।
रटप्पण 2: अनुभव के संबंि में अििता, यदि चयन के दकसी
भी चरण में संघ लोक सेवा आयोग के जववेकानुसार
अनुसूजचत िाजत या अनुसूजचत िनिाजत के अभ्यर्थियो के
मामले में, कारणों को लेखबद्ध करते हुए इन समुिायों से
अपेजक्षत अनुभव रखने वाले पयािप्त संख्या में अभ्यर्थियो

G.S.R 171.––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the National Institute of Communicable Diseases, National Filaria Control Programme and National
Malaria Eradication Programme(Class I and Class II, Non-medical Gazetted posts) Recruitment Rules, 1976 , in so far
as they relate to the post of Deputy Assistant Director (Entomology), except as respects things done or omitted to be

done before such supersession, the President hereby makes the following rules regulating the method of recruitment to
the post of Deputy Assistant Director (Entomology) in the National Center for Vector Borne Diseases Control, Delhi
under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely :-
1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare,
Directorate General of Health Services, National Center for Vector Borne Diseases Control, Delhi, Deputy Assistant
Director (Entomology) Group ‘A’ Post, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.-The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. -No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

"(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से प्राजणजवज्ञान में स्नातकोत्तर जडग्री जिसमें एक प्रश्नपत्र कीटजवज्ञान का
िो या लोक स्ट्वास्ट््य कीटजवज्ञान में स्नातकोत्तर जडग्री।
(ii) जचदकत्सा कीटजवज्ञान या लोक स्ट्वास्ट््य कीटजवज्ञान या वेक्टर िजनत रोग के क्षेत्र में अध्यापन और/या अनुसंिान
और/या जनयंत्रण में तीन वषि का अनुभव।
रटप्पण 1 :अििताएं, अन्यथा सुअर्िित अभ्यर्थियों की ििा में संघ लोग सेवा आयोग के जववेकानुसार जिजथल की िा
सकती िै I

Cross Checking Organisation) Group ‘A’ Post Recruitment (Amendment) Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Directorate General of Health Services, National Center for Vector
Borne Diseases Control, Entomologist (Central Cross Checking Organisation) Group ‘A’ Post Recruitment
Rules, 2023, in the SCHEDULE, for the entries under column (7), the following entries shall be substituted, namely:-
“(i) master degree in Zoology with Entomology as one of the papers or Masters degree in Public Health Entomology
from a Recognized University or Institute; and
(ii) three years experience in teaching and/or research and/or control in the field of Medical Entomology or Public
Health Entomology or Vector Borne Diseases.
Note 1 : Qualifications are relaxable at the Unoin Public Service Commission’s discretion in case of candidates

Note 2: The qualification (s) regarding experience is/are relaxable at the discretion of the Unoin Public Service
Commission, for reason to be recorded in writing , in the case of candidates belonging to the Scheduled Castes or the
Scheduled Tribes, if a any stage of selection, the Unoin Public Service Commission is of opinion that sufficient number
of candidates from these communities possessing the requisite experience are not likely to be available to fill up the
vacancies reserved for them.”
