का.जन.आ. 2.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और

भारतीय नौसेना समूि ‘ख’ (अरािपजत्रत) अननुसजचवीय फोरमैन (भंडार) भती जनयम, 2002 को, उन बातों के जसवाय

अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवव दकया गया िै या करने का लोप दकया गया िै, रक्षा मंत्रालय, नौसेना

मुख्यालय, में ज्येष्ठ भंडारी अिीक्षक (आयुि) के पि पर भती की पद्धजत का जवजनयम करने के जलए जनम्नजलजखत जनयम

बनाते िैं, अथावत्:-

1. संजक्षप्त नाम और प्रारम्भ : (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, नौसेना मुख्यालय, ज्येष्ठ भंडारी अिीक्षक

(आयुि), समूि ‘ख’ पि, भती जनयम, 2024 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर – उि पि की संख्या, उसका वगीकरण और वेतन मैट्ररक्स में

उसका स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।

4. जनरिवता – वि व्यजि,–

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा की िै

उक् त पि पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केंद्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतवन से छूट िे सकेगी।

5. जिजथल करने की िजि –ििााँ केन्द्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिव करके इन जनयमों के दकसी उपबंि को दकसी

वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत्त –इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछड़े वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि करना अपेजक्षत िै।

अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै,

प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोंगे इसी प्रकार प्रजतजनयुि

व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार

दकए िाने के पात्र निीं िोंगे ।

(अल्पकाजलक संजविा सजित ) जिसके अंतगवत

केन्द्रीय सरकार के उसी या दकसी अन्य संगठन

या जवभाग में इस जनयुजि से ठीक पिले िाट्ररत

दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि

(अल्पकाजलक संजविा सजित) की अवजि िै,

सािारणतया 3 वषव से अजिक निीं िोगी ।

ट्रटप्पण 3. प्रजतजनयुजि द्वारा जनयुजि के जलए

अजिकतम आयु सीमा आवेिन प्राप्त करने की

अजन्तम तारीख को 56 वषव से अजिक निीं

िोगी ।

पुनर्नवयोिन: सिस्त्र बल के ऐसे कार्मवकों के

संबंि मे भी जवचार दकया िाएगा िो एक वषव

की अवजि के भीतर सेवाजनवृत िोने वाले िैं या

ट्ररिवव में स्ट्थानांतट्ररत दकए िाने वाले िै और

जिनके पास प्रजतजनयुजि पर भती दकए िाने

वाले व्यजियों के जलए जवजित अनुभव और

अिवताए िै । यदि चयजनत िो िाते िैं , ऐसे

व्यजियों को उस तारीख तक प्रजतजनयुजि के

जनबंिनो पर रखा िाएगा जिस तारीख से उन्िें

सिस्त्र बल से जनमुवि दकया िाता िै तथा

तत्पश्चात उन्िें पुनर्नवयोिन पर बने रिने दिया

िा सकता िै ।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना

भती करने में दकन पट्ररजस्ट्थजतयों में संघ

लोक सेवा आयोग से परामिव दकया

िाएगा

NOTIFICATION

New Delhi, the 30th December, 2024

S.R.O. 2.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Navy Group ‘B’ (Non-Gazetted, Non-Ministerial- Foreman of Stores) Recruitment Rules, 2002,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Senior Store Superintendent (Armament) in the

Naval Headquarters, Ministry of Defence, namely: -

1. Short title and commencement.- (1) These rules may be called the Naval Headquarters Ministry of Defence,

Senior Store Superintendent (Armament), Group ‘B’ Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(Rs.25500-81100) with ten years regular service in the

Grade and have successfully completed mandatory

training of two weeks in the relevant field.

Note.-Where

juniors

who

qualifying or eligibility service are being considered for

promotion, their seniors shall also be considered provided

they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility

service or two years, whichever is less and have

successfully completed their probation period for

promotion to the next higher grade along with their

juniors who have already completed such qualifying or

eligibility service.

Note 1.- The departmental officers in the feeder category

who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation.

Similarly, the deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2.- The period of deputation (including short-term

contract) including the period of deputation (including

short-term contract) in another ex-cadre post held

immediately preceding this appointment in the same or

some other organisation or department of the Central

Government shall ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by

deputation (including short-term contract) shall be not

exceeding fifty-six years as on the last date of receipt of

applications.

Re-employment:

The Armed Forces personnel due to retire or who are to

be transferred to reserve within a period of one year and

having the qualifications and experience prescribed for

deputanists shall also be considered for deputation. If

selected, such officers shall be given deputation terms up

to the date on which they are due for release from the

Armed Forces and thereafter, they may be continued on

re-employment terms.
