राष्ट्रीय पुस्तक संिर्धन पररषि का पुनगधठन के संबंर् में ।

सं. 7-1/2014-बीपी—शिक्षा मंत्रालय(उच्चतर शिक्षा शिभाग), भारत सरकार ने िेि की समग्र आिश्यकताओं के संिभध में पुस्तक उद्योग

के शिकास के शलए दििाशनिेि तैयार करने हेतु िषध 1967 में एक राष्ट्रीय पुस्तक शिकास बोर्ध की स्थापना की थी। बोर्ध का बाि में िषध 1970 में

पुनगधठन दकया गया और इसने फरिरी 1974 तक काम दकया। 15 शसतम् बर, 1983 को राष्ट्रीय पुस्तक शिकास पररषि नामक एक नया शनकाय

स्थाशपत दकया गया था और इसने 3 शसतम् बर, 1986 तक काम दकया। पररषि का इसके बाि, प्रत्येक बार तीन िषध की अिशर् के शलए दिनांक

6.11.1990, 18.12.1997, 2.9.2008, 21.10.2011 और 24.11.2017 को पुनगधठन दकया गया था। इस पररषि का शपछली बार

08.02.2021 को तीन िषध की अिशर् के शलए अथाधत् 07.02.2024 तक के शलए पुनगधठन दकया गया था।

2. शिक्षा मंत्रालय, भारत सरकार ने अब राष्ट्रीय पुस्तक संिर्धन पररषि का पुनगधठन करने का शनर्धय शलया है जैसा शनम्नशलशित

पैराग्राफों में उल्लेि दकया गया है।

3. पररषि के कायध:

पुस्तकों के लेिन/ग्रंथकाररता, पुस्तकों के उत्पािन, प्रकािन और शबक्री, मूल्य और कॉपीराइट, पुस्तक पढ़ने की आित, शिशभन्न भारतीय

भाषाओं में शिशभन्न आयु िगों और सामान्य रूप से भारतीय पुस्तकों की गुर्ित्ता और शिषय-सामग्री हेतु शिशभन्न आबािी िगों के शलए पुस्तकों

की उपलब्र्ता एिं पहंच को किर करने के साथ-साथ पुस्तक संिर्धन के सभी प्रमुि पहलुओं संबंर्ी शिचारों को साझा करने को आसान बनाना।

4. पररषि का मुख्यालय और सशचिालय:

पररषि का मुख्यालय नई दिल्ली में होगा और इसका सशचिालय उच्चतर शिक्षा शिभाग, शिक्षा मंत्रालय, भारत सरकार में पुस्तक संिर्धन

प्रभाग द्वारा प्रिान दकया जाएगा।

5. पररषि का संघटन:

राष्ट्रीय पुस्तक संिर्धन पररषि का संघटन शनम्नित होगा:

6. सिस्यों का कायधकाल:

राष्ट्रीय पुस्तक संिर्धन पररषि का कायधकाल तीन िषध का होगा। पररषि के पिेन सिस्यों के अलािा अध्यक्ष, उपाध्यक्ष और दकसी अन्य

सिस्य का कायधकाल सामान्यत तीन िषध होगा, जब तक दक दकसी कम कायधकाल का उल्लेि न दकया जाए, लेदकन िे पुनः शनयुशि के शलए पात्र

होंगे। जहां पररषि का कोई सिस्य अपने पि या अपनी शनयुशि के कारर् सिस्य बन जाता है, उस पि या शनयुशि की समाशप्त पर उसकी सिस्यता

समाप्त हो जाएगी। सिस्यों(पिेन सिस्यों के अलािा) के बीच सभी आकशस्मक ररशियां, उस प्राशर्कारी या शनकाय द्वारा भरी जाएंगी शजसने उस

सिस्य को नाशमत दकया है शजसके स्थान पर ररशि हई है और आकशस्मक ररशि में इस प्रकार शनयुि व्यशि उस िेष कायधकाल अिशर् के शलए

पररषि का सिस्य होगा, शजस अिशर् के शलए, िह व्यशि पररषि का सिस्य होता।

7. बैठकें और उप-सशमशतयां:

पररषि की िषध में कम से कम एक बैठक होगी। पररषि शिशिष्ट प्रयोजनों के शलए सशमशतयों/ पैनलों का गठन कर सकती है शजसकी

आिश्यकतानुसार शजतनी चाहे बैठकें हो सकती हैं।

पररषि की बैठकों से प्राप्त शिचारों और सुझािों को उच्चतर शिक्षा शिभाग, शिक्षा मंत्रालय, भारत सरकार द्वारा संबंशर्त भारत सरकार

मंत्रालयों/एजेंशसयों द्वारा अपनी नीशतयां एिं कायधक्रम बनाने में प्रासंशगक सीमा तक, शिचार दकए जाने िाले इनपुट के तौर पर प्रलेशित दकया

जाएगा।

पररषि की प्रत्येक बैठक के शलए कायधसूची एिं नोट, उच्चतर शिक्षा शिभाग, शिक्षा मंत्रालय, भारत सरकार द्वारा पररषि् के सिस्यों से

समय-समय पर प्राप्त सुझािों के आर्ार पर तैयार दकए जाएंगे।

RESOLUTION

Subject: National Book Promotion Council – Reconstitution of – regarding.

No. 7-1/2014-BP—The Government of India, Ministry of Education (Department of Higher Education), had set up a

National Book Development Board in 1967 to lay down guidelines for the development of the book industry in the context of

the overall requirements of the country. The Board was subsequently reconstituted in 1970 and functioned till February, 1974.

A new body called the National Book Development Council was set up on the 15th September, 1983 and functioned till

3rd September, 1986. The Council was thereafter reconstituted on 06.11.1990, on 18.12.1997, on 02.09.2008, on 21.10.2011

and 24.11.2017 each for a period of three years. The Council was last reconstituted on 08.02.2021 for a period of three years

i.e. up to 07.02.2024.

2. The Government of India, Ministry of Education, has now decided to reconstitute the National Book Promotion

Council as indicated in the following paragraphs.

3. Functions of the Council

To facilitate the exchange of views on all major aspects of book promotion inter-alia covering writing/authorship of

books, production, publication and sale of books; prices and copyright, habit of book reading, availability and reach of books

for different segments of population, for various age-groups in different Indian languages and the quality and content of Indian

books in general.

4. Headquarters and Secretariat of the Council

The Headquarters of the Council shall be at New Delhi and its Secretariat will be provided by the Book Promotion

Division in the Department of Higher Education, Ministry of Education, Government of India.

5. Composition of the Council

The National Book Promotion Council will have the following composition:

6. Tenure of Members

The term of the National Book Promotion Council shall be three years. The tenure of the Chairman, Vice-Chairman

and each member of the Council, other than Ex-officio members, shall normally be three years, unless a shorter term is

indicated; but they will be eligible for re-appointment. Where a Member of the Council becomes a member by reason of the

office or appointment s/he holds, her/his membership of the Council shall stand terminated when s/he ceases to hold that office

of appointment. All casual vacancies among the Members (other than ex-officio members) shall be filled by the authority or

body who nominated the member whose place has fallen vacant and the person so appointed to a casual vacancy shall be a

Member of the Council for the residual period of the term for which the person whose place has been filled, would have been

a Member.

7. Meetings and Sub-Committees

The council shall meet at least once a year. The Council may set up Committees/Panels for specific purposes which

may meet as frequently as required.

The views and suggestions emerging from the meetings of the Council will be documented by the Department of

Higher Education, Ministry of Education, Government of India, as inputs to be taken note of by the concerned Ministries/

Agencies of the Government of India, to the extent relevant in formulating their policies and programmes.

For each meeting of the Council, the agenda and notes thereon will be prepared by the Department of Higher

Education, Ministry of Education, Government of India, on the basis of suggestions received from Members of the Council

from time to time.
