सा.का.जन. 175.––राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरंतुक ्ारा प्रित्त िजियों का प्रयोग करते हुए, केन्रीय

आृातकालीन राित प्रजिक्षण संस्ट्थान में (प्रिासजनक अजिकारी) भती जनयम, 1963 को, उन बातों के जसवाए अजिक्ांत

करते हुए जिन्िें ऐसे अजिक्मण से ृूवग दकया गया िै या करने का लोृ दकया गया िै, गषि मंत्रालय के राष्ट्रीय आृिा मोचन

बल अकािमी में प्रिासजनक अजिकारी के ृि ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै,

अथागत-

1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों का संजक्षप्त नाम गषि मंत्रालय, राष्ट्रीय आृिा मोचन बल अकािमी,

प्रिासजनक अजिकारी (समूि - 'ख' ृि) भती जनयम, 2024 िै।

3. भती की ृ्जत, आयु-सीमा, अिगताएं आदि:- उि ृि ृर भती की ृद्धजत,आयु-सीमा, अिगताएं और उनसे संबजन्ित

अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्िगष्ट िैं।

4. जनरिगता:- वि व्यजि—

(क) जिसने ऐसे व्यजि से जिसका ृजत या ृत्नी िीजवत िै, जववाि दकया िै, या जववाि की संजविा की िै; या

(ख) जिसने अृने ृजत या ृत्नी के िीजवत िोते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि ृि ृर जनयुजि का ृात्र निीं िोगा :

ृरंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य ृक्षकार को लागू

स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इन जनयम के प्रवतगन से

छूट िे सकेगी।

5. जिजथल करने की िजि: ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश्यक िै या समीचीन िै, विााँ वि

उसके जलए िो कारण िै उन्िें लेखबद्ध करके, इन जनयमों के दकसी उृबंि को दकसी वगग या प्रवगग के व्यजियों के

बावत, आिेि ्ारा जिजथल कर सकेगी।

6. व्यावषजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जृछडे वगो, भूतृूवगक सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उृबंि

करना अृेजक्षत िै।

प्रोन्नजत या प्रजतजनयुजि/आमेलन ्ारा भती की ििा में, वे श्रेजणयों जिनसे प्रोन्नजत या प्रजतजनयुजि/ आमेलन दकया िाएगा।

प्रजतजनयुजि/प्रोन्नजत:

केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र के अजिकारी -

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकये हुए िो; और

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मेररक्स के स्ट्तर-6 (35400-112400 रुृये) या समतुल्य में ृााँच वषग की जनयजमत सेवा

की िै।

(ख) जिनके ृास जनम्नजलजखत िैक्षजणक योग्यता और अनुभव िै, िैसे दक:-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की जडग्री;

(ii) दकसी सरकारी कायागलय या सावगिजनक क्षेत्र के उृक्म या स्ट्वायत्त जनकाय या सांजवजिक जनकाय में लेखा या प्रिासन या

स्ट्थाृना कायग में िो वषग का अनुभव।

रटप्ृण1: वेतन मैररक्स के स्ट्तर-6 (35400-112400 रुृये) में कायगरत जवभागीय सिायक, जिन्िोंने ग्रेड में ृांच वषग की जनयजमत

सेवा की िै, जिन्िोंने प्रिासन, स्ट्थाृना और लेखा के क्षेत्र में िो-चार सप्ताि का प्रजिक्षण सफलताृूवगक ृूरा कर जलया िै, तथा जिनके

ृास प्रजतजनयुजि के आिार ृर जनयुजि के जलए जनिागररत िैक्षजणक अिगता और अनुभव िै, को भी बािरी व्यजियों के साथ जवचार

दकया िाना िै। यदि जवभागीय अभ्यथी को ृि ृर जनयुजि के जलए चुना िाता िै; तो इसे प्रोन्नजत ्ारा भरा गया माना िाएगा।

रटप्ृण 2.- प्रजतजनयुजि की अवजि जिसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक

ृिले िाररत दकन्िीं अन्य काडर-बाह्य ृि ृर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषग से अजिक निीं िोगी।

रटप्ृण 3.-प्रजतजनयुजि ्ारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्ृन वषग से अजिक

निीं िोगी।

G.S.R. 175.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Emergency Relief Training Institute (Administrative Officer) Recruitment Rules, 1963,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Administrative Officer, in the National Disaster

Response Force Academy, Nagpur, under the Ministry of Home Affairs, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, National Disaster

Response Force Academy, Administrative Officer (Group ‘B’ post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix. - The number of said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(b) possessing the following qualifications and experience, namely:-

(i) Bachelor Degree from a recognised University or institute;

(ii) two years experience in accounts /administration or establishment work in a Government office or public sector

undertaking or autonomous body or statutory body.

Note 1: The departmental Assistant in level-6 (Rs. 35400-112400) in the pay matrix with five years of regular service

in the grade, who has successfully completed training of two-four weeks in the field of administration, establishment

and accounts, and having the educational qualifications and experience prescribed for considering appointment on

deputation basis is also to be considered along with outsiders. If the departmental candidate is selected for

appointment to the post, it shall be treated as having been filled by promotion.

Note 2: The period of deputation including period of deputation spent in any other ex cadre post held immediately

preceding this appointment in the same or some other organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the last

date of receipt of application.

राज्य ृुजलस संग नों के अजिकारी –

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकये हुए िो;

(ii) वतगमान कैडर या जवभाग में स्ट्तर-5 (रुृये 29200-92300) या समकक्ष में जनयजमत आिार ृर जनयुजि के बाि उस

ग्रेड में 6 वषग की सेवा के साथ; एवं

(ख) जनम्नजलजखत िैजक्षक अिगता और अनुभव रखना:-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा संस्ट्थान से स्नातक की जडग्री; एवं

(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय अथवा संस्ट्थान से िारीररक प्रजिक्षण प्रजिक्षक ृाठ्यक्र्म उत्तीणग।

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

5. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing,

exempt any person from operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be
