जलए जनम्नजलज त जन म बनाते िैं, अ ाात:-

1. संजक्षप्त नाम और प्रारंभ.- (1) इन जन मों का संजक्षप्त नाम गषि मंत्राल , भारत के मिारजिस्ट्रार का का ााल , राज् ों

और संघ राज् क्षेत्रों में िनगणना का ा जनिेिाल के का ााल , सांज्‍ की अन्वेषक ग्रेड II (समूि ' ' पि) भती

जन म, 2024 िज ।

स्ट्तर वि िोगा िो इन जन मों के सा उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं।

3. भती की पद्धजत, आ ु-सीमा, अिाताएं आदि- उि पि पर भती की पद्धजत, आ ु-सीमा, अिाताएं त ा उससे संबंजित अन्

बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

4. जनरिाता.- वि व्यजि,-

(क) जिसने ऐसे व्यजि से, जिसका पजत ा पत्नी िीजवत िज; जववाि दक ा िज ा जववाि की संजविा की िज; ा

( ) जिसने अपने पजत ा पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दक ा िज, ा जववाि की संजविा की िज;

उि पि पर जन ुजि का पात्र निीं िोगा:

परन्तु केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन् पक्षकार को लागू

स्ट्वी जवजि के अिीन अनुज्ञे िज, और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के प्रवतान से

छूट िे सकेगी।

5. जिज ल करने की िजि.- ििां केन्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, विां वि, उसके

जलए िो कारण िैं उन्िें ले बद्ध करके त ा संघ लोक सेवा आ ोग से परामिा करके इन जन मों के दकसी उपबंि को दकसी

वगा ा प्रवगा के व्यजि ों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

6. व्यावषजत्त.- इन जन मों की कोई भी बात, ऐसे आरक्षण, आ ु-सीमा में छूट और अन् ट्रर ा तों पर प्रभाव निीं डालेगी

जिनका केन्री सरकार द्वारा इस संबंि में सम -सम पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजत ों,

अनुसूजचत िनिाजत ों, अन् जपछड़े वगों, भूतपूवा सजनकों और अन् जविेष प्रवगा के व्यजि ों के जलए उपबंि करना

ट्रटप्पण:- ििां कजनष्ठों, जिन्िोंने अपनी अिाता ा पात्रता सेवा पूरी

कर ली िज, की प्रोन्नजत के जलए जवचार दक ा िा रिा िज उनके वट्ररष्ठों

पर भी जवचार दक ा िाएगा बिते दक वे ऐसी अिाता ा पात्रता

सेवा के आिे से अजिक ा िो वषा िो भी कम िो, से अपेजक्षत ोग् ता

(ii) जिन्िोंने मूल संवगा अ वा जवभाग में वेतन मजट्ररक्स में स्ट्तर-5

(29200-92300 रुप े) ा समतुल् में जन जमत आिार पर जन ुजि

के पश्चात छि वषा की सेवा की िज; त ा

स्ट्तंभ (7) के अंतगात सीिी भती के जलए जवजित अिाताएं और

अनुभव र ते िों।

ट्रटप्पण 1- फीडर श्रेणी के जवभागी अजिकारी, जिनकी प्रोन्नजत

आसन्न िज, प्रजतजन ुजि पर जन ुजि के जलए जवचार दकए िाने के पात्र

निीं िोंगे। इसी प्रकार, प्रजतजन ुि कमाचारी प्रोन्नजत पर जन ुजि के

जलए जवचार दकए िाने के पात्र निीं िोंगे।

ट्रटप्पण 2- प्रजतजन ुजि की अवजि,जिसके अंतगात केन्री सरकार के

उसी अ वा अन् संग न अ वा जवभाग में इस जन ुजि से तुरंत पिले

िाट्ररत दकसी अन् संवगा बाह्य पि पर प्रजतजन ुजि की अवजि भी िज,

सामान् त: तीन वषा से अजिक निीं िोगी।

ट्रटप्पण 3- प्रजतजन ुजि द्वारा जन ुजि के जलए अजिकतम आ ु-सीमा

आवेिन प्राप्त िोने की अंजतम तारी को 56 वषा से अजिक निीं िोगी।

G.S.R. 180.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, Office of the Registrar General, India (Statistical Cadre posts)

Recruitment Rules, 2019, in so far as they relate to the post of Statistical Investigator Grade II except, as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Statistical Investigator Grade II in the Office of the Registrar

Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Office of the

Registrar General, India, Offices of the Directorate of Census Operations in States and Union territories,

Statistical Investigator Grade II (Group ‘B’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age- limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible

for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

Commission or competent authority is of the opinion that

sufficient number of candidates from these communities

possessing the requisite experience are not likely to be available

to fill up the vacancies reserved for them.

of the Registrar General, India.

Note.- Where juniors who have complete their qualifying or

eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short of the

requisite qualifying or eligibility service by more than half of such

qualifying or eligibility service or two years, whichever is less and

have successfully completed their probation period for promotion

to the next higher grade alongwith their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government or State Governments or Union

territory Administrations,-

(a)(i) holding analogous post on a regular basis in the parent cadre

or department; or

(ii) with six years service rendered after appointment to the post

on a regular basis in level- 5 in the pay matrix (Rs. 29200-92300)

or equivalent in the parent cadre or department; and

(b) possessing the qualifications and experience prescribed for

direct recruits under column (7).

Note 1.- The departmental officers in the feeder category who are

in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, the

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2.- The period of deputation including the period of

deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or

department of the Central Government shall ordinarily not exceed

three years.

4. जनरिाता - वि व्यजि-

(क) जिसने ऐसे व्यजि से जिसका पजत ा जिसकी पत्नी िीजवत िज, जववाि दक ा िज ा जववाि की संजविा की िज; ा

( ) जिसने, अपने पजत ा अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दक ा िज ा संजविा की िज,

उि पि पर जन ुजि का पात्र निीं िोगा:

परन्तु दि केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के अन् पक्षकार

को लागू स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के

प्रवतान से छूट िे सकेगी।

5. जिज ल करने की िजि –ििां केन्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, विां वि उसके

जलए िो कारण िज, उन्िें ले बद्ध करके और संघ लोक सेवा आ ोग से परामिा करके इन जन मों के दकसी उपबंि को दकसी

वगा ा प्रवगा के व्यजि ों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

6. व्यावषजत्त –इन जन मों की कोई बात, ऐसे आरक्षण, आ ु-सीमा में छूट और अन् ट्रर ा तों पर प्रभाव निीं डालेगी,

जिनका केन्री सरकार द्वारा इस संबंि में सम -सम पर िारी दकए गए आिेिों के अनुसार अन् जपछड़े वगों, अनुसूजचत

िाजत ों, अनुसूजचत िनिाजत ों, भूतपूवा सजनकों और अन् जविेष प्रवगा के व्यजि ों के जलए उपबंि करना अपेजक्षत िज।

ट्रटप्पण 1 : ििां ऐसे कजनष्ठ व्यजि ों के संबंि में, जिन्िोंने अपनी अिाक ा पात्रता सेवा पूरी कर ली िो, प्रोन्नजत के जलए जवचार दक ा

िा रिा िो, विां उनसे ज् ेष्ठ व्यजि ों के संबंि में भी जवचार दक ा िाएगा परन्तु ि तब िबदक उनके द्वारा की गई ऐसी अिाक ा

पात्रता सेवा, अपेजक्षत अिाक ा पात्रता सेवा के आिे से अजिक से ा िो वषा से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने

ऐसे कजनष्ठ व्यजि ों सजित जिन्िोंने ऐसी अिाक ा पात्रता सेवा पिले िी पूरी कर ली िज अगली उच्चतर श्रेणी में प्रोन्नजत के जलए,

अपनी पट्ररवीक्षा की अवजि सफलतापूवाक पूरी कर ली िो।

ट्रटप्पण 2 : पोषक प्रवगा के ऐसे जवभागी अजिकारी िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजन ुजि पर जन ुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार, प्रजतजन ुि व्यजि प्रोन्नजत द्वारा जन ुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।

ट्रटप्पण 3: प्रजतजन ुजि की अवजि (जिसके अंतगात अल्पकाजलक संजविा भी िाजमल िज) केंरी सरकार के उसी ा दकसी अन् संग न

ा जवभाग में इस जन ुजि से ीक पिले िाट्ररत दकसी अन् एक्स - कजडर पि पर प्रजतजन ुजि की अवजि, सािारणत ा तीन वषा से

अजिक निीं िोगी।

ट्रटप्पण 4: प्रजतजन ुजि (जिसके अंतगात अल्पकाजलक संजविा भी िाजमल िज) द्वारा जन ुजि के जलए अजिकतम आ ु-सीमा आवेिन प्राप्त

करने की अंजतम तारी को छप्पन वषा से अजिक निीं िोगी।

G.S.R. 181.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in

supersession of the Department of Animal Husbandry, Dairying and Fisheries, (Fisheries Division, Group ‘A’, Group

‘B’ and Group ‘C’ Posts) Recruitment Rules, 2015, in so far as they relates to the post of Assistant Commissioner

(Fisheries) except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Assistant Commissioner (Fisheries) in the

Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries namely: -

1. Short title and commencement: - (1) These rules may be called the Ministry of Fisheries, Animal Husbandry

and Dairying, Department of Fisheries, Assistant Commissioner (Fisheries) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in pay matrix:-The number of said post, its classification and the level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.: - The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualifications: - No Person, -

(a) Who has entered into or contracted a marriage with the person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible

for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax: -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving: - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Schedules Tribes, the Ex-Servicemen, Other Backward Classes and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Research Officer (Fisheries) with five years regular service in the level-10 of pay matrix and having successfully

completed two weeks training related to fisheries as prescribed by the Competent Authority.

Deputation (Including Short-Term Contract)

Officers of the Central or State Government or Union Territory Administration or autonomous or statutory

organizations or public sector undertaking or Universities or recognised research institutions:-

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with five years' service in the grade rendered after appointment thereto on regular basis in the level-10 of pay

matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience as prescribed under Column (7).

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided they are not short of the requisite qualifying or

eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and

have successfully completed their probation period for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility service.

Note 2: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, deputationist shall also not be eligible for consideration

for appointment by promotion.

Note 3: The Period of deputation (Including Short-Term Contract) including period of deputation (Including Short-

Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or Department of the Central Government shall ordinarily not to exceed three years.

Note 4: The maximum age-limit for appointment by Deputation (including Short- Term Contract) shall be not

exceeding fifty-six years as on the closing date of receipt of applications).
